해양보호생물인 거머리말의 보전에 대한 대중의 지불의사액 - 조건부 가치측정법의 적용 (Public Willingness to Pay for the Preservation of Marine Protected Species Zostera marina: A Contingent Valuation Study)

  • 우리나라 해양보호생물로 등록된 거머리말은 해양수질 개선, 해양생물의 먹이와 산란장, 서식지 제공, 이산화탄소 흡수 등 인간에게 중요한 생태계서비스를 제공한다. 정부는 거머리말 보호구역 지정을 통해 훼손된 서식지를 복원하여 거머리말을 보호하고자 노력하고 있다. 본 연구는 조건부 가치측정법을 적용하여 거머리말의 보전에 대한 대중의 지불의사액을 추정한다. 구체적으로 전국 1000가구를 대상으로 한 설문조사를 수행하여 자료를 수집했으며 이때 지불의사 유도방법으로는 1.5경계 모형을 채택하였다. 수집된 자료의 분석에는 영의 WTP를 다루기 위해 스파이크 모형을 적용하였고, 단일경계 모형도 추정하여 1.5경계 모형과 비교한 결과, 두 모형 사이에 큰 차이가 없는 것으로 나타났다. 거머리말의 보전에 대한 평균 지불의사액은 연간 가구당 4,087원으로 추정되었고 통계적으로 유의했다. 이 값을 전국 가구로 확대하면 국가적인 가치는 연간 841억 원에 달한다. 이 값은 거머리말의 보전에 대한 경제적 가치 또는 편익으로 해석할 수 있으며 거머리말 보전과 관련된 정책 수행에 대한 경제성 분석 시 중요한 기초자료로 활용할 수 있다.

혼농임업 : 지속적 개발을 위한 새로운 접근 방법 (Community Forestry : Revitalizing an Age-old Practice of Sustainable Development)

  • 대규모의 벌채, 경제수 조림, 생태계의 부적절한 보존등 서구의 산업화된 삼림경영은 환경론자들과 생태학자와 보존론자들의 거센 반발에 부딪치고 있다. 환경이 급격히 파괴되어 가고 있음에 따라 삼림경영 방침도 바뀌어져야 한다는 생태학자들의 목소리가 높아지고 있다. 지역적 임업, 사회적 임업, 자작농임업(自作農林業) 등 여러 가지 이름으로 불리는 임업 즉 지속적으로 생태계를 보호하려는 오래된 임업 경영 방법이 최근에 관심을 끌고 있다. 자연 자원을 조직적으로 경영하지 못하는 이러한 전통적인 형태의 삼림 경영 방법은 오래 전부터 많은 나라에서 수행되어 왔으나 지역사회의 필요와 생태계의 역할을 확실하게 이해함으로써 보다 높은 생산력을 올릴 수 있는 토지 이용 방법을 찾을 수 있게 될 것이다. 혼농임업경영의 성격은 지리적 위치, 규모, 사회적 또는 지역적 구조와 요구에 따라 매우 다양하다. 이 논문은 혼농임업 경영이 산업적 삼림 경영보다 경제적 생산력은 낮을지 모르나 생태계를 보호하고 생산을 지속적으로 유지하는데 훨씬 유리한 방법이라는 것을 밝혀냈다. 산업적 삼림 경영은 처음에는 혼농임 경영보다 높은 생산력을 얻을 수 있을지 모르나 시간이 갈수록 생태적인 파괴 때문에 지속적인 생산성이 저하하게 될 것이다. 전통적인 경제 분석법을 조사해 볼 때 삼림과 관련된 많은 사회, 환경적 비용을 계상 하지 않았음을 알 수 있다. 본 논문에서는 관리가 잘된 혼농임업은 지속적으로 생태계를 보존하는 문제와 경제적인 이득을 얻는 문제간에 균형을 잡을 수 있다는 것이 논의되었다. 즉 혼농임업에 대한 자가농임업(自家農林業)개발의 종합적 모델을 농업, 임업 및 환경 부분의 서비스를 상호 연결시킨 협력 방법을 제시하였다.

