주요 누출사고 예측 모델의 사용 특성 비교 (Usage Characteristics of Publicly-Available Accidental Release Models)

  • Characteristics of four publicly-available accidental release models, ALOHA, SLAB, HGSYSTEM, and DEGADIS, are compared. These models are world-widely used and recently recommended by the Chemical Dispersion and Consequence Assessment(CDCA) Working Group of the United States as models applicable to generally broad safety-basis documentation applicatons. Four release scenarios are assumed by referring to the usage and storage conditions of toxic substances in the field as well as the USEPA model guideline(1993). Sensitivity of impact radius by varying meteorological conditions is tested in typical and worst-case meteorological conditions. The results show that ALOHA generally gives conservative estimates and the results from HGSYSTEM are sensitive to variations in meteorological conditions.

Estimation of Effective Dose to Residents Due to Hypothetical Accidents During Dismantling of Steam Generator

  • The potential impact of hypothetical accidents that occur during the immediate and deferred dismantling of the Kori Unit 1 steam generator has been comprehensively evaluated. The evaluation includes determining the inventory of radionuclides in the Steam Generator based on surface contamination measurements, assuming a rate of release for each accident scenario, and applying external and internal exposure dose coefficients to assess the effects of radionuclides on human health. The evaluation also includes calculating the atmospheric dispersion factor using the PAVAN code and analyzing three years of meteorological data from Kori NPP to determine the degree of diffusion of radionuclides in the atmosphere. Overall, the effective dose for residents living in the Exclusion Area Boundary (EAB) of Kori NPP is predicted, an it is found that the maximum level of the dose is 0.034% compared to the annual dose limit of 1 mSv for the general public. This implies that the potential impact of hypothetical accidents on human health discussed above is within acceptable limits.

TURBULENCE IN THE OUTSKIRTS OF THE MILKY WAY

  • In external galaxies, the velocity dispersion of the atomic hydrogen gas shows a remarkably flat distribution with the galactocentric radius. This has been a long-standing puzzle because if the gas velocity dispersion is due to turbulence caused by supernova explosions, it should decline with radius. After a discussion on the role of spiral arms and ram pressure in driving interstellar turbulence in the outer parts of galactic disks, we argue that the constant bombardment by tiny high-velocity halo clouds can be a significant source of random motions in the outer disk gas. Recent observations of the flaring of H I in the Galaxy are difficult to explain if the dark halo is nearly spherical as the survival of the streams of tidal debris of Sagittarius dwarf spheroidal galaxy suggests. The radial enhancement of the gas velocity dispersion (at R > 25 kpc) due to accretion of cloudy gas might naturally explain the observed flaring in the Milky Way. Other motivations and implications of this scenario have been highlighted.

Effect of gas composition on dispersion characteristics of blowout gas on offshore platform

  • Gas composition has a significant impact on the dispersion behavior and accumulation characteristics of blowout gas. However, few public studies has investigated the corresponding effect of gas composition. Therefore, this study firstly builds the FLACS-based numerical model about an offshore drilling platform. Then several scenarios by varying the composition of blowout gas are simulated while the scenario with the composition of "Deepwater Horizon" accident is regarded as the benchmark. Furthermore, the effects of the gas composition on the flammable cloud volume, the influenced area of flammable cloud, the influenced area of hydrogen sulfide and the critical time of the hydrogen sulfide spreading to the living area are analyzed. The results demonstrate that gas composition is a driving factor for dispersion characteristics of blowout gas. All the results can give support to reduce the risk of the similar accidents incurred by real blowouts.

위험유해물질 유출사고 대응을 위한 가상시나리오 개발 (Development of Response Scenario for a Simulated HNS Spill Incident)

  • 해양사고 발생시 대응능력 향상을 위해 대응훈련 및 이를 위한 시나리오 개발이 필요하다. 본 연구에서는 위험유해물질 유출사고 대응체계 구축의 일환으로 가상 위험유해물질 유출사고에 대한 대응 시나리오를 개발하였다. 가상 시나리오는 부산 해역을 대상으로 개발하였으며, 대상해역에서 발생될 수 있는 가상 사고 시나리오와 이에 대한 대응 시나리오를 각각 개발하였다. 가상 사고 시나리오는 대상해역인 부산해역의 위험평가 및 취약성분석을 통해 발생될 수 있는 위험유해물질 유출사고를 선정하고, 가상 사고로 인해 발생될 수 있는 피해를 예측하여 구축되었다. 가상 사고에 대한 대응 시나리오는 가상 사고 시나리오의 피해예측에서 제시된 피해를 수습하기 위한 단계별 조치사항으로서 제시하였다. 부산해역의 위험유해물질 가상 유출사고는 부산 감천항 충돌사고로 인한 자일렌(xylene) 1,000톤 유출사고로 선정하였으며, 이로 인한 피해는 자일렌의 대기확산 및 해양확산 계산을 통해 예측하였다. 또한 가상 사고에 대한 대응 시나리오는 피해지역의 주민 대피, 자일렌 확산 방지 및 회수, 대응요원 보호조치, 사고지역 사후 관리 등에 대한 단계별 조치사항을 제시하였다.

