누적영향평가를 위한 평가범위 산정에 대한 연구 - 생활환경분야를 중심으로 - (A Study on Range of Environmental Impact Assessment for Cumulative Effect Assessement - A Review on Living Environment Sector -)

  • Cumulative effects can be defined as impacts on environment which results from incremental impacts of a proposed project, which covers other past, present, and reasonably foreseeable future actions. The necessity of Cumulative Effect Assessment is that, when there are several projects near the project area, environmental effects of individual project can be larger or smaller than those of individual project without having projects nearby because of synergy, ascending and descending effects. This study was intended to help Environmental Impact Assessment practitioners identify spatial and temporal boundaries during the scoping stage. To do this, literature review of domestic and foreign legislations, guidelines, textbooks and papers related to Environmental Impact Assessment and Cumulative Effect Assessment was accomplished. This study suggests that continuous research be needed in order to identify spatial boundaries for other assessment fields and to develop methodologies for cumulative effect assessment.

  • This paper presents a study on product design optimization to reduce the environmental impact of machining. The objective is to analyze the effect of changing the product design parameters such as its dimensions, and basic features on the environmental impact of machining process in terms of its energy consumption, waste produced and the chemicals and other consumables used up during the process. To realize this objective, we used a CAD model of a product with different design scenarios, and analyze their energy consumption using an environmental impact calculator method developed. The waste produced, and the consumables used up, such as lubricants and coolants were analyzed using environmental emission factors. Optimization methods using Genetic Algorithm and Goal Programming are applied to the product design parameters in order to get the best possible product dimensions with the least environmental impact of the machining process.

우리나라 환경영향평가제도의 현주소와 발전방향에 관한 연구 (The Status Quo and Direction of Development of Environmental Impact Assessment System in Korea)

  • Environmental impact assessment(EIA), the only preventive system to manage development projects destroying the nature and ecosystem systematically, has been accomplished since the late 1970. EIA connotes intrinsic limits predicting uncertain future with the aid of present data. Furthermore, EIA has been used as not decision-making tools but regulatory means. Therefore, EIA has been criticized severely. In order to present direction of development of EIA, we analyzed problems of management of EIA, and concluded measures as follows are needed. 1. Control of investigation of environmental impact statements 2. Development of evaluating methods and publication 3. Fostering of institute for research and investigation of EIA 4. Construction of harmony of environment and development 5. Upgrade of state of proxy executing EIA.

  • This paper presents the experimental results to verify the atomization characteristics and environmental impact of cutting fluid. Even though cutting fluid improves the productivity through the cooling, Lubricating effects, environmental impact due to cutting fluid usage is also increased on factory shop floor Cutting fluid's aerosol via atomization process can be affected human health risk such as lung cancer and skin diseases. Experimental results show that the generated fine aerosol which particle size less than 10 micron appears near working tone under typical operational conditions. The aerosol concentration also exceeds NIOSH regulations. This research can be provided a basis of environmental impact analysis fur environmental consciousness.

  • This paper diagnosed the assessment problems and development types of the simple statement of the Sea Area Utilization Consultation System. and suggested the key assessment items for system improvement. The major types of Public Water occupation and use, and distribution characteristic of regional and coastal were analyzed by evaluate 529 review items during 2010-2012. The artificial structure installation including harbor and fishing port facilities in the South and West coast, and seawater supply and drainage for land-based aquaculture and power plant were dominated. The checklists considering each types of occupation and use in Public Water were suggested. In addition, policy proposals for system improvement were suggested.

A Study on the Analysis of the Current Situation of the Target Site Using the Image of Unmanned Aircraft in the Environmental Impact Assessment

  • Small-scale environmental impact assessments have limitations in terms of survey duration and evaluation resources, which can hinder the assessment and analysis of the current situation. In this study, we propose the use of drone technology during the environmental impact assessment process to supplement these limitations in the current situation analysis. Drone photography can provide rapid and accurate high-resolution images, allowing for the collection of various information about the target area. This information can include different types of data such as terrain, vegetation, landscape, and real-time 3D spatial information, which can be collected and processed using GIS software to understand and analyze the environmental conditions. In this study, we confirmed that terrain and vegetation analysis and prediction of the target area using drone photography and GIS analysis software is possible, providing useful information for environmental impact assessments.