백두대간 대덕산-금대봉 자연생태계 보전지역의 산림군집구조 (Structure of forest Community at Daedeoksan- Geumdaebong Nature Ecosystem Preservation Area in Baekdudaegan)

  • 백두대간의 대덕산-금대봉에 이르는 자연생태계보전지역을 중심으로 분포하고 있는 산림의 생육현황과 군집 구조를 파악하여 앞으로 자연생태계보전지역 관리의 기초자료를 마련하고자, 대덕산-금대봉 자연생태계보전지역에 65개의 방형구(10m$\times$10m)를 설치하여 식생을 조사하였다. 분석한 결과 조사 대상지는 5개의 군집 일본 잎갈나무우점군집, 신갈나무-물푸레나무우점군집, 물푸레나무-신갈나무우점군집, 신갈나무-당단풍우점군집, 신갈나무우점군집으로 분류되었다. 수종간의 상관관계에서는 신갈나무와 팥배나무, 고로쇠나무, 올괴불나무, 마가목 ; 팥배나무와 고로쇠나무, 올괴불나무, 마가목 ; 고로쇠나무와 올괴불나무, 마가목 ; 다릅나무와 복자기 ; 물푸레나무와 물박달나무; 올괴불나무와 층층나무, 마가목; 복자기와 짝자래나무; 산돌배와 귀룽나무 ; 층층나무와 마가목 등의 수종들 간에는 높은 정의 상관이 인정되었고, 신갈나무와 일본잎갈나무, 까치박달; 피나무와 일본잎갈나무, 산뽕나무 등의 수종들 간에는 부의 상관이 인정되었다. 조사지의 군집별 종다양성지수는 0.4443~1.2036 범위였다.

자연형 하천복원계획 수립을 위한 생물상 조사 및 분석 (A biota research and analysis for Close-to-nature stream restoration planning)

  • The purpose of this study was a biota research and analysis for Close-to-nature stream restoration planning of Shinchun. The summary of this study is as follows; 1) The vascular plants in research area recorded of 45 species and insect fauna recorded of 34 species of 8 orders. As a result of table of community classification, the communities were two group; Quercus variabilis community(I), Pinus densiflora-Quercus variabilis-Quercus dentata community(II). 2) As a result of analysis on correlation of tree species, the level of significance in positive correlation between Quercus dentata and Corylus heterophyll aindicated 1% and between Pinus densiflora and Lespedeza bicolor also indicated 1%. 3) As a result of DBH analysis, it is expected that Quercus variabilis and Quercus dentata will dominateover other species in competition and its succession continuously maintains from now on in community I. In community II, it is assumed that there is a high possibility of changing into community of Quercus such as Quercus mongolica, Quercus dentata, and Quercus variabilis. 4) As a result of analysis on insect fauna, insect fauna consists of 94% of whole species as 32 species, 23 families, 8 orders. And 7 species, 7 families 4 orders was found in highly urbanized area, the vicinity of Sang-Dong bridge. 5) As mentioned above, Based on A biota fundamental research, Close-to-nature stream restoration planning were full of suggestions: i) Designating ecosystem preservation area, ii) Making Close-to-nature stream revetments, iii) Making pool-and-riffle, vi) Making decks for observation and walks for nature experience, v) Creating wetland biotope. Through these methods, it is necessary to promote bio-diversity and lead people to the space for eco-learning.

