주성분분석을 이용한 환경영향평가와 사후환경조사의 비교 및 평가에 관한 사례연구 (A Case Study on the Comparison and Assessment between Environmental Impact Assessment and Post-Environmental Investigation Using Principal Component Analysis)

  • Environmental monitoring system has been adopted and supplemented as inspection measures for the quantitative and qualitative changes of environmental impact assessment (EIA). This study compares the results of environmental impact assessment with the results of post-environmental investigation using a correction and principal component analysis (PCA) in the housing development project. Correlation analysis showed that most of air quality variables including TSP, $PM_{10},\;NO_2$, CO were linearly correlated with each other in the environmental impact assessment and the post-environmental investigation. In the water quality, pH and BOD were well correlated with the DO and SS, respectively. As a result of correlation analysis in the noise and vibration, noise in day and night and vibration in day and night were related to each other between EIA and the post-environmental investigation. From the results of analysis of soil, Cu with Cd, Cu with Pb, and Cd with Pb were related to each other in EIA. Principal component analysis (PCA) showed a powerful pattern recognition that had attempted to explain the variance of a large dataset of inter-correlated variable with a smaller set of independent variables (principal components). Principal component (PC1) and principal component (PC2) were obtained with eigenvalues> 1 summing almost $90\%$ of the total variance in the all of the items(air, water, noise, vibration and soil) in EIA and post-environmental investigation.

LCA를 적용한 하천환경영향평가 방법 (A Method of River Environmental Impact Assessment using LCA)

  • In this research LCA methodology was adapted and analyzed in quantifying estimation of estuarine environment. The analysed objects of estuarine environment were construction methods, facility, and input material into water, and estuarine ecosystem. In this research the function of LCA of estuarine environment was river with the view of controling water, utilizing water, and hydrophilic function. According to the result of research, environmental damage indicator of facility was decreased 346 Pt from 453 Pt at pre-maintenance to 107 pt at post-maintenance. Among raw and subsidiary materials, remicon, stone-netting bag, and pebbles were showing heavy environmental load in the order. Evironmental impact of input material into water system was analyzed from 1,827 Pt environmental load before construction to 1,080 Pt of post-maintenance, and damage indicator was improved at 747 Pt. Water quality was improved from 1,827 Pt (before construction) to 1,080 Pt(after construction), and ecosystem was improved after maintenance. Environmental indicator in ecosystem was analyzed 427 Pt(before construction) to 348 Pt(after construction), and damage indicator of Sumnjingang riverine system was improved as much as 79 Pt. In the conclusion, estuarine environmental monitoring through LCA in the area of facility, input material into water and ecosystem showed that close-to-nature stream was 1,172 Pt better than artificial stream in environmental aspects.

A Study on the Preparation of Distribution Table for Quantitative Evaluation of Small-Scale Environmental Impact Assessment

  • Purpose: The small-scale environmental impact assessment has been in operation since its implementation in August 2000, and is a system that meets the purpose of sustainable development in consideration of the environment in areas requiring conservation. However, when preparing a small environmental impact assessment report, the contents of the reduction measures are too qualitative, or reports are prepared to simply list the compliance stipulated by individual laws, and the contents of consultations prepared by consultative agencies and review agencies are not much different. In addition, the direction of consultation on development projects for similar locations of the same project type is frequently changed by reflecting the subjective judgment of the consultative officer of the Ministry of Environment (Environment Agency). Therefore, this study attempted to improve the establishment of measures to reduce the existing simple listing of qualitative contents and the inconsistent presentation of review opinions by consultative agencies and review agencies. Research design, data and methodology: The research method extracted absolute evaluation items and relative evaluation items among small environmental impact assessment items, analyzed and presented detailed items, and prepared a distribution table for each section according to the details of the relative evaluation items, and presented them as a table. Results: This study was conducted to derive uniform results with objective indicators in the preparation and consultation process of a small-scale environmental impact assessment. Conclusions: Once a quantitative evaluation is established, the consultant can objectively determine and process the environmental impact.

  • After establishing the EIA(Environmental Impact Assessment) act in the Federal Republic of Germany there still remain methodical and substantial deficits. So nearly every environmental impact study went to be a matter of experiments. The requirement for standardization of data sampling and evaluation has permanently been increasing. This is meant to ensure quality standards for the assessment of environmental impacts as well as to maintain reliability required by the projecting company. Such a harmonization is of special importance because of the strongly accelerated expansion of traffic infrastructure caused by the reunification of Germany. That is why the guideline "EIA carried out" for the German Railways company is in process of development This guideline, focussing on practical demands, comprises impacts of railways, adequate sets of indicators, feasible tools for the prognosis and evaluation of environmental reactions. "EIA carried out" will be introduced not only as a manual but also through workshops and pilot studies.

환경영향평가용 대기질 모델을 위한 AWS자료의 4 차원 동화 기법에 관한 고찰 (On the applications of AWS into the Four-Dimensional Data Assimllation Technique for 3 Dimensional Air Quality Model in Use of Atmospheric Environmental Assessment)

  • The diagnostic and prognostic methods for generating 3 dimensional wind field were comparatively analyzed and 4 dimensional data assimilation (FDDA) technique by incorporating Automatic Weather System (AWS) into the prognostic methods was discussed for the urban scale air quality model. The A WS covered the urban scale grid distance of 10.6 km and 4.3 km in South Korea and Kyong-in region, respectively. This is representing that AWS for FDDA could be fairly well accommodated in prognostic model with the meso${\gamma}$~ microa scale (~5 km), indicating that the 3 dimensional wind field by FDDA technique could be a useful interpretative tool in urban area for the atmospheric environmental impact assessment.