  • 인구가 밀집되어 있는 도심지역에 매설된 천연가스 공급배관은 외부 또는 내부 결함으로 인한 가스의 누출, 확산, 화재, 폭발로 발생되는 재산과 인명피해의 큰 잠재위험을 지니고 있다. 사고를 미연에 방지하기 위해 정량적 평가에 기초한 위험관리를 실시하고 있으며, 매설배관의 정량적 위험성을 평가하기 위해서는 우선적으로 사고피해영향 분석을 통한 화학물질의 누출량 계산, 확산 분석, 화재 및 폭발로 인한 복사열과 압력파 계산이 필요하다. 본 논문에서는 CCPS, TNO에서 제안하는 model 들을 통하여 실제 San Bruno 매설배관 폭발 사고 시나리오를 기반으로 천연가스의 누출량, Fireball의 복사열 계산을 수행하고 결과 값을 실제 피해결과와 비교분석 하였다.

Influence of EDZ on the Safety of a Potential HLW Repository

  • Construction of tunnels in a deep crystalline host rock for a potential High-Level Radioactive Waste(HLW) repository inevitably generates an excavation disturbed zone (EDZ). There have been a series of debates on whether a permeability in an EDZ increases or not and what would be the maximum depth of an EDZ. Recent studies show mixed opinions on permeability. However, there has been an international consensus on the thickness of an EDZ; 30 cm for TBM and 1 meter for controlled blast. One of the impacts of an EDZ is on determining the distance between adjacent deposition holes. The void gap by the excavation hinders relaxation of temperature profiles so that the current Korean reference designing distance between holes should be stretched out more to keep the maximum temperature in a buffer region below 100 degrees Celsius. The other impact of an EDZ is on the long-term post closure radiological safety. To estimate the impact, the reference scenario, the well scenario, is chosen. Released nuclides diffuse through a bentonite buffer region experiencing strong sorption and reach a fracture surrounded by a porous medium. Inside a fractured porous region, radionuclides migrate by advection and dispersion with matrix diffusion into a porous medium. Finally, they reach a well assumed to be a source of potable water for local residents. The annual individual dose is assessed on this well scenario to find out the significance of an EDZ. A profound sensitivity study was performed, but all results show that the impact is negligible. Even though the role of an EDZ turns out to be limited on overall safety assessment, still it is worthwhile to study the chemical role of an EDZ, such as a potential source for natural colloids, potential sealing of an open fracture by fine clay particles generated by the process of an EDZ, and alteration of a sorption mechanism by an EDZ in the future.

기상조건에 따른 도시내 위험물질 확산정보와 보행자환경 위험영향평가 (Dispersal of Hazardous Substance in a City Environment Based on Weather Conditions and Its Risk Assessment at the Pedestrian Level)

  • 본 연구에서는 위험물질 누출 사고로 인한 영향을 예측하고 피해를 줄이기 위한 대응 방안으로 기상장(풍향 풍속)과 실제 도시 구조를 고려한 가상의 사고 시나리오를 구축하였다. 위험물질 확산에 대한 시나리오를 기반으로 서울시 강남 지역을 대상으로 보행자 환경에서의 위험특성을 분석하였다. 풍향과 풍속 조건에 따라 48개의 시나리오를 가정하였으며, 스칼라 물질의 확산 특성을 분석하기 위한 위험물질로써 불화수소를 가정하였다. CFD_NIMR_SNU 모델을 이용하여 모의한 기상장(풍향 풍속) 평가를 실시하여 모든 검증 지수가 유효한 범위 내에 나타남을 보였다. 보행자 고도에서 모의된 확산장 분석 결과, 도시의 인공적 구조에 의해 기상장의 조건에 따라 상세 흐름이 변화하며 위험물질이 확산되는 경향에 영향을 미치는 것을 확인하였다. 또한, 유입류의 풍속이 가장 약한 조건의 경우, 하층에서 유입방향의 역방향으로 흐름이 형성되어 보행자 고도에서의 물질 이동경로가 변화함을 보였다. 본 연구에서는 도시 지역의 난류흐름 형성에 도시의 인공적 구조가 매우 중요한 영향을 미치는 것을 보였다. 본 연구에 사용된 기술은 향후 실제 위험물질을 취급하는 도시 내 산업단지에 확산모의 실험과 보행자 환경에서의 위험성 평가에 유용할 것으로 기대된다.

  • According to the requirement of Res.MSC.285(86) for natural gas-fueled engine installations in ships, pump and compressor rooms should be fitted with effective mechanical ventilation system of the under pressure type, providing a ventilation capacity of at least 30 air changes per hour. It generally considered that gas leakage is more likely from a Fueled Gas Supply System(FGS) room as compared to other places, where installed in many kind of machinery or equipments like gas supply high-pressure pipes, valves, flanges and etc. Furthermore, leaked gas may be dispersed in a short time in an enclosed space, especially a FGS room, due to high pressure. However, the present requirement in Res.MSC.285(86) just considers the ventilating capacity of air changes per hour but the capacity of leaked gas. Hence, the current requirements may not meet effectively when enforcing the new propulsion systems as marine fuel. This study is conducted for the purpose of safety evaluation about the dispersion and ventilation efficiency with estimated leakage scenario. Numerical analysis predictions as the result of this paper are explained to know the features of flow pattern and the diffusion of natural gas concentration.

국내 수소사고사례 분석 (Analysis of Hydrogen Accident in Korea)

  • Hydrogen is considered to be the most important future energy carrier in many applications reducing greenhouse gas emissions significantly. To be applicable as energy carrier the safety issues associated with hydrogen applications needs to be investigated and fully understood. In order to analyze the risks associated with hydrogen applications, accidents associated with hydrogen in Korea from 1963 to 2002 have been analysed in this work. From analysis of accidents, we propose the necessity of research on hydrogen releases, dispersion in air, and explosion due to high hazardous of hydrogen.