도시지역에 대한 환경용수의 계절전망 기법 개발 및 평가 (Development and Assessment of Environmental Water Seasonal Outlook Method for the Urban Area)

  • There are 34 mega-cities with a population of more than 10 million in the world. One of the highly populated cities in the world is Seoul in South Korea. Seoul receives $1,140million\;m^3/year$ for domestic water, $2million\;m^3/year$ for agricultural water and $6million\;m^3/year$ for industrial water from multi-purpose dams. The maintenance water used for water conservation, ecosystem protection and landscape preservation is $158million\;m^3/year$, which is supplied from natural precipitation. Recently, the use of the other water for preservation of water quality and ecosystem protection in urban areas is increasing. The objectives of this study is to develop the seasonal forecast method of environmental water in urban areas (Seoul, Daejeon, Gwangju, Busan) and to evaluate its predictability. In order to estimate the seasonal outlook information of environmental water from Land Surface Model (LSM), we used the observation weather data of Automated Synoptic Observing System (ASOS) sites, forecast and hind cast data of GloSea5. In the past 30 years (1985 ~ 2014), precipitation, natural runoff and Urban Environmental Water Index (UEI) were analyzed in the 4 urban areas. We calculated the seasonal outlook values of the UEI based on GloSea5 for 2015 year and compared it to UEI based on observed data. The seasonal outlook of UEI in urban areas presented high predictability in the spring, autumn and winter. Studies have depicted that the proposed UEI will be useful for evaluating urban environmental water and the predictability of UEI using GloSea5 forecast data is likely to be high in the order of autumn, winter, spring and summer.

Lugol's Iodine Solution 첨가 후 보존 기간별 남조류 세포부피 변화 및 수축비를 이용한 생세포 부피 산정 (Effect of Lugol's Iodine Preservation on Cyanobacterial Biovolume and Estimate of Live Cell Biovolume Using Shrinkage Ratio)

  • The monitoring of phytoplankton biomass and community structure is essential as a first step to control the harmful cyanobacterial blooms in freshwater systems, such as seen in rivers and lakes, due to the process of eutrophication and climate change. In order to quantify the biomass of phytoplankton with a wide range in size and shape, the measurement of cell biovolume along with cell density is required for a comprehensive review on this issue. However, most routine monitoring programs preserve the gathered phytoplankton samples before analysis using chemical additives, because of the constraint of time and the number of samples. The purpose of this study was to investigate the cell biovolume change characteristics of six cyanobacterial species, which are common bloom-causing cyanobacteria in the Nakdong River, after the preservation with Lugol's iodine solution. All species showed a statistically significant difference after the addition of Lugol's iodine solution compared to the live cell biovolume, and the cell biovolume decreased to the level of 34.0 ~ 56.3 % at maximum in each species after the preservation. The nonlinear regression models for determining the shrinkage ratio by a preservation period were derived by using the cell biovolume measured until 180 days preservation of each target species, and the equation to convert the cell biovolume measured after preservation for a certain period to the cell biovolume of viable cell was derived using that formula. The conversion equation derived from this study can be used to estimate the actual cell biovolume in the natural environment at the time of sampling, by using the measured biovolume after the preservation in the phytoplankton monitoring. Moreover this is expected to contribute to the final interpretation of the water quality and aquatic ecosystem impacts due to the cyanobacterial blooms.

대호간척지의 환경농업 추진현황과 발전방향 (Present Status and Future Prospect of Environment Agriculture in Daeho Reclain ed Saline Area)

  • Environment agriculture carried out from 1999 in Daeho reclaimed saline area, located in central east cost of Choongnam Korea, resulted in dramatic reduction of amount of nitrogen fertilizer and application times and amount of pesticides. The ecological status of Daeho reclaimed saline area was considered to still very sound from the results of ecological survey on flora and fauna. However, it was desirable to adapt precision agriculture for production of high eating quality of rice and preservation of Daeho ecosystem. Especially, precise application of nitrogen and phosphorus fertilizer was recommendable for prevention of water pollution in environment rice cultivation by duck or mud snail or crab. The bioefficacy of Scirpus maritimus and Echinochloa crus-galli in paddy field of environment rice cultivation by duck or mud snail or crab in Daeho reclaimed saline area was revealed very low. Therefor, it was concluded that the pre-measures of reduction of natural weed population were necessary for successful environment agriculture. The most desirable and ideal environmentally sound agriculture in Daeho reclaimed saline area was performance of crop rotation, introduction of legume crops and green manure crops, and also, simultaneous management of crop production and animal husbandry for smooth flow of energy cycle within the closed Daeho ecosystem.

