Smoking Attributed Economic Burden of Stroke Using Disability Grades (장애등급 분포를 활용한 흡연에 의한 뇌졸중 질병부담비용 측정)

  • Objectives: The purpose of the study was to estimate the economic burden of stroke in Korea using post stroke disability grades and to measure smoking attributed economic burden. Methods: The disability grade of stroke patient was assessed for stroke patients who did not have a history of stroke before from a large cohort study in Korea. Treatment costs of patients were estimated by the National Health Insurance Service annual statistical report and care cost was estimated by the need of care defined by the assessed disability grades of patients. The population attributable fraction from WHO was used to calculate the proportion of cost due to smoking. Results: The study revealed that the cost of the stroke in 2015 was about 3.228 trillion won, while the care-giver cost was approximately 176 billion won. The cost of the smoking attributed stroke was about 724 billion won. Conclusion: This study is useful for estimating the cost of smoking considering the post-stroke disability and the results is important for achieving the national goal of extending healthy life from the Fourth National Health Promotion Plan.

A Study on the Methodologies of Economic Analysis for National R&D Program (국가 연구개발사업의 경제성분석 방법론 고찰 : 가치평가를 중심으로)

  • Technological, policy and economic factors are both important variables in maximizing the results of a national R&D program and key indicators in evaluating an R&D program's eligibility for financial support. Economic analysis, in particular, is used when selecting R&D programs, setting priorities, and estimating economic effects. This paper examines a series of methodological issues related to the economic analysis of national R&D programs within the framework of the current preliminary feasibility evaluation system, and proposes alternative approaches to each of the issues discussed. The issues include the definition of R&D valuation and establishment of valuation factors; estimation of sales attributable to R&D investment; assessment of the total economic value of R&D as intellectual assets; estimation of R&D benefits and assumption of related to sales; and the application of discount rates based on the weighted average cost of capital. Finally, this study presents directions for future research on analytical procedures and methods of improving the reliability of the results of economic analysis within the national technology planning system.

Status of Environmental Life Cycle Assessment (LCA): Case study of South Korea

  • The Life Cycle Assessment (LCA) as an environmental impact assessment tool has received increasing attention over the years. Unlike the water footprint (WF) and carbon footprint (CF) assessments whose focus is only on a single environmental aspect, the LCA systematically analyzes the different impacts along the entire life cycle, making possible the identification of potential environmental tradeoffs. In Korea, LCA has drawn much attention from both industry and academia since the mid-90s. However, the level of Korea-related LCA studies with respect to different sectors in the past 20 years has not been analyzed. This study, therefore, sought to assess the status of environmental Life Cycle Assessment (LCA) studies in Korea, with a view to understanding the current level of sustainability reporting and identify potential research gaps. Online searches of English written articles published between 2000 and 2019 were conducted on Google, Google scholar, Scopus, and Web of Science databases using the Keywords "life cycle assessment", "lca", and "Korea." At the end of the search, about 88 LCA related studies were identified for Korea within the study period. Majority of these studies focused on the construction (49%) and energy (31%) sectors with fewer environmental studies on the transportation (9%), manufacturing (8%), agriculture (2%), and information and communication (1%) industries. Based on publication trend, results show that LCA studies in Korea have been on the rise in the past 20 years, even though the number of publications has not followed a constant pace. In comparison with the economic sectors of the country, reports show an inadequacy in the coverage of major industries of growing economic relevance like the tourism, health, and agriculture, suggesting a need to further increase and improve LCA related studies in these sectors.

Environmental Impact Assessment and Environmental Information System (환경영향평가와 환경정보체계)

  • Environmental Impact Assessment (EIA) in Korea has worked toward environmental conservation and decision making since the Environmental Impact Statement of 1981. In order to implement the EIA process effectively, we have developed a system for and various methods of EIA. Among these methods, the Environmental Information System, which was introduced recently in Korea, can be used to integrate geographic and attribute data effectively. This study includes methods by which we may use the Environmental Information System. First of all, it explains building EIA factors on the natural environment, the living environment, and the socio-economic environment defined by Environmental Impact Statement regulations in Korea. This study also presents some applications of the assessment methods concerning suitability analysis of landfill sites. Finally, it shows the effectiveness of the Environmental Information System in odor impact assessment. Based on these analysis, the study makes some conclusions for the applications of the Environmental Information System.

