The purposes of this study were to find out the factors affecting the continuous participation of volunteer activities for disaster relief and to provide implications for the efficient management of sustainable disaster relief volunteer activities. In order to achieve these purposes, we investigated how much individual characteristics, the volunteer attitude and motivation, and institutional characteristics, respectively, affect the duration of disaster relief volunteer activities. The research was carried out targeting 261 disaster relief volunteer workers, aged over 20, who affiliated to various volunteer centers. Data were collected by survey methodology from May 7th to May 27th, 2008. A frequency analysis and a multiple regression were utilized for analyzing data. The results of this study were as follows: the continuity of volunteer activities of the subjects are likely to be high when they are older, have a job, are highly motivated, are assigned properly to the placement and task. Based on the results of this study, some practical implications were suggested. First, since placement and task assignment managed by volunteer organizations are very important for the continuity of volunteer activities, those organizations should have developed diverse volunteer activity programs considering volunteers' characteristics and interest. Second, the managers of those organizations need to sufficiently consider the characteristics of volunteers such as age and job when dispatching volunteers in disaster areas. The managers should help their volunteers to immerse in their volunteer work. Finally, it is necessary to induce social concern and support in disaster relief volunteer activities in order to make volunteers especially with jobs be constantly active in disaster relief activities.

Recently, 'Government 3.0' has become the topic since the inauguration of the new government. According to Government 3.0 Promotion Master Plan, this means providing bilateral customized administrative service based on the values of opening-up, sharing, and cooperation for the individuals of the people. Currently, if disaster victims, who have private property damaged by natural disasters such as typhoon and torrential rain, want to receive disaster relief service supports such as financial support, tax cut, reduction in electric and communication charges, they have to visit each of applicable organizations and apply for the relief service supports. The application forms and procedures are so diverse and complex that disaster victims undergo many discomforts. So this thesis established the solution of residents' discomforts and the providing of practical benefits through disaster victims' one stop application for service as the research objective. Accordingly, the solution plan was concretely presented through preparing the relief service promotion strategies comprising the establishment of administrative service supporting system and the preparation of legal and institutional device, the establishment of computing system for one stop service and the reinforcement of general publicity for successful promotion of cooperation projects.

The purpose of this study is to improve the disaster relief fund Ordinances in metropolitan government. The results of the analysis, it is found that ordinances of the large number of metropolitan governments are in violation of the statute. The ordinances are based on the local government activities. Therefore, the maintenance of the ordinance must be made in order to take advantage of disaster relief funds appropriately.

There was heavy rains that happened for 23 days consecutively in 2006. Many regions have suffered because of rains and among them In-Je and Pyung-Chang area are the most suffered areas at that time. I conducted field survey at those two regions. The case of other damaged regions also reviewed in this paper and volunteer activity of volunteer groups is reviewed. I intended to make clear the volunteer activity system through analysing need capacity of volunteers. Main suggestions are as below. In management system, the nexts are discussed. Improving the ability of village headmen and volunteer groups that manage relief stuffs at the first level and cooperating method with companies are discussed. Supporting system for isolated regions and necessity about developing operating manual are suggested. In education system, specialized education for different disaster areas, field orientation education, and training managerial positions are suggested. In supporting system, improving NDMS(National Disaster Management System), computerized program for volunteer management, insurance for volunteers, issuing a confirmation of volunteering activity, securement of emergency communication system, budget for prevention and donation are also suggested.

Disasters are subject to occur repeatedly ever year. Disaster relief donations are paid in terms of scale of damage. Empirical studies on this issue have not been substantially implemented, in particular, on perceptions by disaster victims and civil servants of local government. Disaster victims and civil servants of local government are seen as the key groups for the support system of disaster relief donations as the former is actual beneficiaries and the latter is to investigate concerned data on decision making for support system. In the regard, in the study, problems and improving directions for more efficient support system are analysed and suggested based on the survey of perception of disaster victims and civil servants of local government. Conclusion and some policy implications are also included in the concluding section.

Drawing on its extensive experience with natural disasters, Japan has been dispatching Japan Disaster Relief (JDR) team to disaster-stricken countries to provide specialist assistance in rescue and medical operations. The JDR team has assisted in the wake of disasters including the 2004 Indian Ocean Earthquake and the 2008 Sichuan Earthquake in China. Information about the affected area is essential for a rapid disaster response. However, it can be difficult to gather information on damages in the immediate post-disaster period. To help overcome this problem, we have built on an Earthquake Damage Estimation System. This system makes it possible to produce distributions of the earthquake's seismic intensity and structural damage based on pre-calculated data such as landform and site amplification factors for Peak Ground Velocity, which are estimated from a Digital Elevation Model, as well as population distribution. The estimation result can be shared with the JDR team and with other international organizations through communications satellite or the Internet, enabling more effective rapid relief operations.

The study is to understand the needs of flood victims of Korea through the analysis of relief goods, and to assess extent of support-service efficiencies. According to the analysis, both emergency relief kit and cooking relief kit are possibly labelled 'the primary' and 'the secondary necessaries' respectively. Here the former includes those items directly related with basic living condition for the victims while the latter does some of items for more convenience lifestyle. The results of the study would be substantial in the sense that they could provide some useful clues upon which improvement policies or programs associated with relief goods for flood victims are derived.

Korean government compensates 100% for natural disaster relief fund to public facilities, and provides 70 percents to crops through unit price calculation. This study estimated disaster damage according to the standard production cost of crops. Disaster damage was estimated according to the unit price of crops. Those crops are lettuce, pumpkin, red pepper, spinach, tomato and cucumber. As a result, the ratio of natural disaster relief fund to damage was revealed as $3.3%{\sim}13.8%$ with present method, 5.7%{$\sim}34.1%$ with suggested method. Suggested method is the first one considered damage ratio of crops, producer price and raising period.
