An essential area is the creation of a single digital market between the EU and Ukraine through information technology. Purpose: to investigate and analyze civil law relations in the field of adaptation of Ukrainian civil law to civil law regulations of the EU. The object of research: Ukrainian civil law and civil law of the EU. The subject of the study is civil law in the context of adaptation of civil law to the legislation of the EU. The following methods of scientific cognition were used during the research: semantic, historical, comparison, analysis and synthesis, generalization. The results of the study show that the harmonization of the legal system of Ukraine with EU law is caused by several goals: successful integration of Ukraine into the EU, legal reforms based on the positive example of EU countries, promoting access of Ukrainian enterprises to the EU market; attracting foreign investment, increasing the welfare of Ukrainian citizens. The adaptation includes three stages, the final of which is the preparation of an expanded program of harmonization of Ukrainian legislation with EU legislation. In the process of adaptation, it is important to take into account the legal history, tradition, features and mentality of Ukraine and before borrowing legal structures to analyze the feasibility of their application in the Ukrainian legal field.
Purpose: In this study, I am going to figure out Korean workers' actual exposure to risk factors and percentage of the workers who complain of health problems by performing a comparative analysis of the characteristics of the workers and working conditions in Korea and EU. Methods: The data used in this study includes the $1^{st}$ working conditions survey conducted in 2006 in Korea, the $2^{nd}$ working conditions survey in 2010, the $4^{th}$ EU working conditions survey, and the $5^{th}$ EU working conditions survey. I have compared the changes to Korean working conditions and those to EU working conditions in the categories of demographic characteristics, quality of labor, exposure to risk factors, and health problems included in the data. Results: The analysis of the characteristics of the demographic characters of Korean workers shows that aged and female workers register increased labor force participation. The analysis of labor quality shows that Korea has a long working time but with a lower work intensity compared to the countries included in EU working conditions survey. As for risk factors, Korea registers a low level of exposure as compared to countries included in EU working conditions survey and characteristically shows a decreasing exposure to tobacco smoke. The survey shows sharply increasing complaints of muscle pain in the upper and lower limbs. Conclusion: In this study, I have identified vulnerable social groups by using quantified values in a comparison of the working conditions of Korea and those of EU.
Air service agreements between EU Member States and third countries concluded by Sweden, Finland, Belgium, Luxembourg, Austria, the Netherlands, Denmark and the United Kingdom after the Second World War infringe EU law. They authorize the third countries to withdraw, suspend or limit the traffic rights of air carriers designated by the signatory States. According to the Court of Justice of the European Communities (CJEC), these agreements infringe EU law in two respects. On the one hand, the presence of nationality clauses infringes the right of European airlines to non-discriminatory market access to routes between all Member States and third countries. On the other hand, only the EU has the authority to sign up to this type of commitment where agreements affect the exercise of EU competence, i.e. involve an area covered by EU legislation. The Court held that since the third countries have the right to refuse a carrier, these agreements therefore constitute an obstacle to the freedom of establishment and freedom to provide services, as the opening of European skies to third countries' companies is not reciprocal for all EU airlines. In the conclusion, in order to reconstruct these public international air law, The new negotiations between EU member states and third countries, especially the US, must be designed to ensure an adequate set of principles, so that Member States, in their bilateral relations with third countries in the area of air service, should consider following three models. The 1st, to develop a new model of public international air law such as a new Bermuda III. The 2nd, to reconstruct new freedoms of the air, for example, the 7th, 8th, and 9th freedoms. The 3rd, to explore new approaching models, such as complex system theory explored in the recent social sciences, to make access world-wide global problems instead of bilateral problems between EU member states and United States. The example will show any lessons to air talks between European Union and ROK.

