An Analysis on the Damage Compensation of Hanwoo Farmers as a Result of the Korea-U. S. Free Trade Agreement (한.미 FTA 체결에 따른 한우농가 피해보전효과 분석)

  • To help improve the current government practice of direct damage-compensation policies, resulting from the loss of profit, sustained by Hanwoo farmers, as a result of the recent Korea-U. S. Free Trade Agreement (FTA), this research aims to examine any problems or issues caused by said policies. To accomplish this task, we have established Hanwoo-SIMO model and estimated the damage of Hanwoo farmers, one without the implementation of the FTA and another with the FTA, to compare and contrast the two. We then analyzed the efficacy of the current government policies. According to our analysis, the current direct compensation policies for the loss of profit on the part of Hanwoo farmers are insufficient. To address this problem, we recommend the government enact a new direct damagecompensation law to address the following issues. First, as the base formula of damage-compensation, the government should use current price of the beef rather than the annually changing flexible price. Second, the flexible control index should remain fixed at 1.0 rate while the government prepares the adequate amount of the damage compensating direct payment resulting from the FTA. Third, the direct government compensation policy should extend beyond the current 15 years (2013-2026) as the profit loss is expected to increase after the midpoint of the FTA.

  • This paper proposes a simple compensation scheme for the time delay caused by measurement, calculation and selection of voltage vector in Direct Torque Control (DTC) of an induction motor. In general scheme, it is difficult to know the exact delay time, furthermore the delay time can be varied by program routines for calculation and processing of measured data. In this proposed scheme, by applying voltage vector at the beginning of next sampling period, a fixed delay time is achieved and its compensation becomes much simpler. Furthermore, with the simple compensation algorithm, an improved performance can be achieved by shortening sampling period. Experimental results prove the feasibility of the proposed scheme in induction motor control.

An analysis of direct financial compensation of hospital personnel in Korea (병원의 직종별 임금수준에 관한 연구)

  • compensation is a major function of human resources management. The hospital industry is characterized by its remarkable labor intensity and human resource input by unit. That is why the hospital industry has a higher level of wage/cost ration. The issues of how much the hospital personnel's direct financial compensation amounts to and how the organizational and other factors generate compensation differentiation, are central problems for research in hospitals. But there have been few approaches to study staff compensation in hospitals, its magnitude and inter-hospital relative compensation amounts for the same personnel. A worker who moves from low-wage to a high-wage employer can usually increase his or her pay without change in job description. This means in the cases of same jobs, relative importance is different for each hospitals. The purpse of this study were to find the compensation levels of hospital personnel and to determine the factors affecting compensation levels of hospital personnel. The unit of analysis is the hospital and 145 hospitals were studied for nurse(RN), medical technoloist(MT), managerial personnel(MP) and 100 hospitals for medical doctor(MD). In this study the definitions of direct financial compensation are before tax, excluding employer's contriution and total annual remuneration received by the employee. Main findings of the research can be summarized as follows. 1. Direct financial compensation of hospital personnel are MD 45,056,000 won, RN 9,222,000 won, MT 9,513,000 won and MP 9,185,000 won in the starting year's employment in hospital. 2. According to determinants of hospital personnel compensations, there are no statistical significant variables to determine the level of MD's compensation. Wlith RN and MT's compensation level, the greater the patient revenue per 100 hospital beds, the higher the RN compensation and the tertiary hospital's compensation is much more than other types of hospitals. The location of hospital is another determinant factor for the MT's compensation level. Hospitals that are in the uban area have lower compensation level than rural area. There are the same results in MP with MT. Conclusions can be drawn from the results of the study. First, the wage differentiation of MD and other health personnel still remains and the differentiation existed in inter and intra job personnel of hospitals. Second, determinants of hospital personnel personnel compensation level are patient revenue, location, and type of hospital level.

Flow Force Compensation by Stepped Spool Valve (계단형상에 의한 스풀밸브의 유동력 보상)

  • This paper is on the study of flow force compensation for spool type valves. A simple method for flow force compensation using a stepped spool is presented in this paper. It is easy to manufacture the stepped spool of the presented method because the shape of it is simple. The method has another merit that the size of valve need not be increased. Actuating force required for driving the spool can be decreased through the compensation of flow force. The effect of presented method is predicted through CFD analysis. The results of the CFD analysis are also utilized for the optimization of step shape. The prototypes of flow force compensated Direct Drive Servo-Valve are manufactured, and the measurements of flow force are carried out. The measured effect of flow force compensation is very similar to that from the CFD analysis.

