Status of Local Disaster Prevention by Regional Types - Focusing on Gangwon-do - (지역유형별 지역방재력에 관한 실태분석 - 강원도를 중심으로 -)

  • The 14 cities and guns within Gangwon-do were divided into three regions (urban-rural-integrated type, urban type, and ruralcoastal type), and local voluntary disaster prevention organizations in those regions were surveyed as sample groups. As a result, the urban-rural-integrated type and the urban type were found to be lower than the rural-coastal type in all domains including recognition of disaster crisis, evacuation guidance, preparation of voluntary evacuation, maintenance of disaster prevention system, surveillance & guard, and information delivery. In particular, three types had higher information delivery but considerably lower preparation of voluntary evacuation. As for information delivery, foundations for rapid delivery of disaster information due to establishment and extension of systems for forecasting and warning of local governments were prepared, but as for preparation of voluntary evacuation, it is needed not only to perform consistent training and promotion for preparation for disasters for residents to accurately understand status of disasters but to take measures to secure safe places for evacuation beforehand.

Development of a Targeted Recommendation Model for Earthquake Risk Prevention in the Whole Disaster Chain

  • Strong earthquakes have caused substantial losses in recent years, and earthquake risk prevention has aroused a significant amount of attention. Earthquake risk prevention products can help improve the self and mutual-rescue abilities of people, and can create convenient conditions for earthquake relief and reconstruction work. At present, it is difficult for earthquake risk prevention information systems to meet the information requirements of multiple scenarios, as they are highly specialized. Aiming at mitigating this shortcoming, this study investigates and analyzes four user roles (government users, public users, social force users, insurance market users), and summarizes their requirements for earthquake risk prevention products in the whole disaster chain, which comprises three scenarios (pre-quake preparedness, in-quake warning, and post-quake relief). A targeted recommendation rule base is then constructed based on the case analysis method. Considering the user's location, the earthquake magnitude, and the time that has passed since the earthquake occurred, a targeted recommendation model is built. Finally, an Android APP is implemented to realize the developed model. The APP can recommend multi-form earthquake risk prevention products to users according to their requirements under the three scenarios. Taking the 2019 Lushan earthquake as an example, the APP exhibits that the model can transfer real-time information to everyone to reduce the damage caused by an earthquake.

  • The rapid increase in the number of climate disasters combined with the scale of change and the diversification of natural disasters require a radical solution. In particular, the urban space is more complex, therefore we need to establish measures for disaster response and how to react to damaged infrastructure based on the phenomenon of an increase in the urban population and the impermeable layer being extended. The social problems related to the economic burden of land purchase and the securing of a disaster prevention system can be solved simultaneously by introducing the park system for disaster reduction into the public land of the green space in the city. The local government has recently adapted diverse systems of disaster mitigation and carried out pioneer projects according to the guidelines for the construction of the urban park for disaster prevention published by the Ministry of Land, Infrastructure and Transport. The purpose of this study is to propose a composition model for neighborhood parks to prevent disaster through urban green spaces which has the functions of water management and biotope conservation. The result of this study will contribute to utilize the climate change adaptation model for living area neighborhood parks in the existing urban structure.

  • As people's living standards and expectations for life increase, by applying advanced technology in the city, to enhance the convenience and safety needs are being expanded gradually. Accordingly, so the future of the city to see a viable alternative to that the ubiquitous city fused information communication technologies, large-scale projects conducted at the national level. Sectoral Disaster Prevention is ready for sure how much the lack of response capabilities in the field for checking solution has been suggested for The National Emergency Management Agency. These results present a Sectoral Disaster Prevention response capabilities somewhat different in were identified. Through these are proposed policy recommendations about Sectoral Disaster Prevention and insufficient areas of step response capabilities and building fire protection system approach combines ubiquitous technology in the new paradigm rather than traditional disaster management, greet era of ubiquitous.

  • Damage of both life and property has been increased by natural disaster under the influence of climate change, thus many natural disaster vulnerability researches have been carried out to make adaptation policy and impact assessment of climate change recently. Their method for assessing vulnerability usually have used proxy variables for making vulnerability indices. However, because their results were too qualitative and relative it tends to be hard to make absolute comparison and establish standard of prevention or adaptation ability. Accordingly, this study aimed at quantifying natural disaster vulnerability using emergy through recognizing disaster as the relations between order and disorder by system approach. As a result, ordering energy (4.66E+22 sej/yr) and ordered structure (1.98E+22 sej) of Busan in 2003 and disordering energy (7.80E+18 sej), disordered parts (4.55E+20 sej) and rebuilding energy (3.87E+20 sej) by typhoon Maemi were analysed. And then, this was compared with Hurricane Andrew in Dade County. Through this comparison, if the prevention ability of Busan increases, disordered parts can be reduced against the more powerful disordering energy. Also, prevention for additional damages by disaster is needed to practical rebuilding action. In conclusion, it was able to figure out the impact of disaster quantitatively by natural systems and urban systems showing as common measure. Based on this study and further research to make effective prevention for how much prevention ability should be increased will contribute to producing the scientific data for disaster management policy in future.

