Study on Establishment of Master Plan flor Drought Management Information System (가뭄관리정보시스템 마스터플랜수립 연구)

  • This study aims at establishing master plan for efficient establishment of comprehensive drought management information system as non-structural drought counterplan which provides drought damage in advance. Domestic and abroad research related to drought were surveyed and analyzed through many literature and internet for systematic drought management information system. Long-term master plan for comprehensive drought management information system is divided into 3 steps. In first step, drought monitoring system including development of hydrological drought assessment index, drought outlook analysis method and GIS web based drought monitering system is established. In second step, water supply plan and guideline through water shortage danger assessment by areal characteristics is established. In third step, comprehensive management information system through export system linked to KORSIM and establishment of information shared system between each bureau related to drought. Based on this study, master plan for efficient development and application of drought management information system is proposed, it is expected to be applied as guideline for second and third step of drought management information system.

Combined analysis of meteorological and hydrological drought for hydrological drought prediction and early response - Focussing on the 2022-23 drought in the Jeollanam-do - (수문학적 가뭄 예측과 조기대응을 위한 기상-수문학적 가뭄의 연계분석 - 2022~23 전남지역 가뭄을 대상으로)

  • This study selected major drought events that occurred in the Jeonnam region from 1991 to 2023, examining both meteorological and hydrological drought occurrence mechanisms. The daily drought index was calculated using rainfall and dam storage as input data, and the drought propagation characteristics from meteorological drought to hydrological drought were analyzed. The characteristics of the 2022-23 drought, which recently occurred in the Jeonnam region and caused serious damage, were evaluated. Compared to historical droughts, the duration of the hydrological drought for 2022-2023 lasted 334 days, the second longest after 2017-2018, the drought severity was evaluated as the most severe at -1.76. As a result of a linked analysis of SPI (StandQardized Precipitation Index), and SRSI (Standardized Reservoir Storage Index), it is possible to suggest a proactive utilization for SPI(6) to respond to hydrological drought. Furthermore, by confirming the similarity between SRSI and SPI(12) in long-term drought monitoring, the applicability of SPI(12) to hydrological drought monitoring in ungauged basins was also confirmed. Through this study, it was confirmed that the long-term dryness that occurs during the summer rainy season can transition into a serious level of hydrological drought. Therefore, for preemptive drought response, it is necessary to use real-time monitoring results of various drought indices and understand the propagation phenomenon from meteorological-agricultural-hydrological drought to secure a sufficient drought response period.

  • Drought has strong local characteristics, an objective definition or standard that can define the progress or severity of drought is needed and to date, many drought-related studies are being conducted around the world. In this study, Standardized Precipitation Index (SPI), which is a representative meteorological drought index, was calculated, and the drought risk index (DRI) that can consider actual drought was applied to the target area, Uiryeong-gun, by applying the drought vulnerability index (DVI) and the drought hazard index (DHI). A method for practical drought evaluation that can establish a water supply system is presented in this study.

Drought analysis of Cheongmicheon watershed using meteorological, agricultural and hydrological drought indices (기상학적, 농업학적, 수문학적 가뭄지수를 이용한 청미천 유역의 가뭄 분석)

  • This study assessed drought of Cheongmicheon watershed from 1985 to 2015 according to duration. In order to quantify drought, we used meteorological and hydrological drought index. Standardized Precipitation Index(SPI) based on precipitation and Standardized Precipitation Evapotranspiration Index(SPEI) based on precipitation and evapotranspiration were applied as meteorological drought index. Palmer Drought Severity Index(PDSI) and Stream Drought Index(SDI) based on simulation of Soil and Water Assessment Tool(SWAT) model were applied as agricultural and hydrological drought index. As a result, in case average of extreme and averaged drought, 2014 and 2015 have the most vulnerable in all drought indices. Variation of drought showed different trend with regard to analysis of frequency. Also, the extreme and averaged drought have high correlation between drought indices excluding between PDSIs. However, each drought index showed different occurrence year and severity of drought Therefore, drought indices with various characteristics were used to analysis drought.

Analysis of peak drought severity time and period using meteorological and hydrological drought indices (기상학적 가뭄지수와 수문학적 가뭄지수를 이용한 첨두가뭄심도 발생시점 및 가뭄기간 분석)

  • This study analyzed the peak time of drought severity and drought period using meteorological and hydrological drought indices. Standardized Precipitation Index (SPI) using rainfall data was used for meteorological drought and Streamflow Drought Index (SDI) and Standardized Streamflow Index (SSI) using streamflow data were used for the hydrological drought. This study was applied to the Cheongmicheon watershed which is a mixture area for rural and urban regions. The rainfall data period used in this study is 32.5 years (January of 1985~June of 2017) and the corresponding streamflow was simulated using SWAT. After the drought indices were calculated using the collected data, the characteristics of drought were analyzed by time series distribution of the calculated drought indices. Based on the results of the this study, it can be seen that hydrological drought occurs after meteorological drought. The difference between SDI and SPI peak occurrence time, difference in drought start date and average drought duration is greater than SSI and SPI. In general, SSI shows more severe than SDI. Therefore, various drought indices should be used at the identification of drought characteristics.

