A Study on the Change of Dominion in Russian Automotive Industry and Korea Port to Export Cars to the Russia (러시아 자동차 시장과 우리나라 수출항만 판도 변화에 관한 연구)

  • This paper aims to analyze the change of dominion in Russian automotive market and Korea port to export cars to the Russia. First, we provide the current market structure and growth potentials of Russian automotive industry by using literature reviews and data survey. Next, we analyze the current situation to export cars through the Korean seaports using the BCG (Boston Consulting Group)'s matrix method. The analysis shows that the Russian car market has growth potential. The result of expectation of Russian major car export's port within 3~5 years since the year 2013 shows that the Pohang Port will maintain current market share because it has higher market share and growth potential. On the contrary, the Guangyang Port, Busan Port, and Ulsan Port will lose the market share because of the low growth potential. Also, the Incheon Port will become the cash cow market because it has more than 10 percent market share and higher growth potential. To increase the car export volume of ports to Russian market, this paper proposes that we should provide a differentiated service to Russian port based on the analysis of domestic or foreign car export logistics structure and flow. For further study, EA-based framework should be applied for efficient and effective policies.

  • 오늘날 대부분의 기업과 공공조직들은 일상적인 업무처리를 컴퓨터 하드웨어, 소프트웨어 및 관련 프로세스에 크게 의존하고 있다. 이미 정보기술은 조직의 생산성향상, 업무의 효율성과 호과성의 제고, 전략적 경쟁우위의 달성 도구로 인지되고 있다. 이에 조직 전략 차원에서 정보기술에 대한 투자가 지속되어 왔으나 정보시스템의 대규모화에 따른 정보시스템 간 상호운용성(interoperability)과 통합성(integration)의 결여, 계층적 아키택쳐의 미흡, 중복 자료의 처리 등으로 인해 조직내에서 정보기술의 투자 대비 활용 이득이 기대에 미치지 못하는 현실이다. 이러한 문제를 극복하기 위해 새로운 정보체계인 정보기술 아키텍쳐 (Information Technology Architecture : ITA) 개션을 개발하게 되었다. 그러나 ITA 정의에 대한 체계적인 방법론과 도구의 부재로 개방/분산환경 하에서 정보기술에 대한 접근은 한마디로 임기응변적 내지는 벤더 중심적 관행으로 추진되었다. RTE는 하나의 문제를 해결하기 위한 또 다른기술이 아니라 비즈니스를 향상 시키고자 하는 개념이다. 핵심 비즈니스 프로세스의 관리 및 실행시 발생하는 지연요소를 제거하고 최신 정보를 사용해 경쟁하는 기업으로 정의된다. 또한 RTE는 기업들이 지금껏 추구해 왓던 e비즈니스와 연계하면서 끊임없이 프로세스를 효율적으로 개선해 나가는 것이다.

Entity Matching Method Using Semantic Similarity and Graph Convolutional Network Techniques (의미적 유사성과 그래프 컨볼루션 네트워크 기법을 활용한 엔티티 매칭 방법)

  • Research on how to embed knowledge in large-scale Linked Data and apply neural network models for entity matching is relatively scarce. The most fundamental problem with this is that different labels lead to lexical heterogeneity. In this paper, we propose an extended GCN (Graph Convolutional Network) model that combines re-align structure to solve this lexical heterogeneity problem. The proposed model improved the performance by 53% and 40%, respectively, compared to the existing embedded-based MTransE and BootEA models, and improved the performance by 5.1% compared to the GCN-based RDGCN model.

  • This study started with many experiences about maturity evaluation and efficiency improvement of Project Management information system, and need for IT systems for performing of strategy. The objective of this study is 1)to evaluate processes and IT systems based on CSF in strategy perform phase, 2)to propose method of sustainable evaluation and improvement, and 3)with KPI and CSF, to evaluate and improve PMIS. Moreover, we suggested IT architecture framework for basement of improving process and resources.

  • A Transient Storage Model (TSM) is one of the most widely used model accounting for complex solute transport in natural river to understanding natural river properties with four TSM key parameters. The TSM parameters are estimated via inverse modeling. Parameter estimation of the TSM is carried out by solving optimization problem about finding best fitted simulation curve with measured curve obtained from tracer test. Several studies have reported uncertainty in parameter estimation from non-convexity of the problem. In this study, we assessed best combination of optimization method and objective function for TSM parameter estimation using Cheong-mi Creek tracer test data. In order to find best optimization setting guaranteeing convergence and speed, Evolutionary Algorithm (EA) based global optimization methods, such as CCE of SCE-UA and MCCE of SP-UCI, and error based objective functions were compared, using Shuffled Complex-Self Adaptive Hybrid EvoLution (SC-SAHEL). Overall results showed that multi-EA SC-SAHEL with Percent Mean Squared Error (PMSE) objective function is the best optimization setting which is fastest and stable method in convergence.

  • This study examined the effects of management consultant competency (ability, professionalism) and consulting service quality (reliability, assurance) on organizational creativity and innovation. The research target was companies with experience in consulting, and sample data from 62 surveyed companies (80 persons) were analyzed using SPSS 25.0 and Smart PLS 2.0 based on statistics to perform frequency analysis, reliability, and feasibility analysis. The summary of the research results is as follows. First, it has been verified that consultant competency (ability, professionalism) and consulting service quality (reliability, assurance) had positive impacts. Second, service reliability and assurance, which are components of consulting service quality, significantly affected consulting performance (organizational creativity, innovation). Taken together, management consulting has a positive effect on creativity and innovation in an organization and ultimately contributes to improvement of the business performance of the company, depending on the competency of the consultant and quality of the services provided. Based on the results of this study, we intend to improve the quality of SME consulting by providing theoretical and practical implications as well as contribute to the growth of SMEs requiring innovation in the era of the 4th Industrial Revolution.