  • Impact pathway analysis(IPA) is a bottom-up approach to estimates health and environmental risks from emissions of classical pollutants (eg. $PM_{10}$, $SO_2$, $NO_x$ and CO). The model starts from the emission rates of facility, calculates the yearly mean concentrations of pollutants at the ground level using atmospheric dispersion models. After this, proper epidemiological exposure-response functions are applied to determine the impact on the receptors. Finally the methodology can monetise the calculated physical impact on the basis of selected economic evaluation. The aim of this study is to evaluate an external cost of virtual point source in Suwon area using IPA. The results shows minor modification of local input data can make it possible to apply the model to Suwon area.

주거지 개발사업에 대한 건강영향평가 사례 연구 (A Case Study on the Health Impact Assessment of Residential Development Projects)

  • 국내 법적 근거를 가진 건강영향평가(Health Impact Assessment)는 환경영향평가 항목 중 위생공중보건 항목에서 작성 수행되고 있다. 택지개발 등 주거지 개발사업들은 「환경보건법」 제13조에 따른 건강 영향평가 대상사업은 아니다. 하지만 환경영향평가협의회 단계에서 인근 산업단지 등 오염원에서 배출되는 물질 중 건강영향평가 대상물질을 확인하여 위해도(발암·비발암 포함)를 산정하여 제시하라는 심의내용에 근거하여 부분적인 건강영향평가로 수행하고 있다. 주거지 개발사업은 특정대기유해물질 등 오염물질 배출시설 계획이 없지만 주변 산업단지와 같은 대기오염 발생원에서 배출되는 오염물질에 의해 향후 입주하는 계획지구 주민들에게 건강영향을 미칠 수가 있다. 본 연구에서는 실제 도시개발사업 사례를 분석하여 미래에 입주하는 계획지구 입주민들에게 미치는 영향을 검토하고자 하였다. 미래에 영향 검토 시 주변지역에 대한 문헌을 통한 예측 case1, 대기확산모델(AERMOD)을 이용한 발암성물질 노출농도예측과 기여도 분석 case2를 하였다. 본 연구를 통해 계획지구 인근 산업단지 등의 오염원에 대한 수용체를 고려한 건강영향평가 방법으로는 현황조사와 대기확산모델(AERMOD)을 이용한 노출농도예측 및 기여도분석을 상호 보완적으로 적용하여 평가하는 것이 효용성이 높은 것으로 판단되었다.

환경영향평가 문제의 원인 및 연계성 분석을 통한 제도개선 연구 (Research on Improving EIA Through Causality Analysis)

  • The Korea Environmental Impact Assessment (EIA) system was introduced in 1977 through the Environmental Conservation Act. It has progressed through many laws and regulations promoting the balance between development and conservation, and functioning as a Preventitive environmental policy. Despite the efforts to minimize environmental damage from development and to uplift social awareness of environmental preservation, deficient impartiality and objectivity in completing and investigating environmental assessments, there have continously existed conflicts among related stakeholder, neglecting arrangements and ineffectiveness of public participation. This research present EIA obstacles and analyzes the overall status of the EIA through surveys from related experts. On the basis of this research, the actual complications regarding the developer, public participation, examiner and consultant are brought about. Also, remedies are proposed to ensure effective EIAs and restore confidence in them.

주거밀도모형을 이용한 환경영향분석과 수용능력 산출 (Environmental Impact and Allowable Density Using the Rural Residential Density Matrix)

  • Analysis of carrying capacity and site suitability by the systematic application of environmental information an provide a basis for implementing environmentally sensitive and sustainable resource development policies. Based on the availability of public services and environmental and site-specific constraints, a Rural Residential Density Matrix was applied in Santa Cruz County, California, USA to assess the development potential of rural land parcels since 1980. In one case, the Matrix was applied to calculate the allowable development density on a site in Lompico planned for use as a Buddhist retreat center. These calculations revealed higher environmental sensitivity and lower carrying capacity than projected in the proposed plan. Under the constraints of the county's minimum acreage policies and insufficient developable land, the developer cancelled the proposed plan. This example suggests that application of the Matrix at the concept development stage would increase the effectiveness of the prior environmental review and environmental impact assessment (EIA) system in Korea.
