A Study on the Legal Standards and Design Guidelines on Disabled Auditorium in Cultural Facilities (문화시설 내 장애인 관람석에 대한 법적기준 및 문헌 연구)

  • Purpose: Due to increase of interest in the viewing environment for the disabled, ordinances that are related to an optimal auditorium for the disabled are being executed. However, since there are no detailed criteria regarding the optimal auditorium, there is a necessity that it should be supported by more concrete criteria for installation. Therefore, the study is aimed to be utilized as basic data to suggest the criteria for installation of the optimal auditorium in the future through domestic and international legal standards and the analysis of design guidelines that are related to the auditorium for the disabled. Methods: First, legal standards and design guidelines that are related to the auditorium for the disabled were analyzed, and Second, items and things to be improved that are required to suggest the criteria for installation of the optimal auditorium in the future were looked into by comparing and analyzing each contents. Results: Items and considerations by items that are required to establish the criteria for installation of the optimal auditorium were looked into, and based on these results, concrete and standardized installation criteria can be suggested. Implications: Based on the analysis results, the optimal viewing environment for the disabled within cultural facilities can be created through establishment of more concrete installation criteria for the optimal auditorium in the future.

A Study on the Architectural facility standards of Accessible seating in Theater&Culture Architecture (공연시설에서의 장애인 객석 개선방안에 관한 연구)

  • Due to the recent Law on facilities Improvement in public performance facilities, equal access to the need of cultural satisfaction and the standards of facilities for people with disabilities are to be assessed. The aim of this study was to determine how to improve the facilities for disabled individuals and provide complementary guidelines for amenities designed for people with disabilities based on a comparative analysis of the disability codes in Korea, Japan, USA, Australia and Canada as well as a field observation. The results suggest the need for improved guidelines in terms of accessibility and accessible seating, which are summarized as follows: (1) The facility standards need to be complemented and clarified in terms of a detailed description, (2) regarding facilities for accessible seating, fall prevention handrails should be lowered to a height within the range of vision of the individual (3) The purpose and user's manual for theater and cultural facilities as well as detailed dimensional requirements need to be restated, and (4) an improvement in accessible seating in theaters and cultural facilities is needed. The purpose of the this study is to show an arrangement of a fundamental judgement and a ground data which can be complemented in planning a public performance facilities for the people with disabilities.

A Study on User Service and Enhancement Strategy for Chungnam Representative Library (충남대표도서관 이용자 서비스 및 활성화 전략 연구)

  • The present study aims to develop measures to enhance user service at Chungnam Representative Library by establishing Chungnam Representative Library Operation Master Plan. To this end, I conducted a literature review, analysis of services of other representative libraries, and a survey. The study results suggested six measures for user service enhancement. The first measure is space-specific programs, such as children's materials room, general materials room, electronic materials room, auditorium, multipurpose room, outdoor stage, exhibition room, and book café. The second measure is the services specific user types, such as children, adolescents, adults, the disabled, and multicultural families. The third measure is information service specific for information type, such as print material service and digital material service. The fourth measure is the service for the Information-Poor including the expansion of mobile library service, the service for information users in special environment, and the development of mobile library rules. Fifth measure is information service for Chungcheongnam-do residents, such as Baekje Studies specialized service that incorporates local characteristics, specialized information service for Chungcheong Studies and local materials, and information service for administrative and policy materials. The last measure is the measure to secure initial users and early stage service enhancement.
