Analysis of Operational Plan and Economical Validity in Aquacultural for Contingency Red Tide (적조 대응 육상양식장 운영방안 및 경제적 타당성 분석)

  • This paper analyzed economic feasibility of aquacultural construction which of large-scale. The results of the economic analysis, cage cultural and water recycling cultural by post-water treatment were analyzed that NPV is 2,083,685 thousand won and -14,105,896 thousand won and B/C ratio is 0.590 and 0.855, respectively. These were shown economic infeasibility. But, running water culture by pre-water treatment(small scale) and running water culture by pre-water treatment(large scale) were analyzed that the one is 5,555,747 thousand won and 15,048,589 thousand won and the other is 1,154 and 1,1221, respectively. these were shown economic feasibility. In addition, measurement of B/C ratio through a sensitivity analysis on running water cultural by pre-water treatment(small scale) and running water cultural by pre-water treatment(large scale) is economic feasibility in all cases. However, these were analyzed when the selling price was falling to 20 percent, it has shown economic infeasibility and when the selling price rises to 20 percent, water recycling culture by post-water treatment has economic feasibility. The significance of the study analyzed a sensibility as well as economic feasibility by methods and scales. It is expected that used as basic materials when constructing and operating of land aquaculture in order to minimize the damage from natural disasters.

An Analysis on Economies of Scale for Tuna Distant Longline Fishery Using a Translog Cost Function (트랜스로그 비용함수를 이용한 참치연승어업 규모의 경제성 분석)

  • The purpose of this study is to identify economic situation on scale of tuna distant longline fishery by analyzing its economies of scale using the cost function. To analyze its economics of scale, the deep-sea fishing statistics were used from 2012 to 2016. In detail, the number of panels for estimating the cost function was 68 tuna distant longline vessels from 2012 to 2016, and the total number of observations over the five years were 340. As a final model, the two-way fixed effect model based on the translog cost function was adopted through the F test, the Breusch-Pagan test and the Hausman test. As a result of the analysis, it was found that tuna distant longline fishery between 2012 and 2014 was diseconomies of scale, the fishery between 2015 and 2016 was economies of scale. However, the economic indicators of the scale from 2012 to 2016 were almost close to zero, indicating that the constant returns to scale, the optimal scale, were reached. Therefore, in the situation where the amount of fishery resources in the world continues to decrease, it is necessary to prepare a method to obtain economic benefits through scale maintenance and reduction rather than indiscriminate scale expansion.

  • The economic scale of nuclear application is a good indicator to show how the radiation technology is useful and contribute to improve public welfare and living standard. Recent research in Japan shows that the economic scale of nuclear field was 4,112 B¥ for radiation application(46%) and 4,741 B¥ for nuclear energy (54%) playing a role of "two wheels of one cart" in nuclear field and the total 8,853 B¥ constitutes 1.8% of gross domestic products (GDP). The radiation application consisted of 2,295 B¥ (56%) in industry (semiconductor, sterilization, nondestructive testing, radiation processing of tires, etc.), 1,538 B¥ (37%) in medicine (therapy and diagnosis such as X-ray, nuclear medicine, computed tomography, etc.) and 279 B¥ (7%) in agriculture (mutation breeding, food irradiation, sterile insect technique, etc.). Radiation application by ${\gamma}$-ray, electron beam and ion beam is steadily increasing in Japan.

Analysis of Problems and Improvement of Environmental Impact Assessment in Social-Economic Items Based on 19 Major Large Scale Development Projects (주요개발사업의 환경영향평가서 분석을 통한 사회경제항목평가의 문제점과 개선방안)

  • Assessment in Socio-economic items should be used to estimate social influence when policies and projects were introduced. To estimate current situation of socio-economic items 19 Environmental Impact Statement (EIS) of large scale projects were analyzed. The projects were selected based on magnitude of social impact when the projects were implemented. Environmental Impact Statement was categorized into line projects(road construction, railroad construction, stream development, etc), and surface projects(energy development, wetland reclamation, recreation and sport development, and housing and residential development, etc) thus being chosen for 19 projects in each categories. This report was based on the analysis of 7 items in socio-economic environmental items(i.e., population, residents, industry, public facilities, education, transport and historical monument). Most EIS did not follow the regulation suggested by Ministry of Environment, and only current circumstances were briefly described. Indifference of in-depth analysis of socioeconomic environmental items would influence the process of social and environment impact negatively in the midst of construction of National Projects such as Outer Circle Seoul Highways, Saemankeum Reclamation Projects, etc. This abrupt halt of construction was mostly based on a lack of public hearing or public participation. Socio-economic items are also very much lacking in quantitative method and strengthening socio-economic environmental items is needed via checklist or matrix that brings decision-makers better ideas objectively.

Public Opinions on Inter-Korean Economic Cooperation: A Survey Analysis

  • This research attempts to provide an in-depth analysis of the public perceptions of inter-Korean economic cooperation. KDI survey data with a sample size of 1,000 were subjected to empirical analyses. By means of ordered logit estimations, we derive the following results. First, there is a significant effect of age on economic cooperation perceptions, where younger generations tend to be more negative. Second, the group who has positive view on the economic cooperation tends to prefer large-scale, domestic-entity-funded cooperation projects, whereas the group who has negative view tends to prefer small-scale projects and projects funded by international organizations. According to these results, prioritizing trade with the involvement of international organizations is likely to be an effective measure to alleviate potential political constraints and to achieve sustainable long-run economic cooperation systems when pursuing the economic cooperation.

