러시아의 유라시아 전략과 한·러 협력 - 지방자치단체 간 경제협력을 중심으로 - (Russia's Eurasian strategy and Korea-Russia Cooperation - With reference to the economic cooperation of the inter-local governments -)

  • This study suggests that Korea - Russia economic cooperation, which has been sluggish in the meantime, should be revitalized as a small, medium sized business that can be practiced at the local level of both countries. Some large scales of national projects were difficult to realize due to some internal and external factors. Therefore, if Russia's Far East region of the complementary economic structure with the Korea's Gyeonggi Province of Korea could form the basis of cooperation by centering on SMEs, it further can be positive for promoting cooperation among South Korea, North Korea and Russia. The trilateral cooperation among two Koreas and Russia is necessary for the balance of political and economic powers in the East Asia. China's retaliation case regarding THAAD (Terminal High Altitude Area Defense) clearly showed that the greater the economic dependence on a particular country, the more threatening it could be. Therefore, it is important for the political and economic security to keep the balance by diversifying economic cooperation counterparts. As China's influence in the global economy grows, building value chains for mutual prosperity with various neighboring countries is gaining great importance. To this end, this paper examined Russia's Eurasian Strategy, New East Policy, and Far East Development Policy which were designed to seek the way to establish Russia's independent economic zone not absorbed by Europe and China.

해저열수광상 상업개발을 위한 국제동향분석과 국가대응전략 (Strategies for the Commercial Development of Seafloor Hydrothermal Deposits in Consideration of International Progress)

  • Hydrothermal deposits on deep-sea floors are expected to provide potential metal resources for future demands. Korea was recently granted a prospecting licence to undertake exploration for hydrothermal metal deposits in the exclusive economic zone (EEZ) of the Kingdom of Tonga in the Pacific Ocean. The Korean Deep Seabed Mining Group (KDSMG), which consists of four Korean companies involved in marine technologies, oil and gas shipping, and smelter industries, has conducted research to evaluate the region's resource potential in cooperation with the Ministry of Land, Transport and Maritime Affairs (MLTM) of Korea. Here we present and reflect on the exploration results of these companies and their strategic plans. We also evaluate Research and Development (R&D) progress for the commercial development of seafloor hydrothermal deposits. Our own strategies and prospects for the commercial development of this potential resource are also outlined. We do acknowledge that other potentially important information regarding the amount of ore body, the inside structure, and the metal yields have not yet been clarified sufficiently. As such it is necessary to address these problems through experimental R&D and surveys.

영국의 대학기반 산학협력단지 관련 개념과 동향 및 정책적 시사점 (A Review of University-based Science & Technology Parks in the UK and the Implications for University and Regional Development Policy)

  • 최근 들어 대학의 캠퍼스가 도시화 경제 인프라 및 기업들과의 지리적 근접성을 바탕으로 산학협력 활동을 촉진하고 지역경제성장을 견인하는 거점 공간으로서 그 중요성이 부각되고 있다. 케임브리지 사이언스파크로 대표되는 대학기반 산학협력단지인 '사이언스파크'는 대학과의 밀접한 산학협력을 강조하고 있다는 점에서 여타의 산업집적지나 과학연구단지와 개념적 차이를 나타내며, 1980년대부터 현재까지 3세대에 걸친 진화과정을 거치면서 대학의 역할과 중요성은 더욱 확대되어 왔다. 한편, 2013년부터 영국 정부는 '기업촉진지구(Enterprise Zone)'의 새로운 버전으로 지역 대학과 기술혁신기반 중소기업과의 산학협력 촉진 및 지역경제발전을 목적으로 하는 '대학기업촉진지구(University Enterprise Zone)' 조성 사업을 추진하고 있다. 영국의 대학기반 산업집적 공간 조성 및 발전 사례가 제공하는 정책적 시사점으로 캠퍼스 산학협력단지 조성을 통해 지역의 기술집약적 중소기업의 입주 공간으로서 대학 캠퍼스의 적극적인 활용, 대학 재정 수익 확보와 경쟁력 강화, 대학 지역 공헌도 제고, 관련 산학협력 재정지원사업과의 시너지 효과 창출 등을 들 수 있다.

