  • Presidential archives have higher historical value than other public documentaries. It is a reliable documentary reflecting aspects of contemporary life and has high value and availability in the education field. This study suggests how to intensify the role as an intelligence service of presidential archives and how to develop the utilized-Presidential Archives mobile education contents in G-learning environments to lead the positive awareness on Presidential archives. After suggesting the 7 levels methods about the development of mobile education contents using presidential archives in G-learning environments, This study shows the case of the applied educational contents on the subject of $5^{th}$ grade at the elementary school. 7 levels methods include pre-planning, pre-design, selecting presidential records, presidential records story-telling, making the storyboard, implementing a game, sharing and assess.

A Study on the Model of Appraisal and Acquisition for Digital Documentary Heritage : Focused on 'Whole-of-Society Approach' in Canada (디지털기록유산 평가·수집 모형에 대한 연구 캐나다 'Whole-of-Society 접근법'을 중심으로)

  • The purpose of the archival appraisal has gradually changed from the selection of records to the documentation of the society. In particular, the qualitative and quantitative developments of the current digital technology and web have become the driving force that enables semantic acquisition, rather than physical one. Under these circumstances, the concept of 'documentary heritage' has been re-established internationally, led by UNESCO. Library and Archives Canada (LAC) reflects this trend. LAC has been trying to develop a new appraisal model and an acquisition model at the same time to revive the spirit of total archives, which is the 'Whole-of-society approach'. Features of this approach can be summarized in three main points. First, it is for documentary heritage and the acquisition refers to semantic acquisition, not the physical one. And because the object of management is documentary heritage, the cooperation between documentary heritage institutions has to be a prerequisite condition. Lastly, it cannot only documenting what already happened, it can documenting what is happening in the current society. 'Whole-of-society approach', as an appraisal method, is a way to identify social components based on social theories. The approach, as an acquisition method, is targeting digital recording, which includes 'digitized' heritage and 'born-digital' heritage. And it makes possible to the semantic acquisition of documentary heritage based on the data linking by mapping identified social components as metadata component and establishing them into linked open data. This study pointed out that it is hard to realize documentation of the society based on domestic appraisal system since the purpose is limited to selection. To overcome this limitation, we suggest a guideline applied with 'Whole-of-society approach'.

  • The final goal of the macro appraisal model of Canada is that the figure of society of the day is made by the record. The goal is that we evaluate the meaning documentary have in the social structure of the day to produce records. The organization to be affected much the society is recognized as the organism, 'Government' and the function analysis of the government is emphasized in order to be the documentation. Therefore, it is essential in the macro appraisal model that OPI, the department to carry out the very important function is identified. Also the research of governance about interaction of country and citizen is studied. Based on these studies, the macro appraisal theory is made and it can be macro appraisal methodology that these theory is verified through records. the government of Canada have operated macro appraisal model reflected the figure of the society since 1990's, on adapting the change of the record production of modern. This model of Canada is systemized concretely and the government of Australia introduced the model benchmarking the Canada's. The England and the Holland is bringing up the result of the project introduced the macro appraisal method. Therefore the macro appraisal is the method and the theory noticed globally in the field of appraisal of modern. Throughout the analysis of the macro appraisal system of Canada, how to select the record reflected the figure of the society is proposed, and concrete practice is also present, and concrete practice is also present. Also the improvement method of the appraisal system in Korea is considered.

  • The purpose of this study is to enhance the cultural heritage value of the Juk-Bang-Ryeum (Bamboo Weir) and prove the originality through the review of historical literature. The main industry of Korean was agriculture and fishery from ancient. In the ancient, fishery instruments are not enough due to the lack of fishing technology. The Juk-Bang-Ryeum was considered as important national resources and asset. It give us many implications about the wisdom of our ancestors because of it's scientific principle of the structure. It is surely a cultural heritage to preserve in the future because it is considered as important community asset as well as more natural and environment oriented fishing method. In the literature, the origin of 'Juk-Bang-Ryeum' can be found as 'Eo-Ryang' or 'Bang-Ryeum'. The records on this terminology go back to the Corea Dynasty, but their documentary records are rare, and most of them are records of the Chosun Dynasty. In this study, we surveyed mainly the literature records about the southern coast region in the period of Chosun Dynasty. This study contributes for preserving the cultural assets of our ancestors who pursued eco-friendly fishery method, and it is also of great significance to produce objective data based on records for the registration of the World Record Heritage.