  • This study analyzes an economic efficiencies of apples, pears, and grapes farming. We evaluate an annual economic overall efficiency (OE), allocative efficiency (AE), technology efficiency (TE), pure technology efficiency (PTE), and scale efficiency (SE) using data envelopment analysis (DEA). We also measure returns to scale of farms, and the change of technical efficiency of frontier farms. Lastly we estimate the effects of some explanatory variables on allocative, pure technical, and scale efficiencies.

  • This study analyzes an economic efficiency of environmental friendly farm and conventional farm using the data envelopment analysis (DEA). We compare the economic efficiency of Environmental Friendly farm and Conventional farm. We also analyze the effects of some explanatory variables on allocative efficiency (AE), pure technology efficiency (PTE) and scale efficiency (SE). In the case of strawberries farm, environmental friendly farm has higher overall efficiency (OE) than conventional farm. But tomatoes farm has higher overall efficiency (OE) than conventional farm. And We measure returns to scale of farms. Most strawberries and tomatoes farms showed Increasing to Scale (IRS).

  • Compared with a traditional power system of electricity providers, distributed power systems consist of power suppliers which are small and demand-oriented. Each small power supplier tends to utilizes renewable energy sources such as solar and wind power. It is because that home renewable energy systems do not need a large scale infrastructure which is required for traditional power plants. In this work we study an economic feasibility of such a renewable energy source. We describe how renewable power generation works and what it brings in terms of economic benefits. Also, we analyze limitations by the current policy and their possible solutions.

  • Innovation and Scale-up of Start-up companies are becoming important national tasks. In the past, it was spread the start-up policy paradigm such as 'Start-up America', 'Start-up Chile', 'Start-up Britain' to overcome the recession globally. However as the economic recovery has become more visible recently in advanced economies, it is shifting from a start-up support policy to a scale-up oriented policy paradigm such as 'Scale-up America', Scale-up UK', 'Scale-up Denmark'. It is necessary to enter the scale-up phase beyond the start-up phase to increase the number of high-quality jobs and to continue economic growth. Therefore, it is necessary to grow the start-up into a strong medium-sized company and to lay the foundation for survival. Therefore, the purpose of this study is to consider the antecedent factors that influence the scale-up aspiration for the start-up firm to grow into a scale-up company, and empirically identifies the differences between the stages of economic development and entrepreneurs in the country. In order to accomplish the purpose, this study predicted scale-up by aspiration which is a predictor of scale-up behavior because it is difficult to achieve visible growth in a short period of time due to the characteristics of start-up companies. In order to empirically explore these relationships, the data were collected from nascent entrepreneurs who have less than 3.5 years of the Adult Population Survey(APS) among the subjects surveyed by the Global Entrepreneurship Monitor(GEM) and the national economic development stage are divided into Innovation-driven, Efficiency-driven, Factor-driven type economies. For the test hypotheses, this study adopted the multi-level model analysis for comparison between national economic development stages and using the R 3.5.0 program. The results of this study are as follows. There is difference between the national economic development and the entrepreneur in the relationship between innovation orientation of entrepreneurs and scale-up aspirations. As the economy of the country develops, the innovation activity of the entrepreneur becomes more active. Since start-ups are heavily influenced by entrepreneurs, there is a difference in the degree of aspiration depending on how innovative an entrepreneur is in the same environment. In terms of the relationship between innovation orientation and scale-up aspiration, the fear of failure was found to differ between national economic development and entrepreneurs. The fear of failure differ from country to country, and this is one of the important factors affecting entrepreneurial activities. It is expected that the factors influencing the growth of the start-up companies which are identified through the results of these studies, will be used to create a suitable scale-up ecosystem according to the national economic development stage.

Evaluating the Economic Effects of Fishing Vessel Buyback Programs in Korea (우리나라 연근해어선 감척사업의 경제적 투자효과 분석)

  • Fisheries buyback programs have been implemented from 1994 in Korea, and its scale is estimated to have a value of 930 billion won, which is compounded for eight years since 1994. The paper evaluates the programs' economic and financial viability, and predicts efficient ways about how much and how long to reduce fisheries vessels so as to pursue a target biomass at MSY, For the specific purpose of the paper, aggregate fisheries stock dynamics and catch functions are specified and estimated by yearly catch and fishing effort data from 1970 to 2001, using ASPIC model and Schaefer's logistic production model. Results show that the fisheries stock in Korea has steadily declined since 1970, and that Korean fisheries overexploitation has steadily increased. Using cost-benefit analysis method, the buyback program holds the economic and financial feasibility even if the scale of buyback programs is not sufficient to avoid the downward trend in fisheries stock and harvest. The potential investment scale is predicted in several alternative scenarios using the sensitivity analysis method. The results recommend the annual reduction of 46%, 12% or 20% for the next one year, five years or three years, respectively so that the target biomass at MSY may be reached in 25 years.