정량적 분석에 의한 전남바다목장의 생태계 기반 어업평가 (A study on the ecosystem-based fisheries assessment by quality analysis in Jeonnam marine ranching ecosystem)

  • In the application of the ecosystem-based fisheries assessment Jeonnam marine ranching ecosystem, two fisheries, funnel fishery and trap fishery, were selected as target fisheries. Black seabream, Acanthopagru schlegelii, rock bream, Sebastes inermis, gray mullet, Mugil cephalus, were selected as target species for the funnel fishery, and conger eel, Conger myriaster, was target species for the trap fishery. For assessing indicators of four management objectives, that is the maintenance of sustainability, biodiversity, habitat quality and socio-economic benefits, indicators were selected considering the availability of data, which were 5 indicators for sustainability, 3 indicators for biodiversity, 4 indicators for habitat, 2 indicators for socio-economic benefit. The Objective risk indices for sustainability and biodiversity of two fisheries were estimated at yellow zone, medium risk level. The objective risk indices for habitat and socio-economic benefit were estimated at green zone, safe level. The species risk indices (SRI) were estimated at yellow zone. The fishery risk indices (FRIs) were estimated at 1.143 and 1.400 for funnel net fishery and trap fishery, respectively. Finally the ecosystem risk index estimated at 1.184.

국제해양법상 인공섬, 시설 및 구조물 제도의 쟁점과 우리나라의 입법태도에 관한 고찰 -배타적 경제수역 및 대륙붕을 중심으로 (Legal Issues Relating to Artificial Islands, Installations and Structures in the Exclusive Economic Zone or on the Continental Shelf and Korea's Practice)

  • Artificial islands, installations and structures have been used as a major means for ocean development and management since the early 20th century. The International legal regime to regulate the man-made offshore structures also have evolved and the UN Convention on the Law of the Sea (UNCLOS) acts as a basic international instrument for that purpose. Although the Convention includes more detailed provisions on man-made offshore structures, there are some legal issues regarding jurisdiction of coastal State on the man-made offshore structures in the Exclusive Economic Zone (EEZ) or on the Continental shelf. For this reason, this article begins by reviewing the 1958 Convention on the Continental shelf and the UNCLOS by focusing on the EEZ and the Continental shelf regime governing the man-made offshore structures. It next examines some controversial international legal issues that have emerged from the regulation of man-made offshore structures in the EEZ or on the Continental shelf. This is followed by a review of the Korean domestic laws regulating artificial islands, installations and structures in the EEZ or on the continental shelf. Finally, it closes by summarizing the findings of the above examinations, and suggests some recommendations for future works.

영광(靈光) 부근(附近) 연성전단대(延性剪斷帶)(전주전단대(全州剪斷帶))의 성질(性質)과 교차양상(交叉樣相)에 관(關)하여 (On the Properties and Intersection Feature of the Ductile Shear Zone (Chonju shear zone) near Yongkwang-Eub)

  • Ductile shear zones developed in Jurassic granites in the Yonggwang area show NE trend at the eastern part and nearly EW trend at the western part, respectively. Judged from shear sense indicators, they have resulted from dextral strike-slip movement. The intersection of both trends is thought to be due to the truncation and offset of NE shear zone Chonju Shear zone by the brittle Yonggwang fault which runs in near EW direction with sinistral movement sense. The simple shear deformation was predominate through the deformation in this ductile shear zone. Based on this deformation mechanism, the shear strain (${\gamma}$) estimated in domain 1 increases from 0.14 at the shear zone margin to 9.41 toward the center of shear zone. Total displacement obtained only from this measured section(JK 59 to JK14) appecars to be 1434.5 meters. The sequential development of microstructures can be divided into three stages; weakly-foliated, well-foliated and banded-foliated stages. In the weakly-foliated stage dislocation glide mechanism might be predominant. In the well-foliated stage grain boundary migration and progressive misorientation of subgrains was remarkable during dynamic recovery and recrystallization. In the banded-foliated stage grain boundary sliding and microfracturing mechanisms accompanied with crushing and cracking were marked. According to strain analysis from quartzites of the metasedimentary rocks, strain intensity (${\gamma}$) of the samples within the ductile shear zone ranges from 2.7 to 5.7, while that of the samples out of the ductile shear zone appears to be about 1.7.

Precambrian Geology and Structure of the Central Region of South Korea

  • The central region of South Korea is composed of Precambrian formations and Jurassic Daebo granites and is divided tectonically into three provinces, that is, the Ok chon geosynclinal zone in the middle, the Kyonggi massif on the north and northwest side, and the Ryongnam massif on the south and southeast side. The general trend of the Okchon geosynclinal zone and the distribution of Daebo granites is northeast, the Sinian direction. The Kyonggi massif is composed of Precambrian Y onchon system, Sangwon system, gneisses, and Daebo granites, and the Ryongnam massif also Precambrian Ryongnam and Yulri systems, gneisses, and Daebo granites. Precambrian formations in both areas are of flysch type sediments and may be roughly correlated with each other. These formations except Sangwon and Yulri systems are thought to be early to middle Precambrian age and have acted as basement for the Okchon geosyncline where late Precambrian Okchon system was deposited. The Okchon geosynclinal zone is divided into paleogeosynclinal zone to southwestern parts where the Okchon system is distributed, and neogeosynclinal zone to northeastern parts where nonmetamorphosed Paleozoic sediments are dominantly cropped out. Both zones are separated by upthrust created by Daebo orogeny of Jurassic period, which continues southwesterly to bind the Okchon geosynclinal zone and the Ryongnam massif at southwestern parts bisecting Korea peninsula diagonally. Three periods of structural development are recognized in the area. Folds and faults of preTriassic age prevail in the Kyonggi massif. Many isoclinal folds and thrusts originated by Jurassic Daebo orogeny are aligned in the Okchon paleogeosynclinal zone paralleling to the geosynclinal axis so that same formation appears repeatedly in narrow strips, whereas fold axis in neogeosynclinal zone trerid west-northwesterly which might be of Triassic in age and modified by later Daebo orogeny. Discontinuity of geology and structure of Okchon geosynclinal zone is attributed to shifting of the geosyncline through geologic time.

