About 200 rice varieties for irrigated and rainfed lowland ecosystems were released in the Philippines, which were bred for improving yield under favorable conditions. Root plasticity plays key roles in maintaining crop productivity under abiotic stressed conditions. We hypothesized that some of these varieties possess root plasticity traits in response to water stressed conditions. This study aimed to evaluate the root system development and dry matter production of 14 randomly selected rice varieties (6 irrigated lowland and 9 rainfed varieties) under progressive drought (PDR) and soil moisture fluctuations (SMF) stress conditions. Two experiments were done in rootbox and line source sprinkler systems (LSS). Each of the varieties was subjected to well-watered (WW), PDR and SMF conditions during vegetative stage in rootbox system while the same genotypes were subjected to different intensities of drought stress under LSS. Under rootbox system, PDR and SMF significantly reduced shoot dry matter production in all varieties relative to their WW controls. Among varieties, NSIC Rc238 (irrigated lowland) showed the least reduction in shoot dry weight (SDW) in both PDR (by 11.8%) and SMF (by 26.9%) conditions. Less reductions in SDW of NSICRc238 were partially attributed to the promotion of L-type lateral roots, thus increasing total lateral root length by 24.2% and 30.7% under PDR and SMF, respectively. In LSS, SDW of NSIC Rc238 under mild drought stress (16-21% soil moisture content (SMC) had 31.8% reduction relative to its WW control (${\geq}22%SMC$) and had lower sensitivity drought index. Compared with the IR64 susceptible check and NSIC Rc9 tolerant check, NSIC Rc238 had higher SDW by 90.8% and 38.6%, respectively. Furthermore, no rainfed lowland varieties included in the experiment performed well under different water stress treatments. The results implied that some other irrigated lowland rice varieties may also possess drought dehydration avoidance root plasticity traits under water-stressed growing environments.

Drought, a common environmental constraint, induces a range of physiological, biochemical and molecular changes in plants, and can cause severe reductions in crop yield. Consequently, understanding the molecular mechanisms of drought tolerance is an important step towards crop biotechnology. Here, we report that the rice (Oryza sativa) homeodomain-leucine zipper class IV transcription factor gene, ${\underline{R}ice}$${\underline{o}utermost}$${\underline{c}ell-specific}$ gene 10 (Roc10), enhances drought tolerance and grain yield by increasing lignin accumulation in ground tissues. Overexpression of Roc10 in rice significantly increased drought tolerance at the vegetative stages of growth and promoted both more effective photosynthesis and a reduction in water loss rate, compared with non-transgenic controls or RNAi transgenic plants. Importantly, Roc10 overexpressing plants had a higher drought tolerance at the reproductive stage of growth and a higher grain yield compared with the controls under field-drought conditions. Roc10 is mainly expressed in outer cell layers including the epidermis and the vasculature of the shoots, which coincides with areas of cell wall lignification. Roc10 overexpression elevated the expression levels of lignin biosynthetic genes in shoots, with a concomitant increase in the accumulation of lignin, while the overexpression and RNAi lines showed opposite patterns of lignin accumulation. We identified downstream target genes of Roc10 by performing RNA-seq and chromatin immunoprecipitation (ChIP)-seq analyses of shoot tissues. Roc10 was found to directly bind to the promoter of PEROXIDASEN/PEROXIDASE38, a key gene in lignin biosynthesis. Together, our findings suggest that Roc10 confers drought stress tolerance by promoting lignin biosynthesis in ground tissues.
Integrated water resources management (IWRM) has focused on efficient response to various water related disasters by climate change. In particular, more flexible usage of conventional water resources infrastructures is expected to provide an eco-friendly water management. Multi-purpose dams and water supply dams are well known as water management facilities for securing and supplying water in drought season. Recently, based on the report '2021 multi-purpose use of hydropower dams in Han river', contribution of hydropower dams on water resources management is becoming more significant beyond the traditional role of hydropower generation. In drought conditions, the dams control water supply depending on the pre-defined drought stages. In the case of multi-purpose dams, an operation standard during drought has been already prepared and applied; however, for the hydropower dams, specific standards are not fully prepared yet in South Korea. In this study, a method for calculation of standard water storage and discharge reduction of hydropower dams according to drought stage is newly proposed reflecting the characteristics of hydropower dams. The proposed method was applied to the hydropower dams in Han river, where six hydropower dams are located. A case study of the historical droughts occurred in 2014-2017 demonstrated that the proposed hydropower dam operation rule could improve the water supply stability under severe drought conditions compared to the conventional operations. In the future, the role of hydropower dams for water resources management is expected to become more important, and this study can be widely used for water supply planning such as drought response using hydropower dams.
