EAF's dust has been treated mainly by pyrometallurgical reduction process in rotary kiln furnace to recover valuable metal elements such as Zn and to avoid the disposal of hazardous materials to waste. Recently, hydrometallurgical eletrowinning of zinc from a zinc-amino chloride solution obtained by the leaching of EAF's dust was developed to recover high grade zinc metal from EAF’s dust. But there are some disadvantages in each process such as difficulty of operation condition control and sticking problem in kiln process and low extractability and recovery of zinc owing to insoluble zinc-ferrite in electrowinning process. We propose a new combined process of pyrometallurgical one and hydrometallurgical one to treat EAF's dust efficiently and economically. In this study, ammonium chloride solution leaching of crude zinc oxide recovered from reduction of EAF's dust was carried out to find out the efficiency of zinc extraction from it and the possibility for performance of eletrowinning in the proposed process. Effects of various leaching variables ruck as leaching temperature, concentration of leaching solution and leaching time were investigated. And the leaching results of the crude zinc oxide were compared with those of EAF's dust. The extraction percents of zinc in ammonium chloride solution leaching of the crude zinc oxide recovered from reduction of EAF's dust were above 80% after 60 minutes of leaching under the leaching condition of 4M NH$_4$CI concentration and above leaching temperature of 7$0^{\circ}C$. And the concentrations of zinc in the leached solution were obtained above 50g/$\ell$. The activation energy calculated for zinc extraction in NH$_4$CI leaching was 58.1 KJ/㏖ for EAF's dust and 15.8 KJ/㏖ for the crude zinc oxide recovered from reduction of EAF's dust.
Taiwan's annual steel production reached 21.29 million tons. EAF accounted for about half of this total, or 11.2 million tons in 2008. The other 10.09 million tons came from blast furnace and converter process methods. The annual EAF carbon steel production is about 9.76 million tons, and the quantity of dust generated from the EAF process is 160 thousand tons, or about 16kg of dust per ton of steel was produced. In 2009, there is Walez process for carbon steel EAF dust recycling, and the capacity is about 70,000 tons per year; and there is RHF/SAF process for stainless steel EAF dust, the capacity is 60,000 tons per year which is enough to treat stainless steel EAF dust in Taiwan. There are many new treatment facilities processes will be that introduced to recycle the EAF dust in the near future, these processes will perform smoothly and successfully in Taiwan. The estimation of recycled crude ZnO is about 90,000 tons each year. The recycling and upgrading crude zinc oxide will be the next important issue in Taiwn zinc and steel industry.
As the consumption of galvanized steels in cans and automobiles and the quantity of scraps increase, the recycling problems of EAF dust become a important problem. Valuable metals such as Fe, Zn, Pb are of continued interest to metallurgists. To recover the valuable metal and to remove the toxicity of EAF dust, high temperature smelting process is or researching as a pilot scale. The Reduction kinetics of Zn in EAF dust is so important in a view of the economic consideration of the process. In this study, the kinetics behavior of Zn in EAF dust were measured as a point of application in high temperature smelting process. The rate control step in ZnO and franklinite is revealed to be chemical reaction on the reaction surface.
Stabilization behavior of Cr, Cd, Cu, Pb, Fe and Zn heavy metals in the EAF dust was investigated by adding EAF dust to clay or white clay, respectively, up to 50 wt% with 10 wt% intervals and sintering at temperatures between 200 and $1200^{\circ}C$ with $200^{\circ}C$ intervals with an aid of ICP-AES followed by TCLP test to evaluate heavy metal cation exchange capacity of the clay or the white clay. The clay or the white clay had a better Cr ion exchange capacity than that of zeolite. The TCLP leaching test for the sintered specimens showed that Cr and Fe were rarely detected for all the specimens and the concentration of Cd and Zn decreased with increasing sintering temperature and decreasing EAF dust contents respectively. When the clay or the white clay were mixed with EAF dust, cation exchange may occur between the clay and the EAF dust so that the first stabilization of the mixtures containing semistabilized heavy metals may happen. Stabilization of heavy metals in the ceramic bodies was further completed probably due to the eutectic reaction caused by the sintering of semi-stabilized mixtures. It was conceivable that the white clay rather than the clay may be a better stabilizer for the EAF dust containing heavy metals.

Glass-ceramics were fabricated by heat-treating a glass at $700^{\circ}C$/10hr which was obtained by melting a glass frit mixed with $40{\sim}80 wt%$ EAF dust at $1300^{\circ}C$/1hr. Dependence of crystal phase and bonding state change upon a compositional change and heat treatment condition were studied and the results was connected to the toxic characterization leaching procedure (TCLP) test data to investigate a chemical durability of the specimens. Increasing dust in a glass shifted the peak around $1000cm^{-1}$ to the lower frequency which was composed of two vibration peaks for the nonbridging oxygen at $960cm^{-1}$ and the bridging oxygen at $1050{\sim}1060cm^{-1}$. Also, the $B_2O_3$ structure of boroxol ring changed to a tetrhedral-, trigonal- and di-borate with dust addition. The Fe-O peaks in the glass-ceramics were observed which is consitent with XRD results of spinel formation. The surface of glass after TCLP test was severely cracked while there was no cracks on a glass-ceramics after TCLP test so the chemical durability of the glass-ceramics is superior than that of glass. The leaching concentration of Fe for the glass-ceramics containing EAF dust 80 wt% is 1/15 times lower than that of glass. The Zn leaching concentration fur the glass-ceramics containing dust < 70 wt% was higher than that of glass but its trend was reversed for the specimen of dust content > 80 wt% which could be concluded as correlated with occurrence of willemite phase.

