A Socio-Technical Model for Open Government Data Research

  • National and local governments around the world have been allowing access to administrative data to increase transparency, motivate civic engagement of citizens, and improve collaboration between the public and the government. This study reviews and classifies existing literature on open government data (OGD). To create a structure to organize the existing studies, the researchers devised a framework based on socio-technical theory and summarized the significance of studies along four major points: (1) readiness, (2) implementation, (3) emerging effects, and (4) actors of open data. Studies in OGD have been growing steadily in the recent years because of the rapid development of adoptable technologies that have enabled easier access to government data. Nonetheless, an examination of existing research not only shows a disparity in research and development of OGD across countries in the Open Government partnership program but also reveals pertinent issues that have arisen in different stages of the OGD initiative. The growing number of studies and expanding body of knowledge show the importance of organizing existing literature. This step is timely and significant to map out the current breadth and depth of OGD research. According to existing research, current open governments fall short in encouraging citizen participation and collaborations among citizens and the government. This study pointed out how studies on OGD actors might be the reason as well as the solution to existing findings. This paper aims to provide a framework for organizing OGD studies, present the status of OGD research, and provide recommendations on current gaps that must be addressed.

Comparison of Three Optimization Methods Using Korean Population Data

  • The purpose of this research is the examination of validity of data as well as simulation model, i.e. to simulate the real data in the SD model with the least error using the adjustments for the faithful reflection of real data to the simulation. In general, SD programs (e.g. VENSIM) utilize the Euler or Runge-Kutta method as an algorithm. It is possible to reflect the trend of real data via these two estimation methods however can cause the validity problem in case of the simulation requiring the accuracy as they have endogenous errors. In this article, the future population estimated by the Korea National Statistical Office (KNSO) to 2050 is simulated by the aging chain model, dividing the population into three cohorts, 0-14, 15-64, 65 and over cohorts by age and offering the adjustments to them. Adjustments are calculated by optimization with three different methods, optimization in EXCEL, manual optimization with iterative calculation, and optimization in VENSIM DSS, the results are compared, and at last the optimal adjustment set with the least error are found among them. The simulation results with the pre-determined optimal adjustment set are validated by methods proposed by Barlas (1996) and other alternative methods. It is concluded that the result of simulation model in this research has no significant difference from the real data and reflects the real trend faithfully.

  • 본 논문에서는 정보보호 거버넌스를 강조한 선행연구들을 바탕으로, 거버넌스 측면에서 가장 첫 번째에 해당하는 최고경영층의 정보보호에 대한 리더십이 정보보호 정책수립, 정보보호 조직과 인력 구성, 정보보호 교육 및 훈련, 기술적 대책 활동, 모니터링 및 감사활동 등과 같은 정보보호 통제활동에 어떤 영향을 주는 지에 대해 실증적으로 분석하고자 한다. 뿐만 아니라 최고경영층의 리더십과 비교되는 요인으로 조직 내에서 발생한 인터넷 침해사고 피해에 의해 정보보호 통제활동에 얼마나 차이가 있는지를 분석하여 시사점을 찾고자 한다.

플랫폼서비스 생태계의 개념적 유형화 (Conceptual Typology for Platform Service Ecosystems)

  • This study first introduces platform services and their business models. On the basis of the concepts of business ecosystem, we present a framework for distinguishing types of the platform service business models. Two key characteristics of business ecosystems-ecosystem configuration and value production process-are employed as fundamental dimensions for constructing typology. In particular, we also present the notion of value ecosystem, where not a single platform provider but a federation of platforms constitutes a virtual platform and completes a service system. The value ecosystem represents two distinct types of platform service business models : meta-platform ecosystem and platform coalition ecosystem. They show different governance structure in the platform federation and service flows across the ecosystem. We present detailed analyses of these two value ecosystems focusing on relevant cases of e-payment FinTech : Apple Pay as an example of meta-platform and Kakao Pay for platform coalition. Our conceptual typology contributes to platforms' proper strategy formulation and presents policy implications to, for example, platform neutrality.

