Maintenance of Hazardous Steep Slopes on National Park Trails (국립공원 탐방로 내 위험 급경사지 유지관리 방안 연구)

  • National parks, which are located mainly in mountainous areas, are always at risk of damage by landslides. The goal of this study is to establish a method for systematically maintaining hazardous steep slopes along trails in national parks. We produced a checklist suitable for each of the 19 national parks nationwide and investigated 183 slopes. The aim of these investigations is to recommend appropriate slope-stability countermeasures, including field investigations and stability analysis. We made preliminary investigations at specific sites, evaluating the slope hazard using specialized equipment such as terrestrial LiDAR. An investment priority formula was developed, and ranking and hazardous grades were calculated as part of a long-term maintenance plan. Finally, to systematically manage dangerous slopes and to house all the field data within one system, we developed the "Slope Maintenance System in National Parks" based on web server that can show various information for slopes.

  • Recently, we can see an increasing amount of dam damage or failure due to aging, earthquakes occurrence and unusual changes in weather. For this reason, dam safety is gaining more importance than ever before in terms of disaster management at a national level. Therefore, the government is trying to come up with an array of legal actions to secure consistent dam safety. Other dam management organizations are also taking various institutional and technical measures for the same purpose. In this study, Dam Safety Management System, KDSMS, has developed for consistent and efficient dam safety management. The KDSMS consists of dam and reservoir data, a hydrological information system, a field inspection and data management system, a instrumentation and monitoring system including earthquake monitoring, a field investigation and safety evaluation system, and a collective information system. The KDSMS is a kind of enterprise management system which has been developed to deal with safety management of each field, research center, and headquarter office and their correlation as well as detailed safety information management.

  • National Institute of Environmental Research has Portable FT-IR(Fourier Transform Infrared Spectroscopy, A2 Technologies, U.S.A.) and Portable XRD(X-ray Diffraction, Olympus Innov-X co., U.S.A.) for the analysis of the solid sample rapidly on the spot where chemical terror accident took place and the portable equipments are operating now. However, we need a series of the analysis procedures for an efficient application of the equipments and getting the rapid analytical value about the investigation and sampling on the spot. And the accuracy of the portable equipments' analytical value is high but the application of them in an emergency is low because we are lack of the procedures about field-centered analysis and the usage. Therefore we would like to organize the result of this research about field analysis and the procedures of the solid portable equipments. And we also would like to apply it to the field of chemical terror accident.

A Study on Detection and Monitoring in land creeping area by Using the UAV (무인기를 활용한 산지 땅밀림 피해지점 탐지 및 모니터링 방안 연구)

  • This paper proposes a method to detect and monitor the land creeping area using a UAV to analyze the damaged area efficiently. Using a UAV, it was possible to secure the safety of the investigators before the field survey and effectively utilize it to establish an investigation plan because an orthophoto can be used to detect and scale the cracks in a land creeping area. In addition, it was possible to analyze the scale of the crack quantitatively by extracting the topographic information from the orthophoto. The study sites were found to have a total crack area of 1.01 ha, a length of 1.07 km, an average width of 10 m, and a step distance of 1 to 10 m. Periodic UAV measurements can be used to detect displacements on the land creeping area and monitor the direction and scale of crack spread. Therefore, it is expected to be used effectively during recovery planning. Applying the UAV to the land creeping area resulted in the qualitative and quantitative results quickly and easily in dangerous mountainous watersheds. Therefore, it is expected that it will contribute to the development of related industries because of the high availability of a UAV in forest soil sediment disasters, such as landslides, debris flow, and land creeping area.

Comparison of ASTER Satellite and Ground-Based Surface Temperature Measurements for Urban Heat Island Studies (도시열섬연구를 위한 ASTER 위성영상과 지표면의 표면온도 비교)

  • This study aimed to validate the ASTER surface temperature using field measurements over various land use types in the urban area of Changwon City, South Korea. The ASTER surface temperature was measured by collecting eight images during daytime and nighttime in June and September from 2012 to 2014, and field measurements were conducted over the same period when the satellite images were taken. The analyses showed that the surface temperature measured in the field during the daytime was higher than that of satellite imageries by $5{\sim}10^{\circ}C$, and the gap was higher in built-up areas. The calibration models of surface temperature showed a 60% explanatory power in areas other than parks, indicating that the models are reliable. During nighttime, except for the summer month of August, ASTER surface temperature was determined to be approximately $2^{\circ}C$ higher in contrast to daytime.

