As characteristic of construction industries, the Issues of construction management have been pointed out because of time and space limit among construction project participants (owner, supervisor, builder, experiment specialty institute, specialty construction company, material supplier and equipment supplier). To improve these issues, procurement system has been introduced by using internet and intranet. Procurement system that was developed by some of large construction companies was considered only internal supply on closed system method. They also restricted to article supply as supply concept. In this paper, we suggest a plan to establish integrated construction procurement system that expands to the article, service and construction work supplies by utilizing the bi-directional and real-time contact system and presents related following research program.

방대한 규모와 복잡한 프로세스로 구성된 공공조달의 혁신성과를 평가하기란 매우 어려운 문제이다. 기존의 프로세스 혁신 평가는 주로 설문 및 인터뷰, 그리고 운영데이터를 분석한 정성적, 또는 통계적인 정량적 방법들이었다. 이에 본 연구에서는 공공조달 프로세스를 복잡계로 보고 이에 대한 시뮬레이션 방법으로 멀티에이전트시스템(MAS)을 이용하여 공공조달 프로세스 혁신효과 평가모델을 개발하였다. 그리고, 개발된 MAS 기반의 공공조달 혁신평가 모델을 우리나라 조달청의 G2B(나라장터, KONEPS) 시스템에 적용하여 혁신효과를 평가하였다. MAS 시뮬레이션 도구는 Northwestern University에서 개발된 Netlogo Version 4.1.3을 사용하였고, 모델링에서는 에이전트 정의, 에이전트 행동특성 정의, 에이전트 관계 정의의 세단계로 진행하였다. 첫째, 에이전트 정의에서는 에이전트가 될 대상을 선정하고, 에이전트가 가진 속성과 변수들을 정의하였다. 둘째, 행동특성 정의에서는 각 에이전트의 행동계획 및 자원할당을 설정하였고, 셋째, 관계정의 단계에서는 상태변화에 따른 행동 규칙을 설정하였다. 또한 프로세스 혁신의 목적에 맞는 성과를 측정하기 위하여 혁신 효과평가항목을 선정하였고, 데이터는 조달청의 협조를 통해 DB 데이터와 설문데이터를 활용하였다. 이를 통해 프로세스 전체 및 프로세스별 절감시간과 업무량의 절감율을 측정하였다. 실험결과 전체 프로세스의 효율성이 증대되었으며 '평균 업무처리 건수'의 절감율이 92.7%, '평균 업무처리 시간'의 절감율이 95.4%로 나타났다. 즉 공공조달분야는 G2B 시스템 도입을 통해 프로세스 혁신을 추진한 결과 매우 높은 효율성이 제고된 것으로 분석되었다. 또한 본 연구를 통해 '계약'과 관련한 업무프로세스에서 추가적인 개선이 이루어질 경우 프로세스 혁신효과가 더욱 향상될 수 있는 것으로 분석되었다. 본 연구는 MAS를 이용하여 프로세스 개선효과에 대한 평가모델을 제시하고 분석했다는데 의의가 있다.

The G2B system is one of the important information systems in the e-government implementation. It is difficult to measure the cost reduction effect of the system introduction because there are many participants in the complex procurement processes. Previous approaches of the performance evaluation of such processes have been based on conducting some surveys and interviews with statistical methods. Therefore there have been some limitations in the verification of feasibility. Therefore this study tries to suggest a case of performance evaluation about the cost reduction in using of the G2B system by analyzing operational DB data from the G2B system. This study analyzed the procurement processes of G2B system according to 'goods' and 'facilities/services' and classified the procurement processes into 12 sub-processes. By developing an evaluation model for the cost reduction of e-procurement, we derived the whole cost reduction effect was 8,000 billon Won for the use of Korea KONEPS G2B system in 2008. Specially the cost reduction in the private sector was 6,600 billion Won. It was mainly due to the decrease of the offline visits to the related organizations to participate a bidding process. Moreover, the cost reduction of using shopping mall was 1,000 billion Won among the total 1,400 billion Won in the whole public sector. The main contribution of this paper is to show the more objective evaluation result of the use of e-procurement, which verifies the necessity of G2B system.

The research assesses the impact of a digital procurement (e-purjee) system for sugarcane growers in Bangladesh. The system itself is simple, transmitting purchase orders to local farmers via SMS text notification. It replaces a traditional paper-based system fraught with low reliability and delivery delays. Applying expected value theory, and using decision tree representations to depict growers' decision-making complexity in an information-asymmetric environment, we compute outcomes for the strategies and sub-strategies of ICT vs. traditional paper-based order management from the sugarcane growers' perspective. The study results show that the digital procurement system outperforms the paper-based system by tangibly reducing growers' economic losses. The digital system also appears to benefit growers non-monetarily, because of reduced uncertainty and a higher level of perceived fairness. Sugarcane growers appear to value the non-monetary benefits even higher than the economic advantages of the e-purjee system.

