Noise and vibration generated at construction sites become serious issues because of bigger construction projects and growing use of heavy equipment. Especially in downtown construction, noise and vibration easily exceed the legal standards that can suffer the most of surrounding residents. The number of complaints by the residents who are exposed to the noise increases as their consciousness grows. However, the Korean regulations for the construction noise and vibration only present the overall limits for target areas and times zones, and this make it difficult to take effective measures. Also in rural area, disputes between construction sites and residents arise, but the dispute resolution or taking measures are difficult because clear standards concerning cause-and-effect, estimation of effective levels, calculation of damages, and future precautions and examples lack. This paper describes legal standards regarding the noise and vibration and presents judging standards for the physical damages. This paper also introduces example public complaints that happened at Daewoo construction sites to describe the problems in the existing law and further to enable smooth construction progresses by emphasizing the seriousness of public complaints.

The purpose of this study is to identify the impact of the building, site, and region characteristic factors on the annual average price rising rate of apartment housing in Seoul. The data were consisted of 272 apartment units in Seoul. A survey included checking the drawing documents and interview with apartment maintenance staffs and real estate agencies from October 2006 to February 2007. Data were analyzed with descriptives, frequency, crosstabs, and linear regression by SPSS/PC for Window. The linear regression model was employed to evaluate the price rising rate in apartment housing. Following results were obtained. The price rising rate for pyeong ($3.3m^2$) of apartment housing was determinated by the district zone, the construction company's brand name, the building age, the building stories, the floor space index, the building-to-land ratio, the green space rate, and the distance from the downtown. Especially, the district zone was the most important factor that affected the price rising of apartment housing in Seoul. Therefore, the policy has to focus to solve the imbalance between autonomous districts with the collaborated tax.

This paper describes the construction scheme of new distribution system using HTS(High Temperature Superconducting) power equipments such as cable, transformer and FCL(fault current limiter). At present, one of the most serious problems in distribution power system, especially for metropolitan complex city, is to obtain the ROW for cable line routes, space for downtown substations and satisfy the environmental protection caused by NIMBY phenomena. Unfortunately, it is expected that this situation will get more and more worse. As the HTS technology to apply in power system Is developed, HTS cable utilizing mass-capacity characteristic can be a useful countermeasure to overcome this problem. This paper describes the application methodology of 22.9kV HTS cable with low-voltage, mass-capacity characteristics replacing the 154kV conventional cable. By applying 22.9kV HTS cable, the HTS transformer with higher capacity for the reduction of space and transformer numbers of downtown substation is necessary. Also, if the leakage Impedance of HTS transformer is same as or lower than that of conventional transformer, the fault current of 22.9kV bus will increase because the HTS transformer capacity is larger than that of the conventional transformer. This means the parallel application of HTS-FCL to reduce the fault current in addition to the HTS cable and transformer can be necessary. With the basic construction scheme of new distribution system, this paper describes the future study points to realize this new distribution system using HTS equipments.

Building construction in downtown is ever increasing with a strong demand. Top-Down Method is one of suitable construction method for its advantage in minimizing disturbance to neighborhood. Along with these reasons construction site has developed lots of new methods and materials for Time-Cost Trade-off and improving constructability. Opened Slab is one of these method which resist the horizontal force by slab and it has many merit about construction time and unity. We analyze the compression tests on opened slab for the application.

Recently, construction in downtown is often done closely at the adjacent building. In this case, underground construction need to Basement Composite Wall(BCW) construction. However, generally, during the construction process of BCW form works have many problems that are narrow working space and inefficient time consuming. Despite of these problems, there was no quantitative research for the work time of BCM assembly. Therefore, in this study, work time of CBW form assembly in underground construction is identified by the work analysis. The results of this study reveal that buttress work of basement form take lots of time in the entire work process of Basement Composite Wall form assembly.

