해상풍력개발사업의 바다환경영향평가 개선방안 (Improvement for Marine Environmental Impact Assessment on the Development of Offshore Wind Power)

  • We diagnosed on status and problems of environmental assessment regarding development of offshore wind power, and also on reasonable core assessment items. Most of the coastal wind power are located on the western coastline of Korea and Jeju Island. In the selections of the site for the offshore wind farms, a previous investigations should be conducted with regard to distances from the land, stabilities from external forces (tide, wave, etc.) and topographical changes, and characteristics of the surroundings (distributions of protected area, fishing ground, artificial seagrasses, and shipping traffic). It is needed to assess dispersion of suspended solids, changes of the sea bottom, and impacts on fisheries resources and fishing activities under construction of offshore wind power. Furthermore, the responses of marine organisms to noise and vibration, impacts by electromagnetic fields, impacts on sea birds, hindrances to sea lane routes, and damaged scenery and marine protection areas are thoroughly assessed during operation processes. The consultation criteria in case of development of offshore wind farm is adjusted by focusing marine environmental impact assessment.

  • Environmental Impact Assessment System, ever since its enactment in Korea fourteen years ago, has been steadily improved by introduction and implementation of new concepts and methodologies which include Environmental Impact Statement(EIS) preparation technique, selection of environmental factors, and the like. However, current guideline requires that every EIS, regardless of the specifics of the project type or characteristics of the site, must evaluate and study for all twenty-two environmental factors as set forth in the regulation. The situation causes many undesirable problems like; lack of site specific evaluation in most EISs, over-sized EIS drafts, consuming too much time and costs for EIS preparation, and so on. The objectives of this study are: - To establish a set of criteria to classify the types of the projects in terms of features of the project content and the characteristics of the site area. - To establish a guideline for selecting major environmental factors of the project type criteria, and - To provide basic materials for the preparation of complets draft EIS of the Amendment of Environmental Impact Assessment Act.

  • Problems and improvement plan in ecological pathways created by Environmental Impact Assessment(EIA) were found based on 504 expost environmental impact survey reports submitted to the National Institute of Ecology in 2016. A total of five improvement plans have been proposed. First, the concept and composition principle of ecological pathways should be unified. Second, Guidelines for consultation on the EIA should be provided for each stage to be applied on-site. Third, if ecological pathway is constructed differently than the consultation, the punishment clauses should be applied to prevent formal composition of ecological pathways. Fourth, We need to prepare measures to strengthen basic research for the installation of ecological pathways. Fifth, We need to strengthen the expost inspection function to compensate for the poorly created of ecological pathways. It is believed that the problems of ecological pathways created by consultation on environmental impact assessment could be corrected in the future. And it is deemed possible to systematically manage ecological pathways.

  • At both international and national levels, such as in the Rio Declaration and the EU's Fifth Environmental Action Plan, governments have committed themselves to the adoption of the precautionary principle (UNCED 1992, CEC 1992). These commitments mean that the existence of uncertainty in appraising policies and proposals for development should be acknowledged. Uncertainty arise in both the prediction of impacts and in the evaluation of their significance, particularly of those cumulative impacts which are individually insignificant but cumulatively damaging. The EC network of EIA experts, stated at their last meeting in Athens that indirect effects and the treatment of uncertainty are one of the main deficiencies of current EIA practice. Uncertainties in decision-making arise where choices have been made in the development of the policy or proposal, such as the selection of options, the justification for that choice, and the selection of different indicators to comply with different regulatory regimes. It is also likely that a weighting system for evaluating significance will have been used which may be implicit rather than explicit. Those involved in decision-making may employ different tolerances of uncertainty than members of the public, for instance over the consideration of the worst-case scenario. Possible methods for dealing with these uncertainties include scenarios, sensitivity analysis, showing points of view, decision analysis, postponing decisions and graphical methods. An understanding of the development of cumulative environmental impacts affords not only ecologic but also socio-economic investigations. Since cumulative impacts originate mainly in centres of urban or industrial development, in particular an analysis of future growth effects that might possibly be induced by certain development impacts. Not least it is seen as an matter of sustainability to connect this issue with ecological research. The serious attempt to reduce the area of uncertainty in environmental planning is a challenge and an important step towards reliable planning and sustainable development.

