The purpose of this paper is to describe the Disaster Management System Development of Enterprise GIS at the Kangwon Province in Korea. This project is included into 'the Kangwon Enterprise GIS 21 plan'. The Division of Disaster Management is in the middle of the 2-year project of the Disaster Management System development, appropriate for business performed at the Departments of Forestry, Culture, Environment, Tourism, etc. At the 1st phase of CIS implementation, for more than half a year we focused on the necessity of management of disasters. In the planning process, we needed long-term information on the whole area of Kangwon. In the assessment and response processes, we needed real-time data from Korean Meteorological Administration and other agencies. All the above information was carefully studied and referred to. ESRI's new GIS technologies solve the natural hazard/disaster problems. For example, hazardous materials routing often needs to be found the least expensive path through a roadway network. In the circumstances given, we can choose the departure point and destination of the vehicle, which carries the materials. It's also possible to minimize overall risk and costs of disaster problems by making a plan of people and possessions evacuation from the disaster area in short time limits. We can meet all the above goals using the latest ESRI's technologies.
The purpose of this study is to make suggestions for the infectious disease surveillance systems as part of the government's healthcare policy intended to minimize damage by implementing an appropriate and swift crisis management in the event of future infectious disease outbreaks. To that end, this descriptive study analyzes the infectious disease outbreaks and the management and control thereof in Korea and other countries, so as to suggest some approaches to infectious disease surveillance systems applicable to affected regions. The analysis results shed light on the causes of the spread of future infectious diseases over the past years, and the management systems that could possibly deal with the trial and error in the response policy. It seems crucial to roll out appropriate information, training and promotion programs as part of the national disaster response systems to prevent infectious diseases in relation to the roles of multiple relevant government agencies in the event of disasters especially amid the COVID-19 pandemic.
Purpose: This study compares and analyzes the characteristics and progress of existing voice phishing and new voice phishing to present a basic policy plan to prepare countermeasures against new voice phishing based on psychological descriptions. Method: The criminal progress and characteristics of the two were compared and analyzed through damage cases on various portal sites centered on voice phishing crime scenarios. Result: As a result of analyzing the progress of the third stage of new voice phishing, the scenario of new voice phishing that can deceive victims was written more carefully and the scope of the crime was expanded. In the crime execution stage, the victim was socially isolated, reducing the victim's judgment ability, making it more difficult for investigative agencies to investigate, and in the final stage, the continuity and expansion of criminal damage such as extortion of money and valuables are shown. Conclusion: There were differences in the target and scope of the crime and the method of the crime strategy between the two, and the possibility of damage is much greater, so a more efficient response strategy should be prepared.
Purpose: Fire-fighting organizations are the very first agencies that take actions at a disaster scene, and emergency rescue training is carried out for prompt and systematic response. However, there is a need for a change due to the limitations in emergency rescue trainings such as perfunctory trainings or trainings without considering regional or environmental characteristics. Method: This study is to conduct theoretical review with regard to emergency rescue training and present a measure to improve the emergency rescue training through attitude survey targeting fire-fighting organizations in Gangwon area. Result: Facilities that cause difficulties when doing emergency rescue activity were mostly hazardous material storage and processing facilities. In terms of the level of emergency rescue and response task, most respondents answered that the emergency rescue was insufficient. The respondents answered that the effectiveness of emergency rescue training was helpful, but some responses showed that the training was not helpful because of scenario-based training, seeming training, similar training carried out every year, unrealistic training, and lack of competent authorities' interest and perfunctory participations. Most respondents answered for the appropriateness of emergency rescue training and evaluation that they were satisfied, however, they were not satisfied with the evaluation methods irrelevant to the type of training, evaluation methods requiring unnecessary training scale, and evaluation methods leading perfunctory participations of competent authorities. Lastly, respondents mostly answered that training reflecting various damage situations are necessary regarding the demand on the improvement of emergency rescue training. Conclusion: The improvement measures for emergency rescue training are as follows. First, it is necessary to set and prepare various training contents in accordance with regional characteristics by reviewing major disasters occurred in the region. Second, it is necessary to revise the emergency rescue training guidelines and manuals for appropriate training plan for each fire station, provide education and training for working-level staff members, and establish training in a way that types, tactics, and strategies of emergency rescue training could be utilized practically. Third, it is necessary to prepare a scheme that can lead participation and provide incentive or penalty from the planning stage of training in order to increase the participation of supporting and competent authorities when an actual disaster occurs. Fourth, it is necessary to establish support arrangements and cooperative systems by authority through training by fire stations or zones in preparation for disaster situations that may occur simultaneously. Fifth, it is necessary to put emphasis on the training process rather than the result for emergency rescue training and evaluation, pay attention to the identification of supplement points for each disaster situation and make improvements. Especially, type or form of training should be considered rather than evaluating the execution status of detailed processes, and the evaluation measure that can consider the completeness (proficiency) of training and the status of role performance rather than the scale of training should be prepared. Sixth, type and method of training should be improved in accordance with the characteristics of each fire station by identifying the demand of working-level staff members for an efficient emergency rescue training.