Study of east & west medical science documentary records of Hip joint pain (고관절(股關節) 질환(疾患)의 동서양의학적(東西洋醫學的) 고찰(考察))

  • Study of east & west medical science documentary records of Hip joint pain lead to following conclusions. 1. Easten medicine classify hip joint pain with terms "Bi-chu-tong", "Bi chu in tong" "Bi-chu-choong-tong". 2. Easten medicine asorts cause of hip joint pain with external factor, such as exogenous energy, six yin evil energy and intrinsic factor, which are weakness caused by prolonged deasease, warm-heat evil. 3. In western medicine, causes that trigger hip joint pain are trauma, fracture, dislocation,and bacterial infection. 4. Treatment of hip joint disorder in western medicine, physiotherapy concerning conservative treatment, and pain control with drug treatment, kinesitherapy are used, and concernig fracture, operation is used. 5. In Eastern medicine, principle of treating hip joint pain, sung-juk-sa-ji(盛則寫之), hu-juk-bo-ji(虛則補之), yul-juk-jil-ji(熱則疾之), han-juk-yu-ji(寒則留之), ham-ha-juk-chim-ji(陷下則沈之), bul-sung-bul-hu(不盛不虛), yi-kyong-chui-ji(以經取之) is presented. This priciple of treatment was descended through ages and is now applied to treatments such as Acupuncture, Herbal, physical treatment based on so-san-eo-hyul(消散瘀血), seo-kun-tong-rak(舒筋通絡), so-ri-kwan-jul(疏利關節) principle. 6. In Eastern medicine, meridians used to treat hip joint pain are The Chok yangmyung wi Kyong(足陽明胃經), Chok taeum bi Kyong(足太陰脾經), Chock soyang dam Kyong(足少陽膽經), Chock guelum gan Kyong(足厥陰肝經). In conclusion, hip joint pain should be considered in relationship with internal organs and whole body system. Western & Eastern point of view should be carefully inspected and connected and intensive study of nervous system and meridian is required, in order to adopt best treatment for the patients.

  • 'Travelogue to Shenyang(瀋陽日記)' is a documentary literature that Seon Yak-hae (宣若海) who was a military official of Joseon(朝鮮) Dynasty, described matters happened in Shenyang when he visited there as an envoy during early 17th century when Qing(淸) Dynasty and Ming(明) Dynasty coexisted and had diplomatic conflict with Joseon Dynasty. This documentary literature is included in the data collection of China that gathers important historical data of China and has been published and delivered in China, but it hasn't caught attention in Korean academic society. There's another 'Travelogue to Shenyang' which is known in the academic society that is a record of eight years of hostage period of Crown Prince Sohyeon and his group in Shenyang. However, this 'Travelogue to Shenyangl' of Seon Yak-hae is a record of Joseon and other countries' status at that time as well as the Joseon intellectual's activities while visiting Shenyang before the outbreak of the Manchurian Invasion (to Korea) in 1636. Seon Yak-hae who wrote this 'Travelogue to Shenyang' recorded his successful works as an envoy with proud, and showed a unique appearance as a military official and intellect who wanted to observe political and military status of Qing Dynasty secretly and report to his country. Since he was an intellect who had military background, he responded bravely when dealing with diplomatic problem and collected data strategically. He also had the ability as an intellectual official, so he wrote realistic articles and also wrote some poems to express his honest feelings in this peculia Travelogue. Therefore, this ' Travelogue to Shenyang' has both values as a historic records that showed diplomatic status of Joseon in the 17th century and literature records that showed unique spirit to record as an intellect who also had military mind.

The Reform of the National Records Management System and Change of Administrative System in Korean Government from 1948 to 1964 (한국정부 수립 이후 행정체제의 변동과 국가기록관리체제의 개편(1948년~64년))

  • The national records management system of the Korean Government has been developed in a close relationship with changes in the administrative system. The national records management system established immediately after the establishment of the Korean Government, began to be reformed as a system with a new feature during the quick transition of the administrative system during the early 1960s. Particularly this new system holds an important meaning in that it began to cope with the mass production system of records and was established on the government level for the first time since the establishment of the government. Also this was a basic framework that defined the records management pattern of the Korean Government for the later 40 years. Therefore, this study aims to identify the origin and the meaning of the national records management system established during the early 1960s. At the time of establishing the government, the administrative system of the Korean Government was not completely free from the framework of the administrative system of the Chosen General Government. This was mainly because the Korean Government had no capability to renovate the administrative system. This was not an exception also for the national records management system. In other words, the forms and preparation methods of official document, an official document management process, and the classification and appraisal system used the records management system of the Chosen General Government without any alteration. Main factors that brought about the reform of the national records management system as well as the change in the Korean administrative system during the early 1960s, were being created in Korean society, starting from the mid 1950s. This resulted from the growth of Korean Army, public officers, and students of administrative science as being the intrinsic elites of Korean society through their respective experience of the US administration. In particular, the reform of the creation, classification, filing, transfer, and preservation system shown during the introduction of a scientific management system of the US Army in the Korean Army was a meaningful change given the historic developing process of Korean records management system history. This change had a decisive effect on the reform of the national records management system during the early 1960s. As the Korean Army, public officers, and students of administrative science, who had posted growth beginning in the mid-1950s, emerged as administrative elites during the early 1960s, the administrative system of the Korean Government brought about a change, which was different from the past in terms of its quality, and the modernization work of documentary administration pursued during the period, became extended to the reform of the national records management system. Then, the direction of reform was 'the efficient and effective control' over records based on scientific management, which was advanced through the medium of the work that accommodate the US office management system and a decimal filing system to Korean administrative circumstances. Consequently, Various official document forms, standards, and the gist of process were improved and standardized, and the appraisal system based on the function-based classification were unified on the government level by introducing a decimal filing system.