발전소 플랜트 소음영향평가 현황 및 민원사례를 통한 개선방향 연구 (A Study on Review of the Current Noise Impact Assessment for the Power Plant)

  • The various plants including power plants have been increased near downtown in accordance with the policy objective of rising the power feed rate and development projects. As a result of these various plants near residential area, noise damage complaints has been raised very often. The power plant is included with the range of environmental impact assessment project. Nevertheless, environmental noise issues regarding construction of these power plants have arisen. Accordingly it is time to consider the environmental and social issues of plants noise in accordance with the government's policy objectives of increased power production. In this study, we reviewed the current noise impact assessment and we also sought solutions to these issues. In order to minimize the problem of noise impact on neighborhood and residents, we intended to propose alternative method of 3D simulation in dealing with these issues.

  • 최근 유해한 환경요인에 의한 질병발생 등 사람의 건강에 부정적인 영향이 중요하게 다루어지고 있다. 특히, 방사성 물질이며 폐암 1급 발암물질로 알려진 라돈 노출 영향에 관한 연구가 활발해지고 있다. 한국에서도 2018년 1월 1일 이후, 공동주택을 신축할 때 라돈측정이 의무화되었다. 라돈농도를 측정해 지자체에 제출하여야 하며 주민이 볼 수 있는 곳에 공고해야 한다. 라돈은 다중이용시설에 관한 권고 기준만 있었으나 이제는 주택에도 권고기준을 설정하기로 했다. 따라서 이제는 환경영향평가 단계는 물론 사후환경조사에서도 라돈을 관리할 수 있도록 해야 한다. 라돈농도 등의 환경정보와 라돈의 위해성 등 건강 정보도 공유할 수 있어야 하며, 이를 위해 환경영향평가 단계에서 보건전문가의 참여가 필요하다. 환경영향평가 과정에서 라돈이 인체 건강에 미치는 영향을 고려할 수 있도록 토양, 대기질, 위생 공중항목 등을 개선하여야 한다. 라돈의 농도가 권고기준치 이상이면 대안을 마련하고 저감방안을 마련하여야 한다.

건강영향을 고려한 산업단지 개발의 계획 적정성 평가방법론 연구 (A Study on a Plan Adequacy Evaluation forIndustrial Complex Development Considering Health Impact)

  • 현행 국내 건강영향평가는 환경영향평가제도 내 특정 개발사업에 한해서 수행된다. 하지만 건강영향평가가 개발사업의 시행 단계에서 수행됨에 따라 심각한 건강 악영향이 예상됨에도 불구하고 적절한 조치를 취하지 못하는 경우가 있다. 특히 산업단지 개발사업의 경우에 운영으로 인한 건강 악영향 예상 및 개발단계에서의 건강영향평가로 인해 환경갈등이 자주 발생하고 있다. 이 연구는 산업단지 개발에 있어 건강영향을 고려한 계획 적정성 평가 방법을 제안하고 이를 실제 개발사업들에 적용하고자 하였다. 이 연구는 US EPA의 CalEnviroScreen 3.0 및 US ATSDR의 Public Health Assessment를 참조해서 건강영향을 고려한 계획 적정성 평가 방법을 제안하였다. 평가 방법으로는 지역사회 특성, 배경노출, 그리고 개발부담으로 구분한 지표 사용을 제안하였다. 문헌조사 등을 통해 지역사회 특성 지표 5개, 배경노출 지표 3개, 개발부담 지표 7개를 선정하였으며, 건강영향평가 관련 전문가들에게 계층적 의사결정법 설문조사를 통해 각 지표의 가중치를 산출하였다. 과거 국가 주도의 3개 국가산업단지 개발사업에 대해 시범 적용하였으며, 이를 통해 각 지표들에 대한 활용자료 및 평가값을 세분화하여 평가 방법을 구체화하였다. 건강영향을 고려한 계획 적정성 기준은 산업단지 개발에 대한 정부의 정책방향과 연계하여 첫째 총점기준, 둘째 총점 및 지역사회 특성기준, 그리고 개발부담 지표에 예외를 둔 총점 및 지역사회 특성기준으로 제안하였다.

