In the knowledge society the main resource is knowledge, and the role of library to manage knowledge and information is very important. Therefore it is necessary to knowledge and information management that provides on demand service to user. The purpose of this research is to design model for web-based help-desk knowledge management system. This study used Qualitative methods as interviews and surveys through BBS and e-mail on information service in the university libraries. Here the investigated component factors are followings Q/A service user's education service to use the library, user's online reference service, e-mail service, FAQ service electronic service(BBS), lecture and research service for faculty, my library, SDI service, and open data service. Since educating all students in learning how to learn and iic\il- to adapt thernselves to the changing society is the most desirable :.:.il:ii of education in the modern world, it is necessary that the library hc:one an increasingly important part of the students' learng activities. The development of the desire and necessary skills to seek mi! to acquire lino~vledge should be encouraged and planned by the acac:e:liic library. The effective instruction in the use of academic lihra1.1.- can provide the students with the cspxbility to carry on their own icL,i.!nal education through their life. This paper is to make a brief trace of the development of liGl-ary instruction in American universities and colleges oiyer the decades, providing the overview of many successful components of saxe representative projects and experiments, from which to clarify coi~in;on problems and principles involl-ed in them. Any one of standard approaches so far identified has turned o:lt to be not a perfect method in that each has its own merits and pl-oblcms. It may be that the process of analysis and evaluation is 1-aluab!e for better comprehensive perspectives in future program of the instr~iction in the use of academic libraries. An effort is sincerely made to giie an impetus to the recogrriiivn of the importance of library instruction in Korean academic .yorid to meet the urgent needs of the modern society.

The purpose of this study is to measure the library online service quality based on the expectation and the service performance from the users' point of view. The online questionnaire was developed based on SERVQUAL, however information quality dimension was added on it, and the survey was conducted within a research library. The factor analysis for effecting library online services showed that 5 service dimensions were loaded discretely, and information quality was put in the other dimension. The IPA (Important Performance Analysis) result confirmed that information quality, service reliability, and service assurance were considered as important factors : multiple regression analysis revealed that tangibility and information quality were the most significant dimension for the library online service.

A job analysis of subject specialist librarians is an important source providing information about definition of a job, development of a curriculum, administration of human resources, criteria of employee training, and deciding institutional and individual objectives. This study analyzes a job of subject specialist librarians in Korea, and divides their jobs into 7 duties and 58 tasks. the 7 duties are as follows; A. a development of subject information resources, B. a management of information resources classified by subjects, C. a research support service classified by subjects, D. Liasion activity of library users, E. an education of subject classification for library users, F. library management, G. personal development of classified subject areas.

Communication is a process involving a group of interrelated elements working together for the purpose of information transfer. This paper discusses information retrieval as a communication process in the 21st century library. The difficulties associated with access to recorded knowledge through bibliographic control devices have been exacerbated by the interposition of additional encoding processes in the library and further decoding by the users. In addition, the innovation of internet/web has revolutionized the means and mode of communication process in the library by flooding information seekers with information and creating an illusion of self-sufficiency in many users. With these changes in information seeking behaviour and pattern, a cybernetic approach to information retrieval has emerged emphasizing adaptive control mechanisms and feedback processes. This paper argues that libraries should strive to continuously remain relevant by keeping abreast with changes in the behavior of information users. To this end, this paper proposes apomediatic-cybernetic model of communication, which illustrates information retrieval processes for the 21st-century library.

Copyright law generally regulates interlibrary loan related with duplication and transmission of print journal articles in each country. However, it could not be assured whether library can fulfill the interlibrary loan requests for e-journal articles is restricted by license agreements with publishers or vendors. This study aims to seek the way that libraries can provide interlibrary loan requests for e-journal articles in accordance with copyright law and license agreements.

The purpose of this study is to review recent studies on the service quality evaluation of digital libraries and to derive from research trends and several suggestions. Specifically, this paper compared and analyzed recent literatures on e-service quality evaluation of digital libraries in Korea with regard to service quality evaluation models and measure methodologies. Finally, this study offered two important suggestions. The one is the necessity of developing a standardized service quality evaluation model for digital libraries which is customized in korean environment and the other is establishment of development guideline of service quality evaluation for digital libraries.

Mapping FRSAD and other ontology models intends to suggest a higher knowledge level that is independent of any information implementation system or specific context, and to endeavor to focus on the semantics, knowledge structures, subject access, and interoperability. Providing an application of FRSAD model to information environment and representing and sharing the information within the library sector and beyond, there needs encoding scheme for knowledge representation. This study suggested an OWL based ontology architecture for FRSAD model and demonstrated the pilot FRSAD ontology model using Prot$\acute{e}$g$\acute{e}$ software.

Accurate and current government information is essential to any member of that country. Now it has become possible to access government information with greater ease and convenience on the internet. This study examines e-government websites of the U. S. Canada Australia, the leading countries in the e-government project, and provides ways to improve the e-governments website of Korea.

CNG which was released as a substitute of the previous CAPI (Cryptography API) library from Microsoft is constructed with individual modules based on the plug-in architecture, this means CNG is exceedingly helpful in the cost of development as well as the facility of extension. On the opposite side of these advantages, considerations on security issues are quite insufficient. Therefore, a research on security assurance is strongly required in the environment of distributing and utilizing the CNG library, hence, we analyze possible security vulnerabilities on the CNG library. Based on analyzed vulnerabilities, proof-of-concept tools are implemented and vulnerabilities are verified using them. Verified results are that contents of mail, account information of mail server, and authentication information of web-sites such as Amazon, E-bay, Google, and Facebook are exposed in Outlook program and Internet Explorer program using CNG library. We consider that the analyzed result in this paper can improve the security for various applications using CNG library.
