Climate change indicators, mainly frequent drought which has happened since the drought of 1994, 1995, and 2012 causing the devastating effect to the agricultural sector, and could be more disruptive given the context of climate change indicators by increasing the temperature and more variable and extreme precipitation. Changes in frequency, duration, and severity of droughts will have enormous impacts on agriculture production and water management. Since both the possibility of drought manifestation and substantial yield losses, we are propositioning an integrated method for evaluating past and future agriculture drought hazards that depend on models' simulations in the Hung-up watershed. to discuss the question of how climate change might influence the impact of extreme agriculture drought by assessing the potential changes in temporal trends of agriculture drought. we will calculate the temporal trends of future drought through drought indices Standardized Precipitation Evapotranspiration Index, Standardized Precipitation Index, and Palmer drought severity index by using observed data of (1991-2020) from Wonju meteorological station and projected climate change scenarios (2021-2100) of the Representative Concentration Pathways models (RCPs). expected results confirmed the frequency of extreme agricultural drought in the future projected to increase under all studied RCPs. at present 100 years drought is anticipated to happen since the result showing under RCP2.6 will occur every 24 years, RCP4.5 every 17 years, and RCPs8.5 every 7 years, and it would be double in the largest warming scenarios. On another side, the result shows unsupportable water management, could cause devastating consequences in both food production and water supply in extreme events. Because significant increases in the drought magnitude and severity like to be initiate at different time scales for each drought indicator. Based on the expected result that the evaluating the impacts of extreme agricultural droughts and recession could be used for the development of proactive drought risk management, policies for future water balance, prioritize sustainable strengthening and mitigation strategies.

In recent years, climate change has been responsible for unusual weather patterns on a global scale. Droughts, natural disasters triggered by insufficient rainfall, can inflict significant social and economic consequences on the entire agricultural sector due to their widespread occurrence and the challenge in accurately predicting their onset. The frequency of drought occurrences in South Korea has been rapidly increasing since 2000, with notably severe droughts hitting regions such as Incheon, Gyeonggi, Gangwon, Chungbuk, and Gyeongbuk in 2015, resulting in significant agricultural and social damage. To prepare for future drought occurrences resulting from climate change, it is essential to develop long-term drought predictions and implement corresponding measures for areas prone to drought. The Intergovernmental Panel on Climate Change (IPCC) Sixth Assessment Report outlines a climate change scenario under the Shared Socioeconomic Pathways (SSPs), which integrates projected future socio-economic changes and climate change mitigation efforts derived from the Coupled Model Intercomparison Project 6 (CMIP6). SSPs encompass a range of factors including demographics, economic development, ecosystems, institutions, technological advancements, and policy frameworks. In this study, various drought indices were calculated using SSP scenarios derived from 18 CMIP6 global climate models. The SSP5-8.5 scenario was employed as the climate change scenario, and meteorological drought indices such as the Standardized Precipitation Index (SPI), Self-Calibrating Effective Drought Index (scEDI), and Standardized Precipitation Evapotranspiration Index (SPEI) were utilized to analyze the prediction and variability of future drought occurrences in South Korea.

Sustained meteorological drought can lead to hydrological drought, known as drought propagation. The propagated droughts cause more damage to the region than the non-propagated droughts. Recent studies on drought propagation have focused on identifying the lag time using correlation analysis. There is a lack of studies comparing damage patterns between propagated and non-propagated droughts. In this study, the overlap and pooling propagation between meteorological and hydrological droughts were analyzed using drought indices in Chungcheong Province to identify drought propagation, and the propagation characteristics such as pooling, attenuation, lag and extension were analyzed. The results showed that although Chungju-si experienced a meteorological drought in 2010, no damage was caused by the drought. However, a meteorological drought in 2017 and 2018 propagated into a hydrological drought of longer duration but less severity, resulting in drought-affected damage. Similarly, Cheongyang-gun experienced a meteorological drought in 2017, but no damage was reported from the drought. However, in the neighboring county of Buyeo-gun, a meteorological drought with a similar magnitude propagated to a hydrological drought during the same period, resulting in drought-affected damage. The overall results indicated that the damage from propagated drought events was more severe than the non-propagated drought events, and these results can be used as basic data for establishing drought response policies suitable for the region.
The teleconnections between El Nino/Southern Oscillation (ENSO) and droughts in Korea and the continental United States(U.S.) are investigated using cross analysis. For this purpose, monthly ENSO data and Palmer Drought Severity Index (PDSI) for Korea and for seven states in the U.S. are used. This study shows that there are significant statistical associations between ENSO indices and PDSI for Korea; however, the associations are very weak. It is found that dry conditions in Korea are positively correlated with El Nino, while wet conditions with La Nina. SOI, SSt in the Nino 4 and Ship track 6 regions among ENSO indices are more strongly correlated with PDSI than the other ENSO indices when using the original standardized data, but the SST Nino 3, SST Nino 4, and Darwin SSP exhibit abetter correlations with PDSI when using filtered data to be removed autocorrelation components of the original standardized data. The response time lag for maximum correlation between ENSO indices and PDSI appears to be affected by filtering the data. This is expecially true for Korea than for state analyzed in U.S. In addition, it is found that the PDSI in the continental U.S. is more strongly correlated wiht ENSO than in Korea. Furthermore, in analyzing the El Nino and La Nina aggregate composite data, it is found that the dry anomalies in Korea occur from the year following El Nino to about tow years after while the wet anomalies occur from La Nina year for a period of about two years.