개발사업 환경영향평가시 식생의 탄소저장 및 흡수량 산정법에 대한 비교 (A Comparative Study on Estimation Methodologies of Carbon Sequestration Amount by Vegetation for Environmental Impact Assessment on Development Projects)

  • In this study, we deduced the best estimation methodology for amount of carbon sequestration by vegetation, through the case study using the data obtainable from the environmental assessment procedure. Our results showed that the estimation methodology using the national vegetation map was the best for the strategic environmental assessment, whileas those using the vegetation growth equation were applicable for environmental impact assessment procedure. Furthermore, we found that the amount of carbon sequestration by farmland and/or grassland, not by vegetation, was not negligible. Therefore, we concluded that the area of farmland and/or grassland need to be taken into account during the landuse planning.

  • This paper presents the experimental results to analyze the atomization characteristics and environmental impact of cutting fluid in grinding process. Grinding is a major machining process to improve surface quality with different machining mechanism which is compared with turning or milling process. The environmental impact due to aerosol generation via grinding process is a major concern associated with environmental consciousness. Experimental results show that the generated fine aerosol which particle size less than 10 micron appears near working zone under given operational conditions. The aerosol concentration is much higher enough to affect human health risk with its generated aerosol quantities. This study can be provided a basic knowledge fur further research of environmental consciousness machining development.

Research on the Environmental Effects and Green Development Path of South Korean Foreign Trade

  • Purpose - This paper aims to examine the environmental effects of South Korean foreign trade, and the changing relationship between industrial "three wastes" emissions and foreign trade. Design/methodology - Based on time series data of South Korean foreign trade and industrial "three wastes" from 2009 to 2019, a VAR model was used to analyze the long-term internal links and dynamic changes between foreign trade and environmental pollution. Findings - Variance decomposition analysis shows that for the three types of pollutants, self-impact contributes the most to the variance decomposition. It follows that South Korean foreign trade has a certain negative impact on the environment, and this impact has a certain sustainability. Originality/value - This paper contributes to the study on the relationship between foreign trade and environmental pollution. It theoretically proposes a coordinated development path for foreign trade development and green development based on the environmental impact of foreign trade, to provide a reference for the development of collaborative promotion.

지방자치단체의 환경영향평가 제도 운영현황 및 개선방안 - 서울, 제주, 부산, 대전 등 8개 지자체를 중심으로 - (Problems and Improvement Strategies of Environmental Impact Assessment by Local Government in South Korea - Case Studies of 8 Local Governments including Seoul, Jeju, Busan and Daejeon -)

  • 본 연구는 그동안 지자체에서 시행해오던 환경영향평가 제도 현황 및 운영실태에 대한 분석을 통해 지자체 환경영향평가 운영체계의 성과와 한계를 파악하고 이를 개선하기 위한 정책 방안을 제시하는 것을 목적으로 한다. 연구 과제 수행 방법으로는 행정분권화에 따른 지자체 환경영향평가의 긍정적·부정적 영향에 대한 선행 연구 고찰을 바탕으로 서울시, 제주도, 부산시, 대전시 등 주요 지자체들의 환경영향평가 조례 현황을 분석하고 해당 지자체 담당 공무원들과의 심층 인터뷰를 통해 협의 및 운영실태, 그리고 제반 문제점들을 파악하고자 하였다. 분석 결과, 지자체 환경영향평가제도 시행의 주요 성과는 지역 특성에 부합하는 평가대상 및 항목의 선정과 지속적 평가관리가 가능하고, 자체적인 사후조사 관리 등을 통해 평가 협의 후 지자체의 모니터링 및 관리 감독 기능이 강화될 수 있다는 것이었다. 주요 문제점으로는 지자체의 장이 사업 승인권과 환경영향평가 협의권을 동시에 갖게 됨으로써 발생하는 의사결정과정의 문제, 환경평가 부서와 타 부서와의 업무협력 시스템이 유기적으로 작동하지 못하는 문제, 평가담당 부서의 조직과 인력의 열악함, 그리고 심의위원 전문인력 풀 확보의 어려움과 비효율적 운영시스템 등이 도출되었다. 또한, 평가 대상사업 및 범위의 조율 과정에서 중복규제 가능성의 문제가 빈번하게 제기된다는 것도 지자체 환경영향평가 제도 이행상의 주요 문제로 제기되었다.

연안준설토 관리의 제도적 문제점 진단 및 개선방안 연구 - 마산만 사례를 중심으로 - (A Research on Diagnosis of Institutional Problem and Improvement Plan for Management in Coastal Dredged Sediment - Case Study of Masan Bay -)

  • 연안준설행위에 따른 연안준설토의 활용 및 처분에 관련된 현 체계 및 법적 기준의 고찰을 통해서 문제점을 진단하고 개선방안을 제시하고자 하였다. 현행 제도상 연안준설토는 활용과 처분의 기준을 준설토사유효활용기준에 따라 구분하고 있으나 매립이 완료된 투기장을 부지로써 활용함으로서 처분과 활용의 개념이 모호하다. 또한 준설토의 매립재활용에 있어서 토양오염우려기준을 적용하는 것은 연안준설토의 토양특성, 기준항목의 차이, 실험방법의 차이 등을 고려해볼 때 적합하지 않은 것으로 판단된다. 하지만 현행의 유효활용기준은 매립재 활용에 있어 문제점이 있으므로 다음과 같이 개선이 요구된다. 첫째, 매립재 활용을 위한 용도구분이 필요하며, 둘째, 인체위해성을 고려한 2단계 체계의 기준농도를 제시할 필요가 있다. 또한 해역이용협의과정에서 연안준설토를 투기장에 투기시 주변해역에 미치는 영향파악과 저감대책을 포함한 평가가 이루어져야 할 것이다.