Factors Affecting Financial Performance of ERP System Based on BSC Framework: The Moderate Effect of Strategic Alignment and the Mediating Effect of Customer and Business Process Perspectives (BSC프레임워크 기반 ERP시스템의 재무 성과 영향요인: 전략적 연계성의 상호작용효과와 고객 및 비즈니스 프로세스 관점의 매개 효과)

  • Purpose Recently, many organizations are actively adopting enterprise architecture (EA) as a methodology to manage IT assets and build IT-based business system. This study intended to empirically examine how the role of EA operating unit and utilization capability of organizational members impact on system performance at the post-adoption stage. A balanced score card (BSC) is being used as a framework for a company's key performance indicator (KPI). Design/methodology/approach This study tried to investigate the causal relationship between the four perspectives of the balanced scorecard as an influencing factor of the introduction of the Enterprise Resource Planning (ERP) on the financial value. In particular, the mediating effect between the customer's point of view and the business process point of view was investigated between the learning growth point of view and the financial point of view, and the interaction effect (regulating effect) of strategic linkage in the system introduction process was investigated. Findings The results of the study were first, that the organizational learning and growth perspective had a positive effect on the customer perspective, business process, and financial perspective. In addition, the customer perspective and the process perspective also had a positive influence on the financial perspective. Second, between the learning growth and financial perspectives, the customer perspective and the process perspective showed a partial mediating effect. Third, as for strategic linkage, the interaction effect between the customer perspective, the learning growth perspective, and the process perspective and the financial perspective was not significant. The results of this study are expected to provide a framework for performance evaluation to organizations that have introduced ERP systems.

The Impact of Using Information Technology Architecture on IT Capability and IT Performance : Focused on Public Agencies (정보기술아키텍처 활용이 조직의 정보기술역량과 정보화성과에 미치는 영향관계 : 공공기관을 대상으로)

  • As the amount of IT investment and the complexity of information systems in public agencies have been increased, efficient and structured management of IT systems is more emphasized. For the Korean government. ITA (Information Technology Architecture) is one of the core parts of the e-Government initiative. Also introducing and managing ITA in organizations is mandated by law in Korea. The objective of the paper is to study whether using ITA in public agencies is related with their IT capability and IT performance or not. A questionnaire had been designed for the purpose, and a survey had been performed on Korean public agencies. The survey results show that using ITA has influence on relation and technology capability. However, ITA does not influence on human capability and IT performance. The reason why using ITA is linked to relation and technology capability is that ITA includes relationship between both business and technology. Also ITA provides a technical reference model (TRM) and standard profile (SP), so it has influence on technology capability.

The Role of Blind Protected Specimen Brushing (PSB) in Intubated Patients (기관 삽관 중인 환자에서 Blind Protected Specimen Brushing의 역할)

  • Background : In intubated patients, cultures of endotracheal aspirates (EA) are apt to contamination throughout the endotracheal tube. Therefore, the identification of etiologic agents via conventional EA cultures is not always reliable. In order to differentiate a pulmonary infection from a non-infectious disease, and to identify the true etiologic agent of acute pulmonary infection, blinded protected specimen brushing (PSB) was used, and its efficacy evaluated. Methods : In 51 intubated patients, with suspected pneumonia, blind PSB were performed, and the results compared with blood and EA cultures. A protected specimen brush was introduced through the endotracheal tube, and settled at the affected large bronchus. A specimen brush was introduced to the expected region using the blind method. The tip of the brush was introduced with an aseptic technique after vigorously mixed for 1 minute in $1cm^3$ of Ringer's lactate solution. The specimens were submitted for quantitative culture within 15 minutes, with a culture being regarded as positive if the colony forming units were above $10^3/ml$. Results : Of the 51 patients, 15 (29.4%) had community-acquired pneumonia (CAP), 27 (52.9%) hospital-acquired pneumonia (HAP) and 9 (17.6%) non-infectious diseases. The sensitivity and specificity of the quantitative PSB culture for the diagnosis of pneumonia were 52.4 and 88.9%, respectively. The sensitivity and specificity of EA were 78.6 and 77.8%, respectively. The blind PSB was superior to the EA for the identification of true etiologic agents. Of 53 episodes of 27 HAP patients, MRSA (Methicillin-resistant staphylococcus aureus) (41.5%) was the most common causative agent followed by Pseudomonas aeruginosa (15.1%), Klebsiella sp. (7.5%) and Acinetobacter sp. (7.5%). Conclusions : As a simple, non-invasive diagnostic modality, the blind PSB is a useful method for the differentiation of a pulmonary infection from non-infectious diseases and to identify the etiologic agents in intubated patients. A blind PSB can be performed without bronchoscopy, so is safer, more convenient and cost-effectiveness for patients where bronchoscopy can not be performed.

  • This study was carried out to figure out the relationship between EAmaturity, information management capacity, and information performance, and find the effect between these variables and the reciprocal causation. The study found that EAmaturity has a positive effect on information resource management and performance. In other words, the effect of input, calculation, management and utilization factors on information planning in EAmaturity showed that calculation, management and utilization factors have a significant effect on the information planning. While the effect of input, calculation, management and utilization factors on information introduction and management showed that only both calculation and utilization have a significant effect on the information management factor. It says that EAinput in EAmaturity does not play a big part in the planning stage, as well as not go through a series of process that is connected to the maturity stage by immediate field application. Consequently, EAmaturity varies from the level that EAcreates introduction and performance according to organization. This suggests that the maturity and performance can be also changed by the level that EAcreates information performance by accepting and using this capability within organization as well as the capability to introduce and fully perform the EAsystem presented in enterprise architecture framework of public sector.
