The remote monitoring and warning system for dangerous chemicals is designed with the concept of the Cyber-Physical System (CPS) in this paper. The real-time perception, dynamic control, and information service of major hazards chemicals are realized in this CPS system. The CPS system architecture, the physical layer and the applacation layer, are designed in this paper. The terminal node is mainly composed of the field collectors which complete the data acquisition of sensors and video in the physical layers, and the use of application layer makes CPS system safer and more reliable to monitor the hazardous chemicals. The cloud application layer completes the risk identification and the prediction of the major hazard sources. The early intelligent warning of the major dangerous chemicals is realized and the security risk images are given in the cloud application layer. With the CPS technology, the remote network of hazardous chemicals has been completed, and a major hazard monitoring and accident warning online system is formed. Through the experiment of the terminal node, it can be proved that the terminal node can complete the mass data collection and classify. With this experiment it can be obtained the CPS system is safe and effective. In order to verify feasible, the multi-risk warning based on CPS is simulated, and results show that the system solves the problem of hazardous chemicals enterprises safety management.

The purpose of this study was to examine the economic feasibility of providing services according to the nationwide expansion of early warning services. The net present value method, one of the cost-benefit analysis methods, was applied to the analysis. As a benefit item that constituted the net present value, the damage reduction amount using crop insurance data and the willingness to pay for the use of early warning services were used. The cost items included system construction and maintenance costs, and text transmission costs. As a result of the analysis, it was found that the nationwide expansion of early warning services had economic feasibility, and its economic effect varied depending on the level of text message use (10 % to 40 %, 10 %p interval) of participating farmers. In the future, the economic effect of early warning services is expected to increase further due to the increase in the number of farmers participating in early warning services and the increase in crop damage caused by climate change. It is necessary to further enhance the economic effect of early warning services by actively utilizing information delivery means through apps or the web as well as text messages.
Landslides pose significant threats to many countries globally, yet the development and implementation of effective landslide early warning systems (LEWS) remain challenging due to multifaceted complexities spanning scientific, technological, and political domains. Addressing these challenges demands a holistic approach. Technologically, integrating thresholds, such as rainfall thresholds, with real-time data within accessible, open-source software stands as a promising solution for LEWS. This article introduces LandScient_EWS, a PHP-based program tailored to address this need. The software facilitates the comparison of real-time measured data, such as rainfall, with predefined landslide thresholds, enabling precise calculations and graphical representation of real-time landslide advisory levels across diverse spatial scales, including regional, basin, and hillslope levels. To illustrate its efficacy, the program was applied to a case study in Medellin, Colombia, where a rainfall event on August 26, 2008, triggered a shallow landslide. Through pre-defined rainfall intensity and duration thresholds, the software simulated advisory levels during the recorded rainfall event, utilizing data from a rain gauge positioned within a small watershed and a single grid cell (representing a hillslope) within that watershed. By identifying critical conditions that may lead to landslides in real-time scenarios, LandScient_EWS offers a new paradigm for assessing and responding to landslide hazards, thereby improving the efficiency and effectiveness of LEWS. The findings underscore the software's potential to streamline the integration of rainfall thresholds into both existing and future landslide early warning systems.
In recent years, there is a remarkable progress in ICTs (Information and Communication Technologies), and then many attempts to apply ICTs to other industries are being made. In the field of disaster managements, ICTs such as RFID (Radio Frequency IDentification) and USN (Ubiquitous Sensor Network) are used to provide safe environments. Actually, various types of early warning systems using USN are now widely used to monitor natural disasters such as floods, landslides and earthquakes, and also to detect human-caused disasters such as fires, explosions and collapses. These early warning systems issue alarms rapidly when a disaster is detected or an event exceeds prescribed thresholds, and furthermore deliver alarm messages to disaster managers and citizens. In general, these systems consist of a number of various sensors and measure real-time stream data, which requires an efficient and rapid data processing technique. In this study, an event-driven architecture (EDA) is presented to collect event effectively and to provide an alert rapidly. A publish/subscribe event processing method to process simple event is introduced. Additionally, a complex event processing (CEP) technique is introduced to process complex data from various sensors and to provide prompt and reasonable decision supports when many disasters happen simultaneously. A basic concept of CEP technique is presented and the advantages of the technique in disaster management are also discussed. Then, how the main processing methods of CEP such as aggregation, correlation, and filtering can be applied to disaster management is considered. Finally, an example of flood forecasting and early alarm system in which CEP is incorporated is presented It is found that the CEP based on the EDA will provide an efficient early warning method when disaster happens.