Drought is a normal and recurrent phenomenon. But, recurring prolonged droughts have caused consequences and diverse impacts on human system. Therefore, understanding drought characteristics is indispensable element in well-prepared drought management. This study aims to investigate the hydrological droughts of Pyongchang stream and Upstream of Namhan-river in Korean peninsula. For modelling of the joint distribution of drought duration and drought severity, the copula method is used to construct the bivariate drought distribution and return period from the predetermined marginal distributions of drought duration and drought severity. As the result, the most severed drought of the Pyongchang stream and Upstream of Namhan-river occuring during period 1967 to 2007 is the 1981 and 1973. Return period for this drought derived from copula is 550 and 110 years.
Climate change has often resulted in severe droughts in a rice-farming season (i.e., April to June), and the large amount of water resources were needed to cope with droughts during the season. Therefore, the subsurface dam, which is able to store groundwater resources in the alluvium aquifer, has been considered to be an alternative for securing more groundwater resources. In this study, suitable sites assessment criteria for agricultural subsurface dam using analytic hierarchy process (AHP) were established for adequate drought management. Moreover, the criteria were applied to the existing five agricultural subsurface dams to verify their applicability of groundwater supply for each subsurface dam. The assessment criteria were divided into three major categories (geology, hydrology and business condition) and classified to 12 individual sub-categories with weighting. From the assessment, Ian subsurface dam and Wooil subsurface dam were identified as the best and the worst suitable site, respectively, and this result was in accordance with the average amount of annual groundwater supply by each subsurface dam during the period of 2011-2017.

Drought is considered as a devastating hazard that causes serious agricultural, ecological and socio-economic impacts worldwide. Fundamentally, the drought can be defined as temporarily different levels of inadequate precipitation, soil moisture, and water supply relative to the long-term average conditions. From no unified definition of droughts, droughts have been divided into different severity level, i.e., moderate drought, severe drought, extreme drought and exceptional drought. The drought severity classification defined the ranges for each indicator for each dryness level. Because the ranges of the various indicators often don't coincide, the final drought category tends to be based on what the majority of the indicators show and on local observations. Evaporative Stress Index (ESI), a satellite-based drought index using the ratio of potential and actual evaporation, is being used as a index of the droughts occurring rapidly in a short period of time from studies showing a more sensitive and fast response to drought compared to Standardized Precipitation Index (SPI), and Palmer Drought Severity Index (PDSI). However, ESI is difficult to provide an objective drought assessment because it does not have clear drought severity classification criteria. In this study, U.S. Drought Monitor (USDM), the standard for drought determination used in the United States, was applied to ESI, and the Percentile method was used to classify drought categories by severity. Regarding the actual 2017 drought event in South Korea, we compare the spatial distribution of drought area and understand the USDM-based ESI by comparing the results of Standardized Groundwater level Index (SGI) and drought impact information. These results demonstrated that the USDM-based ESI could be an effective tool to provide objective drought conditions to inform management decisions for drought policy.
While South Korea's dependence on imported grains is very high, droughts impacts from exporting countries have been overlooked. Using the Evaporative Stress Index (ESI), this study globally analyzed frequency, extent, and long-term trends of agricultural droughts and their relation to natural oscillations and global crop prices. Results showed that global-scale correlations were found between ESI and soil moisture anomalies, and they were particularly strong in crop cultivation areas. The high correlations in crop cultivation areas imply a strong land-atmosphere coupling, which can lead to relatively large yield losses with a minor soil moisture deficits. ESI showed a clear decreasing trend in crop cultivation areas from 1991 to 2022, and this trend may continue due to global warming. The sharp increases in the grain prices in 2012 and 2022 were likely related to increased drought areas in major grain-exporting countries, and they seemed to elevate South Korea's producer price index. This study suggests the need for drought risk management for grain-exporting countries to reduce socioeconomic impacts in South Korea.
Climate change has been intensifying drought frequency and severity. Such prolonged droughts reduce reservoir levels, thereby exacerbating drought impacts. While previous studies have focused on optimizing reservoir operations using historical data to mitigate these impacts, their scope is limited to analyzing past events, highlighting the need for predictive methods for future droughts. This research introduces a novel approach for predicting minimum inflow at the Seomjingang dam which has experienced significant droughts. This study utilized the Stochastic Analysis Modeling and Simulation (SAMS) 2007 to generate inflow sequences for the same period of observed inflow. Then we simulate reservoir operations to assess firm yield and predict minimum inflow through synthetic inflow analysis. Minimum inflow is defined as the inflow where firm yield is less than 95% of the synthetic inflow in many sequences during periods matching observed inflow. The results for each case indicated the firm yield for the minimum inflow is on average 9.44 m3/s, approximately 1.07 m3/s lower than the observed inflow's firm yield of 10.51 m3/s. The minimum inflow estimation can inform reservoir operation standards, facilitate multi-reservoir system reviews, and assess supplementary capabilities. Estimating minimum inflow emerges as an effective strategy for enhancing water supply reliability and mitigating shortages.
