Disaster Assessment and Mitigation Planning: A Humanitarian Logistics Based Approach

  • This paper proposes a mathematical modeling-based approach for assessing disaster effects and selecting suitable mitigation alternatives to provide humanitarian relief (HR) supplies, shelter, rescue services, and long-term services after a disaster event. Mitigation steps, such as arrangement of shelter and providing HR items (food, water, medicine, etc.) are the immediate requirements after a disaster. Since governments and non-governmental organizations (NGOs) providing humanitarian aid need to know the requirements of relief supplies and resources for collecting relief supplies, organizing and initiating mitigation steps, a quick assessment of the requirements is the precondition for effective disaster management. Based on satellite images from weather forecasting channels, an area/dimension of the disaster-affected zones and the extent of the overall damage may often be obtained. The proposed approach then estimates the requirements for HR supplies, supporting resources, and rescue services using the census and other government data. It then determines reliable transportation routes, optimum collection and distribution centers, alternatives for resource support, rescue services, and long-term help needed for the disaster-affected zones. A numerical example illustrates the applicability of the model in disaster mitigation planning.

Decision Mking for Efficient Resource Allocation in Initial Disaster of Flood (홍수의 재해 초기 구호활동에서 효율적 자원분배를 위한 의사결정)

  • This study is for decision making on distribution of resources so as to improve the effectiveness of initial disaster relief efforts. It is very important that relief efforts should be accomplished appropriately at the initial disaster. Furthermore, efficient allocation of relief resources such as rescuer, shelter, relief goods, relief funds, medical and relief equipments is also the first step to achieve main objective of relief efforts when disaster occurs. For this purpose, this study establishes flood as a imaginery disaster and develops a model for efficient distribution of resources when flood outbreaks. This model fixes initial 72 hours, which is subdivided into three intervals, as a initial disaster range. The model is to set a prioity against alloction of relief resources by each time zone which is related to damaged degree( Red Tag, Yellow Tag, Green Tag). Experts in this field input their experience into this model, and these are analyzed by Analytic Hierachy Process(AHP)/Expert Choice(EC) software. Therefore, we can decide a prioity against distribution of resources by each time zone which is in accordance with damaged degree. The result of this study would be helpful to a person who is in charge of relief from calamity in order him to make a decision toward distribution of resources.

  • Most of the disaster relief items provided to sufferers and temporary evacuees that are supposed to be victims in Korea are not suitable for the shelter environment of temporary housing facilities, and are not satisfactory because they do not have the functions, proper size and types. The purpose of this study is to analyze the user needs of emergency rescue relief items by presenting problems about the use environment and to develop the variable air mattresses which are based on disaster prevention design. In order to secure objectivity such as usability, convenience, and durability, research data are limited. However, the difficulty of mass spreading of conventional fiber mat and the functional disadvantages of foam plastic mat are solved by adopting variable air mattresses. The variable air mattresses are expected to help rehabilitate people by helping victims of physical tiredness, illness worsening, poor sleep, and life instability that can happen during long-term shelter life.

  • Caused by the Cheonanham attack and the Yeonpyeongdo bombardment occurred a few years ago, and the recent North Korea's nuclear test, the war crisis between South and North Korea has been increasing. Accordingly, an interest in obtaining a temporary residential space, for the case of the outbreak of war, where people can reside safely over a period of time has been escalating. However, in the disaster relief planning guidelines of the National Emergency Management Agency, the standards on the temporary residential spaces in preparation for storm and flood or earthquake are included, but the standards on the ones in responding to war are not yet equipped. In particular, the standards on the underground temporary residential spaces that can accommodate massive victims should be developed in preparation. In this study, through a requirements analysis based on the survey of war victims and a comparative analysis between disaster-related laws and regulations, the direction of relevant system improvement for the utilization of temporary residential spaces in responding to war is established.
