  • 재난현장의 실시간 정보는 재난방재에서 매우 중요한 요소이다. 일반적으로, 재난관련기관에서는 재난현장의 다양한 정보를 수집하기 위해 모바일 단말기를 사용한다. 하지만 현재의 재난정보시스템은 다른 시스템과 유연하게 연계할 수 있는 효과적인 기능을 제공하지 않는다. 그렇기 때문에 재난 관련기관에서는 재난정보의 수집과 관리를 위해 스마트 폰 애플리케이션 사용하여 다른 시스템과의 유연한 연계성을 갖추어야 한다. 따라서 본 논문에서는 스마트 폰 기반의 애플리케이션을 통하여 재난현장의 정보를 체계적으로 수집 및 관리할 수 있는 프로토타입 시스템을 설계하고 이전 시스템의 취약점을 보완하고자 한다.

  • The disaster prevention information system is to comprehensively support information collection, processing, search and supply in disaster counter measuring activities, as well as to manage information mainly related to natural disasters unilaterally. Building an optimal system in adequate consideration of features and demands in terms of disaster prevention is requested. Suitable infrastructure that can support information technology (IT) in various aspects should be established in order to utilize IT effectively in disaster prevention information. In addition. accuracy, reliability and efficiency as a disaster prevention information system should be equipped with. In this study, a basic framework for the establishment of disaster prevention information system is presented.

  • 본 연구는 각 기관별로 산재되어 있는 재난안전정보의 효율적인 공유 및 활용과 일반 이용자들의 재난안전정보의 접근성 향상을 위하여 웹 크롤러를 활용한 자동수집방안을 제시하고자 한다. 그러나 현재 웹은 심층 웹이 대부분을 차지하고 있어 일반적인 아카이빙 전략에 사용되는 크롤러로 수집이 불가능하다. 이에 따라 본 연구에서는 심층 웹의 논리적 구조를 분석하여 정보 자원을 수집할 수 있는 알고리즘을 개발하고 실제 크롤러를 구현하였다. 이를 통해 재난안전정보의 자동수집을 수행하였고 이는 재난안전정보의 공유 및 활용으로 효율적인 재난 업무에 도움을 줄 것으로 예상된다. 나아가 본 연구에서 구현한 크롤러의 범용화를 통해 심층 웹 형태의 정보 자원을 자동수집할 수 있다는 점에 의의가 있다.

  • Smart-Phones are utilized in disaster management field because it can deliver disaster information to large population simultaneously and quickly, and provide accurate information through situation-based service using the LBS(Location Based Service). To study on the utilization of smart phone for disaster information collection and dissemination method, this study suggest a framework which connects smart phone by loading application for reporting disaster. The disaster monitoring and situation dissemination system framework using smart phone is composed of 4 parts. First, smart phone application enters image, video, voice and text information and location of the disaster. Second, the disaster report reception and situation dissemination server receives the information, save in the DB, and send through smart phone SMS. Third, store into disaster information database. Fourth, display the disaster report and management information on 2D GIS, support the decision making process in deciding whether to manage as disaster, and disaster management web service which disseminates situation.

  • Remote Sensing Monitoring and Loss Estimated System of Flood Disaster based on GIS is an integrated system comprised flood disaster information receiving and collection, flood disaster simulation, and flood disaster estimation. When the system receives and collects remote sensing monitoring and conventional investigation information, the distributional features of flood disaster on space and time is obtained by means of image processing and information fusion. The economic loss of flood disaster can be classified into two pus: direct economic loss and indirect economic loss. The estimation of direct economic loss applies macroscopic economic analysis methods, i.e. applying Product (Industry and Agriculture Gross Product or Gross Domestic Product - GDP) or Unit Synthetic Economic Loss Index, direct economic loss can be estimated. Estimating indirect economic loss applies reduction coefficient methods with direct economic loss. The system can real-timely ascertains flood disaster and estimates flood Loss, so that the science basis fur decision-making of flood control and relieving disaster may be provided.

  • 최근 우리사회는 집중호우, 산사태 등의 재해발생으로 사회적으로 적지 않은 피해를 입고 있다. 이에 따라 재난 관련기관에서는 효과적인 대응체계를 마련하기 위해 많은 노력을 기울이고 있다. 특히, 스마트폰이 사회 여러 분야에서 폭넓은 활용이 이루어짐에 따라 재난방재 분야에서도 이를 활용하는 시스템 구축에 대한 연구 및 개발이 활발하게 진행되고 있다. 하지만 대부분 간단한 형태의 재난정보만 제공하기 때문에 사용자의 상황 및 요구조건을 고려하는 재난정보 서비스는 제공되지 않고 있다. 따라서 본 논문에서는 재난정보수집 및 제공이 상호 연계적으로 가능한 체계 구성과 사용자의 요구에 따라 정보를 검색할 수 있는 애플리케이션 기능을 구현하여 더욱 효율적인 재난정보서비스를 구축한다.