남해연안 골프장조성에 따른 해양환경영향평가 개선방안 (Improvement of Marine Environmental Impact Assessment for Golf Course Projects in Southern Coastal Area of Korea)

  • We evaluated the status and problems of golf course developments in the southern coast of Korea. It's adjacent waters supports nursery and fishing grounds for commercially-important fisheries species, and various sites are designated and protected as marine protection area(MPA), fisheries reserve, or clean area(blue belt) for producing shellfish. We proposed key assessment items for environmental impact assessment(EIA) and checklists in selecting golf course locations. For the protected areas, we suggest that it is essential to limit golf course establishment while setting a minimal distance from the coast to secure a buffer zone for mitigating the environmental impacts. To efficiently utilize existing regional coastal management plans, it is necessary to diagnose how a golf course development will potentially modify geomorphology and scenery, amplify pollutant loads from non-point sources, and disrupt the functions of coastal ecosystem. Especially, continued monitoring and assesssing input loads of hazardous materials originating from agricultural chemicals should be obligatory. Finally, measures for improving the QA/QC analysis were discussed to enhance reliability of environmental data with respect to golf courses and adjacent coastal waters.

환경영향평가의 시민참여 절차에 관한 해외사례 연구 (International Case Study on the Public Participation Procedure in Environmental Impact Assessment)

  • 우리 사회의 성숙한 민주주의와 보다 지속가능한 환경관리를 위해 다양한 정책과 제도적 노력이 이루어지고 있다. 이러한 측면에서 환경영향평가 시 필수적인 과정으로 여겨지는 시민참여의 중요성은 관련 이론 및 실천 영역에서 꾸준히 강조되고 있다. 국내에서도 제한적이나마 여러 형태의 시민 참여가 이루어지고 있으나, 의사결정과정에서 시민들의 의견수렴이 실효적이지 않고 형식적인 절차로 전락했다는 비판은 지속적으로 제기되고 있다. 본 논문은 이러한 문제의식을 기반으로 환경영향평가의 시민참여 측면에서 다양한 문제와 정책적 시도를 경험한 외국 사례들의 분석을 통해 시사점을 얻고자 한다. 이를 위해 광범위한 문헌고찰을 통해 환경영향평가에 있어 시민 참여의 의의와 목표 그리고 효율적인 적용을 위한 원칙에 대해 검토하였다. 이를 바탕으로 미국, 영국, 독일, 일본, 캐나다 등의 시민 참여 제도와 절차에 대해 고찰하였으며 이와 연계된 구체적인 실행 사례 분석을 통해 시사점을 도출하였다. 본 연구를 통해 도출된 주요 시사점으로는 첫째, 구체적인 시민 참여 가이드라인을 제공할 것, 둘째, 의사결정과정의 투명성을 확보할 것, 셋째, 절차상 참여 가능한 단계를 더욱 확장해 나갈 것, 마지막으로 이해당사자들의 참여기회를 보장할 것 등이다. 본 논문은 국내 환경영향평가에서의 시민 참여 증진을 위해 해외 사례들을 폭넓게 분석한 연구로서 의의를 지니며, 향후 보다 다양한 정책개발 및 실증적 사례 연구를 위한 기초 자료로 활용될 수 있기를 기대한다.

식물의 희소성 평가를 위한 환경영향평가기법 개발 (Development of the Environmental Impact Assessment Techniques for the Grading of Rareness in Plant)

  • This study was conducted to develop the new Environmental Impact Assessment techniques for the grading of rareness in plant. 17 EISs which were submitted in 1996 were analyzed to know the problems in existent EIA techniques for the conservation of rare plants. Category of rare plant was reevaluated and evaluation technique for the grading of rareness in plant was developed. The results obtained from this study were as follows: 1. The evaluation technique of rareness in plant was not reflected in the current preparation provision for EIS. And t his fact also appeared in most of the EIS which were reexamined in this study. 2. The category of rare species which have been considered as the subject of protection in EIA have to be enlarged to more than legally protected species designated by MOE. 3. The taxonomic characteristics and status of species, characteristics of population, geographical characters, extent of threat and its possibility by man resulted from the habitat loss were investigated. Each item was endowed scores from 1 to 5 and all the scores were summed, and then this value was used to evaluate the order of conservation. 4. Conservation measures for the rare plants have to be applied according to the levels of rareness grade, and they are absolute conservation, in situ conservation, transplanting and ex situ conservation, post observation and none by the levels from A to E. 5. Considering the phenology of rare plants, investigation for the rare plants have to be made a1 least three times. 6. Size of the MVP(Minimum Viable Population), pollination ecology also have to be considered for the conservation of rare plants. And in the case of adopting ex situ conservation measure, the site and methods for the conservation of rare plants have to be proposed in detail.