In the results of analyzing Korean corrective action for what are required to be improved according to EU listing Korea as yellow-card non-cooperating third countries against IUU fishing, in order to establish advanced fishery order, it is thought that the following additional improvements are required. (1) The introduction of integrated management system of fishing vessel sailing route, fishing activity, fish catch, and inshore fishing vessel must be considered. (2) It is necessary to establish a system to cross check catch transaction, catch landing, and fish catch report submitted by fishing vessel. (3) Catch transshipment approval system shall be introduced. And a system of reporting and checking catch transshipment at sea shall be reinforced. (4) Punishment shall be strengthened to the extent of making people to perceive that loss due to punishment is larger than profit made from illegal fishing. (5) It shall be so improved that more than a certain percentage of all vessels with fish and fish products caught in waters outside Korea's judicial waters shall be arbitrarily chosen and searched besides a case of being suspected to be IUU fishing. In conclusion, on being listed by EU as yellow-card non-cooperating third countries against IUU fishing, Korean fishery management system shall be generally reexamined, and it shall serve as an occasion to exterminate IUU fishing and to advance fishery management system.
The EU holds about 50% of exports and imports in the world trade of services. The insurance markets have undergone a significant consolidation in solvency rule, cross-border registration, and standardized accounts. In the EU-Korea FTA negotiations the EU is interested in mutual certification of qualifications as well as market liberalization of law, finance and distribution and so forth. When the negotiation with respect to the mutual certification of qualifications comes to a settlement, the two countries will drive it in service areas. Korea should examine european certification regulations and improve domestic insurance-related institutions. France is the focal country of the EU. The paper provides a comparative study of insurance markets and agents in France and Korea. The paper argues that Korea should initiate institutional changes and be transformed into an insurance service exporting country for the specialized insurance agents to move to EU countries.

Informatization of early childhood education in the EU occurs in the context of the use of ICT as a means of sharing experiences, practices in the education and training of preschool children, communication, both at the national level and locally - within educational institutions, as a means of document management, search, data processing and information for the management of early childhood educational institutions, and planning activities for these institutions. This article aims to identify the features of the informatization of early childhood education in EU countries. Results. The countries of the EU have different levels of workload on the staff of early childhood education institutions, which is caused by different numbers of preschoolers and workforce. The greatest load on the staff in France due to a large number of preschoolers, which, despite the reduction, remained the highest among all the countries. By comparison, Poland's significant workload is mitigated by the size of its workforce. With almost equal numbers of staff in Poland and Germany, the countries differ significantly in the number of preschoolers. The countries also have different funding mechanisms for early childhood education, which determines the potential for digitalization. In France, total spending on early childhood education has grown the least (by 11 % between 2012 and 2018), in Poland by 51 %, in the Czech Republic by 44 %, and in Germany by 49%. In France, 100 % is funded by the government, in Poland 78 % is funded by the government, in the Czech Republic and Germany 87 % and 85 % respectively is funded by the government. The results of the survey of teachers' training in the use of ICTs and the level of specialists' readiness to use them in their studies indicate a mismatch between education and the practice of using technology. At the same time, given the high level of professional training of teachers in the use of technology in education, a low level of practice of ICT use in teaching preschool children was revealed. Teachers require professional development of ICT skills.

Korea-EU FTA, which came to an agreement in April of 2007, was resolved at the National Assembly in May of 2011, thereby having been concluded the ratification. As for the procedure of opening a market in legal service according to settlement and ratification of Korea-EU FTA, Step 1 is allowed the establishment of representative office(law firm with foreign-law consultation) at home by EU member countries' law firms. Step 2 is made available for law firm with foreign-law consultation to jointly handle and distribute profits as for a case that is mixed the domestic law firm and the domestic & foreign laws. Step 3 is allowed EU member countries' law firm to establish a joint venture with domestic law firm. This study researches into a change and influence upon legal service and forensic investigation according to Korea-EU FTA ratification. Also, it researches into position and prospect that digital forensic evidence, which possesses the majority of legal evidences, takes up in the middle of court-oriented trials. The prediction of influence in digital evidence as professional proof upon judgment will led to being capable of coping with the opening of legal service market and of wisely preparing for the advance to domestic market by law firm of Anglo-American Law.
