Functional Status and Related Factors of Disabled Persons Using WHODAS II (WHODAS II를 이용한 장애인의 기능상태와 관련 요인)

  • Purpose: This study was performed to identify factors affecting the functional status in disabled persons in the Jeiu Province. Method: Data were collected from 318 disabled persons in the Jeiu province during the period from the 6th of July to the 11th of October in 2006. The functional status was assessed by the disability assessment schedule II (Whodas II) of the World Health Organization and collected data were analyzed using the SAS 8.0 program. Result: The mean score of WHODAS II was 29.9. According to the results of multiple regression, factors affecting the functional status were perceived health condition(t=3.44, p<.001), brain disorder disability(t=2.55, p<.001), treatment status(t=-1.95, p=.05), drinking(t=2.09, p=.04), stress(t=-2.72, p=.01), depression(t=-2.70, p=.01). heart disease(t=2.62. p=.01) and anemia(t=2.20, p=.03). Conclusion: The functional status was affected by health behaviors, diseases, and the type of disability. Thus, future efforts to promote the functional status of disabled persons may need to take into account all these factors.

Design of Public Transportation Route Guidance System for Wheelchair Users Utilizing Public Data of Seoul City

  • The purpose of this study is to design and test a new way of public transportation route guidance system for persons with disabilities, including wheelchair users. The guidance system is smartphone app-based, using, routes that involve disabled-friendly facilities in the vicinity can be searched. A database that contains publicly available data on low-floor bus services, location and extent of disabled-friendly facilities, and suitable subways and stations, was developed for this purpose. The app uses the database to access and query the required information. A pilot study was conducted to test the effectiveness of the guidance system. It was found that the system was able to convey information about the disabled-friendly routes and related guidance information even inside subway stations, effectively. The performance of the system was compared with route guidance services that do not explicitly use data on disabled-friendly services. A notable difference was observed in the travel time estimated by this program and other guidance services. The difference was around 4 to 15 minutes. This is significant savings for persons with disabilities if they use the app and service. The study thus shows that exclusive use of disabled-friendly data in route guidance will bring more benefits for persons with disabilities.

  • According to the 2017 national survey of the disabled persons conducted by the Ministry of Health and Welfare, rehabilitation centers for the disabled appeared to be the service agency that disabled women use the most. This means that rehabilitation centers for the disabled hold an important role in securing the maternity rights of disabled women. However, in the practice of welfare for the disabled, programs for securing maternity rights are inadequate, and the actual condition is not being surveyed. As a result, programs related to maternity rights based on the legal basis exist, but actual support services for resolving the difficulties related to maternity rights that disabled women experience are inadequate. Thus, the study suggests that rehabilitation centers for the disabled should pay a central role in establishing the maternity rights of disabled women and provide support services such as developing a manual on basic information about pregnancy, childbirth, and child rearing, offering childbirth-related counseling, activating a self-help group, providing an individualized program for families, connecting with medical institutions, and supporting case management.

A Study on the Factors Affecting the Spiritual Well-Being of Mentally Disabled Residents of Institutions (시설거주 정신장애인의 영적 안녕감에 영향을 미치는 요인)

  • The purpose of this study was to identify the factors affecting the spiritual well-being of mentally disabled residents of institutions. The data were collected from July 1 to 25 in 2014. Data were collected by questionnaire from 145 mentally disabled residents of institutions. The instruments for this study were social support, self-esteem, depression, insight, spiritual well-being. The data were analyzed using descriptive statistics, t-test, ANOVA, Pearson's correlation coefficients, and multiple linear regression with the SPSS/WIN 18.0 program. According to results, the degree of social support, self-esteem, insight and spiritual well-being was higher than and depression was lower. The significant factors influencing spiritual well-being were depression (${\beta}=-.32$, p<.001), insight (${\beta}=-.21$, p=.003), social support (${\beta}=-.21$, p=.006) and self-esteem (${\beta}=-.18$, p=.047). The study reveals that it is necessary to develop a program that decreases depression and increases insight, social support and self-esteem.

Physical Recovery through Health Management Education for the Disabled or the Elderly

  • Purpose: The number of people with disabilities and the elderly over 65 years of age is gradually increasing due to physical disabilities and social aging. Their typical physical disorders or chronic diseases include low back pain, sciatic pain, arthritis, and musculoskeletal systems such as discs. The average prevalence of disease is 78%. These are various physical obstacles and hindrances in daily life. Research design, data and methodology: From August 6, 2019 to September 24, 2019, the Senior Welfare Center in Gyeyang-gu, Incheon, operated a healthy body exercise and health education program for living health management. Results: The vascular health index using U-Bio pulse wave was relatively good at the first average of +7.4, but the second average of -6.3. This can be seen as a result of the combination of diet and lifestyle education along with the effect of corrective exercise. As a result of body shape measurement analysis, the number of persons requiring management with 3 or more body imbalances was found to be from 75% before to 62.5% afterwards. Conclusions: Exercise effect appears when exercise lasts for at least 10 weeks. Some performances were good, but there were limitations due to the operation of a short training period.

