FMSS를 이용한 사고분석 방법

  • 다기능 선박조종시뮬레이터(Full-mission Shiphandling Simulator)를 이용한 사고분석 방법은 먼저 사고관련 정보기록을 수집하여 이에 맞는 항만/해역의 데이터베이스를 만들고 이를 바탕으로 사고 선박의 제원, 사진 및 기타정보를 토대로 일반적인 변수 값 기관 특성정보, Hydrodynamic 특성 변경과 선박의 외형에 따라 선박의 데이터베이스를 만들고, 시험운항을 통한 수치를 보정한다. 그리고 이 데이터베이스를 기초로 하여 시뮬레이션 시나리오를 만들어서 사고 당시를 재연하면서 그때, 그때의 상황의 자료를 수집하여 분석하게 된다.

  • Electronic Navigational Charts(ENCs) are a database for the use of supporting the safety of navigation in marie voyage embedded within the navigational information in the Electronic Chart Display & Information System(ECDIS). Recently IMO made a decision on the mandatory equipment resolution of ECDIS for the international SOLAS vessels until 2018. With this regulation intention together the spontaneous uses from the wide range of marine applications are accelerating the increasing demand for ENCs at both of the navigational purpose and the non-navigational purpose. But there seems to be not enough guidelines or systematic approach for the service of the non navigational purpose. This paper deals with ENCs distribution issues. We present a integrated solution for the ENCs service of both user domains and also demonstrate the implemented results.

  • The Korean government has designated speed-limit zones and speed limits in 19 ports and 3 routes to ensure safe navigation and transportation. However, the speed limit differs from port to port, no practical means of management exist. This often leads to violation of the speed limit. Additionally, ship collisions due to human error continue to occur. First, the study analyzed marine accidents that occurred at trade ports and fairways. The result of the analysis revealed the occurrence of 1344 accidents (average 269 cases per year) from 2014 to 2018. Five hundred sixty three accidents involved fishing boats, whereas, merchant vessels were involved in 508 cases. Second, the efficacy of the application of voice and message warnings to GPS plotters and electronic chart display and information system (ECDIS) was reviewed, and these were proposed as measures to inform vessel operators of the hazards of speed limit violation. Third, experts' opinions from relevant agencies and navigation system manufacturers were consulted and it was found that the proposed warning function was technically implementable. The findings are expected to help reduce human error among ship operators and establish a Korean e-navigation system.

Real-time monitoring of grab dredging operation using ECDIS (ECDIS에 의한 grab 준설작업의 실시간 모니터링에 관한 연구)

  • This paper describes on the real-time monitoring of dredging information for grab bucket dredger equipped with winch control sensors and differential global positioning system(DGPS) using electronic chart display and information system(ECDIS). The experiment was carried out at Gwangyang Hang and Gangwon-do Oho-ri on board M/V Kunwoong G-16. ECDIS system monitors consecutively the dredging's position, heading and shooting point of grab bucket in real-time through 3 DGPS attached to the top bridge of the dredger and crane frame. Dredging depth was measured by 2 up/down counter fitted with crane winch of the dredger. The depth and area of dredging in each shooting point of grab bucket are displayed in color band. The efficiency of its operation can be ensured by adjusting the tidal data in real-time and displaying the depth of dredging on the ECDIS monitor. The reliance for verification of dredging operation as well as supervision of dredging process was greatly enhanced by providing three-dimensional map with variation of dredging depth in real time. The results will contribute to establishing the system which can monitor and record the whole dredging operations in real-time as well as verify the result of dredging quantitatively.

전자해도 화면표현결과의 비교분석 연구

  • 국제수로기구(IHO)는 전자해도의 화면표현과 데이터 내용 표준화를 위해 각각 S-52, S-57 표준을 개발하였고 전자해도 시스템(Electronic Chart Display and Information System, ECDIS)과 같은 다수의 전자해도 관련 시스템들이 개발 및 활용되고 있다. 이러한 전자해도 관련 시스템은 S-52를 기반으로 전자해도 데이터를 화면에 표출하고 있으므로 화면에 표현된 결과가 어느 시스템에서나 동일하여야 하나, 실제로는 표준 준수 정도에 따라 화면상 표현결과가 상이한 문제가 발생하고 있다. 본 연구에서는 상용 전자해도 관련 프로그램과 국제 표준에 맞춰 자체적으로 개발한 전자해도 뷰어 프로그램을 이용하여 기존 시스템들의 전자해도 화면표현결과를 비교 및 분석하였다. 이에 대한 원인 항목을 특징별로 카테고리화하여 분류하여 분석 하였으며, 이를 통해 화면표현에 있어 일관성 있는 전자해도 시스템 수립을 위한 방안을 제시하였다.