A Study on Record Management Systems of China and Japan (중국일본의 기록관리 제도에 관한 연구)

  • Korea has the glorious documentary cultural heritage including Annals of the Joseon Dynasty, Memory of the World, from old times. But We had been felt into serious situation, it is very difficult to find some records of late years, through rapid changes of society in modern history. Fortunately, in 1999, "law of archives management in public sector" was enacted but It is some difficult to apply to field. Accordingly, We studied archives laws and record management systems, education systems in Japan and China, neighborhood countries and compared them with Korea's. Life cycle of Gathering, Managing, Using records & archives is reflected in China's archives law, "Dangan" and It is useful to referred to Korea. On the other hand, Japan and Korea's archives law focus on administering and capturing records and archives. In case of Management agency of archives, China has a linear managing system from state to regional agency and Japan and Korea have different system in State and Region. We recommend following items ; reform archives law, status of government archives, professional education and arrangement etc.

Research on the Improvement of the Law of Record Management (기록관리법의 개정과 관련한 제문제 연구)

  • This research discusses how to improve the current environment for record management in relation to the Revision of the Law of Record Management in South Korea. Three major issues are: 1) Legal status of the National Archives & Records Service of Korea as the government institution in charge of managing centrally records, 2) System for the education and training of professionals who specialize in record management, and 3) Foundation of the national museum and archives of records. Findings are as follows: First, the existing 'National Office of Records' as the government institution in charge of managing records, should be promoted to the 'National Archives & Records Service of Korea' in order to be administered by the class of a vice-minister in the Ministry of Government Administration and Home Affairs. Second, the qualification criteria which currently requires the Master's degree of Record Management, should be modified to include the Bachelor's degree in the field in order to expand the pool of professional human resources. Also, to hire the public officials for record management, either the positions of 'researcher/record manager group' should be created, or the existing positions of librarian, archivist, and record manager should be integrated into the new position of 'record culture group'. Third, the most significant task for the office of record management of local governments is to inherit and further develop the traditional culture and documentary legacy which are unique to those local communities and governments at various levels, and a priority should be given to those tasks. Therefore, when the Law of Record Management will be later revised, the establishment of the office of record management for local governments at every level should be required, and the museum and archives of records should be also established as a significant part of the institution. Unique local culture and history of particular communities should be collected and preserved in systematically specialized and differentiated ways in those institutions of record management, and the names should be uniquely given to the institutions according to the characteristics of local governments.

A Study on Process Model for Systematic Management of Archival Objects (행정박물의 체계적 관리를 위한 프로세스 구축방안)

  • Archival Objects are defined as objects having historical, aesthetic, and artistic value as well as archival value created and used with a particular purpose in business process. Increasingly, many countries including Canada, Australia, China are recognized the importance of Archival Objects and designated them as national records. In Korea, Archival Objects are involved in national records through '2006 Plan for the Archives and Records Management Reform'. So National Archives and Records Service provided a foothold for comprehensive plan of national records management including Archival Objects. And also, by revising Records and Archives Management Act in 2007, National Archives and Records Service declared aggressive will to management Archival Objects. Until now, Objects held in public institution were easy to be damaged because definition or scope of Archival Objects was ambiguous and management system for material character wasn't exist. Even though the revised Records and Archives Management Act suggest definition and declare the responsibility of management, management system focused on various shape and material of objects need to be established. So this study has defined Archival Objects shortly and carried out a research 5 institutions on the actual management condition. By researching the result of institution survey, Records and Archives Management Act and actual Records Management System, we could find some problems. In solving these problems, We provide objects management process in the order capture ${\rightarrow}$ register ${\rightarrow}$ description ${\rightarrow}$ preservation ${\rightarrow}$ use${\rightarrow}$disposition. In addition, close cooperation between records center and museum of institution should be established for the unitive management at national level. This study has significance in introducing a base to manage Archival Objects systematically. By studying more, we hope to advance in management of valuable Archival Objects.
