Administration Process Extension and Public Data Convergence Management (행정 프로세스 확장에 따른 공공 데이터 융합 관리 방안)

  • This study explores the possibility of innovative government's administrative services to the public by reflecting the social implications of 'Big Data'. In particular, the idea of OPP (Order Penetration Point) and SOP (Service Offering Point) as a management scheme for the extension of administrative processes into the resident's living space is proposed to overcome the inherent limits of e-government service quality, the root cause of which is believed in the segregation of two spaces - the resident's living space and the government's offices. Furthermore, a discussion is made on how to integrate sensor data from the resident's living space with traditional administrative database, which is a new challenge in the course of synchronizing the two spaces. The implications on the process extension are also provided centering around the shift from reactive to proactive services.

  • The pandemic, which came unannounced, has caused people to feel the limitations of physical books and spaces, and discussions on library digital capabilities and sustainable library services are spreading. The e-book service of public libraries is at the stage of expanding to the autonomous district level and seeking to revitalize the service. In this study, a user satisfaction survey was conducted on the Gangdong district Library in Seoul to identify the current status of public library e-book services and suggest improvement measures. Based on the analysis results, improvement measures were derived in three aspects: expanding e-book content, strengthening user support services, and improving the e-book system management system.

  • XKMS(XML Key Management Specification), one of XML Security specification, defines the protocol for distributing and registering public keys for verifying digital signatures and enciphering XML documents of web service applications with various and complicate functions. In this paper, we propose XML Key Information protocol service model and implements reference model of protocol component based on standard specification. Also describes the analysis and security method of Key Information Service(XKIS) for Secure XML Web Service,paying attention to the features of XML based security service. This protocol component supported includes public key location by given identifier information, the binding of such keys to edentifier information. This reference model offers the security construction guideline for future domestric e-Business Frameworks.

  • Due to the development of network and device, it is called mobile age that boosts various distribution routes of multi-media content and it constructs a new digital content consumption trend. N-screen is one of the new-introduced examples in the digital age and broadcasting industry believes it as a crisis and challenge as well. It becomes a ubiquitous multi-media environment that people watch multi-media content everywhere and any time they want to and competition happens beyond the boundaries such as network industry, terminal industry, pay TV market, traditional terrestrial TV, etc. And then how should the broadcasting service prepare for the N-screen business? The present research proposes a few terrestial broadcasting content strategies in the multi platform environment. First, instead of N-screen, it proposes multi platform, especially One Source Multi Platform(OSMP). Second, so-called 'Integrated Terrestrial Broadcasting OSMP Alliance(IBPA)' must be founded. Third, IBPA should support multi-tasking UX for viewers to have rich experience. Last, it becomes more important and necessary to support local terrestrial broadcasting service for public service in the multi platform age.

  • Mobile devices do not need the fixed network infrastructure in ad-hoc network, these devices communicate each other through the distributed control. Accordingly, mobile devices can discover several services using dynamic searching method and provide safely public ownership of these services. Ad-hoc network needs the distributed control and topology of dynamic network because the limited power for processing and network communication. This paper is devoted to provide the secure protocol that provides efficient services discovery using SDP(Service Discovery Protocol) and considers the security requirements. Proposed protocol provides the distributed control based on PKI without central server, the discovery of trusted service, secure telecommunication, the identification among mobile devices, and service access control by user authority.

Research for Standards of N-Screen Service Platform for Smart Public Services (스마트 공공서비스를 위한 N-스크린 서비스 플랫폼 표준규격에 대한 연구)

  • Smartphone (smartpad) and cloud computing has grown rapidly. So, the users started getting interested in multi-screen services. However, various OS / platforms due to the increased content development time and cost. Increase the cost of content development for a multi-screen service, it has been an obstacle. To solve this problem in this study, HTML5-based multi-screen service platform standards specification was established. HTML5 is a specification of the next generation of Web standards. Standards specification established by this study were research in terms of the service provider. And, this standards specification can be used independently of the service infrastructure and device. In addition, this standards specification in order to develop a multi-screen services are efficient and easy to use. For verification adequacy of standards specification established in this study, Scenarios technical entries were mapped by standard specification entries.

