A Study on the Sign System for the Disaster Prevention Design in the Traditional Villages -The case of Korea & Japan-

  • A traditional village is cultural property where old buildings and traditions are concentrated and also where indigenous traditional cultures can be recognized and experienced directly or indirectly. In addition, traditional villages have been recognized as precious resources to revitalize regional economies through tourism. Currently, signage systems have been developed as for ordinary tourist sites or cities, and concepts or methods for sign system for traditional villages have not yet been established. Therefore, it is necessary to develop disaster prevention-based signage to prevent large-scale disasters, to guarantee the safety of residents, and to increase the satisfaction of visitors in traditional villages as precious resources. A case study is conducted to apply the proposed sign system for traditional villages in Korea and Japan as a tourist-oriented sign system that has been accomplished in Korea and a large disaster-oriented sign system developed with residents as a priority in Japan. The disaster prevention sign system considers the residents since residents are victims when a disaster happens, and guideline to increase the efficacy and satisfaction are suggested. However, this study has definite limits in sucring objectivity because the objects of study are insufficient, and the development of the sign system based on effective disaster prevention considering the features of traditional villages will continue in the future.

  • Recently the life damage is increasing due to the house disruption and burying accident by the landslide, and most of the damages are concentrating on the agricultural area. This study is a basic study for developing the personal disaster evacuation apparatus that can be installed in the house for the people in agricultural area vulnerable to the disaster in case of the landslide. This study carried out the numerical analysis and the object load test on the personal disaster evacuation apparatus. As a result of this study, it was judged the life damage could be minimized if the personal disaster evacuation apparatus using the glass fiber reinforced plastic (GFRP) materials was installed in the steep slope-land with a high possibility of the disruption.

Developing and Utilizing Transportation Disaster Prevention System Considering Regional Characteristics (지역 특성을 고려한 교통방재시스템 구축 및 활용에 관한 연구)

  • In order to manage traffic operations efficiently, it is required to establish evacuation strategies, including path, disaster prevention, and signal control. This is because the delayed response of operators would cause dreadful loss of our community. Therefore, it is very important to do the research related to traffic disaster prevention system. In this paper, we select the City of Cheongju as a study area since lots of damage resulting from natural disaster such as storm and flood have been frequently taken place. In addition, this paper suggest traffic disaster prevention measures and analyzed its effect on signal operation to achieve high level of traffic efficiency. As a result, traffic flow is similar to normal condition when we applied developed signal operation method. It is also demonstrated if disaster information is spread out as fast as it can be, and signal operation is managed properly in case by case, we conclude that user safety has to be secured.

Proposed Landslide Warning System Based on Real-time Rainfall Data (급경사지 붕괴위험 판단을 위한 강우기반의 한계영역 설정 기법 연구)

  • Rainfall-induced landslide disaster case histories are typically required to establish critical lines based on the decrease coefficient for judging the likelihood of slope collapse or failure; however, reliably setting critical lines is difficult because the number of nationwide disaster case histories is insufficient and not well distributed across the region. In this study, we propose a method for setting the critical area to judge the risk of slope collapse without disaster case history information. Past 10 years rainfall data based on decrease coefficient are plotted as points, and a reference line is established by connecting the outermost points. When realtime working rainfall cross the reference line, warning system is operating and this system can be utilized nationwide through setting of reference line for each AWS (Automatic Weather Station). Warnings were effectively predicted at 10 of the sites, and warnings could have been issued 30 min prior to the landslide movement at eight of the sites. These results indicate a reliability of about 67%. To more fully utilize this model, it is necessary to establish nationwide rainfall databases and conduct further studies to develop regional critical areas for landslide disaster prevention.

A Management Strategy for Emergency Medical Facilities in Domestic Disaster Sites (국내 재난현장 응급의료시설 관리방안에 관한 연구)

  • Purpose: Despite the fact that the needs for disaster emergency medical facilities to minimize casualties are increasing, research for emergency medical facilities is insufficient compared to research for DMAT investment. A management strategy for emergency medical facilities in disaster site needs to be proposed. Methods: Recently there was introduction of mobile hospital system using unit modular method, but it was found out to be used only in disaster emergency training. Emergency medical facilities in disaster site require various tasks. Examination for our research was carried out through consultations with emergency medical and mobile hospital expert because there is no practical use case to apply Emergency Medical Facilities in Korea. Result: In this research we proposed a management strategy to manage and operate emergency medical facilities composed of tent, unit module and container in the aspects of management efficiency. Implications: It is highly expected to establish a foundation for fast and accurate disaster emergency medical facilities deployment by applying the results of our research to Emergency response manual of disaster emergency medical service.