Traditional Agricultural Landscape as ail Important Model of Ecological Restoration in Japan

  • The traditional Japanese agricultural landscape, In which a set of varied land-use patches functions as a sustainable ecosystem landscape unit, not only provides the local people tilth a stable food supply, but also offers a variety of habitats to many species of wildlife. Therefore, remaining natural habitats including those in the traditional agricultural landscape should be maintained whenever possible. In addition, restoration work should be implemented in areas where the natural habitat has been destroyed or severely degraded by human activities. This basic approach to the natural environment is a combination of maintenance and restoration. Types of maintenance and restoration can be classified into three categories according to the countermeasures employed: preservation, conservation and protection types of maintenance, and improvement, reconstruction and creation types of restoration. Four steps are proposed for ecological restoration and maintenance of a target area: exploration, diagnosis, prescription and care. In this process, a model for approaching the goal is important. One of the most important models should center on the traditional agricultural landscape involving a sustainable farming ecosystem. It is necessary to protect traditional landscapes and ecosystems from the degrading impact of urbanization and industrialization, as well as to enhance efforts at restoration.

대도심 하구역 개발과 보전의 융합이용모형 개발 연구 -낙동강 하구역을 중심으로- (A Study on the Development of Integrated Utilization Considering Multi Functions of Urban Estuarine Area)

  • The purpose of this study is to develop a integrated(fusion) utilization model aimed at maximizing the development/management functions of urban estuarine area and to present an integrated concept by analyzing the existing document and data. The main points of this study are as follows: 1) The integrated utilization model suggested in this paper goes beyond the existing idea of sustainable utilization and conservation, putting an emphasis on rational decision-making in estuary management and peaceful coexistence between human and nature. 2) Policies for utilization/development/conservation/regeneration of urban estuarine area include the establishment of communication system between human and nature and a safety net considering both human and nature, the support for environment-friendly community development and the importance of preserving valuable ecosystem and wetland habitat. 3) Lastly, this study suggested that the major tasks for the fusion utilization model development are the integrated management of estuary areas, the conservation and preservation of wetland ecosystem, proper utilization of estuary's productivity, and the introduction and action plans of the integrated management model including the best way to address contamination and disaster management.

갯벌과 간척농지의 수질 및 대기조절가치의 비교분석 (A Comparative Analysis of the Functional Values for Wastewater Treatment and Atmospheric Regulation in Coastal Wetland and Rice Paddy Ecosystems)

  • Functional values for wastewater treatment and atmospheric regulation in coastal wetland and rice paddy ecosystems are quantified, and an illustration is given on how to integrate biophysical parameters into a valuation framework. This is one of most controversial issues in economic analysis for wetland preservation versus wetland conversion to agricultural use. This paper includes theoretical considerations for estimating functional values of environmental ecosystems, and the integration of biophysical data and replacement cost method employed. Specific physical and geographical characteristics and data on ecosystem functions and services in coastal wetlands and rice paddies are addressed for evaluating their values in economic terms. In particular this paper indicates double counting problems and overestimation in the previous studies, and demonstrates how to avoid them and to maintain the consistency of valuation process involving a least-cost method, thus enables an accurate integration of the coastal wetland ecology and wetland economics. As a result which is far away from the previous studies, the total economic present value of wastewater assimilation by coastal wetland is estimated at 7,484,640 won/ha, and the net present value of positive effect for atmospheric regulation, negative effects for air pollution and water pollution by rice paddy is estimated at -37,934 won/ha, assuming that resources are infinitely long-lived and the annual value and the rate of discount (10%) is constant every year. In conclusion, for further reliability and validity of functional values for natural resources it is very noteworthy that a general equilibrium framework that could directly incorporate the interdependence between ecosystem functions and services would be preferred to the partial equilibrium framework.