Path compensation toward direct shape control: dealing with tool deflection problem in 2D contour machining (직접형상제어를 위한 공구경로의 보상 : 2D 윤곽가공의 공구휨을 중심으로)

  • In this paper, we investigate path compensation scheme for the machining errors due to tool deflection in 2D contour machining. The significance of the deflection error is first shown by experiments, and a direct compensation scheme is sought. In the presented scheme, the tool path is evaluated and correcte based on the instantaneous deflection force model, until the desired contour can be obtained under the presence of tool deflection in actual machining. In the sense that the developed method estimates and compensates the machining errors via modifying the tool path, it is distinguished from the previous approach based on geometric simulation and cutting simulation. Further, it can be viewed as a direct and active method toward direct shape control in CNC machining. Simulation results are included to show the validity and adequacy of the path-modification scheme under various cutting conditions.

  • This paper presents a simple gain/phase blind compensation algorithm with an automatic gain control (AGC) function for the adoption of the AGC function and compensation for gain/phase imbalances in quadrature phase shift keying (QPSK) direct conversion receivers (DCRs). The AGC function is interactively operated with the compensation algorithm for gain/phase imbalances. By detecting the gain sum and difference values between the I-channel and Q-channel, the combined AGC and gain imbalance compensation algorithm provides a simpler DCR architecture.

  • This paper is on the study of flow force compensating method of spool type valve. A simple flow force compensating method using stepped spool is presented in this paper. It is known from the measurement that the effect of flow force compensation is very similar to from CFD analysis.

  • The paper presents an algorithm for the compensation of gain and phase imbalances to exist between I-phase and Q-phase signal at direct conversion receiver. We propose a gain and phase imbalances blind equalization compensation algorithm by using variable step-size adaptive loop at direct conversion receiver. The blind equalization schemes have trade-off between convergence speed and jitter effect for the compensation of gain and phase imbalance. We propose the variable step-size adaptive loop method, which varies the loop coefficients according to errors, for recovering these problem. By using variable step-size adaptive loops, we propose to speed up the convergence process and reduce the jitter effect and simulation results show that the algorithm compensates signal loss and speeds up convergence time.

  • Background: The purpose of this study was to enumerate the annual morbidity and mortality incidence and estimate the direct and indirect costs associated with occupational injuries and illnesses in Bangkok in 2008. In this study, data on workmen compensation claims and costs from the Thai Workmen Compensation Fund, Social Security Office of Ministry of Labor, were aggregated and analyzed. Methods: To assess costs, this study focuses on direct costs associated with the payment of workmen compensation claims for medical care and health services. Results: A total of 52,074 nonfatal cases of occupational injury were reported, with an overall incidence rate of 16.9 per 1,000. The incidence rate for male workers was four times higher than that for female workers. Out of a total direct cost of $13.87 million, $9.88 million were for medical services and related expenses and $3.98 million for compensable reimbursement. The estimated amount of noncompensated lost earnings was an additional $2.66 million. Conclusion: Occupational injuries and illnesses contributed to the total cost; it has been estimated that workers' compensation covers less than one-half to one-tenth of this cost.

  • This paper proposes a voltage compensation device direct control strategy to realize the distributed, autonomous voltage control of the distribution system, which based on voltage data collected from customers of the remote site under the ubiquitous-based distribution system. In the proposed method, The ULTC and the SVR(Step Voltage Regulator)s compensate autonomously the voltage for self-compensation area based on the voltage data furnished from the ubiquitous device of customers. Also, the SVRs overcome the limit of single-operation of ULTC by the interlocking operation with the ULTC and enhance the voltage compensation capability for the customer. In particular, an optimization design method and a fuzzy design method are compared to determine the effective control method of the voltage compensator under the ubiquitous-based on-line operation environments. In fuzzy method, the tap of voltage compensator is defined as output member. Finally, the proposed two methods are implemented in Visual C++ MFC, the effectiveness is proved by simulation based on the worst virtual voltage data. Also, an optimal voltage compensation strategy is determined under on-line environments based on analyzed results.