  • Sudden natural disasters such as earthquakes, typhoons, heavy rainfall, etc., which come without warning, often threaten our lives and property, so it is important to spread the disaster quickly and accurately. Thus, in this paper, we present a method for the activating of FM radio receiver chip embedded in smartphone to receive disaster broadcasting in case of disaster. One is to investigate the roles and limits in a domestic disaster broadcasting system and disaster relay broadcasting by media, and the other is to present the method for the activation of smartphone FM radio receiver chip by conduct an expert survey.

Smart Integrated Monitoring System for Ensuring Indenpendent Network in Disaster Site (재난현장의 독립적 통신망 확보를 위한 스마트 통합 관제시스템)

  • In this paper, we were proposed an on-site smart integrated monitoring system for securing an independent network infrastructure (wireless communication, image transmission and site situation detection) in disaster area. The proposed system was designed not only for the entire structure of the disaster safety communication network but also for the effective exchange of information between the field crew team and the field command and control center at the disaster site. Also, the proposed Smart Integrated Monitoring System supports wireless communication between field crews at the disaster site and supports communication with the drone to collect disaster scene video information. Therefore, the on-site smart integrated monitoring system enables to obtain the complete image of the surrounding area in case of a disaster and to efficiently command the field crew.

  • People can't be free from the panic of flood, war and terrorism which could be fatal for people's life and property in modern society. It is the most important thing that provide food and residence for suffers in disaster areas. When disaster occurred, the emergency public facilities would be the first place that the people stay. However, these also could be destroyed by disaster. In that case, emergency tents or containers could be the major residence for disaster suffers. Because the only concern for planning temporary residence is the matter of supply and efficiency, it is no longer useful after the disaster end. Therefore, temporary residence as well as general residence should be on the basis of social and cultural factors as well as basic and physiological factors. It is very crucial to study the model of temporary residence. It could be the fundamental and necessary for the human being in order to prepare the natural disaster and grand scale accident. The main purpose for this study is examining the temporary residence that satisfy the fundamental, social and cultural factors for disaster sufferers.

A Study on the Network of Civilian, Enterprise, School and Government Sectors for Disaster Management (재난관리를 위한 민관산학네트워크 구축에 관한 연구)

  • As disasters in the modem era become a large scale and complexity, no single entity can manage them. Instead collective cooperation between civilian, enterprise, school and government sectors is significantly needed, along with a well prepared mechanism. Thus, I attempt to construct the applicable network of civilian, enterprise, school and government sectors for disaster management through exemplary case studies of established countries as well as Korea's current operations and its drawbacks, based upon a networking design of disaster management organizations as belows: Firstly, it is cooperation and coordination among relevant organizations that are required essentially in the new era, in view of formative condition of necessary environment for civil participation. The cooperation and coordination can be made only through the network of civilian, enterprise, school and government sectors. Secondly, in order to build up the network, major roles and tasks which should be done by civilian, enterprise, school and government sectors respectively are listed based upon a stage of disaster management. Thirdly, operation models of a safety monitoring unit, a disaster prevention unit, a emergency response unit, and a rehabilitation unit are proposed in line with the network of civilian, enterprise, school and government sectors in regional base.

  • Until now, Korea carried out disaster management under the perception that the central government or the local government bodies are totally responsible. However as the size of disasters become larger, the capacity of the public disaster management did not live up to the expectations. To analyze this issue, this research conducted interviews on disaster response readiness by "individual resident-residents cooperation-public/private collaboration" according to each preparedness-response-recovery stage, as resident representatives (Head of Ri, Head of Tong) as subjects. Based on the interviews, surveys were conducted to deduct the necessary factors needed for the general residents to exhibit disaster prevention capabilities. The surveys consist of 6 factors-risk perception, evacuation inductively, individual evacuation response, disaster prevention system, lookout & precaution, information communication.