  • This paper takes precautions proposals against prospective disasters from the space weather maximum in 2013. A geomagnetic space storm sparked by a solar maximum like the one that flared toward earth is bound to strike again and could wreak havoc across the modern world. The purpose of the study is that the disaster reduction and safety service implementation study on the ultimate space weather systems by the information systems of the space weather. The process methods of the study are that an implementation of preparation for the smart IT and GIS based disaster management systems of the solar maximum deal with analysis on the flare, solar proton event, and geomagnetic storm from space blasters, These approach and methods for the solar maximin display national policy implementation of the pattern of the radio wave disasters from the protection and preparation methods. This research can provide affective methods for the saving lives and property protections that implementation of the disaster prediction and disaster prevention systems adapts the smart IT systems and converged decision making support systems using uGIS methodology.

  • Chapter 1 is the introduction part. With the development of modem science and technology, the world has experienced serious disaster. Each occurrence of such disaster has reminded the people all over the world of the importance of coping with the disaster and therefore all the countries have set up the disaster administration system to handle their disasters in efficient way. The principal purpose of this research is to establish ways and means needed to improve the disaster management system in Korea. Chapter 2 introduces the reader to a disaster management theory Chapter 3 dealt with the problems on the disaster administration system, under which the first and second section mention the points at issue in the system of law and administration of our country, respectively, Chapter 4 dealt with the plan to improve the disaster adminstration system under which the first section describes its basic direction while the second section describes the clarification of the role share of the central government and local autonomous body, beefing up the functions of disaster administration of the central government and local autonomous body. establishment of disaster prevention system, activation of support program against disaster, raising the professional personnels, extending the disaster prevention facilities, etc. Chapter 5, the conclusion, describes the difficulties in coping with the disaster under the existing disaster administration system. Therefore, the entire fundamental of disaster administration is in need such as distinct roles of the central government and local autonomous body, improving the systems of law and administration, education and training, and guidance and superintendence, etc. In addition, the control function of the concerned authorities must be reinforced to perform the disaster administration system smoothly while establishing 24 hour emergency system. Also, the financial support from the central government and technical study on the disaster administration should be done continuously on long-term basis.

Microseismic monitoring and its precursory parameter of hard roof collapse in longwall faces: A case study

  • In underground retreating longwall coal mining, hard roof collapse is one of the most challenging safety problems for mined-out areas. Identifying precursors for hard roof collapse is of great importance for the development of warning systems related to collapse geohazards and ground control. In this case study, the Xinhe mine was chosen because it is a standard mine and the minable coal seam usually lies beneath hard strata. Real-time monitoring of hard roof collapse was performed in longwall face 5301 of the Xinhe mine using support resistance and microseismic (MS) monitoring; five hard roof collapse cases were identified. To reveal the characteristics of MS activity during hard roof collapse development and to identify its precursors, the change in MS parameters, such as MS event rate, energy release, bursting strain energy, b value and the relationships with hard roof collapse, were studied. This research indicates that some MS parameters showed irregularity before hard roof collapse. For the Xinhe coalmine, a substantial decrease in b value and a rapid increase in MS event rate were reliable hard roof collapse precursors. It is suggested that the b value has the highest predictive sensitivity, and the MS event rate has the second highest.

Clinical Evaluation of Patients Intoxicated by a Gas Leak at an Underground Shopping Center - Carbon Monoxide Poisoning - (지하상가 가스누출 사고 환자들에 대한 임상적 고찰 - 일산화탄소 중독 -)

  • Purpose: It is not easy to detect carbon monoxide (CO) leakage, and CO-intoxicated patients do not show a specific set of symptoms. The aims of this study are to clinically evaluate patients with CO gas intoxication from a CO leak at an underground shopping center, and to discuss the establishment of a disaster prevention plan. Methods: A total of 51 patients intoxicated by CO gas exposure in a gas disaster at a underground shopping center in Seoul on September 8, 2006 were enrolled in this study, and the patients' medical records were retrospectively reviewed. Results: The mean patient age was $29.4{\pm}6.3$. The initial mean COHb level was $14.98{\pm}6.97%$. The number of patients with COHb greater than 25% was three, and six patients experienced a syncopal attack. Only one patient-was treated with hyperbaric oxygen therapy. However, none of the patients complained of severe neurologic or cardiovascular symptoms. Conclusion: The symptoms of CO intoxication are non-specific and difficult to define, and the detection of CO leak-age is difficult. Thus, workplaces should be equipped with leakage sensors and automatic alarm systems and should have develop disaster prevention plans.

  • In the field of urban planning and disaster prevention, various geographical information systems (GIS) and design softwares have been in use. Recently urban planners and disaster managing officials face new challenges, as three dimensional GIS, web environment, and smart phone app are rapidly developed. Technical progress in open API and mashup opens a possibility of making the citizen participation-based smart phone applications in the field of urban planning and disaster prevention. Our suggested smart phone applications will have technical, economic, and administrative impacts on the society in general; and play an effective role in developing U-City, U-health, and disaster prevention.