  • Drought is a normal and recurrent phenomenon. But, recurring prolonged droughts have caused consequences and diverse impacts on human system. Therefore, understanding drought characteristics is indispensable element in well-prepared drought management. This study aims to investigate the hydrological droughts of Pyongchang stream and Upstream of Namhan-river in Korean peninsula. For modelling of the joint distribution of drought duration and drought severity, the copula method is used to construct the bivariate drought distribution and return period from the predetermined marginal distributions of drought duration and drought severity. As the result, the most severed drought of the Pyongchang stream and Upstream of Namhan-river occuring during period 1967 to 2007 is the 1981 and 1973. Return period for this drought derived from copula is 550 and 110 years.

  • The development of prolong and severe drought can directly impact on the environment, agriculture, economics and society of country. A lot of efforts have been made across worldwide in the planning, monitoring and mitigation of drought. Currently, different drought indices such as the Palmer Drought Severity Index (PDSI), Standardized Precipitation Index (SPI), Standardized Precipitation Evapotranspiration Index (SPEI) are developed and most commonly used to monitor drought characteristics quantitatively. However, it will be very meaningful and essential to develop a more effective technique for assessment and monitoring of onset and end of drought. Therefore, in this study, the hidden Markov Bayesian classifier (MBC) was employed for the assessment of onset and end of meteorological drought classes. The results showed that the probabilities of different classes based on the MBC were quite suitable and can be employed to estimate onset and end of each class for meteorological droughts. The classification results of MBC were compared with SPI and with past studies which proved that the MBC was able to account accuracy in determining the accurate drought classes. For more performance evaluation of classification results confusion matrix was used to find accuracy and precision in predicting the classes and their results are also appropriate. The overall results indicate that the MBC was effective in predicating the onset and end of drought events and can utilized for monitoring and management of short-term drought risk.

Analysis of Drought Spatial Distribution Using Poisson Process (포아송과정을 이용한 가뭄의 공간분포 분석)

  • This study quantifies and compares the drought return and duration characteristics by applying the Poisson process as well as based on by analyzing the observed data directly. The drought spatial distributions derived for the Gyunggi province are also compared. The monthly rainfall data are used to construct the SPI as a drought index. Especially, this study focuses on the evaluation of the Poisson process model when applying it to various data lengths such as in the spatial analysis 'of drought. Summarizing the results are as follows. (1) The Poisson process is found to be effective for the quantification of drought, especially when the data length is short. When applying the Poisson process, two neighboring sites are found insensitive to the data length to show similar drought characteristics, so the overall drought pattern becomes smoother than that derived directly from the observed data. (2) When the data length is very different site by site, the spatial analysis of drought based on a model application seems better than that based on the direct data analysis. This study also found more obvious spatial pattern of drought occurrence and duration when applying the Poisson process.

Evaluation of the Impact of Changes in Drought Characteristics on Agriculture in the DPRK (북한의 가뭄 특성 변화가 농업에 미치는 영향 평가)

  • To evaluate the impact of drought on agriculture in N. Korea, SPI (standardized precipitation index) analysis was carried out by utilizing time-series precipitation data during 1996 - 2003 when severe drought occurred throughout the country. The SPI value was estimated to reach 12 in approximately 60% of the total period, indicating that agricultural productivity deteriorated rapidly due to the long-term drought. The national average drought cycle, based on SPI 12, was estimated as 32.5 months for the last 40 years. However, when examined on 20-year basis, the drought cycle was shortened by 10.6 months in last 20 years (30.3 months) as compared to previous 20 years (40.9 months). Annual crop production continued to increase mainly in rice and maize until the mid-1990s, but declined sharply thereafter due to the drought. After the drought period, the production of potatoes of which growth is more resistant to drought started to increase to the production level comparable to those of rice and soybean. It is expected that changes in the agricultural production environment in N. Korea will be inevitable due to the climate change. To this end, using the results of the drought cycle analysis, it is possible to analyze the changes in the agricultural production environment in N. Korea in the future.

Evaluating the Spatio-temporal Drought Patterns over Bangladesh using Effective Drought Index (EDI)

  • Drought is a recurrent natural hazard in Bangladesh. It has significant impacts on agriculture, environment, and society. Well-timed information on the onset, extent, intensity, duration, and impacts of drought can mitigate the potential drought-related losses. Thus, drought characteristics need to be explained in terms of frequency, severity, and duration. This paper aims to characterize the spatial and temporal pattern of meteorological drought using EDI and illustrated drought severity over Bangladesh. Twenty-seven (27) station-based daily rainfall data for the study period of 1981-2015 were used to calculate the EDI values over Bangladesh. The evaluation of EDI is conducted for 4 sub-regions over the country to confirm the historical drought record-developed at the regional scale. The finding shows that on average, the frequency of severe to extreme drought is approximately 0.7 events per year. As a result of the regional analysis, most of the recorded historical drought events were successfully detected during the study period. Additionally, the seasonal analysis showed that the extreme droughts were frequently hit in northwestern, middle portion of the eastern and small portion of central parts of Bangladesh during the Kharif(wet) and Rabi(dry) seasons. The severe drought was affected recurrently in the central and northern regions of the country during all cropping seasons. The study also points out that the northern, south-western and central regions in Bangladesh are comparatively vulnerable to both extreme and severe drought event. The study showed that EDI would be a useful tool to identify the drought-prone area and time and potentially applicable to the climate change-induced drought evolution monitoring at regional to the national level in Bangladesh. The outcome of the present study can be used in taking anticipatory strategies to mitigate the drought damages on agricultural production as well as human sufferings in drought-prone areas of Bangladesh.
