금강수계 수변구역의 생태 기능 평가를 통한 매수토지 중장기 관리 방안 기초 연구 (Basic Research on Mid-to-Long-term Management Plan of Purchased Land by Evaluating Ecological Function of Waterfront Area of Geum River)

  • The purpose of this study was to propose an efficient management plan for purchased land considering the hydrological, watershed characteristics and ecological functions of the target land and surrounding area based on the result of monitoring the water quality improvement effect obtained by purchasing the land in the watershed area in the Geum river system. For this purpose, this study investigated through literature review, and examined ways to apply them to this research by deriving implications from a comprehensive analysis of previous research cases. After that, the components of assessment were derived to evaluate the ecological function of the purchase land, and the ecological function evaluation model for each land and area was proposed. In order to select purchase and restoration priorities of the land, this study analyzed the ecological status of the purchased land in main watersheds and tributaries using Arc GIS ver 10.1. Through this, a process to select restoration priorities was developed. And this study constructed the integrated management process with proposing a mid - to long - term plan by integrating the purchased land valuation and restoration priority selection process. Based on this process, this study suggested an effective management plan for purchased land through the integrated ecological management system of lands purchased. It can be used systematically in appraisal valuation, land purchase system, restoration project, and follow-up management of land purchase.

독일 성과감독프로그램을 통한 하천생태복원 사후평가방안 연구 - 유럽물관리지침(WRRL)에 따른 하천관리 사례를 중심으로 (A study on application for ecological restoration management through an implementation of "Erfolgskontrolle" - Focused on river management according to WRRL in Germany)

  • In Germany has a long history of ecological restoration and restoration management. At the beginning of the 1990s, the "Erfolgskontrolle" was used as an evaluation program after the restoration project and many exchanges of views took place. It is the time, in Korea, there is a need for a comprehensive evaluation program after the restoration project, as there is no evaluation method yet. At this time it may be the "Erfolgskontrolle" in Germany as a practical model for the Korean restoration management program. The purpose of this study is to identify the concept and character of the "Erfolgskontrolle" and to demonstrate the implication and potential of application, through the analysis of the implementation example of the revaluation of river revitalization. To achieve the goal was carried out theoretical and 3 exemplary revitalization research cases. And it was endeavored to deliver the German way of acting and the basic idea to Korea. For the restoration, the "precautionary principle" should be considered first, the upper legal regulation should not be violated. In order to apply "Erfolgskontrolle" in practice, the goal formulation should be clear and systematically evaluated. And through the collection of typified cases, the comprehensive and unified theory should be established, it is possible, thus the qualitative assessment of the restoration project.

생태하천 복원사업 우선순위 선정에 대한 연구: 한강하구를 중심으로 (Priority Determination of the Projects for Ecological Restoration of the Stream : Case Study for Han River Estuary)

  • 2022년 이전에는 하천 관리 주체가 이원화되어 생태하천 복원사업을 계획 및 시행하는 과정에서 많은 혼선이 발생하였다. 이로 인해 하천 수생태계 건강성이 확보되지 못하였다. 그러나 2022년 환경부가 생태하천 복원사업을 주관하게 되며, 하천 수생태계 건강성 확보는 복원사업에서 필수적인 요소가 되었다. 따라서 본 연구에서는 기수역과 람사르 습지가 위치하여 하천 수생태계 건강성 확보가 필수적인 한강하구 지역을 대상으로 복원사업이 필요한 하천 구역을 선정하였다. 우선, 생태하천 복원사업의 세부 조사항목을 기반으로 하천의 물리적, 화학적, 공간/인문학적, 수생태계 건강성 평가지수를 산정하였다. 산정된 평가지수에 순위정렬(ranking), 스케일 재조정(re-scaling), z 점수(z-score), t 점수(t-score) 표준화(normalization) 방법을 적용하였으며, 도출된 값을 비교·분석하였다. 이후 각 평가지수에 엔트로피 가중치 방법(entropy weight method)을 적용하였다. 해당 과정을 통해 한강하구 지역 내에서 수생태계 건강성 확보를 목적으로 복원사업이 요구되는 하천(목감천, 안양천 등)을 선정하였다. 본 연구의 결과는 생태하천 복원사업의 우선순위를 선정하는 과정에서 기초연구 자료로 활용될 수 있을 것이다.