나라장터 또는 KONEPS (Korean ON-line E-Procurement System)라 불리는 국가종합전자조달시스템은 2002년 개시이래, 대한민국 공공조달의 핵심적인 시스템으로 자리잡아왔다. 본 논문에서는 이러한 국가종합조달시스템의 개시 이후 관련법령의 개정내용과 사용 중 발생되는 사용자 입장에서의 불편과 비효율적인 부분에 대한 실무적 개선방향에 초점을 맞추고 있다. 주요 국가별 정부조달에 대한 사례와 우리나라 국가종합전자조달시스템의 세부 프로세스 및 기능 등을 분석하고, 국가종합전자조달시스템의 개시이후 개정된 조달법령을 확인하였다. 국가종합전자조달시스템 사용자가 조달물품 구매를 위해 종합쇼핑몰에서 온라인 구매를 할 경우, 동일 제품을 일반 온라인 쇼핑몰 구매 시와 비교해 옵션 선택의 불편함과 구매 이후의 사용자 피드백에 대한 부분, 구매절차 일원화에 대해 초점을 두어 분석하였다. 본 연구는 국가종합전자조달시스템에서 구매 및 사용에 이르는 과정에서 발생하는 불편한 점과 비효율적인 부분에 대한 실무적인 개선방안을 제시하고 있다. 향후 본 연구에서 사용된 사례에 대한 연구모형과 조달법령기반 기능에 관한 설문을 토대로 실증 연구 및 공사계약에 관한 연구가 필요하다.

WTO Government Procurement Agreement (GPA) was designed to liberalize and expand trade in government procurement. Revised GPA was implemented in 1996 and the latest revision was completed (but not yet implemented) in 2012, but as a plurilateral agreement. Since the end of the UR, there has been attempts by various WTO members to liberalize trade in the government procurement market - through an expansion of Parties who are signatories to GPA, and through a negotiated agreement on transparency in government procurement. The attempt to expand the Parties who are signatories to the GPA - attempt to increase the width of the coverage of the agreement - has been somewhat successful, but I argue that the goal should be to further liberate the government procurement markets of the current Party members - to reduce thresholds and other barriers which limit market access even to other GPA members, in other words, to increase the depth of coverage. Taking cue from Korea's FTA, I propose a two-level liberalization of the government procurement market under the GPA: A "light" level which would be the same as the current level of liberalization; and a "deep" level with lower thresholds and less exemptions. I argue that, as seen in Korea, with FTAs, many GPA Parties already have multiple levels of liberalization (i.e, spaghetti-bowl effect of FTAs), but by limiting the levels of liberalization to two, we can seek the best of deep liberalization but reduce the spaghetti-bowl effect.

Based on the innovation literature, this study has identified nine variables under three categories (technological, environmental, and organizational contexts) and evaluated their influence on e-marketplace adoption and diffusion within organizations. We have also assessed whether level of e-marketplace diffusion is related to the procurement performance of the purchasing organizations.

The Taiwan government agencies have been promoting e-commerce for the construction industry with several initiatives since 2000. The development of standards for the procurement information exchange among government agencies, construction firms, and suppliers for the construction industry is one of the major initiatives and begins to produce tangible results. This paper reviews the effort for developing the information exchange standards and compares the development strategies used in different segments in the supply chain. Lessons learned during the development course are also discussed.

본 연구에서는 MRO e마켓의 성공 요소를 엔투비(주)의 사례를 바탕으로 제시하였다. e마켓의 성공요소를 초기 유동성, 공급자 참여, 구매자 참여, 중개자 가치 기여로 분류하고 이를 바탕으로 비즈니스 모델의 실천적 요소를 엔투비의 창업부터 성장 과정의 분석을 통하여 정리하였다. 본 연구의 특징은 성공적인 e마켓 구현을 위한 실천적 변화관리 요소를 장애 요인 및 비즈니스 모델 관점에서 제시한데 있다. 비즈니스 모델 구성 요소, 가치 구조, 전자 카탈로그 등을 상세히 제시하였고 MRO e마켓활용을 통한 고객사의 성과 개선은 사용자 직접구매(Desktop Purchasing) 및 전자조달 프로세스를 통한 계량적 직간접 비용 절감 효과를 예시하였다. 본 연구의 공헌은 e마켓의 이론 대비 상대적으로 부족한 실천적 연구의 간격을 좁힌데 있으며 본 사례 연구를 통하여 제시된 시사점은 MRO e마켓의 성공적 구현을 위한 향후 연구에 활용될 수 있다.

B2B(Business to Customer)로 시작되어온 전자상거래가 B2B로 대체되면서 e-Business영역에서 빠른 속도로 성장하고 있다. 최근 국내에서는 대기업을 중심으로 자체 구매조달 시스템을 자사 ERP와 연계하여 1:n개념의 e-Procurement가 발전되고 있다. 그러나 플랜트 산업의 e-Biz의 활성화를 위하여서는 동시에 많은 구매자와 판매자가 활동할 수 있는 e-marketplace의 구축이 확장된 기업개념으로 비즈니스의 성공을 위한 핵심요인이 되었다. 이에 본 연구에서는 플랜트 산업의 e-Biz화의 핵심 요소인 구매 Process System 및 관련 Module을 개발함으로써 플랜트 산업의 e-Transformation전략의 기틀을 마련하고 기업의 전자상거래의 시범적인 사례가 될 것으로 기대한다. 구매 Process System은 견적요청서를 중심으로 입찰정보와 계약정보를 관리하는 e-Purchasing Module, 납기준수를 위한 정보활동 내역을 관리하는 e-Expediting Module, 사용자인증 권한 제어 정보를 관리하는 e-Certification Module, 게시판과 Q&A 등을 관리하는 e-Basic Module로 구성된다.