  • Recently, digital contents have become increasingly perceived as a core aspect of national development, and as such their generation and widespread promotion is being now pursued on a global basis, as federal governments move to assist corporations in the realization ofconsistent industrial development. Efforts are also being made to seek avenues for the paid use of qualitatively excellent contents, instead of relying upon traditional methods of free-of-charge provision. International corporations as well as governments are committing themselves to the search for a more developed approach to paid contents. In this report, the role of public institutions in executing plans and promotional strategies for the charging and development of the contents industry is examined. In particular, the case of paid contents is analyzed in relation to the Korea Institute of Science and Technology Information (KISTI), which is assigned the task of contents distribution to the general public in its capacity as a public information service institution, not as a profit-oriented general corporation.

A Proposal of the Social Commerce Strategy for the Public Services' Performance Improvement (공공행정서비스 성과향상을 위한 소셜커머스 적용 전략 제안)

  • Social commerce is a new internet business model which are types of joint purchase, social link, promotion, and on-off association etc. The recent public organization has the dual target to increase sound finance, and to improve customer satisfaction and the quality of public service. The purpose of this study is to propose the strategy of public social commerce which makes it's customers become positive purchasers. We analyzed 31 public organizations, and found that the type of social link interlocking with SNS site in the various purpose of public, and the offline association type using the service of location base would be utilized very highly. We also found that the joint purchase type and the promotion type would be used in the area of public and private selective services intending to make a profit. The anticipated performance are as follows: rapidity and reliance, customer made thing and goodwill, convenience for the service environment quality, publicity and diffusion, and sales promotion, productivity increase and new finding of revenue model for the profit increase outcome.

  • This paper was studied on influence analysis of Telecommunications Network in Electronic Government. Analysis method was studied of Policy Delphi. The five kinds of telecommunications network influence in Electronic Government is National Information Infrastructure Networt, Local Area Network, Integrated Services Digital Network Public Switched Telephone Network, and Cable TV Network. The five kinds of telecommunications network service influence in Electronic Government is Telecommuting Service, Internet Service, PC Telecommunications Networt Video Conference Service and Electronic Data Interchange Service. The five kinds of telecommunications influence in Electronic Government is as follow: First Telecommuting Service must be Constructed. Second, Public Administration Service must be improved. Third. citizen must be participated in decision making. Fourth, Public Administration duty service must be digitalizing. Fifth, Video Conference Service must be improved.

Implementation of Mobile Digital Signage System on the Moving Vehicle (차량 탑재형 모바일 디지털 사이니지 구현)

  • We propose a vehicle-mounted, location-aware mobile digital signage system that can be used for public transportation through mobile communication. This paper proposes the installations of the LED display panels at the backside of the bus., which display traffic information to cars behind the bus. Information to be displayed would include, but is not limited to, road information, public commercials and private commercials. We propose the system architecture and further implement the prototype of mobile digital signage system for demonstration. The system is based on the Client-Server system. Each bus has a client terminal which detects the current location by a GPS receiver and sends its location information to the server using mobile communication function. The terminal device receives advertisements and traffic information from the server and displays it to the large LCD or LED panel installed at the inside and outside of the bus. We use the Android smartphone as a client system, which inherently equipped with GPS and mobile communication function. GPS detects the location of bus and reports its geo-location data to the traffic information center server via a wireless communication network. On the server side, we developed a specially designed control server, where it communicates with the other traffic information center and updates and manages the databases contents being displayed by each position. The server contains location dependent variable information and returns selected information back to the vehicle in real time. Spatial database is used to process location based data. Server system periodically receives the real time traffic information from the road information center database. And it process the information by bus location and bus line number. In this paper, we propose a mobile digital signage service and explain the system implementation of this service.
