Purpose: Natural Disaster has well formed framework more than social disaster, because natural disaster is controlled by one department, such as MOIS, but social disaster is distributed. This study is on the design of the integrated service platform for the social diaster data. and then, apply to the local governments. Method: Firstly, we design DB templates for the incident cases considering the incident investigation reports. For the risk management, life-damage oriented social disaster risk assessment is defined. In case of the real-time incident data from NDMS, AI system provides the prediction information in the life damage and the cause of the incident. Result: We design the structured and unstructured incident data management system, and design the integrated social disaster and safety incident management system. Conclusion: The integrated social disaster and safety incident management system may be used in the local governments
This study proposes a method to facilitate the identification of human error in calling out such qualitative risk assessment in Gas plants. The main idea of this method is based on the scheme of existing qualitative risk assesment technique. The guidewords and tabular worksheet are suggested to be compatible in human error analysis. By using this method developed, the maintenance procedure of Governor system in gas valve station was analyzed to discover the human error in maintenance tasks. As a consequence, certain human errors were identified and the suggested approches proved to be adequate technique for the human error analysis.
Purpose: This study aims to propose a framework for climate change risk management by analyzing characteristics of climate-induced disasters. Method: The recent global and domestic trends of loss and damage under natural disaster events and the characteristics of climate-induced disasters were analyzed to design a framework for climate change risk management. Results: In consideration of the uncertainty of climate risk and various spatio-temporal scales of climate disasters, a new framework is suggested for comprehensive climate risk management that includes risk assessment, goal setting, planning, monitoring and evaluation, learning and adjustment. The framework aims at an iterative process that is activated by stakeholder engagement. Conclusion: Pilot studies need to be conducted to revise and polish the framework in the future, and institutional arrangements should be prepared for the effective implementation of the comprehensive climate risk management.

Construction disasters have more distinctive characteristics than other industrial disasters. Since it is likely that construction disasters will spread to severe accidents, the accident mortality rate is very high compared to the disaster incidence rate. Therefore, the purpose of this study is to compare and analyze the operation status of construction risk assessment by domestic large and medium sized construction companies to prepare improvement direction of risk assessment system. The survey results for safety management experts of construction companies are as follows: Large companies have developed and utilized risk assessment systems in their respective companies, while small and medium construction companies have developed and evaluated risk factors through the Excel program. Rather than performing risk assessment tasks based on historical safety accident data, construction companies have limitations in developing risk factors and preparing solutions with suppliers for each major construction. Therefore, it is necessary to prepare a risk assessment system in the future by analyzing the types of safety accidents, such as the safety accident data of each company as well as the safety accident data.

North Anatolian Fault Zone is tectonically active with recent earthquakes (Mw7.6 1999-Kocaeli and Mw7.2 1999-Düzce earthquakes) and it passes through Marmara region, which is highly industrialized, densely populated and economically important part of Turkey. Many power plants, located in Marmara region, are exposed to high seismic hazard. In this study, open source OpenQuake software has been used for the probabilistic earthquake hazard analysis of Marmara region and risk assessment for the specified energy facility. The SHARE project seismic zonation model has been used in the analysis with the regional sources, NGA GMPEs and site model logic trees. The earthquake hazard results have been compared with the former and existing earthquake resistant design regulations in Turkey, TSC 2007 and TBSCD 2018. In the scope of the study, the seismic hazard assessment for a typical natural gas combined cycle power plant located in Marmara region has been achieved. The seismic risk assessment has been accomplished for a typical control building located in the power plant using obtained seismic hazard results. The structural and non-structural fragility functions and a consequence model have been used in the seismic risk assessment. Based on the seismic hazard level with a 2% probability of exceedance in 50 years, considered for especially these type of critical structures, the ratios of structural and non-structural loss to the total building cost were obtained as 8.8% and 45.7%, respectively. The results of the study enable the practical seismic risk assessment of the critical facility located on different regions.
In order to reduce the amount of damage from natural disasters, we needs prevention meteorological database classified into the cause of disaster, damage elements etc. For this, we have analyzed four data, such as Statistical yearbook of calamities issued by the National Emergency Management Agency and Annual Climatological Report issued by the Korea Meteorological Administration and Recently 10 years for natural disaster damage and Statistics Yearbook from the Ministry of Government Administration and Human affairs. Through the analysis of disaster data, we have selected input variables, such as causes and elements, occurrence frequencies, vulnerable areas of natural disaster, etc. In order to reduce damage from natural disaster, the prevention activities and forecasting based on meteorological parameters and damage datas are required. In addition, it is necessary to process meteorological information for disaster prevention activities. Through these procedure, we have established the foundation of database about natural disasters. This database will be used to assess the natural disasters and build risk model and natural disasters mitigation plan.

This study derives the risk-Influence factors for subway structures, the basis for the transition from the current subway disaster recovery-oriented maintenance system to a preemptive disaster management system, to reduce risk factors for existing subway structures. To apply reasonable risk assessment techniques, risk influence factors for subway underground structures using statistical information(spatial information) and risk influence factors according to frequency of accidents were selected to derive the risk factors. The significant risk factors were verified through ground subsidence (SI: Subsidence Impact)-based correlation analysis. This process confirmed that the subsidence of the ground was a risk influence factor for the subway structure. The main result of this study is that derive the risk factors to improve the risk factors of subway structures due to the rapid increase in disaster risk factors. The derived risk factors that were expected to affect the depression around subway stations and track structures did not show a noticeable correlation, but the cause of this may be that there is no physical connection between them, but on the other hand, the accumulated data may not accurately record the surrounding depression. Accordingly, in order to evaluate the risk of depression around the station and track, more intensive observation and data accumulation around the structure are required.

An increase in oil and gas plants caused by development of process industry have brought into the increase in use of flammable and toxic materials in the complex process under high temperature and pressure. There is always possibility of fire and explosion of dangerous chemicals, which exist as raw materials, intermediates, and finished goods whether used or stored in the industrial plants. Since there is the need of efforts on disaster damage reduction or mitigation process, we have been conducting a research to relate explosion model on the background of real 3D terrain model. By predicting the extent of damage caused by recent disasters, we will be able to improve efficiency of recovery and, sure, to take preventive measure and emergency counterplan in response to unprepared disaster. For disaster damage prediction, it is general to conduct quantitative risk assessment, using engineering model for environmental description of the target area. There are different engineering models, according to type of disaster, to be used for industry disaster such as UVCE (Unconfined Vapour Cloud Explosion), BLEVE (Boiling Liquid Evaporation Vapour Explosion), Fireball and so on, among them, we estimate explosion damage through UVCE model which is used in the event of explosion of high frequency and severe damage. When flammable gas in a tank is released to the air, firing it brings about explosion, then we can assess the effect of explosion. As 3D terrain information data is utilized to predict and estimate the extent of damage for each human and material. 3D terrain data with synthetic environment (SEDRIS) gives us more accurate damage prediction for industrial disaster and this research will show appropriate prediction results.