Due to global climate change, mega-droughts have occurred frequently. Since long-term droughts make it difficult to secure the water resources, water supply needs to be restricted in a reasonable manner. In the event of limited water supply, the waterworks need to develop a restricted water supply strategy. This study showed that analyzing daily water supply could be used to respond to the first stage of a drought. According to an analysis of Korea's major water authorities, there was about 7~21% of room for daily minimum water supply in case of a drought. Restricting the water supply by lowering pressure is a good strategy for local water authorities with high water leakage rate since leakage is inversely dependent with pressure. For this method, it is necessary to quantify water deficiency and pressure at each node using a simulation. Since DDA-based software is not possible to predict changes in demand at nodes with pressure reduction, WaterGEMS, a PDA software, was used to quantitatively predict water shortages and pressures at each node. Locations where water is deficient need to install booster pumps or to be dispatched with water tank truck and bottled water. Without these support, lowering pressure could not be an option for water works. This paper suggests a method for waterworks to plan a drought by lowering pressure to restrict water supply using daily water supply analysis and PDA based simulation.
The climatic impacts have been the environmental constraints with soil characteristics to achieve self sufficiency of food production in Korea. In this paper, the distribution and appearance of impacts and the changes in climatological status due to recent trend of early transplanting of rice are widely discussed to derive some countermeasures against the impacts, being focussed on cultural A long term analysis of the climatic impact appearances of the last 74 years showed that drought, strong wind, flood, cold spell and frost were the major impacts. Before 1970's, the drought damage was the greatest among the climatic impacts; however, the expansion and improvement of irrigation and drainage system markedly decreased the damage of drought and heavy rain. The appearance of cold damage became more frequent than before due to introduction of early transplanting for more thermophilic new varieties. Tongillines which were from Indica and Japonica crosses throw more attention to cold damage for high yields to secure high temperature in heading and ripening stages and lead weakness to cold and drought damage in early growth stage after transplanting. The plants became subject to heavy rain in ripening stage also. For the countermeasures against cold damage, the rational distribution of adequate varieties according to the regional climatic conditions and planting schedule should be imposed on the cultivation. A detoured water way to increase water temperature might be suggestable in the early growth stage. Heavy application of phosphate to boost rooting and tillering also would be a nutritional control method. In the heading and ripening stages, foliar application of phosphate and additional fertilization of silicate might be considerable way of nutritional control. Since the amount of solar radiation and air temperature in dry years were high, healthy plants for high yield could be obtained; therefere, the expansion of irrigation system and development of subsurface water should be performed as one of the national development projects. To minimize the damage of strong wind and rainfall, the rational distribution of varieties with different growing periods in the area where the damage occurred habitualy should be considered with installation of wind breaks. Not only vertical windbreaks but also a horizontal wind break using a net might be a possible way to decrease the white heads in rice field by dry wind. Finally, to establish the integrated countermeasures against the climatic impacts, the detailed interpretation on the regional climatic conditions should be conducted to understand distribution and frequency of the impacts. The expansion of observation net work for agricultural meteorology and development of analysis techniques for meteorological data must be conducted in future together with the development of the new cultural techniques.