Glassy specimen was obtained by melting and quenching a borosilicate glass frit miked with $10{\sim}80wt%$ EAF dust. The glass transition temperature, $T_g$ of glassy specimen was measured around $550^{\circ}C$ from the DTA curve and the eat treatment condition to crystallize a glassy specimen was selected as $700^{\circ}C$/1 hr. The spinel crystal peaks were found in XRD analysis for the glass containing dust > 70 wt%. For the glass-ceramics, however, the spinel peaks in a specimen containing dust > 40 wt%, and the spinel and willemite peaks in dust > 80 wt%. The crystals of several tens of nanometer with aspect ratio of $0.7{\sim}1.0$ were observed at a glassy specimen containing dust > 40 wt% by SEM which was not found by XRD analysis. For the glass-ceramics, the crystals were found in a specimen containing dust of even 10 wt% by SEM. The feature and distribution of crystals observed through the specimen for a glass-ceramics were diverse and not uniform. The crystals found in the glass-ceramics containing 70 wt% dust were hexahedral with an aspect ratio of around unity.

Microstructures of free surface and interior of glass-ceramics obtained by heat treating silicate glass specimen containing electric arc furnace dust(EAF dust) were observed. The crystallization temperature, $T_c$ of glassy specimen was measured around $850^{\circ}C$ from the result of different thermal analysis so heat treatment temperature to obtain glass-ceramic specimen was selected as $950^{\circ}C$ for 1 hr. Glass specimens containing 50 wt% dust were amorphous, while glass specimens containing 70 wt% dust showed spinel crystal peaks in XRD results. In case of glass-ceramic specimens, spinel crystalline phase was appeared with willemite, and willemite crystal peak intensity increased with increasing dust contents. The fractured surface of glass specimens containing 50 wt% dust was smooth like mirror surface, but that containing 70 wt% dust showed spinel crystals of 10 ${\mu}m$ size in glass matrix. In case of glass-ceramic specimens, ZnO crystal particles of $2{\sim}5{\mu}m$ size were produced in free surface and glassy phase, spinel and willemite crystal phases existed in interior. There were no crystals in glasses containing 50 wt% dust, while glass containing 70 wt% dust had 14 vol% crystals. Crystallinity of glass-ceramic specimens containing 50 and 70 wt% dust were 19 and 43%, respectively. When microstructures of glass and glass-ceramic specimens were observed through SEM after TCLP experiment, glass specimens showed flaking phenomenon while glass-ceramic specimens showed a slight corrosion evidence without any cracks.
Chemical resistance of the cement mortar containing the Thermally Activated Diaomite(TAD) and H.M.(Heavy Metals) has been studied. The H.M.. extracted from EAF(Electrica1 Arc Furnace) Dust. were saturated with diatomite. The diatomite was then thermally activated at $750{\circ}C$ for 30minutes and powdeled. The powder was mixed with a portland cement on a weight basis from 0%. 2.5%. 5.0%. 10%. 20%. The optimum mixture. after those mixtures were subjected to compressive strength(7 and 28days) and leaching bchaviour of H.M.. was tested for its experiment on Wet/Dry cycles and chemical resistance(e.q. imrncrsion in 5%(Conc.) of H2S04, CaC12 and hlgSO4. It was shown that the cement, mortar containing 10% of' P.D. gave a rise to the remarkable increase in compressive strength. The compressive strength was generally decrease beyond the addition of 10% of P.D. The maximum $496kgf/cm^2$ of 28days compressive strength was acheiveti when 10% of P.D. was added to the cement mortar.
MF is a half shaft blast furnace which has been developed at Mitsui Miike Smelter in the 1960’s to treat vertical retort residue. The MF has also been tested for treatment of various recycling materials and wastes. Now various secondaries and wastes (EAF dust, zinc leaching residue, Cu sludge, etc ) are mainly treated. Powder materials are briquetted with reductant before being fed to the furnace. Products are crude zinc oxide, matte, non-hazardous slag and steam. Zinc and lead are recovered in oxide dust, and copper and silver are recovered in matte. The MF can be widely applied to many kinds of materials which contain such non-ferrous metal-valuables. In addition, the improvement in operation and technology has effectively made the unit capacity much larger. The MF now has many advantages for these treatment processes.

Microstructure of glass-ceramics obtained by heat treating silicate glass containing 50 wt% electric arc furnace dust (EAF dust) and nucleation agents were observed. The crystallization temperature, $T_c$ of glassy specimen measured around $850^{\circ}C$ from different thermal analysis, so the heat treatment condition to obtain glass-ceramic specimen was selected as $950^{\circ}C/15 hr$. The nucleation agent, $TiO_2$ showed the superior effect on enhancing franklinite crystal growth which has stronger mechanical properties and more durable chemical resistance than willemite phase. Some specimens containing $TiO_2$ had the augite crystal phase and increasing $TiO_2$ amount decreased a fraction of willemite and increased a franklinite. Especially, the specimen with 5 wt% $TiO_2$ showed no willemite crystal phase and $1{\sim}2\;{\mu}m$ franklinite crystals dispersed uniformly in glassy matrix. Also, the specimens containing 5 wt% $TiO_2$ mixed with $Fe_2O_3$ showed a dendrite-shaped franklinite crystals caused by coalescence of small crystallites.