  • S-126 해양물리환경 국제표준에 대하여 S-101 전자해도 표준과 중첩하여 ECDIS(Electronic Chart Display and Information System) 상에 표현하는 방안에 대하여 연구하였다. 수로서지의 텍스트 기반 자료 형태인 해양물리현상을 기호화하여 전자해도에 중첩하여 표현함으로써 S-126 표준 정보를 ECDIS 사용자에게 보다 명확하게 전달하고, 그 결과 선박사고 및 안전항행에 기여할 것으로 기대된다.

  • IMO adopt the revision of SOLAS convention on requirement systems for ECDIS and considered an ECDIS as the major system for E-Navigation strategy on marine transportation safety and marine environment protection. ENC(Electronic Navigational Chart) as base map of ECDIS is considered as a principal information infrastructure that is essential for navigation tasks. Though ECDIS has many advantages, it's almost impossible for the mariner to recognize the displayed information because of intense display of objects so called the clutter. In this paper, the current status and international standards on SCAMIN((Minimum Scale) attribute have been investigated. Also improvement of SCAMIN attribute of ENCs and grouping method for the sounding values was proposed.

  • International Maritime Organization made International Convention for the Safety of Life at Sea to require all ships to carry official charts, both paper and electronic, and is especially encouraging the use of Electronic chart display and information system (ECDIS). Recently, the argument that all Electronic Charts(ENC) displayed in ECDIS should be distributed through Regional ENC Coordinating Center is being raised within the IHO. The use of ECDIS was generalized, but the existing two RENCs in Europe are thought to be not enough. Especially, East Asian region, due to its rapid growth in economy and marine traffic, RENC is found necessary. This research establishes the legitimacy and strategy of East Asian RENC by defining the roles of RENC based on the IMO ECDIS Mandatory Carriage Requirement and RENC operation status through suggesting a "Phase-In" RENC model, which was built upon the strategy of East Asian Hydrographic Commission(EAHC).

A Study on Development of Machine-readable Platform for S-100 ECDIS

  • Logistics movement using ships has been used for many centuries, but maritime accidents are still difficult to predict and they occur on a large scale. The International Maritime Organization (IMO) made it mandatory to install Electronic Chart Display and Information System (ECDIS) for safe seas, but S-57 standards applied to equipment were not updated over 30 years. In addition, it is difficult to keep the equipment up-to-date and revise standards as ships move around the world. In consideration of the limitations of S-57, the IHO developed the new standard as S-100 rather than an update of the S-57. In this study, the previously developed S-100 tool and S/W were configured as one platform and applied to the S-100 ECDIS. The platform conducts as the S-100 cycle and ecosystem from the creation of standards to release and practical use in ships. The hydrographic information standard is machine-readable as defined in S-100, and it has been validated that the latest standard can be applied using the Plug and Play (PnP) function without software system updates. It is expected that international organization such as the International Hydrographic Office (IHO) and the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) shall develop and release standards and mariners can easily apply the latest standards to equipment through the machine-readable platform.

  • The technology of navigational instruments and the profession of going to sea have entered a time of dramatic change. A paradigm shift is taking place which will eventually make the industry unrecognizable to those who first went to sea only twenty years ago. This change is most emphatically seen in three areas: Automatic Identification System(AIS), Electronic Chart Display and Information System(ECDIS), and Voyage Data Recoreder(VDR). In order to make these new instruments to be fitted on board commerical ships, international requirements for enhacing the safety of navigation on the world's waterways, the Chapter V of International Convention for the Safety of Life at sea, 1974 as ameded(hereinafter referred to as "SOLAS"), are being also changed.o changed.
