A Study on the Monitoring Method of Landslide Damage Area Using UAV (UAV를 이용한 산사태 피해지역 모니터링 방법에 관한 연구)

  • In this study, a study was presented on the monitoring technique of landslide area using UAV. In the case of disaster investigation using drone mapping, it can be used at various disaster sites. The mission can be carried out at various disaster sites, including surveys of damage to mountainous areas caused by landslides, building collapses surveys of flood damage, typhoons, earthquakes. The damage investigation plan using drone mapping is expected to be highly utilized at disaster sites where investigators cannot access it like in mountainous areas and where it is difficult to conduct direct damage investigations at the site. Drone mapping technology has many advantages in terms of disaster follow-up, such as recovery. Compared to the existing survey system, which was mainly carried out manually, the investigation time can be drastically reduced, and it can also respond to disaster sites that are difficult to carry out or are difficult to access directly. In addition, it is possible to establish and guide spatial data at the disaster site based on accurate mapping data from the time of the disaster, which has considerable strength in managing the situation of the disaster site, selecting priority areas for recovery, and establishing recovery plans. As such, drone mapping is a technology that can be used in a wide range of sites along with natural disasters and social disasters. If a damage investigation system is established through this, it is believed that it will contribute significantly to the rapid establishment of recovery plans along with the investigation of disaster response time and extent of damage recovery.

  • To decrease the damage of infrastructure from the natural disaster, initial reaction and emergent recovery are important. But up to now emergent recovery has mainly focused on the situation notices owing to the lack of technical support. In this paper, we described a web-based support system for disaster damage recovery of facility and electronic documents for requesting support of recovery resources. Recovery methods are decided using the damage recovery scenarios based on the acquired damage information, and the allocated recovery resources information is delivered to the recovery resources owner using the electronic documents. This system could readily be used for disaster response and emergency recovery.

Self-healing capacity of damaged rock salt with different initial damage

  • In order to analyze the healing effectiveness of rock salt cracks affected by the applied stresses and time, we used the ultrasonic technology to monitor the ultrasonic pulse velocity (UPV) variations for different initial stress-damaged rock salts during self-healing experiments. The self-healing experiments were to create different conditions to improve the microcracks closure or recrystallized, which the self-healing effect of damaged salt specimens were analyzed during the recovery period about 30 days. We found that: The ultrasonic pulse velocity of the damaged rock salts increases rapidly during the first 9 days recovery, and the values gradually increase to reach constant values after 30 days. The damaged value and the healed value were identified based on the variation of the wave velocity. The damaged values of the specimens that are subject to higher initial damage stress are still keeping in large after 30 days recovery under the same recovery condition It is interesting that the damage and the healing were not in the linear relationship, and there also existed a damage threshold for salt cracks healing ability. When the damage degree is less than the threshold, the self-healing ratio of rock salt is increased with the increase in damage degree. However, while the damage degree exceeds the threshold, the self-healing ratio is decreased with the increase in damage.

Development of Estimation Functions for Strong Winds Damage Reflecting Regional Characteristics Based on Disaster Annual Reports : Focused on Gyeongsang Area (재해연보 기반 지역특성을 반영한 강풍피해예측함수 개발 : 경상지역을 중심으로)

  • Purpose: In this study, a strong wind damage prediction function was developed in order to be used as a contingency during disaster management (preventive-preventive-response-recovery). Method: The predicted strong wind damage function proposed in this study took into account the re-enactment boy power, weather data and local characteristics at the time of damage. The meteorological data utilized the wind speed, temperature, and damage history observed by the Korea Meteorological Administration, the disaster year, and the recovery costs, population, vinyl house area, and farm water contained in the disaster report as factors to reflect the regional characteristics. Result: The function developed in this study reflected the predicted weather factors and local characteristics based on the history of strong wind damage in the past, and the extent of damage can be predicted in a short time. Conclusion: Strong wind damage prediction functions developed in this study are believed to be available for effective disaster management, such as decision making by policy-makers, deployment of emergency personnel and disaster prevention resources.

  • The two major trends that have emerged in recent years in relation to disaster recovery and recovery are 'regional infrastructure', 'regional leadership' and 'community recovery'. In the former case, it is to avoid disaster recovery and recovery by using external personnel and resources, and to maximize the resources in the area under the initiative of the residents of the affected area. And through this process, it is to prepare a new growth engine for disaster-affected areas. In addition, the latter expands disaster recovery targets to the general population living in affected areas and is not limited to victims. Through this, we can expect to recover the 'community' beyond the individual's recovery. In the Ansan of Gyeonggi-do, where many families of 'Sewolho' live, and in the Heunghae-eup of Pohang, Gyeongbuk-do, where the damage was severe, projects are underway to restore communities. And In these areas local activists and civic groups are actively utilized to efforts are being made to increase efficiency. Nevertheless, in the case of the community recovery program being promoted in Korea, there are limitations that it can be promoted only on the basis of special laws and that participation of various actors is necessary. This study intends to propose the limitations of current projects and ways to solve them by analyzing domestic and foreign cases related to the community recovery program for disaster-affected communities using local resources. we suggest two way. One is the relaxation of the national dependence of the community recovery program, and the other is to expand the area of disaster relief through.