A crude oil leakage from a large atmospheric storage tank occurred on 4 April 2014 at 14:50 in Ulsan City, while storing the crude oil in the tank. Emergency Rescue Control Group was deployed in the scene. The company, Fire Service Headquarters and associated agencies got together in Command Post (CP) for discussing an effective corresponding strategy. Many solution plans were drafted in the debate such as power down, stopping the facilities, checking the density of inflammable gas, suppressing oil evaporation, moving the leaked crude oil to a nearby tank and a processing plant and avoiding marine pollution. All the solutions were carried out in cooperation with several agencies and partners. The oil leakage accident was successfully settled up within the process of responding, The Fire Service Headquarters and the company thought that the most important thing was the suppression of oil evaporation and the elimination of ignition source. With Fire Service Headquarters and several agencies' every effort, an explosion and a fire didn't occurred in the scene. This study suggest the improvement of the operating system in Emergency Rescue Control Group in case of petroleum leakage, explosion and fire accidents of atmospheric storage tank, different from a ordinary disaster. Assuming that petroleum leakage in atmospheric storage tank develop the explosion and fire accidents, the spreading speed of the flame and the burning time was experimented and compared with each other. Furthermore, this study concentrates on the effective field response plan prepared for the afterward explosion and fire accidents from petroleum leak in a storage tank, with the database experimented and analyzed in accordance with the angle of radiation in the foam nozzle and the pressure of pumping in a fire engine.

Emergency preparedness plan (EPP) is the systematic management of activities that involve a material degree of risk of loss or other damage to the surroundings (people, property and environment), and the boundary of accident recovery plan (ARP). The main purpose of the program is to provide a safety management system to each facility in order to enable to prevent accident and to control accident immediately. The EPP includes not only typical safety-related documentations such as material safety data sheet (MSDS), standard operation procedure (SOP), emergency response plan(ERP). EPP is established basis of the preliminary safety analysis involving risk identification, assessment and prevention plans. The program is also helpful for government or related agencies to control a number of accidents in small-scale companies in the whole country.
This study aims to determine the factors affecting the level of satisfaction with the Cell Broadcast Service (CBS) among citizens in Incheon. Partial least squares (PLS) regression, instead of multiple regression, was used for the analysis because it can solve multicollinearity and sample size issues. The analysis results are as follows: The factor with the greatest effect on satisfaction with CBS among Incheon citizens, was the elimination of redundancies (VIP=1.185). Therefore, local governments, government agencies, and public organizations must coordinate their ideas and collectively create guidelines to eliminate redundancies. The second most influential factor was the expansion in the broadcast medium from legal, institutional, and policy aspects (VIP=1.087). This is because differences in generation, age, gender, and personal characteristics were not considered. Therefore, it is necessary to devise a customized messaging tool through the expansion of broadcast media. The broadcast criteria of the legal, institutional, and policy perspectives comprised the third most influential factor, with a high VIP value of 1.053. Consequently, it is essential to devise a plan to avoid distributing unnecessary cell broadcast services, by establishing criteria for areas and sections, time, and the direct and indirect impact zones of a disaster. In the future, this study could be used as base data to develop policies, guidelines, and response measures for Incheon CBS. Given the lack of research on the diverse characteristics of each social class and the city traits of each region, and a lack of concrete empirical research on each factor, continuous and in-depth studies are required in the future.

Purpose: The purpose of this study is to prevent recidivism by recognizing the seriousness of recidivism against sexual offenders under the age of 13 and providing customized social adaptation services based on risk. Method: The study evaluate the efficiency of existing models and proposed model systems, and compare and review what features and operational differences exist from existing models. Result: The proposed model will collect data from related agencies on sexual violence offenders with a high risk of recidivism and classify them into three risk groups through risk algorithms to provide social adaptation services for each risk group. In addition, by monitoring primary social support matching data, storing and re-analyzing the results data to rematch social support services, the model differs from the existing model in preventing recidivism of sexual violence offenders from a long-term perspective. Conclusion: The proposed model of this study is meaningful in that it proposed the basic data of a response system to prevent recidivism from a long-term perspective of sexual offenders with the highest risk of recidivism by collecting and analyzing data on sexual offenders.
Bioterrorism is becoming more attractive to terrorist groups owing to the dramatic increase in the utility and lethality of biological weapons in line with today's cutting-edge biological science and technology. The Republic of Korea is facing both internal and external terrorist threats, as well as the possible biological warfare by North Korea. Therefore, it is essential to establish an effective bioterrorism response system in the ROK. In order to come up with the adequate response system for the ROK, an in-depth study has been conducted on the current bioterrorism response system of the U.S. whose preparedness is considered relatively adamant. As a result, the following facts have been found: (1)the legislation with regard to bioterrorism has been established or amended according to the current situation in the U.S., (2)the counter terrorism activities have been integrated with the Department of the Homeland Security as the central agency in order to maximize the national CT capacity, (3)Specific procedures and instructions to cope with bioterrorism have been made into manuals so as to enhance the working-level response capabilities. Next, the analysis on the ROK's bioterrorism response system has been performed in various categories, including the legislation system, task role distribution, cooperative relations, and resource application. It turned out that the ROK's legislation basis is relatively weak and it lacks the apparatus to integrate the bioterrorism response activities on the national level. The shortage of the adequate response facilities and resources, as well as the poor management of manpower have also emerged as problems that hinder the effective CT implementations. Through an analytical and comparative study of the U.S. and the ROK systems, this paper presents several ways to ameliorate improve the current system in the ROK as follows: (1)establish the anti-terrorism law, which would be the basic legal basis for the bioterrorism-related matters; and make revisions to the disaster-related legislation, relevant to bioterrorism response activities, (2)establish an integrated body that has a powerful authority to coordinate the relevant CT agencies; and converge the decentralized functions to maximize the overall response capacity, (3)install the laboratories with a high biosafety level and secure enough of the strategic medical stock-pile, (4)enhance the ability of the inexperienced response personnel by providing with a manual that has detailed instructions.
