우리나라 환경영향평가제도의 발전과정과 개선방안에 관한 연구 (A Study on the History and the Future Improvement of Environmental Impact Assessment in Korea)

  • The Environmental Impact Assessment(EIA) System has grown up as an adult today in Korea(ROK). It seems that we have only focused on the specific and technical aspects of the assessment without looking at the whole concept during the past 20 years. Thus we have accomplished quantitative growth but not qualitative development at all. This is the right time we should reconstruct the concept and move into the step for qualitative development. It is expected that the corpulence of the EIA system would be enlarged due to the introduction of integrated impact assessment system. It is necessary to introduce a newly designed method into the EIA methodology and improve the Environmental Impact Assessment based on in order to accomplish and manage more effective EIA system. To the conclusion, it is highly necessary to formulate a wholly new system which can be useful to improve the existing various systems and to follow the fundamental concept of EIA.

  • Environmental Impact Assessment(EIA) is defined as an activity designed to identify and predict the impact on the environment. In the process of an EIA, the quantitative evaluation is generally performed for the air and water quality which have the national environmental quality standards. But the predicted values for the air and water quality are simply compared to the environmental standards. At present, the EIA process of Korea has no consideration for the possible human health risk resulting from the development projects. Environmental Health Impact Assessment(EHIA) is an applied methodology of EIA to estimate the acceptable health risk caused by a specified level of environmental pollutants. Estimating the excessive lifetime risk that is a possibility of dying of a certain disease by environmental contaminants, is useful as an evaluation technique of EHIA. It is recommanded the decision-makers to make efficient use of EHIA not only the development projects but also legislative proposals, policies and programmes in future.

환경영향평가 대상사업에 적용가능한 생태면적률 지표 평가체계 개선 (Improvement of Biotope-Area-Ratio-Indicator and Appraisal System Applicable to Environmental Impact Assessment Projects)

  • Since the government of Korea (Ministry of Environment, MOE) introduced the policy applying 'Biotope-Area-Ratio-Indicator (BARI)' to huge residential land developments which Environmental Impact Assessment (EIA) should be performed, MOE has come to have the necessity to apply the indicator concretely at the stage of Prior Environment Review System (PERS) and EIA in various types of large scale land development projects. This study was conducted with the aim of supporting the application of BARI and related decision making in various other types of EIA projects as well as residential development projects through remodeling the system to apply the indicator of the past. Through the analysis of the problems in applying the past BARI and experimental appraisals to 11 types of EIA projects, the results and implications as follows were drawn. First, it's possible to extend the range of applications of BARI, which has been applied to only residential land development project, to all kinds of projects with area-typed land use pattern out of environmental impact assessment target projects. Second, it's also possible to set a target value into which regional characteristics and differences among locational properties are reflected. In addition, it's come to be able to differentially apply the target value of BARI according to the condition of the existing site. Third, it's improved to be able to suggest a macroscopic target value at the stage of PERS and to set detailed target values in each detailed land use at the stage of EIA. The key point underlies inducing methodology to determine target values to secure more permeable land coverage ratio for detailed land use patterns at the stage of EIA by making it possible to calculate BARI of the present land cover condition of the EIA target projects.

주거지 개발계획에 대한 건강영향평가 확대와 사례분석 (A Case Study of Expanding the Health Impact Assessment on the Residential Development Projects)

