  • In spite of increasing women migrants, proper social programs based on human rights are hardly found. In this paper, with the implication of 'diaspora', the essential term of multi-culturalism from the perspective of migrant women is briefly discussed. Also, social programs for migrant women are suggested through looking into the experiences of EU. EU policies and social programs are reorganized through data analysis and policy contents analysis. EU has longer history of immigration, and has provided the proper and long-term programs to accept migrant women as the qualified social member. EU social programs are based on the principles of non-discrimination, full employment, human rights and citizenship. Social programs should imply long-term inclusive policy for migrants, and help migrants to experience empowerment in the society. By looking into some examples of social programs of employment, education and general knowledge, useful social programs are to be suggested.

  • As artificial intelligence (AI) technology is recognized as a key technology that will determine future national competitiveness, competition for AI technology and industry promotion policies in major countries is intensifying. This study aims to present implications for domestic policy making by analyzing the policies of major countries on the start-up of AI companies, which are the basis of the AI industry ecosystem. The top four countries and the EU for the number of new investment attraction companies in the 2023 AI Index announced by the HAI Research Institute at Stanford University in the United States were selected, The United States enacted the National AI Initiative Act (NAIIA) in 2021. Through this law, The US Government is promoting continued leadership in the United States in AI R&D, developing reliable AI systems in the public and private sectors, building an AI system ecosystem across society, and strengthening DB management and access to AI policies conducted by all federal agencies. In the 14th Five-Year (2021-2025) Plan and 2035 Long-term Goals held in 2021, China has specified AI as the first of the seven strategic high-tech technologies, and is developing policies aimed at becoming the No. 1 AI global powerhouse by 2030. The UK is investing in innovative R&D companies through the 'Future Fund Breakthrough' in 2021, and is expanding related investments by preparing national strategies to leap forward as AI leaders, such as the implementation plan of the national AI strategy in 2022. Israel is supporting technology investment in start-up companies centered on the Innovation Agency, and the Innovation Agency is leading mid- to long-term investments of 2 to 15 years and regulatory reforms for new technologies. The EU is strengthening its digital innovation hub network and creating the InvestEU (European Strategic Investment Fund) and AI investment fund to support the use of AI by SMEs. This study aims to contribute to analyzing the policies of major foreign countries in making AI company start-up policies and providing a basis for Korea's strategy search. The limitations of the study are the limitations of the countries to be analyzed and the failure to attempt comparative analysis of the policy environments of the countries under the same conditions.

  • The Internet of Things (IoT) is expected to provide new business opportunities by connecting devices, persons, and their data. However, the value proposed by IoT cannot be realized without trust. As IoT premises on the seamless connections, it should guarantee trust among the connected persons and things. However, there is lack of relevant discussion on how to achieve trustworthy connections and interactions because most of academic studies have mainly focused on the development of IoT platforms and applications. To fill the gaps, recent EU-funded projects such as uTRUSTit, ABC4Trust, Inter-Trust, COMPOSE, and SMARTIE have been conducted under the FP7-ICT Framework Programme. This paper presents and discusses each project's purpose and approach. Although their approaches are somewhat different from each other, all of them dedicate to achieving both privacy and security by providing the trustworthy connections. It seems to be clear that Korea also needs more academic and practical contribution in terms of researches, to implement "trust"among connected things, which will eventually satisfy what really IoT is expected for.

As a result, for members of multicultural society had high portion of floral arrangement and crafts, growing plants in both indoors and outdoors garden for their garden activities, and using plants for cooking, growing plants in both indoors and outdoors garden was of higher portion for native korean. In the garden plant preferences, members of multicultural society liked ornamental plants the best, due to the environmental correspondence between the plant's place of origin and their home country, while native koreans tend to prefer vegetables, reflecting the recent interest in pro-environment crops and rise in demand of urban farming, veranda gardening and weekend farming. In this study, the garden activity program for communication and integration categorized the value of garden activity into three categories; the value of respect for life, the value of consideration through caring, the value of plant ethics, based on the above preference results. The value of respect for life can be achieved by understanding the meaning of life, experiencing the will to live, and understanding the characteristics of plants and me. The value of consideration of caring comes from waiting and nurturing for living things that are different from me and adapting to the environment as a living The value of plant ethics can give us the insights for human relationships, by understanding and experiencing the natural ecosystem and plant co-existing in it. The eight-session garden activity program also went through validity verification process by experts on gardening and multiculture, and the effectiveness of the program was proved.

  • The purpose of this study is to establish a new rural development policy system based on the unit of a community organizations. This study is to complement or replace the existing rural development system which is based on the unit of rural villages. The communalism which is the core concept of traditional rural villages has been weakened or destroyed. Especially, economic, social and spatial communalism of a rural villages has been weakened rapidly in the process of industralization and urbanization for the last 50 years. This means that strong communalism inside rural villages and neighborhood independence from each others among rural villages are already weakened. Rural villages no longer represent rural area, unlikely the hypothesis policy makers have been used to set up rural development policies. Advanced countries like EU and Japan are well known to have a rural development policy based on the units of social organizations in the rural area. These policies have been on the main stream in the era of local decentralization. Rural resident's organization made rural site's development plan using local assets and submitted to the public sector. Then the public sector examine its value and possibilities as a rural development projects. And public sector finalize the decision on subsidy grant. These policy patterns are already introduced partly in the field of urban development programme as well as rural development programme. It is time to apply those policies more widely and to examine more systematically.