To improve the practicality of 'Early warning service about agrometeorological weather hazards' and operation efficiency to deliver site-specific about a lot of land unit possibility of weather hazard occurrence with the suitable counterplan to farmer, site-specific early warning service system that was built at the National Academy of Agricultural Science in Korea passed some of the error supplementation and service's stabilization stage during operation period for trial services from October 2014 to March 2015. Field service system covered about 470 volunteered farmer and 950 lots in Seomjin river downstream areas (part of Gwangyang-si, Hadong-gun, Gurye-gun). This system (Two track system) consists of early warning system (a lot of land unit) to inform farmer by individual text message and dispersal prior alert system that can see the jurisdiction's situation of local government. Individual text message about Seomjin river downstream that is our first study area was launched since $2^{nd}$ March 2015, and online site (http://www.agmet.kr) started business since April 2015. Service offers currently information of farm weather, farm weather hazard, nationwide weather risk and special weather alert, also our system will consistently expand the service target area and contents and improve the service quality until 2017 when our study finished. To prevent crops damage that was caused by crisis situation like farm weather and weather damage offer prior alert about agrometeorological weather harzard to volunteered farmer, thereby our study expects to help the reduction of farm's damage caused by weather derivatives.

Increased frequency of climate extremes is another face of climate change confronted by humans, resulting in catastrophic losses in agriculture. While climate extremes take place on many scales, impacts are experienced locally and mitigation tools are a function of local conditions. To address this, agrometeorological early warning systems must be place and location based, incorporating the climate, crop and land attributes at the appropriate scale. Existing services often lack site-specific information on adverse weather and countermeasures relevant to farming activities. Warnings on chronic long term effects of adverse weather or combined effects of two or more weather elements are seldom provided, either. This lecture discusses a field-specific early warning system implemented on a catchment scale agrometeorological service, by which volunteer farmers are provided with face-to-face disaster warnings along with relevant countermeasures. The products are based on core techniques such as scaling down of weather information to a field level and the crop specific risk assessment. Likelihood of a disaster is evaluated by the relative position of current risk on the standardized normal distribution from climatological normal year prepared for 840 catchments in South Korea. A validation study has begun with a 4-year plan for implementing an operational service in Seomjin River Basin, which accommodates over 60,000 farms and orchards. Diverse experiences obtained through this study will certainly be useful in planning and developing the nation-wide disaster early warning system for agricultural sector.

At local emerging stock markets such as Korea, Hong Kong, Singapore and Taiwan, foreign investors (FI) are recognized as important investment community due to the globalization and deregulation of financial markets. Therefore, it is required to monitor the behavior of FI against a sudden enormous selling stocks for the concerned local governments or private and institutional investors. The main aim of this study is to propose an early warning system (EWS) which purposes issuing a warning signal against the possible massive selling stocks of FI at the market. For this, we suggest machine learning algorithm which predicts the behavior of FI by forecasting future conditions. This study is empirically done for the Korean stock market.
Although many researches related to monitoring and automatic measuring devices for early warning system during slope failure have been carried out in Korea and aboard, most of the researches have installed measuring devices on the slope surface, and there are only few researches about warning systems that can detect and warn before slope failure and disaster occurs. In this study, slope failure simulation experiment was performed by attaching sensors to rock bolts, and initial slope behavior characteristics during slope failure were analyzed. Also, the experiment results were compared and reviewed with varied slope conditions, i.e. shotcrete slope and natural slope, and varied material conditions, i.e. GFRP and steel rock bolt. This study can be used as a basic data in development of warning and alarm system for early evacuation through early detection and warning before slope failure occurs in steep slopes and slope failure vulnerable areas.