  • This study aims for improving the system in Disaster Management of Local Government. In addition, the overall disaster management system was compared to the effectiveness of the disaster prevention system and reliability, and problems and improvement points were derived. The disaster management system in Korea has a structure that promptly investigates and restores damage by a simple procedure. Korea disaster management system manages information on top-down structural disasters through the flow of prevention, preparation, response, and recovery. The process from disaster response to recovery under the leadership of the central disaster safety headquarters is simplified. Disaster management tasks are dispersed among departments, making it difficult to respond promptly. Under the control of the central government, disaster management, such as disaster prevention, investigation, and recovery, are carried out. The disaster management improvement direction of the local government should establish the disaster response system focusing on the local government. Therefore, it is necessary to have budget to operate the organization - centered disaster management budget and the disaster management organization. The disaster response manual should be prepared considering the disaster environment and disaster prevention plan. In order to utilize disaster information, it is necessary to reorganize information system such as integrate and streamline of the private resource database and NDMS.

  • The school space is a place for learning activities and community activities, and it is used as a shelter for various disasters. Recently, the frequency and magnitude of damages of school facilities due to various disasters are increasing, and similar accidents occur repeatedly every year, causing enormous damage to school classes. Furthermore, damage to school facilities will require considerable time and safety confirmation measures to restore disaster and normalize the class. In this regards, based on the questionnaire survey on the difficulties and improvement measures of the disaster recovery work of the school safety manager, we propose the application of in-kind compensation for damage to school facilities to ensure rapid disaster recovery, simplification of administrative procedures, and quality of restoration work.

  • In modern society, the natural disaster damage is increasing by unusual weather conditions such as global warming. Many disaster victims in the disaster spot suffered from the heavy damages. In these conditions, this paper aims to improve of relief system in disaster. To achieve our aims, we analyzed the present disaster relief system in a legal, institutional aspect and disaster relief on the conceptual content, and look at the contents of the damage I have seen. And we are look at the issue of disaster relief, disaster relief measures to improve the present. In conclusion, this research suggests the improvements of the disaster relief system. First, Donations to secure transparency of the scheme passes. Second, the reality of actual expenses paid farmland. Third, recovery estimate by the reality. Fourth, when the disaster occurred, and the disaster of the itemized information. Finally, the degree of damage to the housing relief material support systems need improvement.

Development of Rainfall-Flood Damage Estimation Function using Nonlinear Regression Equation (비선형 회귀식을 이용한 강우-홍수피해액 추정함수 개발)

  • Predicting and estimating the disaster characteristics are very important for disaster planning such as prevention, preparedness, response, and recovery. Especially, if we can predict the flood damage before flooding, the predicted or estimated damage will be a very good information to the decision maker for the response and recovery. However, most of the researches, have been performed for calculating disaster damages only after disasters had already happened and there are few studies that are related to the prediction of the damages before disaster. Therefore, the objective of this study was to predict and estimate the flood damages rapidly considering the damage scale and effect before the flood disaster, For this the relationship of rainfall and damage had been suggested using nonlinear regression equation so that it is able to predict the damages according to rainfall. We compared the estimated damages and the actual ones. As a result, the damages were underestimated in 14.16% for Suwon-city and 15.81% for Yangpyeong-town but the damage was overestimated in 37.33% for Icheon-city. The underestimated and overestimated results could be occurred due to the uncertainties involved in natural phenomenon and no considerations of the 4 disaster steps such as prevention, preparedness, response, and recovery which were already performed.. Therefore, we may need the continuous study in this area for reducing various uncertainties and considering various factors related to disasters.

Utilization of Technical Resources in the Emergency Recovery Process of Flood Damage of Local Governments (지방자치단체의 홍수피해 응급복구 과정에서의 기술자원 활용방안)

  • This study analyzed appropriate equipment combination for emergency recovery after flood disasters and proposed an alternative approach for economic and rapid emergency recovery based on the utilization of human resources who have practical experience in construction business and in equipment operation. The current countermeasures and response to flood disaster including emergency procedures and methodologies are investigated and related legal framework was also analyzed. Currently, some emergency recovery works are over payed and delayed due to unclear and inefficient processes on equipment and human resources mobilization during and after flood disasters, particularly in local governments. Best practices in mobilizing equipment and human resources were compiled, theoretical foundation was investigated and analyzed, and improved emergency recovery schemes were proposed for effective flood disaster countermeasures in local government. Prioritization in equipment and human resources mobilization was also proposed considering equipment transportation distance and accessability to disaster sites. This study also proposed improved ways to utilize experts in local areas in supporting community emergency response volunteers for disaster risk management.
