최근 정부에서는 IT투자와 관리를 보다 효과적으로 운영하기 위한 방안으로서 EA(Enterprise Architecture)를 도입하고 있다. 그러나 여전히 개념적인 수준에서 EA가 운영되고 있으며 효과산출을 위한 활성화 노력도 매우 미흡한 편이어서 실질적인 효과를 기대하기 어려운 실정이다. 본 연구에서는 EA를 활성화시키고 EA의 성과를 산출하기 위한 방안으로서 EA 서비스모델을 제시하였다. EA서비스모델의 목적은 정보화 계획과 정보자원에 대한 정보를 연계하고 공유하는 틀을 제공하는 것이며 궁극적으로 IT관리업무를 개선하는 것이다. 실증분석의 결과 EA서비스 모델의 주요 요인들이 IT관리업무 개선에 긍정적인 영향을 미치고 있는 것으로 밝혀졌으며 따라서 EA서비스 모델의 가치와 타당성이 입증되었다.

2014년 UN의 전자정부 서비스 평가 3회 연속 한국이 우승하였으며, 지난해에는 범정부 EA가 UN공공행정상을 수상하였다. 이는 범정부 EA기반 범정부 차원의 맞춤형 서비스 연계 통합 과제 발굴 및 수행에 따른 성과라고 볼 수 있겠다. 이와 같은 EA는 과거 전자정부 31대 과제 중 하나로 선정되어 추진해왔으며, 2005년 법제화 이후 공공부문에서 본격적으로 도입 및 운영 활용되었다. 많은 공공기관에서 EA를 통한 대내외 성과를 도출하는 등 활발하게 활용하고 있는 반면, 10여년이 지난 지금에도 몇몇 공공기관은 EA를 아직 인식수준에서 관리하고 있다. 더불어, 개별 공공기관의 EA를 통한 성과는 다시, 범정부 차원의 성과로 확산되어 범정부EA를 세계의 표준으로 성장시키는 데 톡톡한 기여를 하고 있다. 이와 같이 기관에서 EA를 통해 도출 되고 있는 성과의 주요 요인이 무엇이며, 어떠한 요인이 개별기관 및 범정부 EA 성과에 영향을 미치고 있는지 관련하여 EA 성과모형을 개발하고 이를 구조모형을 통한 규명을 해보고자 한다. 이를 위해 EA, EA서비스, 정보시스템 성공요인, 정보시스템 성과 측정 등 이론적 선행여구를 고찰하고 논리적 추론과정을 통해 모형개발 및 검증을 하고자 한다. 본 연구에서는 서비스 품질 측정 평가 모델인 서브퀄 모형(SERVQUAL Model) 및 DeLone & McLean의 정보시스템성공모형을 EA 서비스 성과에 접목한 국내 최초의 연구로서 실무적 및 이론적으로 시사하는 바가 크다.

오늘날 급격한 정보기술(IT)의 발전과 그에 대한 막대한 투자는 공공기관들로 하여금 IT를 효과적으로 관리할 수 있는 방법론을 마련하도록 하고 있다. 이에 따라 국내 공공기관들은 새로운 방안으로서 정보기술아키텍처(EA)를 활발하게 도입하고 있으나, 그 시도와 관심이 EA 도입단계에 치중되어 있고, EA 도입이후의 관리 및 활용에는 아직 미흡한 부분이 많다. 따라서 본 연구에서는 EA 도입보다는 EA 도입이후의 운영 및 관리, 활용 등 중 장기적으로 기관의 경영활동이라는 것에 기초하여 EA 성숙도 역량 수준을 높일 수 있는 영향요인을 도출하는데 초점을 맞추었다. 특히 본 연구는 공공기관들이 EA를 도입 및 운영할 때 영향을 주는 EA 영향요인이 무엇인지를 도출하고, 그러한 EA 영향요인들이 발생하였을 때 EA 성숙도 수준에 어떠한 영향을 미치는지를 밝히고자 한다.