평택-음성간 고속도로의 에코로드 조성을 위한 환경생태계획 (Ecological Planning for the Preparation of an Eco-Road on the Pyungtak-Eumsung Highway)

  • This study aims at establishing an ecological planning for road construction. which is considered to be a main cause of damage to the natural environment in Korea. This study focuses on the Pyungtak-Eumsung Highway development project. It considers the ecological factors and status of the site and its surrounding area. The study site is a four-way highway with a width of 23.4m and a length of 5.7km that spans from Hyungok-ri, Anseong City, Kyeonggi Province to Jukhyun-ri, Jincheon-gun, Chungbuk Province. The objective of the plan is "the establishment of an eco-road in harmony with nature." The plan is divided into five detailed goals: 1) restoration of river morphology and ecosystem through ecological planning; 2) establishment of wet biotopes; 3) construction of ecological corridors; 4) restoration of damaged forest ecosystems; and 5) ecological restoration of the roadside slopes that are linked with the surrounding forest. A master plan has been developed based on the detailed goals. The master plan involves: 1) establishment of a natural river, wet biotopes, and ecological corridors that facilitate the movement of amphibians, wild fowls, mammalians and fish; 2) development of a planting plan for the visitor center, the tunnel entrance, and soundproof banks; and 3) the presentation of a planting model for restoring roadside slopes that are connected to the surrounding forest. The eco-road plan needs to entail ecological conservation and restoration plans. In addition, a monitoring plan for ecological corridors and habitats should be included in the comprehensive plans, along with the continuous development of environmentally friendly technologies.

한강살리기사업에의한 한강 여주 구간의 하천 지형 변화 고찰 (Investigation of Changes in Fluvial Landforms in the Yeoju Reach of the Han River by the Han River Restoration Project)

  • In this study, changes in the fluvial landforms of the Yeoju section of the Han River, which was made up of the Han River Restoration Project, were examined through existing previous research data, government's environmental impact assessment data, satellite images, and field observations. For example, In the vicinity of Dori Island, the most upstream part of the study section, the location of the confluence of the Han River and Cheongmi Stream was changed, and it was found that a significant portion of the sand sedimentary layer disappeared. In the Bawuinupgubi area, the wetland, which is the first class in the ecological nature, was greatly modified, and the elevation of the ground rose as Gangcheon island and it was completely separated from the river by dredging The confluence of Geumdangcheon and the point bar of Yeonyang-ri in the south were also dredged, turned into an artificial waterfront park, and a chute channel remained in the form of a wetland was also developed as a recreational park. The deposional forms around Baekseok-ri islands also disappeared as dredging was carried out. Among the areas adjacent to the confluence of Bokcheon and Yangchon-ri Island, some sedimentay forms remains, but the abandonned channel between Yangchon-ri and the northern river bank has been changed into a riverside reservoir through dredging and embankment construction, and the waterway of the tributary river(Yazoo) has been greatly changed.

생태하천복원을 위한 하도 생물서식처 유형 구분 (The Classification of Instream Habtats for Ecological River Restoration)