  • 현행 환경영향평가 체계 내 건강영향평가 대상사업은 「환경보건법」 시행령 제12조(건강영향 항목의 추가·평가 대상)에 따라 일부 대상사업으로 한정되어 있으나, 대상사업이 아닌 다양한 환경영향평가 대상 사업들에 대해서도 협의과정에서 건강영향 관련 사항들이 추가로 평가·검토되고 있다. 특히 주거지 관련 개발계획에 있어 개발부지가 오염원 주변에 계획될 경우 건강영향 측면에서의 입지 타당성 확보 여부를 평가·검토하게 되는데, 개발부지에서 주요 유해대기오염물질들의 현황농도 조사를 통한 위해도 기준 만족 여부를 확인하여 사후관리 방안을 마련하는 수준에 그치고 있다. 본 논문에서는 주거지 개발계획에 있어 개발하고자 하는 주거지역에 대한 입지의 타당성을 확인하는 정량적 방법을 마련하고 환경영향평가 절차 내에서 건강영향평가 대상사업의 확대 방안을 제안하고자 하였다. 환경영향평가 체계의 스크리닝 및 스코핑 절차를 검토하여 세부 방법론을 제안하였으며, 방법론 검증을 위해 과거 협의된 도시개발계획에 대한 사례분석을 진행하였다.

Methodological validation of measuring Hanwoo hair cortisol concentration using bead beater and surgical scissors

  • Different methodologies in hair cortisol extraction may alter the final output. Thus finding the standard methodology according to a laboratory facilities is pivotal. This study was carried out to validate the feasibility of two methods of grinding hair for cortisol extraction in Korean native (Hanwoo) cattle. Hair from nine cattle including mature cows, heifers, and calves were assigned to one of the following methods for grinding hair; 1) using bead beater (BB) and 2) using surgical scissors (SS). Hair samples (> 1 g) were harvested from forehead of each individual twice (first and second measurement) to validate the results. To improve the accuracy of the obtained data, each sample was duplicated into two wells during enzyme immunoassay (EIA) analysis. Overall comparison of hair cortisol concentration (HCC) showed that the data within the range (out of the range) of standards provided by the EIA kit were 88.9% (11.1%) and 66.7% (33.3%) for BB compared with SS, respectively. In the first measurement, application of BB was tended to show higher (p = 0.056) amount of HCC compared with SS. In the second measurement application of BB showed higher (p = 0.0028) amount of HCC compared with SS. Among the cattle, calves showed higher HCC using BB compared with SS (p < 0.05). Application of BB in hair grinding methodology for Hanwoo cattle may improve cortisol extraction in comparison to application of SS method, with more consistency. Thus, it would be the preferable method to use.

환경영향평가와 비용편익분석의 연계를 위한 분석 틀 설계 및 적용 (Design and Application of an Analysis-frame Linking EIA and CBA)

  • This paper aims to design a policy-assessment tool liking the Environmental Impact Assessment(EIA) and the Cost Benefit Analysis (CBA). As a step towards the incorporation of environmental and economic considerations, the approach used herein takes the form of integrating quantitative information on environmental benefits and costs associated with implementing the project into the existing framework of the EIA. Our case study is an project appraisal of a solar energy plant. It is confirmed that the technique is operational, however, there are certain limitations for a complete assessment. The difficulty mainly originated from the omission of important information from each step of the valuation process. Alternatively stated, some environmental services are not identified, nor quantified, and nor monetized in the process. More case studies are warranted in the future along with elaboration in methodology of techniques. In addition, the construction of a database on environmental values will be required to accumulate reliable and systematized data. These are the necessary conditions to improving quality in application of techniques as well as providing comprehensive and balanced information to decision makers.

댐 수몰지역의 환경변화 분석을 위한 지리정보지 구축 및 활용 (Building and Utilizing the Geographic Information for Analyzing the Change of Regional Environment in Dam Construction Area)