  • Continuous development is the key of development issue in developing nations. Smart city measurement is prevalently carried through in the cities in which the nations have been classified as industrialized countries. In addition, cities in Europe becomes the models of smart city system. Smart city concept used in the cities in Europe applies six predominant features i.e. smart economic, smart mobility, smart environment, smart people, smart living, and smart governance. This paper focuses on figuring out city' development strategy in developing nations particularly Indonesia in regard with European Framework by way of Multi Expert Multi Criterion Decision Making (ME-MCDM). Recommendation is resulted from the tests using the data collected from one of the metropolis cities in Indonesia, whereby issuing recommendation must firstly implement smart education, secondly communication, thirdly smart government, and fourthly smart health, as well as simultaneously implement smart energy and smart mobility.

Integrated Development Planning for the Mongolian Economic Development Planning

  • This paper deals with challenges of Mongolian government regarding Economic Development Plan (hereafter EDP). EDP has a long history, appearing first in the socialist countries, then in European countries following the European Reconstruction Plan after the Second World War, and then in many developing countries after they gained independence from the colonial rule. Major challenges of the Mongolian EDP are largely related to the absence or lack of integrated approach. We will propose a new integrated framework based on the approach suggested by UNDP. The new framework consists of 5 core areas; 1) institutions and governance, 2) evidence-based and empirically backed policy options, 3) development of budgeting and financial system, 4) and monitoring and evaluation (M&E), 5) capacity development. In order to identify challenges in Mongolia, the new integrated approach was applied to diagnose current states. To understand current states of EDP in Mongolia, survey regarding EDP in Mongolia was conducted for the 43 officials of Ministry of Finance. The same approach was applied for Five-Year Economic Development Plans in Korea to compare performances with EDP in Mongolia. On the basis of comparative analysis of EDPs in Mongolia and Korea, some lessons are suggested.

Effects of the cathepsin K inhibitor with mineral trioxide aggregate cements on osteoclastic activity

  • Objectives: Root resorption is an unexpected complication after replantation procedures. Combining anti-osteoclastic medicaments with retrograde root filling materials may avert this resorptive activity. The purpose of this study was to assess effects of a cathepsin K inhibitor with calcium silicate-based cements on osteoclastic activity. Methods: MC3T3-E1 cells were cultured for biocompatibility analyses. RAW 264.7 cells were cultured in the presence of the receptor activator of nuclear factor-kappa B and lipopolysaccharide, followed by treatment with Biodentine (BIOD) or ProRoot MTA with or without medicaments (Odanacatib [ODN], a cathepsin inhibitor and alendronate, a bisphosphonate). After drug treatment, the cell counting kit-8 assay and Alizarin red staining were performed to evaluate biocompatibility in MC3T3-E1 cells. Reverse-transcription polymerase chain reaction, tartrate-resistant acid phosphatase (TRAP) staining and enzyme-linked immunosorbent assays were performed in RAW 264.7 cells to determine the expression levels of inflammatory cytokines, interleukin $(IL)-1{\beta}$, IL-6, tumor necrosis $factor-{\alpha}$ ($TNF-{\alpha}$) and prostaglandin E2 (PGE2). Data were analyzed by one-way analysis of variance and Tukey's post hoc test (p < 0.05). Results: Biocompatibility results showed that there were no significant differences among any of the groups. RAW 264.7 cells treated with BIOD and ODN showed the lowest levels of $TNF-{\alpha}$ and PGE2. Treatments with BIOD + ODN were more potent suppressors of inflammatory cytokine expression (p < 0.05). Conclusion: The cathepsin K inhibitor with calcium silicate-based cement inhibits osteoclastic activity. This may have clinical application in preventing inflammatory root resorption in replanted teeth.