Analysis on Sustainability Assessment Tools for Overseas Single Detached Houses (해외 단독주택의 지속가능성 평가도구 분석에 관한 연구)

  • As climate change and environmental degradation become more evident, the public's concern and knowledge on sustainable development requires planners to have regards to social impacts and long term economic viability, as well as environmental impacts. The main objective of this study is to analyze existing sustainability assessment tools for single detached houses. The most widely used oversea tools are selected. From analysis on the existing assessment tools, "Impact Estimator" by Athena Institute, "Bees 4.0" by NIST, "CASBEE for Home" by JSBC, "Envest for Housing" by Energy Saving Trust, "LISA" by Center for Sustainable Technology, "SBTool" by iiSBE (International Initiative for Sustainable Built Environment), it can be seen that the current sustainability assessment programs are in need of much improvement. The selected programs are analyzed on scope of program setting & running, data input & output, assessment categories, and strength & weakness. This study is to supplement the existing sustainability assessment tools for single detached houses, and provide information for the development of web-based program to assist architects or home owners to plan sustainable houses in Korea in the schematic design stage.

  • The choice of economic development over environmental protection has been used to explain the decline in the quality of the environment in developing countries. The authors reject this explanation and propose a theory of negligence to explain this decline. They point to the advantages of environmental impact assessments in dealing with the problem of negligence and presents case studies from four countries. Organizational models for Environmental Impact Assessments in Developing Countries are proposed as useful policy measures.

  • Railway safety is based on a risk analysis and safety assessment for the whole railway system as human, train, electric, signaling, operation, maintenance and etc. Therefore in this study, after investigating the accidents happened in electric railway on Choongang line for 5 years, from '97 to '01, a Data-Base was made through a cause and result analysis. In consideration of economic loss and human resources damage, a risk assessment for electric railway was also performed.

  • The Battery Energy Storage System (BESS) has lots of advantages such as load leveling, quick response emergency power (spinning reserve), frequency and voltage control, improvement of reliability, and deferred generation and transmission construction. However, it is very critical that economic feasibility requires justification from the customer side of meter to promoting the dissemination of BESS in nation widely. In this paper, we proposed the economic assessment model of customer owned BESS which is complemented and improved the existing model. The proposed model is applied to the typical customer types, i.e. light industrial, commercial, and residential, which are taken from the statistical analysis on the load profile survey of Korea Electric Power COmpany (KEPCO). The economic viability performed for each customer load type to justifying their economic feasibility of BESS installation from the economic measures such as payback period, Net Present Worth (NPW), Rate Of Return (ROR). The results show that the BESS has economic benefits to the specific customer type, i.e. residential customer. Therefore, the government and the energy agency should be committing the support program, such as tax incentive, financial support, to disseminate the BESS nation widely. The results of this paper are useful to the customer investment decision-making and the national energy policy & strategy in Korea.

  • Recently, BESS is considered as one of essential countermeasure for demand side management. However, an economic evaluation is critical issue for the introduction of power system because the cost of BESS is very high in present stage. Therefor, this paper presents economic evaluation method for customer use case by considering peak shaving function based on the real time price. From the case study on the model power system and educational customer, it is confirmed that the proposed method is a practical tool for the economic analysis of BESS. and analytical approach for the reliability assessment in radially operated distribution systems. The approach can estimate the expected reliability performance of distribution systems by a direct assessment of the configuration of the systems using the reliability indexes such as NDP (Non-Delivery Power) and NDE (Non-Delivery Energy). The indexes can only consider the number and configuration of the load, but can not consider the characteristics of the load which is the one of the most important factor in the investment cost for the distribution systems. Therefore, this paper presents the new performance indexes for the investment of the distribution facilities considering both the expected interruption cost for the load section and the operation characteristics of Energy Storage System. The results from a case study show that the proposed methods can be a practical tool for the reliability management in distribution systems including Energy Storage System.

  • This study intends to analyse the economical aspect of a GSHP(Ground Source Heat Pump) system compared to the conventional system which is consisted with a boiler and a chiller. This study has simulated four systems in Incheon. It developed and analyzed for applications in a residential and an office building which was based on the hourly EPI(Energy Performance Index, $kWh/m^2yr$). Case 1 is utilizing a boiler and a chiller to meet heating and cooling demand of a house. Case 2 is utilizing the same conventional set up as Case 1 of a office. Case 3 is summation of Case 1(house) and 2(office) systems and loads. And Case 4 is utilizing a GSHP to meet the combined loads of the house and office. The method of the economic assessment has been based on IEA ECBCS Annex 54 Subtask-C SPB(Simple Payback) method. The SPB calculated the economic balanced year of the alternative system over the reference system. The SPB of the alternative systems (GSHP) with 10%, 30% and 50% initial incentive has been calculated as 9.38, 6.72 and 4.06 year respectively while the SPB without initial incentive of systems was 10.71 year.