국내외 연안구역관리 지표체계의 특성 (The Characteristics of Foreign and Domestic Coastal Zone Management Indicator System)

  • 연안구역 관리지표는 연안통합관리의 정책수립 이행과정에 중요한 의사결정수단으로 활용되며, 통합적 관점에서 평가하고 부문별 상호작용을 이해하고 분석할 수 있는 유용한 도구이다. 이에 대부분의 국제사회기구와 선진 연안국들은 현 연안환경과 사회 경제적 상태를 정기적으로 점검하고 연안구역관리정책의 효과성을 파악하기 위하여 연안구역관리 지표체계를 개발하고 있는 추세이다. 따라서 본 연구는 국내외 연안구역관리 지표체계를 크게 자연 환경적측면, 사회 경제적 측면, 네트워크 측면으로 구분해 각 차원별 연안구역관리 지표체계의 장 단점을 파악하고 비교 분석해 연안구역관리 지표체계의 특성을 도출하였다. 이를 통해 이 연구는 지속가능한 연안구역관리의 실현을 위한 관리수단, 다양한 이해관계자들의 과학적 의사결정수단, 연안통합관리의 실효성 평가수단, 연안구역관리 지표체계의 이원화 등을 선진사례의 공통된 특성으로 도출하였다. 마지막으로 본 연구는 국내외 연안구역관리 지표체계에서 나타난 공통의 가치를 바탕으로, 지역차원에서 국내 연안구역관리 지표의 올바른 설정을 위한 시사점을 제시하였다.

자유무역지역 제도비교를 통한 마산항 발전방향 (The development of Masan Port through comparison of Free Trade Zones)

  • The purpose of this paper is to investigate CFZ(custom free zone) and FTZ(free trade zone) in Korean FTZ System and develop Masan Port in Korea Local Port. The main point of this discussion is to approach the efficient method ill developing Masan Port through comparison CFZ and FTZ. For this purpose, this paper is searched the present situation of logistics in Korea and Northeast Asia, also discussed the concept of FTZ in international status. Then CFZ accepted by Korean government started from the concept of FTZ and is the logistic-centered FTZ in the middle of three model, production-centerde model, production-logistic combination, and logistic-centered FTZ. But CFZ in centering logistic excepted the fundamental manufacture in Korean production. and is almost the same about other various sides, i. e. law and enforcement ordinance. etc This problem is decreasing the efficiency in Korean commercial system. Thus this paper indicate the view point and rightness of region economic through study of FTZ and CFZ in Masan Port. This paper says that FTZ is better then CFZ in Masan Port with comparing superior position about economic development direction, industrial structure, Foreign investment attraction, business fluctuation, national-local renovation. Therefore this paper concludes that the development of Masan Port needs the effort as follow : first, Masan Port must apply in enlarging FTA into Free Tree Area. Second, the government must develop the high-density and medium-small scale in Masan Port. Third, the local government must promote the amount of demand in Masan Port logistic. Forth, the government must actively propel great-sphere development in present Masan Port.

  • With swelling of Chinese Economic scale, the competitive environment is swinging over the north-east Asia countries, Korea, Japan, China, and Taiwan. As the result of this circumstance, each countries in this area has been reformed their industries. According to the expanding in ocean logistic. The trends of competition on Hub port is looking forward much more severe year after year to preoccupy in logistics competitive within this Area. On the other hand, considering competitive environment & swelling of Chinese Economic scale, the structural reforms are imperative in korea. Korea have to convert the traditional sects into new high added value sects. In these trends, provincial government also should look for the plan for reinforcement of Regional competitiveness. The focus of this study is to look for the reinforcement methods on regional competitiveness of Gyeongnam Provincial Government. First, competitive industries in Gyeongnam, and second, Masan Free Trade Zone will be surveyed from data. Finally, the effects of New Hub port developing in Pusan-Jinhae will be discussed.