코로나19 확진자 개인정보 공개의 개인적, 사회적 수용성에 관한 연구 (A Study on the Personal and Social Acceptability of Personal Information Disclosure of COVID-19 Confirmed Patients)

  • 코로나19와 같은 재난 상황에서 우리 사회는 개인정보 공개에 대해 부정적인 또는 비협조적인 태도를 가진 확진자들로 인해 코로나19의 피해가 확산되는 경험을 해왔다. 이에 따라 본 연구는 코로나19 확진자의 개인정보 공개에 대한 인식을 개선시킬 수 있는 정책적 방향을 모색해보고자 한다. 본 연구는 수용성의 개념을 개인적 수용성과 사회적 수용성으로 구분하여 그것들의 영향요인들과의 관계를 통계적으로 검증하였다. 본 연구에서는 온라인 설문조사를 통해 수집한 594부의 자료를 사용하였다. 분석 결과, 정부의 개인정보 관리역량에 대한 신뢰가 클수록 개인정보 공개에 따르는 위험성에 대한 인식이 낮아지는 것으로 나타났으며, 이러한 인식이 낮을수록 코로나19 확진자의 개인정보 공개에 대한 개인적, 사회적 수용성이 높아지는 것으로 나타났다. 또한, 개인정보 공개에 대한 효용성을 크게 인식할수록 개인정보 공개에 대한 개인적, 사회적 수용성에 대한 인식이 높게 나타났다. 본 연구의 분석 결과와 논의는 향후 코로나 19 뿐만 아니라 미래의 새로운 재난 상황에서도 국민들의 정보공개 거부감을 감소시킬 수 있도록 보다 성숙된 사회적 분위기를 조성하기 위한 정책 개발에 유용한 정보로 활용될 수 있을 것으로 기대된다.

지속가능경영을 위한 기업의 환경적, 사회적, 지배구조적 요인이 주가수익률 및 기업 가치에 미치는 영향 (The Impact of Firms' Environmental, Social, and Governancial Factors for Sustainability on Their Stock Returns and Values)

  • This study empirically examines the impact of firms' environmental (E), social (S), and governancial (G) factors on their short-term and long-term values. To measure firms' non-financial performance, we use ESG performance grades published by KCGS (Korea Corporate Governance Service). We employ stock log return as the proxy of each firm's short-term value, and Tobin's Q ratio as that of its long-term value. From a series of regression analyses, we find each of the ESG factors generally has a negative impact on stock return while it has a positive impact on the Tobin's Q ratio. These results imply that firms' effort for enhancing their non-financial performance may adversely affect their financial performance in a short term; but in the long-term point of view, firms' values increase through their good images engraved by their respective social, environmental and governancial efforts. In addition, we compare the relative strength of impact among E, S, G, the three non-financial factors on the firms' value measured in Tobin's Q ratio, and find that S (social factor) and G (governancial factor) give statistically significant impact on the firms' value respectively. This result tells us it would be advised to strategically embed CSV (creating shared value) pursuing both of profits and social responsibility in the firms' future agenda. While E (environmental factor) is shown to be an insignificant factor for the firms' value, it should be emphasized as a major concern by all the stakeholders in order to form a sound business ecosystem.

농업·농촌 공익적 가치 기반 ESG 경영 평가지표 인식 분석 - 한국농어촌공사를 대상으로 - (Analysis of Perceptions on ESG Management Evaluation Priorities based on Agricultural and Rural Public Value - Focusing on the Korea Rural Community Corporation -)

  • This study aims to identify perceptions on ESG management evaluation priorities based on public value in the agricultural and rural sector with the focus on the Korea Rural Community Corporation. We conduct Analytic Hierarchy Process (AHP) to analyze how ESG management evaluation priorities are perceived by distinctive groups across industrial fields. To this end, experts working in the agricultural and rural sector and the general public in non-agricultural sector were questioned to derive and compare the weights for each class of ESG management. Results show the followings: First, the weight for the environment (E) was derived as 0.51774 in the first layer, which was found to be the most important evaluation item among the environment (E), society (S), and governance (G). Second, "ecosystem restoration," "urban-rural exchange expansion and regional development," and "increasing transparency" were the most important items in the second layer. Third, priorities between the agricultural and non-agricultural respondents groups were different in environmental (E) and social (S) categories, which explained that perceptions on ESG management by workers and policy makers in the agricultural and rural sector are different from those by general public in the non-agricultural sector.