Extensive research has been conducted on effects of drought stress on growth and development of soybean but information is rather restricted on the limited-irrigation system by way of precaution against a long-term drought condition in the future. The experiment for limited-irrigation was conducted in transparent vinyl shelter at Asian Vegetable Research and Development Center (AVRDC), Taiwan in 1997. Two soybean varieties, Hwangkeum and AGS292, improved in Korea and AVRDC, respectively were used for this experiment. The relationships between normalized transpiration rate (NTR) and fraction of transpirable soil water (FTSW) in both varieties were similar that the NTR was unchanged until FTSW dropped to about 0.5 or 0.6. At FTSW less than those values, NTR declined rapidly. Days required to harvest in both varieties were significantly prolonged at IR6 treatment compared to any other treatments. Daily mean transpiration rate was significantly higher at IR5 treatment, as averaged over varieties. Similarly, water use efficiency was also high at 1R5 treatment. In both varieties, seed yield was the greatest at the IR5 treatment, as compared to any other limited-irrigation treatments, due to the increased seed number and high transpirational water use efficiency. The indices of input water and seed yield for the different limited-irrigation treatments against control indicated that Hwangkeum produced 59.6% or 60.7% of seed yield using 36.1% or 44.9% of input water, as compared to control, by irrigation at only R5 or R6 stages, respectively. The AGS292 produced 56.1% of seed yield with 35.4% of input water of control, when irrigated at R5 stage. The results of this study have elucidated that the limited irrigation at R5 stage in soybean can be minimized yield loss with such small quantity of water under the environment of long-term drought stress and the expected shortage of agricultural water in the future.

Future uncertainty on water demand caused by future climate condition and water consumption leads a difficulty to determine the reservoir operation rule for supplying sufficient water to users. It is, thus, important to operate reservoirs not only for distributing enough water to users using the limited water resources but also for preventing floods and drought under the unknown future condition. In this study, the reservoir storage is determined in the first stage when future condition is unknown, and then, water distribution to users and river stream is optimized using the available water resources from the first stage decision using 2-stage stochastic linear programming (2-SLP). The objective function is to minimize the difference between target and actual water storage in reservoirs and the water shortage in users and river stream. Hedging rule defined by a precaution against severe drought by restricting outflow when reservoir storage decreases below a target, is also applied in the reservoir operation rule for improving the model applicability to the real system. The developed model is applied in a system with five reservoirs in the Han River basin, Korea to optimize the multi-reservoir system under various future water demand scenarios. Three multi-purposed dams - Chungju, Hoengseong, and Soyanggang - are considered in the model. Gwangdong and Hwacheon dams are also considered in the system due to the large capacity of the reservoirs, but they are primarily for water supply and power generation, respectively. As a result, the water demand of users and river stream are satisfied in most cases. The reservoirs are operated successfully to store enough water during the wet season for preparing the coming drought and also for reducing downstream flood risk. The developed model can provide an effective guideline of multi-reservoir operation rules in the basin.

While industrialization has provided in abundance, the pollution it creates has caused untold damage to the environment, increasing the frequency and severity of natural disasters through changes in global climate patterns. The World Risk Forum's (WEF) World Risk Report presented the results of a survey of experts from around the world detailing the most influential risk factors over the next decade. Notably, the failure to respond to climate change ranked first and the global water crisis third. The extreme drought in the western Chungnam province was unexpected in 2016. At the time, the water level of Boryeong Dam was drastically decreased due to receiving less than half the average recorded rainfall in the region that year. The Boryeong Dam diversion pipeline has the capacity to solve the water shortage problem between these two regions by providing water from Geumgang to the western part of Chungnam, including Boryeong City. Current weather trends suggest drought is likely to continue in western Chungnam, which uses the Boryeong Dam as an intake source. This makes it necessary to operate Boryeong Dam diversion pipeline in an efficient and effective manner. SWAT is a watershed scale model developed to predict the impact of land management practices on water. The SWAT model was used in this study to evaluate the adequacy of the Boryeong Dam diversion pipeline operational plan by comparing it to present Boryeong Dam diversion pipeline operation. By investigating the number of days required to reach each reservoir stage, we determined that the number of days required to reach the boundary stage was less than that of the current operation. This determination accounts for the caveats that the Boryeong Dam waterway was not operated and only one pump will be operated from October to May of next year. As our results suggest, the most stable operation scenario is to operate two pumps at all times. This can be accomplished by operating two pumps from the caution stage to increase the number of pumps whenever the stage is raised. In addition to the stable operation of the Boryeong Dam pipeline, policy considerations are required with regard to imposing a water use charge on users of the Boryeong Dam region.