  • Earthquake disaster frequently happens in Shizuoka Prefecture and it is commonly predicted that a giant earthquake(Tokai Earthquake) could occur in the near future. When a giant earthquake happens, extensive damage of lifelines will be expected. It is considered that the collection of damage information and the establishment of a communication network system are very important in order to restore lifelines quickly. And geographic information system(GIS) might playa very important role to grasp the spatial information of lifeline damage in a natural disaster. The authors' group had a research project to study a lifeline restoration support system with image processing and ad hoc networking in a natural disaster. The objectives of this presentation are to introduce our project and to show some results of our study. The authors finally constructed the GIS for the integration of damage information acquired by image processing and ad hoc networking.

재해간호 활동에 대한 역사적 고찰 (A Historical Review on Disaster Nursing Activities in Korea (1945-2005))

  • Purpose: This historical research was done to identify disaster nursing activities during the last 60 years through the most serious disasters during the last 60years(1945-2005) in Korea. Method: Fot the data collection, three of main daily newspaper and The Korean Nurses Association News were reviewed and nurses who were called out to the most serious disaster onsite were interviewed. Results: The nurses were positively involved for setup onsite clinic, mobile medical services, triage, CPR, and psychological support during response and recovery phase, while hardly involved during preparedness phase. Conclusion: The clarification of job description for disaster nursing and developing systematic training program should be followed.

Assessment and quantification of hurricane induced damage to houses

  • Significant costs to the public and private sectors due to recent extreme wind events have motivated the need for systematic post-hurricane damage data collection and analysis. Current post disaster data are collected by many different interested groups such as government agencies, voluntary disaster relief agencies, representatives of media companies, academicians and companies in the private sector. Each group has an interest in a particular type of data. However, members of each group collect data using different techniques. This disparity in data is not conducive to quantifying damage data and, therefore, inhibits the statistical and spatial description of damage and comparisons of damage among different extreme wind events. The data collection does not allow comparisons of data or results of analyses within a group and also prohibits comparison of damage data and information among different groups. Typically, analyses of data from a given event lead to different conclusion depending upon the definition of damage used by individual investigators and the type of data collected making it difficult for members of groups to compare the results of their analyses with a common language and basis. A formal method of data collection and analysis-within any single group-would allow comparisons to be made among different individuals, hazardous events and eventually among different groups, thus facilitating the management and reduction of damage due to future disaster. This research introduces a definition of damage to single family dwellings, and a common method of data collection and analysis suited for groups interested in regional characterization of damage. The current state-of-data is presented and a method for data collection is recommended based on these existing data collection methods. A fixed-scale damage index is proposed to consider the damage to a dwelling's feature. Finally, the damage index is applied to three dwellings damaged by Hurricane Iniki (1992). The damage index reflects the reduced functionality of a structure as a single family detached dwelling and provides a means to evaluate regional damage due to a single event or to compare damage due to events of different severity. Evaluation of the damage index and the data available support recommendation for future data collection efforts.

재난관리를 위한 유비쿼터스 정보기술 활성화 방안 (A Study on the Revitalization Ubiquitous Information Technology for the Disaster Management)

  • 재난의 환경은 매우 복잡 다양한 양상을 띠고 있으며, 예측 불가능한 재난의 발생으로 인하여 대규모인적소(昭)걋$^{\circ}$ 피해를 입고 있다. 특히, 최근에는 기상이변 현상으로 말미암아 대홍수와 혹서, 가뭄, 혹한, 지진 등 대규모 자연재난이 세계 전역에 걸쳐 발생하고 있는 실정이다. $9{\cdot}11$ 테러사건이후 대부분의 국가는 국민의 생명과 재산의 보호는 물론 국가 안전망을 구축하기 위한 노력을 꾸준히 진행하고 있다. 본 연구는 재난대응 기관인 소방서에서 현재 사용하고 있는 재난정보시스템의 실태를 분석하고, 재난관리를 위한 유비쿼터스(Ubiquitous) 정보기술 활성화 방안, 즉 재난정보 데이터베이스구축, 재난주기 통보, 위험성 분석, 시설물정보 시스템, 재난방송 시스템, 위치추적 시스템, 재난피해수집 시스템 등을 재난단계별로 제시하여 안전한 국민의 삶을 실현하고자 하였다.