Purpose - As economic activities between different countries have rapidly spread in a world of free trade, it is inevitable that a large volume of cargo will be carried between countries. It is natural, then, that CO2 emissions and other environmental pollutions have followed, which exposes people and society to serious environmental problems and social costs, and so on. Therefore, the need to understand logistics is not only a matter of transportation but also an environmentally oriented matter. The purpose of this study is to look at some lessons and implications from the European case in terms of green logistics matters. Research design, data, and methodology - In order to look into this matter, first, it has to be established that some cargo transport volumes using different transportation modes have clearly declined because of previous economic recessions. Some transport policies produced by the European Union (EU) are based in a long history of struggling to cope with transport matters in European countries. In its recent transport policies, the EU has provided greener transportation alternatives, realizing that pollution matters affect the European transport market. This study tries to determine what policies the EU has implemented to deal with green logistics matters. This study concentrates in particular on the Marco Polo program in the EU. Results - This study found that the EU seems to consider these kinds of matters, that is, transport and the environment in the context of green logistics. The EU launched some policy instruments to solve this matter relatively earlier than other countries and reviewed them as necessary. In order to make these policy tools work, the EU provided PACT for combined transport, and then the Marco Polo I and II European transport white paper packages. These European policies deal with green logistics matters in two ways. First, some restrictions have been imposed, especially taxation, and so on. Transport subsidies are also powerful means of handling green logistics matters in Europe. Along with these two means of dealing with transport and the environment, the EU eventually targeted integration of different transport modes. Instead of employing only a single transport instrument mode to deliver the cargo to be carried, such as trucking, rail, ocean-going carrier, flight, or inland waterway transport, the EU has proposed that combining transport modes is the best alternative for transport and the environment. That is, the EU is pursuing the adoption of multimodalism as an answer to the green logistics challenge as it provides a more cost efficient and more productive means of transport. Conclusions - In conclusion, multimodal transport should be considered when applying green logistics, as it can provide an alternative way to achieve transport and environmental solutions together at the present time. Two methods can be used to encourage multimodal transport: restrictions and subsidies. These are the lessons and implications from European green logistics policies.

United States of America started NSDI in 1994 for the first time in the world. EU and other many countries invested lots of budget on NSDI due to necessity to manage countries and social economy. As skepticism for effect of such investment has risen, developed countries predicted higher effect compared to investment using ROI and other methods. FGDC clarified that geospatial information is a critical national assets. USA has managed NSDI by introducing portfolio concept for it recognizing NSDI as financial assets from fixed assets. Currently directions of NSDI and its advancement has been proceeded variably depending on corresponding organizations, human resources, budget and national policies. This study analyzed recent trends regarding NSDI assessment methods from developed countries and researchers. Assessment of NSDI is introduced only by some countries such as EU, USA and Canada. This study analyzed USA's assessment model and indicator that assess NSDI in a way that various external organizations (COGO, URISA) participate, EU INSPIRE Directives, monitoring and Canada's CGDI assessment methods. Besides these, this study analyzed STIG that adopted Financial Infrastructure from European studies and Korea's NSDI monitoring assessment indicator research. Further this study suggested assessment directions for future NSDI through implications of NSDI assessment method analysis.
Origin verification is regarded most essential for FTA performance administration. This administration is divided into direct and indirect system where Korea has adapted indirect system to Korea-EU FTA while direct system to Korea-USA FTA. A comparative analysis was conducted on the system of origin verification and provisions contained in preferential tariff law of each countries. The study finds that Korean origin verification system is a bit lack of procedural provision resulting in less protection of domestic trader's rights. Another point is that Korean Customs Authority is weak, in respect of organization and man power, to protect illegal bilateral tariff application by counter part FTA countries. And therefore this study suggests the policy makers to arrange detailed FTA origin verification procedures with earliest meeting with counter part FTA countries, and further stress that make up of organization and man power for origin verification in a timely manner.