The Analysis on the Efficiency of the Program for Job-seeking Efficacy of the Disabled (장애인의 구직효능감을 위한 구직역량프로그램 효과 분석)

  • This study analyzed the efficiency of a program designed for enforcing the job-seeking ability to overcome the career-barriers as well as the effect of the job-seeking efficacy toward the job-maintaining willingness of the disabled. For this research, the job-seeking ability enforcement program, which was started by the Korea Employment Agency for the Disabled, was executed towards the 86 disabled by 7 sessions, which has been operated 6 hours a day for 4 days per week from December in 2012 to November in 2013. The survey for the study was taken twice with the same questionnaire toward the same object; one was a pre-survey that has been done before operating the program and the other was a pro-survey that was done after operating the program. The data was analyzed to obtain the 4 variables of job-seeking efficacy to overcome the career-barriers, which were self-efficacy, job-seeking skill, interpersonal relationship skill and job-information exploration and the 5th variable, job-maintaining willingness. The study findings were as follows. Firstly, the program efficiency was significant in interpersonal relationship skill and job-information exploration, while not significant in self-efficacy and job-seeking skill. Secondly, the self-efficacy and interpersonal relationship skill among the job-seeking efficacy to overcome career-barriers positively affects the job-maintaining willingness.

Strengthening User Involvement in Welfare Policies for the Disabled: through Case Studies 'Personal Budgets' of Germany (장애인 복지정책에서의 이용자 참여 강화: 독일의 개인예산제도를 중심으로)

  • The provision of welfare services to the disabled in Korea are still insufficient to meet the demand and the delivery system of the service is organized largely from the viewpoint of the suppliers. In order to guarantee the user right to choice, the shift of the policy paradigm supporting autonomy, self-directedness and the right to control of the users appears to be important. The present study explores the theoretical discussion in the field of the welfare of the disabled about user involvement. Then it investigates the German case of 'personal budgets' aimed to strengthen the user involvement and draws some policy implications for Korea. The study confirms that the introduction of 'personal budgets' aimed to realization of the self-determination of the disabled has contributed for the reinforcement of user involvement in welfare policies for the disabled. This new policy program 'personal budgets' based on the idea of the realization of the right to self-determination appears to transform the general nature of the welfare system for the disabled in Germany by transforming the payment methods.

  • Men should be able to do whatever they want to and want to safely protected at home which is special domain for them. The disabled live mentally uncomfortable lives at home which should be a place where they should be comfortable and convenient. Renovation projects started in Incheon since 2009 by commencing renovation projects for the disabled by the government and welfare centers. Since the project is a program supported by the government or welfare centers thus priority on renovation was decided and carried out by in-depth interview to decide areas to renovate because of limited budgets. This paper is aimed to propose plans for renovating homes according to priority for renovation for dwellers when renovating homes for the disabled with limited budgets. Renovating home for the disabled can be broadly divided into physical, environmental, esthetic renovations, and physical renovation is a basic renovation for daily lives without restrictions in living and include easy movements, accesses to each rooms and adequacy of movement, easily accesses related with easily accessible distance and height, safety to prevent accidents caused by physical inabilities. Environmental renovation is general supports becoming the base of daily living and include control for controlling lighting, heating, air quality for comfortable environments in living space and pleasantness to maintain bright and pleasant interior with sufficient light. Esthetic renovation includes expression of identity by expressing image of one self and visual effects or spatial consideration for hobbies to enjoy comfortable and rich lives.

The Effect of Job Stress on the organizational commitment of Disabled Women: A Study on the Mediating Effect of Interpersonal Relationships (여성장애인의 직무스트레스가 조직몰입에 미치는 영향: 대인관계 매개효과 연구)

  • The goal of this study was to analyze the mediating effect of interpersonal relationships on the effect that job stress has on the organizational commitment of disabled women. For this purpose, a survey was conducted from 2019. 4. 1 to 2019. 6. 30 on 500 disabled women who were employed through disability welfare centers in the Seoul and Gyeonggi area. Multiple-regression analysis using the SPSS 24.0 statistical program was employed to analyze the collected data and confirm the mediating effect. The results of the analysis are as follows. First, stress factors related to the level of organizational justice and the working environment were revealed to affect the organizational commitment of disabled women. Second, interpersonal relationship was confirmed to have a partial mediating role on job engagement. These conclusions have practical implications for developing various methods to reduce the job stress and increase the level of organizational commitment for disabled women, who face multiple limitations from discriminations against women and the disabled.

Analysis of workers's perception for vocational rehabilitation of the mentally disabled

  • In this paper, we propose to confirm the perceptions of vocational rehabilitation of the mentally disabled by mental health service providers. The survey was conducted using a questionnaire consisting of vocational ability for the mentally disabled, family support, worker competence, and worker needs, targeting 132 workers at the mental health welfare center and mental rehabilitation facility, which are mental health service institutions in A Metropolitan City. The collected data were analyzed using the technical knowledge, t-test, ANOVA, Scheff? test, Pearson's correlation coefficient, and multiple regression using the SPSS 21.0 program. In the end, the workers' desire for vocational rehabilitation for the mentally disabled of workers in mental health service institutions was higher in mental rehabilitation facilities than in mental health welfare centers, and the competence of workers had a significant effect on the vocational skills and family support of the mentally disabled people. Therefore, it will be possible to ultimately promote vocational rehabilitation for the mentally disabled by strengthening the capacity for vocational rehabilitation for the mentally handicapped of mental health service providers in the future.
