Preserving Our Digital Heritage: A UNESCO Perspective (디지털 유산의 보존: UNESCO의 관점에서)

  • A large part of the vast amounts of information produced in the world is born digital, and comes in a wide variety of formats: text, database, audio, film, image. During the meeting of the Organization's Executive Board in May 2001, Member States agreed on the need for rapid action to safeguard digital heritage. The interest of UNESCO in this situation comes as no surprise. UNESCO exists in part to encourage and enable the preservation and enjoyment of the cultural, scientific and information heritage of the world's peoples. The growth of digital heritage and its vulnerability could hardly go unnoticed. Our societies have witnessed the end of the paradigm of the written archive, a paradigm that had developed over hundreds of years. Throughout the twentieth century new media have wisely and modestly joined this prestigious tradition. This paradigm has already been transformed, and the devices in place are unable to deal with the brutal advance of information technologies, and the quantitative inflation which they cause. This goes beyond those institutions specializing in the management of memory: a whole new regime of information will have to be constructed, and quickly, completely transforming old memory and archiving systems. If this shift does not take place, our societies will suffer irremediable damage in their collective social memory.

A Review of Assistive Listening Device and Digital Wireless Technology for Hearing Instruments

  • Assistive listening devices (ALDs) refer to various types of amplification equipment designed to improve the communication of individuals with hard of hearing to enhance the accessibility to speech signal when individual hearing instruments are not sufficient. There are many types of ALDs to overcome a triangle of speech to noise ratio (SNR) problems, noise, distance, and reverberation. ALDs vary in their internal electronic mechanisms ranging from simple hard-wire microphone-amplifier units to more sophisticated broadcasting systems. They usually use microphones to capture an audio source and broadcast it wirelessly over a frequency modulation (FM), infra-red, induction loop, or other transmission techniques. The seven types of ALDs are introduced including hardwire devices, FM sound system, infra-red sound system, induction loop system, telephone listening devices, television, and alert/alarm system. Further development of digital wireless technology in hearing instruments will make possible direct communication with ALDs without any accessories in the near future. There are two technology solutions for digital wireless hearing instruments improving SNR and convenience. One is near-field magnetic induction combined with Bluetooth radio frequency (RF) transmission or proprietary RF transmission and the other is proprietary RF transmission alone. Recently launched digital wireless hearing aid applying this new technology can communicate from the hearing instrument to personal computer, phones, Wi-Fi, alert systems, and ALDs via iPhone, iPad, and iPod. However, it comes with its own iOS application offering a range of features but there is no option for Android users as of this moment.

A Study about the Users's Preferred Playing Speeds on Categorized Video Content using WSOLA method (WSOLA를 이용한 동영상 미세배속 재생 서비스에 대한 콘텐츠별 배속 선호도 분석 연구)

  • In a fast-paced information technology environment, consumption of video content is changing from one-way television viewing to VOD (Video on Demand) playing anywhere, anytime, on any device. This video-watching trend gives additional importance to videos with fine-speed-control, in addition to the strength of the digital video signal. Currently, many video players provide a fine-speed-control function which can speed up the video to skip a boring part, or slow it down to focus on an exciting scene. The audio information is just as important as the visual information for understanding the content of the speed-controlled video. Thus, a number of algorithms for fine-speed-control video-playing technologies have been proposed to solve the pitch distortion in the audio-processing area. In this study, well-known techniques for prosodic modification of speech signals, WSOLA (Waveform-Similarity-Based Overlap-Add), have been applied to analyze users' needs for fine-speed-control video playing. By surveying the users' preferred speeds on categorized video content and analyzing the results, this paper proposes that various fine-speed adjustments are needed to accommodate users' preferred video consumption.

National SFN Composition Method based on T-DMB considering Local Broadcasting Station (지역 방송국을 고려한 T-DMB기반 전국 SFN 구성 방안)

  • The broadcasting of the analog TV was terminated in 2012 and was converted into the broadcasting of the digital TV, so methods for arrival of DAB(Digital Audio Broadcasting) are planned recently. Thus, with digitization of analog broadcasting and appearance of new service, it takes effort to improve efficiency of broadcasting frequency. T-DMB which came in 2005 uses existing analog TV band and its channel is allocated inefficiently in order to avoid interference between mutual services. However, the foundation which can afresh reorganize T-DMB channel is building up because the broadcasting of the analog TV was terminated. So, this paper proposes the method for national SFN composition of T-DMB considering existing local broadcasting in order to provide better service to users as well as improve efficiency of broadcasting frequency.

PhotoToc: an Implementation of a Ranking System by using User Favor-Based Metrics (포토톡 : 사용자 선호 기반 멀티미디어 콘텐츠 랭킹 시스템의 구현)

  • Recently, multimedia applications using internet are increasing by emergency of UCC. The retrieval of photo, video, audio is a main issue to increase utility of access and efficiency of access time. But the exist multimedia applications do not provide the practical ranking system. They provide only simple ranking system using metric. This paper provides "PhotoToc", the user favor-based multimedia ranking system, that can provide differenced view to users. The proposed system has a to retrieve the user centered results.