A Study on Installation of U-Turn Lane for Efficient Operation of Left Turn at Signalized Intersections (신호교차로 좌회전 효율적 처리를 위한 유턴차로 설치방법 연구)

  • Until now, u-turn lane installation methods have been studied variously. But, There is no specific standard yet. This study ranges are commercial area in Incheon metropolitan city through field investigation and presents specific design standard for efficient operation of left turn using a field data through calculating relevant permitted u-turn lane length and minimum separation distance from the front intersection to starting point of permitted u-turn lane in urban signalized intersections in commercial area. Relevant permitted u-turn lane length is found to be 32m and minimum separation distances from the front intersection to starting point of permitted u-turn lanes are 72m, 40m, 24m in case of 1 left turn lane, 2 left turn lanes and 3 left turn lanes respectively. By comparing result values and field data, they had a large difference under the similar situations in their lengths. This result is caused of no specific standard about design of u-turn lanes. If results of this study applied to design of u-turn lanes, signalized intersections in urban commercial areas would be operated more safety and efficiently.

A Study on the Characteristics of Consolidation Settlement of Soft Ground in the Plains of the Central Region (중부지방 평야지역의 연약지반에 대한 압밀침하특성 분석 연구)

  • Purpose: In this study, field experimental research was conducted to analyze the settlement characteristics of soft ground in the central inland region of Korea and use it in practice. Method: The design predicted values and comparative analysis were performed using the ten settlement measurement data actually measured in the field experiment. For the design prediction value, Terzaghi's one-dimensional consolidation settlement analysis was used. In the experiment, the surface subsidence plate was used for field measurement. Result: The settlement behavior of the predicted value and the actual value was generally similar, but in the settlement value, the actual settlement value showed a settlement behavior of 30% or less compared to the predicted settlement value. The rate of consolidation settlement in this study area was in the range of 9.6% to 27.0%, and the average value was 18.21%. It is analyzed that the prediction of the settlement amount of the silty soils distributed in the inland plains of the central region of Korea can be relatively overestimated. Conclusion: It is judged that precise ground investigation and detailed prediction are necessary because there is a possibility of over-design in the design for predicting the amount of settlement of the silty soils distributed in the inland plains of the central region of Korea.

  • The purpose of this study is to offer information about the current river conditions and basic data of streams in Busan city, by selecting 20 underground streams and evaluating their multilateral stream assessment. Concerning the evaluation of streams, 4 sections including the general index, the bank index, the river characteristic index, and the ecological environment characteristic index were evaluated. Ahead of the evaluation, the study divided Busan city into 4 zone for a systematic river investigation. Then, the study allocated code names to each river, and conducted literature research and a field survey of streams. Based on this, the study applied the evaluation of multilateral stream assessment. As a result, out of 4 entire grades, there was no grade 1 or grade 2. Instead, 35% were grade 3, 60% were grade 4, and 5% were grade 5. When looking into the evaluation results by Zone, the Dongbusan Zone showed the highest index, and the Suyeonggang Zone, the Jungbusan Zone, and the Nakdonggang Zone followed, in order.

  • The author Nakajima was involved in the field of disaster communications and emergency medical care as guest research scientist at the Fukushima Nuclear Accident Independent Investigation Commission established by the National Diet of Japan and reviewer of the Commission's report, and Kurokawa was the chairman of this Commission. Looking back over a decade, we are on the liability issue of bureaucrats and telecom operators, so it's becoming clear what was hidden at the time. The battery of NTT DoCoMo's mobile phone repeaters had a capacity of only about 24 hours, and communication failures increased after one day. The Government also failed to issue an announcement of "Vent from reactor" under the Telecommunications Act Article No. 129. This mistake lost the opportunity to use the third-party telecommunications (e.g. taxi radios). Furthermore, as a result of LASCOM (telecommunications satellite network for local governments via GEO) and a variety of unexpected communication failures, the evacuation order "Escape!" could not be notified to the general public well. As a result, the general public was exposed to unnecessary radiation exposure. Such bureaucratic slow action in emergencies is common in the response to the 2020 coronavirus.

ANALYSIS ON THE COMPOSITION EFFECT OF FOREST FOR DAMAGE PREVENTION USING CFD (전산유체공학 기법을 활용한 해안 방재림 조성 효과 분석)

  • To reduce the damage from the coastal disaster such as typhoon and tsunami, a possible option is the eco-friendly approach to minimize the destruction of ecological system. One of feasible idea is the forest for damage prevention artificially arranged along the beach. To understand a precise physics on the flow before and after the forest, we use a CFD method. In this paper, a three-dimensional numerical model has been constructed based on tree cases in a real forest located at Byin-myeon, Seocheon-gun, Chungnam. The CFD computation using a commercial code COMSOL multiphysics is performed for the distribution of real spatial coordinate of each tree. Through this investigation, the CFD techniques are shown to be applied to the research of forest composition plan. The physics in the regime from laminar to turbulent flow is qualitatively explained, and the obtained data are compared one another quantitatively.
