  • Background : Recently, we have experienced various changes in the healthcare environment. Healthcare organizations are facing a financial crisis due to more competitive relationships among themselves as well with low health insurance fees. The purposes of the current study were: (1) to develop a data warehouse-based system for evaluating and monitoring the case management activities, and (2) to measure and analyze its effects. Methods : In order to collect the data for the study, the database on discharged patients was utilized at a university hospital located in Seoul from June 1, 2002 through December 31, 2002. Initially, a data warehouse was built for the case management system. The case management activities were analyzed using structured methodology to establish the case management system. Results : The findings of this study were as follows: (1) A case management system was developed to make it possible to monitor of healthcare quality and resource utilization. The Case management System included monitoring functions regarding utilization reviews, critical pathways, and clinical indicators. (2) Utilizing the case management system, unplanned readmissions were documented among total discharged patients during two months from November 1, 2002 through December 31, 2002. The unplanned readmission rate was 2.3%(276 patients) in total of 11,960 discharged patients. Among them 81 patients(0.7% of total discharges, 29.3% of unplanned readmission) were readmitted to the same physician in charge under the same diagnosis. No significant differences were found in the demographic variables such as gender and age among the patients. (3) After implementing the case management system, 2.9% of average length of stay reduced. Applying cost-benefit analysis, the 2.9% reduction of length of stay represents net profit of ${\backslash}$ 279,592,000 in the year of 2004. In addition, applying value acceleration analysis, cumulative net benefit of ${\backslash}$ 1,481,000,000 was expected by the year of 2007. Also we were able to expect ${\backslash}$ 247,800,000 of cumulative benefit for the prospective 5 years in value linkage analysis. It represents average ${\backslash}$ 787,700,000 of pure net benefit a year. Conclusion : The value of present study would be not only implementing the knowledge management system into the existing case management activities, but also evaluating its effects and estimating its financial benefits. • Severe weather conditions, such as heavy snowfall, rain, heatwave, etc., may affect travel behaviors of people and finally change traffic patterns in transportation networks. To deal with those changes and prevent any negative impacts on the transportation system, understanding those impacts of severe weather conditions on the travel patterns is one of the critical issues in the transportation fields. Hence, this study has focused on the impacts of a weather condition on travel patterns of public transportations, especially when a heavy snowfall which is one of the most critical weather conditions. First, this study has figured out the most significant weather condition affecting changes of public transport ridership using weather information, card data for public transportation, mobile phone data; and then, developed a decision-tree model to determine complex inter-relations between various factors such as socio-economic indicators, transportation-related information, etc. As a result, the trip generation of public transportations in Seoul during a heavy snowfall is mostly related to average access times to subway stations by walk and the number of available parking lots and spaces. Meanwhile, the trip attraction is more related to business and employment densities in that destination.

  • The objective of present study was to investigate the effect of seasons on reproductive performance of Hanwoo and Holstein heifers. Heat stress in summer or cold stress in winter stress to Hanwoo and Holstein heifers may bring reproduction failure, which would pose an important economic loss, even around Daegwallyeong region located in high mountainous area. Seasonal differences in the serum levels of LH, FSH and progesterone ($P_4$) in response to environmental factors (hot and cold) out of 20 pubertal Hanwoo heifers in Daegwallyeong, Gangwon Province and 20 non-lactating Holstein heifers in Chonan city of Republic of Korea at 2-3 years of age were compared. Blood samples for hormonal analysis were from jugular vein after detection of estrus repeatedly over four seasons within four-week intervals (Spring: May to June, Summer: July to August, Autumn: October to November and Winter: January to February). In Hanwoo heifer population, averages of LH and FSH concentration in spring and in summer were greater compared to those in winter (p<0.05). LH or FSH levels tended to be greater (p=0.06) in spring and less (p=0.09) in winter compared to the levels in autumn. Only in summer, cattle seemed to show lower LH or FSH secretion (p<0.05). Similar to the results in Hanwoo heifers, the serum concentrations of LH and FSH in Holstein heifers decreased further by heat stress in summer when P 4 levels were high during luteal phase. The results demonstrate significant effect of summer heat on reproduction of Hanwoo or Holstein heifers. Although parameters indicating the extent of heat stress were not measured in this study, we suggest that serum hormone levels could be considered as successful indicators of summer heat stress condition for Hanwoo and Holstein heifers even under rather cool summer climate.

  • Contrary to urban development, urban regeneration is a process of land development through conservation, restoration, and management. In particular, ecologically based urban regeneration is an attempt to improve the quality of life in an area, establish a stable settlement space, and revitalize the local economy by considering the ecological environment. In this regard, the objectives of this study were to establish theoretical concepts and analyze the successful foreign cases of ecologically based urban regeneration, and propose a direction of socio-economic regeneration along with the physical-environmental regeneration of urban areas in Korea. The study results suggest the following. First, strategies must be developed to coordinate public transportation, such as buses and subways, by considering the importance of bicycle riders, along with the sustainable-commuting system. Second, both the importance of planning parks and trails around water systems in various scales while maintaining the existing natural environment as well as using natural elements, such as electric vehicles and wind-power generation systems, were emphasized. Third, urban regeneration for increased energy efficiency requires specific architectural planning and facilities. Fourth, education and research for easy access by the public, as well as public-private partnership, will be needed in the regeneration process.

  • Light olefins are very important hydrocarbons widely used as the raw materials of the most petrochemicals including plastics and medicines. In addition, the nation's olefin production capacity is regarded as one of the key indicators to predict the nation's economic scale and growth. Steam cracking of naphtha (or called "NCC (Naphtha Cracking Center) technology"), the traditional process to produce light olefins, is one of the most consuming energy processes among the chemical industries. Therefore, this process causes tremendous $CO_2$ emission. To reduce the energy consumption and $CO_2$ emission from NCC process, the present paper, firstly, investigates and analyses some alternative technologies which can be potentially substituted for traditional process. Secondly, applying the alternative technologies to NCC process, their effects such as energy savings, $CO_2$ emission reduction and CER (Certified Emission Reduction) were estimated. It is found that the advanced NCC process can reduce approximately 35% of SEC (Specific Energy Consumption) of traditional NCC process. This effect can lead to the reduction of 3.3 million tons of $CO_2$ and the acquisition of the 128 billion won of CER per year. Catalytic cracking of naphtha technology, which is other alternative processes, can save up to approximately 40% of SEC of traditional NCC process. This value equates to the 3.8 million tons of $CO_2$ mitigation and 147 billion won of CER per year.

  • This paper empirically examines the effect of government R&D support on the performance of the firm in Korea. In particular, we examine to what extent the government R&D support affected the firm's exploratative performance. Using a novel dataset combining patent information with national government R&D funding data and firm performance indicators from 2005-2008, we construct and run an empirical model where a firm's exploratative activity, measured by a firm patenting in a different field, is a function of the government R&D support a firm receives. The empirical results show that the government R&D support has a positive effect on the firm's exploratative activity. Especially, this effect is stronger for the small and medium size firms, while large firms are relatively relying on their own R&D funding for exploration. This result indicates that the government needs to focus more on R&D funding for small and medium size firms, if it wants more exploratative outcomes to enhance potential resources for economic development.