Improving the Reception Performance of Legacy T-DMB/DAB Receivers in a Single-Frequency Network with Delay Diversity

  • This paper describes a simple delay diversity technique for terrestrial digital multimedia broadcasting (T-DMB) and digital audio broadcasting in a single-frequency network (SFN). For the diversity technique, a delay diversity scheme is adopted. In the delay diversity scheme, a non-delayed signal is transmitted in the first antenna, and delayed versions of the signal are transmitted in each additional antenna. For an SFN environment with multiple transmitters, delay diversity can be executed by controlling the emission times of the transmitters. This SFN delay diversity scheme does not require any hardware changes in either the transmitter or receiver, and perfect backward compatibility can be acquired. To evaluate the performance improvement, laboratory tests are executed with various types of commercial T-DMB receivers as well as a measurement receiver. The improvement in the bit error rate performance is evaluated using a measurement receiver, and an improvement of the threshold of visibility value is evaluated for commercial receivers. Test results show that the T-DMB system can obtain diversity gain using the described technique.

  • A digital over-sampling noise-shaping coder to achieve the processing accuracy for the audio signal bandwidth is designed. In order to implement an optimized design of the noise-shaping coder as a form of U (intellectual property), circuit design techniques that optimize the multiplication and the ROM architectures are proposed with emphasis on the low-voltage operation under 2.0 V and the minimization of the hardware resources. In the design and verification methodology, the overall architectures and the internal bit width have been determined through behavioral simulations. The overall performances including timing margin have been estimated through transistor-level simulations. Furthermore, the test results of the implemented chip using a 0.35-${\mu}{\textrm}{m}$ standard CMOS process proposed the validity of the proposed circuits and the design methodology.

Developing Smartphone-based Control Service of Vehicle's Convenience Features using CAN (CAN을 활용한 스마트폰 기반 차량 편의장치 제어 서비스 개발)

  • Multiple convenience features have been getting installed in recently released cars. However, the control of them has many uncomfortable matters yet. To resolve them, it is needed to study how to use easier the convenience features and control them remotely. Currently, wide range of convergence services are being released in various industries by using smartphone and smartphones with its state-of-the-art functions also are being released. In this paper, we design and implement smartphone-based applications for controling the vehicle's convenience features to control the vehicle convenience features with smartphone. To do this, we configure CAN (Controller Area Network) communication between the vehicle's various convenience features, and establish MCU (Micro Controller Unit) to control each feature. We also connect between the MCU and smartphones to make them available for the remote control. We can control lights, turn signals, audio, windows, air conditioner, and so on with the implemented smartphone-based control service of vehicle's convenience features using CAN remotely.

  • 방송과 통신의 융합, 방송서비스의 다양화와 더불어 방송의 디지털화는 기존의 아날로그 방식에 비해 고화질 및 고음질의 방송 서비스 제공 및 타 매체와의 호환성 그리고 다양한 부가 서비스의 제공 등에 있어서 많은 이전을 제공할 수 있다. 또한, 디지털방송 방식은 기존 아날로그 방식의 이동수신 문제점을 해결하고자 디지털 오디오 방송(DAB: Digital Audio Broadcasting)에 멀티미디어 서비스를 .제공하는 디지털 멀티미디어 방송(DMB: Digital Multimedia Broadcasting)을 제안하였다. 지상파 DMB 방송은 유럽의 Eureka-147 방식의 DAB를 기반으로 하며 디지털 라디오방송과 함께 오디오 외에도 다양한 멀티미디어를 전송하고, 콘텐츠에 대화형 기능을 포함하는 서비스 형태를 목표로 하고 있다. 현재 지상파 DMB 서비스에서는 기본적인 AV 서비스를 위해 비디오는 AVC, 오디오는 BSAC에 대해 규정하고 있다. 또한 AV 규격 외에 대화형 서비스를 제공하기 위한 보조 데이터로서 장면기술 데이터와 그래픽 데이터를 지원하고 있다. 따라서 본 논문에서는 지상파 DMB를 이용한 대화형 서비스를 제공하기 위해 요구되는 초기 객체 정보, 객체 정보, 장면 구성 정보를 바이너리 형태로 생성해 주는 MPEG-4 바이너리 컨버터를 설계하고 구현하였다.

An Analysis on the Forecasting Demand and Supply of Regional Industrial Labor for Customized Nurturing Human Resource: Focused on Manufacturing Industry in Chung-Nam Province (맞춤형 인력양성을 위한 지역 산업인력 수급분석: 충남지역 제조업을 중심으로)

  • In this paper the demand and supply of labor are forecasted over the next 10 years for customized nurturing human resource focused on Manufacturing Industry in Chung-Nam Province. Despite that the industrial structure is rapidly changing, industrial labors are nurturing on the basis of past industrial structure. This research is conducted for reducing mismatched labors throughout forecasting human resources until 2020. As a practical approach, the BLS Methodology is partially utilized. And the previous researches and official statistics data are reviewed. In conclusion, this study presents that more human resources on Manufacturing Industry than other Industries will be needed in Chung-Nam province. In details, it shows that there will be required more Industrial labors for strategic industries for examples, Audio and Video related industry, and Car related industry which is propelling by overall local government. In additions, policy implications are developed by analyzing current status and forecasting the labor demand and supply in the Chung-Nam Manufacturing sector.