  • 최근 들어 하천의 치수와 이수 그리고 환경적 측면을 고려한 '생태하천복원'이 활발히 이루어지고 있다. 그러나 개별적 특성이 뚜렷한 각각의 하천에서 그 하천을 기반으로 생활하는 생물들의 서식조건을 충분히 고려하였다고 보기는 어려운 상황이며, 제한된 공법의 사용으로 획일화된 인공하천 조성 및 관행적 하도정비에 그쳐 하도서식처가 빈번하게 교란되고 있는 것이 현실이다. 본 연구는 하천을 서식기반으로 살아가는 생물들의 서식공간에 대하여 검토한 기초적 연구로서, 국내하천을 하천특성에 따라 모래하천과 자갈하천으로 구분하고, 각 하천의 구간을 도심구간과 자연하천구간으로 나누어 각각의 서식유형을 비교 검토하였다. 그 결과, 모래하천보다는 자갈하천에서 보다 다양한 형태의 생물서식처 유형이 검토되었으며, 하천복원사업을 이미 시행한 도심하천구간에서도 생물서식처 유형이 자연하천구간에서 나타나는 생물서식처유형의 약 56.3 %정도에 머무르고 있는 것으로 나타났다.

수리생태적 연결성 평가를 위한 격자기반 수리해석 모형 개발 (Development of grid-based hydraulc model for ecohydraulic connectivity assessment)

  • 지금까지 추진해 오던 제외지 중심의 하천복원에서 벗어나 최근에는 제내지까지 복원하고자 하는 노력이 시도되고 있다. 이의 일환으로 구하도의 복원이 추진되고 있으나 이로 인한 수리적 연결성 및 생태적 연결성 향상을 정량적으로 평가할 적합한 모형의 개발은 미진한 상태이다. 본 연구에서는 구하도 복원을 통한 생태적 연결성 회복을 평가할 수 있는 격자기반의 수리해석 모형을 개발하였다. 본 모형의 적용성을 검토하기 위하여 노탑리 일원의 청미천 하천복원 사업지를 대상으로 수리생태적 연결성을 평가하였다. 본 모형으로 수리 및 생태적 특성의 시 공간적 분포를 신속하고 간단하게 해석할 수 있었으며 향후 수리적 생태적 연결성을 평가하는 적절한 도구로 활용될 수 있을 것으로 판단된다.

영산강 수변공간 방문객의 이용행태와 사업평가 분석 (Project Evaluation and Usage Behaviors on Visitors of Waterfront in Youngsan River)

  • '영산강살리기사업'은 하천의 원래 모습을 되살리고 새로운 수변공간을 조성하는 사업이다. 4대강살리기사업의 일환인 이 사업은 2009년 시작되었다. 2011년 10월 승촌보와 죽산보가 완공되었고, 하천양안에는 자전거 도로를 비롯하여 70개소의 수변공원이 조성되었다. 이 연구의 목적은 영산강살리기사업으로 조성된 수변공간과 자전거 도로를 이용하는 방문객의 이용행태와 만족도, 영산강살리기사업에 대한 평가 등을 분석하는 것이다. 방문객들은 산책, 자전거 타기 등과 관련한 여가 레저 활동을 목적으로 수변공간을 주로 이용하였고, 수변공간과 자전거 도로에 대한 만족도는 비교적 높았다. 영산강살리기사업에 대한 평가도 긍정적이었다. 그렇지만 수변공간 내의 편의시설 부족과 안내시설 개선이 주요 문제점으로 도출되었다.

QUALITY MANAGEMENT OF ECOLOGICAL ENGINEERING

  • Ecological Engineering (EE) refers to all sustainable engineering that can reduce damage to ecosystems and that adopts ecology as a base and safety as an orientation in order to implement conservation of biodiversity and sustainable development. In short, EE attempts to safeguard the ecological environment while any essential construction projects proceed. EE encompasses many fields, including construction skills, ecosystem preservation, landscape, and even related cultures and so on. Such variety results in greater complexity of construction, and, consequently, indirectly increases the difficulty of construction quality control. The objective of our research is to explore a promising model for EE via an extensive literature survey. This model includes three principal stages: plan-design, construction, and maintenance, along with individual accompanying phases concerned with quality control and vital management. In this article, a river restoration example is adopted to describe in detail the critical points of quality control in the three stages (plan-design, construction, and maintenance) of the construction life cycle. This study proposes an integrated structure for quality management of EE to guarantee its quality and to enhance its core applications in order to achieve long-lasting preservation of the environment.