본 연구에서는 조직에서 ITA/EA가 기여하는 기능이 무엇인지 그에 관한 측정항목들을 도출하였다. 또한 조직의 IT거버넌스가 왜 구축되고, 구축효과는 무엇으로 평가할 수 있는지 측정항목을 탐색적으로 도출하였다. 그리고 설문조사를 바탕으로 상호간의 영향관계를 통계적으로 검증하였다. 분석 결과, IT거버넌스 영역중 IT자원 및 성과관리와 IT프로세스 관리에는 ITA/EA의 업무프로세스 지원과 투자효율화 요인이 유의한 영향을 미치는 것으로 나타났으며, 마찬가지로 IT서비스관리에는 업무프로세스 지원, 투자효율화, 인프라체계화 요인이 영향을 미치는 것으로 나타났다.

정부의 행정 서비스를 보다 효과적이고 효율적으로 제공하는 것은 정부혁신의 핵심키워드이다. 이를 위한 수단으로 정부 공공기관들은 전사적 아키텍처(Enterprise Architecture)를 적극적으로 도입, 활용해야 한다. 전사적 아키텍처란 아직까지도 진화중인 개념으로 해당 기관 정보화 업무의 전 영역을 업무 프로세스(Business Processes), 정보 흐름 및 관계(Information Flow and Relationships), 애플리케이션(Applications),데이터 명세 및 관계(Date Descriptions and Relationships), 그리고 기술 하부구조(Technology Infrastructure)로 구분 짓고 각각을 구조화된 산출물로 정리함으로써 공공정보화의 청사진을 제시한다. 이렇게 구축된 아키텍처 결과물은 기관 내 뿐 아니라 타 기관 EA와의 연계를 통해 상호 운용되어야 하며, 이 과정에서 어휘의미중의성(Word Sense Ambiguation)등 상호운용성 문제가 핵심 이슈로 대두되리라 예상된다. 공공분야로 한정짓더라도 200여 정부부처 EA간의 상호운용성 문제는 정부조직 간 경계를 넘어 통합된 EA정보를 취합, 활용하는 데 있어 가장 큰 장애요인이 되리라 예상된다. 본 논문에서는 온톨로지를 사용하여 각기 서로 다른 EA간 상호운용성 문제를 해결하는 방안에 대해 논의하고자 한다.

In this paper, the function factors contributing to ITA/EA functions in their organizations, are suggested. Also the reasons to the construction of IT governance system and their effects on the their organizations are discussed and the relationships are verified by empirical model. From the survey, the data of the 227 respondents were collected and regression analysis was performed for validating the research model. ITA/EA functions consist of the IT infrastructure systemization, ITA/EA business process support, IT investment efficiency factors. And the factors of IT resource and performance management, IT process management, IT service management are included to IT governance. The main analysis results described significantly are shows as follows. At first, IT resource and performance management factor is effected by the ITA/EA business process support factor and IT investment efficiency factor. In similarly, IT service management factor is also affected by the factors such as ITA/EA business process support, IT investment efficiency, and IT infrastructure systemization. In additional analysis, IT investment efficiency factor in official sectors, ITA/EA business process support factor in private sectors respectively are described as the significant factors on the IT governance.

The rapid development of IT and the large-scale investment of IT motivate the public agencies to find the ways of effective IT management. Even though the public agencies adopt Enterprise Architecture (EA) as the new alternative for effective IT management, EA practices are still insufficient in the area of utilization and management after the adoption. Therefore, this research aims to identify the influencing factors for improving EA maturity level in terms of the long-term business activities such as establishment, management and utilization. Also, this research empirically identifies the influencing factors on the adoption and operation of EA in the public agencies, and clarifies how such factors impact on EA maturity level.

Today, Organizations should be equipped with flexibility in order to cope with rapidly changing environment in management. By doing so, they are able to grow and obtain their superior competitiveness in highly developed economic arena. Recently, Enterprise Architecture is actively constructed to perform such a change flexibly. In this regard, it is crucial to figure out some risk factors for the organizations that place an order. Besides, it is also important to find out the quality of EA and some risk factors caused by the organizations that receive an order. Lastly, it is absolutely important to verify the relationship between such factors and outcomes of EA. In this aspect, this study will verify risk factors made by the former organizations and investigate the quality of EA and its outcome by proving the said relationship. In doing so, it will suggest an appropriate direction for the companies that will build up or perform EA successfully.