This study is intended to formulate the issues through the status analysis and image evaluation for each street on the basis of colors for the outdoor advertisements for part of street side in the oldest downtown for its construction year. Analysing the business type of the street side, it displays the identity of the fashion business area and the color status shown on the outdoor advertisement did not consider the harmony on the other business type and building improvements that it displays chaotic street views in overall. Status of color for the outdoor advertisement compared and analyzed for each street-side to be analyzed with high color contrast with the building structure and outdoor advertisements than the Street B side where there are many businesses of fashion sundries and fashion clothes to form more complicated street scenery visually for the Street A side. The color combination principle of building structure and outdoor advertisement was shown to be the factor for the contrasting unity and diversity. In order not to stimulate this visual confusion, the colors of outdoor advertisement has to be applied on the basis of the color guideline based on the color combination principle of outdoor advertisement and building structure to have the aesthetic harmony overall. As a result of analysis using the KJ method, the present image of the old downtown area was shown with the adjective vocabularies of "complicated", "out-dated", "chaotic", "disorganized", "dirty", "suffocating", and "unilateral", and its image to strive for would be in a total of 6 adjective vocabularies of "well-arranged", "young", "dynamic", "sophisticated", "personable" and "neat", and it has presented the basic foundation of color guideline of outdoor advertisement fit for its image.

If cultural Heritageis located in the downtown, conservation areas was developed or is being developed In most cases Therefore, in this case, the relative height of the building during construction than the regulatory limit is reasonable, is emerging need to be objectified. This study was utilizes GIS analysis techniques for 'View Corridor' and building height standards were determined. First, 'View Corridor' set and building height restrictions for the analysis of urban environmental factors were analyzed in. In particular, the topography and urban planning, and existing buildings, including the distribution of the physical urban environment, with detailed analysis on the major historical and cultural assets with a combination of a review of the impact factor for the formation of the urban landscape recognize the scope has been expanded. Second, the key selection criteria for View point largely focused on cultural Heritageand the surrounding communicative point of view and, consequently, connectivity, and symbolism, accessibility, analysis, factors such as Prospect, setting the standards by applying a detailed assessment of each item the main view point were derived. Third, the derived key View point on the terrain and landscape characteristics simulation analysis carried out by considering together the main axis, and this suggests a reasonable height for the proposed standards.

People's income level is being ehanced, utilization of a car is increasing. Utilization of a car is increasing by peoples' income level elevation along with growth of economy. Economical loss and environmental pollution by vehicles stagnation of downtown are increasing. Specially, in case of downtown it is trend that the city traveling speed is decreasing every year. Lately, transfer bicycle-user to use public traffic is increasing. And they is using much on leisure because of physical strength improvement and the 5 day work week. In this study, we introduce examples of overseas designing and managing bicycle-user road based on GIS(a target of America and Canada). And we purpose construction-necessity of Bicycle Road Management System(BRMS) using GIS technique in domestic.

The Municipal Building of Busan was the first western-style building of Korea in 1879. It was also the predecessor of Busan Metropolitan City Hall. On the other hand, the Municipal Building of Busan was a symbolic structure that shows the history of Busan. The Municipal Building of Busan has inherited the construction location and site, including the speciality of Choryangwaegwan, and is a good example of the process of inheriting the authority of the former space through the appropriation of the building. The Municipal Building of Busan was relocated to the edge of the coast in 1934 because a small and dilapidated building failed to function properly. The relocation of the Municipal Building of Busan in 1934 was the origin of changing the coastal space in downtown. As a result, landfill sites along the coast were in the limelight and developed into the downtown area of Busan after Korea's liberation.

Moscow is one of well-developed city about intermodal transport system by subway line. But some airports which located in suburb area have really bad transport system connecting downtown Moscow, and many people have experienced a lot of inconveniences. Russian Railways (RZD) established airport rail company in year 2005 and they have operated Aero-Express train from downtown of Moscow to major airports. Intermodal transport system was considered to the construction of Russian airport rail system, and various types of tickets and airport rail terminals are operated by RZD, and subsidiary businesses with airline companies are promoted. This study will analyze the success factors of Moscow airport rail system and introduce the success effects, and considering points for the operation of Incheon airport rail terminal in the future.