  • 댐건설에 따른 환경영향을 파악하기 위해서는 방대한 환경요인자료의 수집과 관리 그리고 과학적인 분석이 수반되어야 한다. 그러나 지금까지의 환경영향평가 과정에서는 평가대상지역의 광활함과 분석자료의 방대함으로 인해, 자료의 수집은 물론 자료관리에 애로가 있었고 수집된 자료를 효율적으로 분석할 수 있는 분석방법이 미약하여 댐건설에 따른 환경영향을 체계적으로 평가하는데 여러 가지 어려움을 겪고 있는 상황이다. 이에 본 연구에서는 지리정보체계(GIS)를 이용하여 환경영향평가 시에 필요한 환경요인자료들을 체계적으로 관리하고 댐건설 전후의 지역환경변화를 파악하고자 한다. 이를 위해 본 연구에서는 환경영항평가에 이용되는 환경요인 관련자료들을 환경정보관리 데이터베이스로 구축하였고, GIS의 분석기능을 활용하여 환경영향 분석의 고도화를 도모하였다. 연구 결과 댐건설로 인한 수물지역의 환경영향평가에 GIS 적용함으로써 환경영향평가 관련자료의 체계적인 관리가 이루어 졌고 환경영향 분석업무의 효율성을 증진시킬 수 있었으며 동시에 이해하기 쉬운 분석결과를 제시하여 정책결정자 및 주민들의 이해를 향상시킬 수 있어, 환경정보시스템의 개발을 통한 효율적인 환경 영향평가의 방법론을 제시하였다.

  • Systems engineering is an interdisciplinary approach encompassing the entire technical effort to evolve and verify an integrated and total Life cycle balanced set of system, people, and process solutions that satisfy customer needs. Systems engineering is the integrating mechanism across the technical efforts related to the development, manufacturing, verification, deployment, operations, support, disposal at and user training for systems and their life cycle processes (EIA/IS 632). This paper introduces the principles and processes of systems engineering, based on EIA/IS 632, as a methodology for the development of large-complex marine systems.

개발사업 환경영향평가시 식생의 탄소저장 및 흡수량 산정법에 대한 비교 (A Comparative Study on Estimation Methodologies of Carbon Sequestration Amount by Vegetation for Environmental Impact Assessment on Development Projects)

  • In this study, we deduced the best estimation methodology for amount of carbon sequestration by vegetation, through the case study using the data obtainable from the environmental assessment procedure. Our results showed that the estimation methodology using the national vegetation map was the best for the strategic environmental assessment, whileas those using the vegetation growth equation were applicable for environmental impact assessment procedure. Furthermore, we found that the amount of carbon sequestration by farmland and/or grassland, not by vegetation, was not negligible. Therefore, we concluded that the area of farmland and/or grassland need to be taken into account during the landuse planning.

선형사업에 대한 환경영향평가 시 대기질 예측치와 실측치의 정합성 분석 - PM10과 NO2를 중심으로 - (Consistency Analysis between Predicted and Measured PM10 and NO2 Air Quality During Environmental Impact Assessment of Linear Construction Projects)

  • 대기오염이 국제적으로 해결해야 하는 공통과제가 되었으며 국내에서는 지나친 대기오염을 예방하기 위해 개발 사업 이전에 환경영향평가를 통해 대기질 영향을 예측하고 사업 진행 이후에는 사후환경영향 조사를 통해 대기질을 관리하고 있다. 해당 데이터를 확인하고 정합성을 분석하여 조사과정과 영향 예측기준 등에 대한 개선 방향을 제시하고자 하였다. 운영 시 측정까지 완료된 2017년에서 2019년 사이의 환경영향평가 대상 사업 중 선형사업의 공사 시 농도를 대상으로 연구를 진행하였다. 분석 결과는 크게 데이터를 비교하여 환경영향평가 예측치의 대기오염 기준 하향, 5년 이상 장기사업은 오염물질 배출 기준 등을 강화, 현황조사 시 농도가 높게 실측되는 1분기와 2분기를 포함하는 개선방안과 정합성 분석을 통해 대기질의 과대 추정을 방지하기 위해 투입되는 건설장비의 종류나 사업 조건들을 설정하여 상황에 맞는 적합한 최대 배출농도를 예측하는 방향을 제시하였다. 본 연구는 데이터를 활용하여 환경영향평가 과정의 현황을 파악하고 그로부터 대기질 유지를 위한 규정이나 조사 방법 등 개선이 필요한 요소들을 파악하여 개선방안을 제안했다는 데 의의가 있다.
