Kerberos Authentication Deployment Policy of US in Big data Environment (빅데이터 환경에서 미국 커버로스 인증 적용 정책)

  • This paper review about kerberos security authentication scheme and policy for big data service. It analyzed problem for security technology based on Hadoop framework in big data service environment. Also when it consider applying problem of kerberos security authentication system, it analyzed deployment policy in center of main contents, which is occurred in commercial business. About the related applied Kerberos policy in US, it is researched about application such as cross platform interoperability support, automated Kerberos set up, integration issue, OPT authentication, SSO, ID, and so on.

  • After introducing the industry 4.0 policy, Korean government announced 'Digital New Deal' and 'Green New Deal' as 'Korean New Deal' in 2020. We analyzed Korea Institute of Geoscience and Mineral Resources (KIGAM)'s research projects related to that policy and conducted markets analysis focused on Digital Twin and environmental monitoring technologies. Regarding 'Data Dam' policy, we suggested the digital geo-contents with Augmented Reality (AR) & Virtual Reality (VR) and the public geo-data collection & sharing system. It is necessary to expand and support the smart mining and digital oil fields research for '5th generation mobile communication (5G) and artificial intelligence (AI) convergence into all industries' policy. Korean government is suggesting downtown 3D maps for 'Digital Twin' policy. KIGAM can provide 3D geological maps and Internet of Things (IoT) systems for social overhead capital (SOC) management. 'Green New Deal' proposed developing technologies for green industries including resource circulation, Carbon Capture Utilization and Storage (CCUS), and electric & hydrogen vehicles. KIGAM has carried out related research projects and currently conducts research on domestic energy storage minerals. Oil and gas industries are presented as representative applications of digital twin. Many progress is made in mining automation and digital mapping and Digital Twin Earth (DTE) is a emerging research subject. The emerging research subjects are deeply related to data analysis, simulation, AI, and the IoT, therefore KIGAM should collaborate with sensors and computing software & system companies.

  • This study investigates the problems resulting from the Internet addiction policy management in South Korea and discusses a direction for rational policies by developing a system that facilitates interactive discussions among interest individuals and groups. The Korean society has experienced conflicts of interests among the government, the private sector and civil society in the policy. In addition, heightened competition among government ministries has led the Internet addiction policy management to be susceptible to how citizens respond to the claims of interested parties, thereby having the rationality of the policy management less count. To address these issues, this study investigates the current Internet addiction policy and explores the potential of new governance from a perspective of new institutionalism. This study suggests that the system of the Internet addiction policy should be restructured to transfer control over the policy from the central to local government and develop governance centered on the consensus of the government, the private sector, and civil society.

A Study on Loudness Standards for Digital Broadcast Programs (디지털 방송 음량기준 정책 연구)

  • The practice of producing and transmitting TV programs with uneven loudness can harm audiences' welfare in the digital environment where audiences are entitled to be offered quality broadcasting service. The purpose of this paper is to investigate issues concerning the digital loudness policy institutionalized in Korea since May 2016, and to offer policy suggestions. This paper reviews previous studies on audience welfare in digital broadcasting, focusing on the close link between loudness policy and audience welfare. In order to explore the state of international policy, this paper examines loudness standards developed by international standardization organizations including ITU, ATSC, and EBU, along with loudness regulations in the US, the UK, Canada, Australia, Japan, and Korea, respectively. Based on the analysis, this paper suggests recommendations for policy makers and broadcasters. First, policies on mandating regular monitoring and establishing penality system should be established for broadcasters not to violate loudness standards. Second, broadcasters are recommended to collect audience feedback, to be equipped with loudness measuring devices, to offer personnel training programs, and to check the compliance of loudness standards when they outsource TV programs.

A Study on Public Records Appraisal Policies in the Digital Age : Based on the Case of The National Archives in the UK (디지털시대의 공공기록평가에 관한 정책적 고찰 영국 TNA 사례를 중심으로)

  • The study aims to explore the alternatives through case analysis in the UK, which is quickly responding with appraisal policies and guidelines appropriate to the digital age. Through a theoretical study, it was confirmed that the concept of appraisal in the digital age was extended to decisions on which records to be created and acquired, and in this context, that the value of records needed to be determined at the earliest point in their life cycle. Furthermore, the advantages of macro-appraisal methods and the inevitability of expanding appraisal groups were outlined. Based on this discussion, the change in the British public record appraisal policy was discussed from a policy perspective, and the current British public record appraisal system was analyzed. Based on the analysis of various policy statements and guidelines, general appraisal criteria, 60 operation selection policies and appraisal processes were discussed. As a conclusion, this study discusses various alternatives to appraisal policies in the digital age.

  • The purpose of this paper is to analyze the case of leading company in digital contents to promote industrial competitiveness of Korea. Analysis of this case study focuses on function and roles of leading company in digital contents industry. The main results of the paper are as follows: First, the government should prepare, main, and improve required technological and legal infrastructure for digital contents as quickly as possible. Second, the diffusion of the new digital contents companies can be promoted by ensuring fare competition and reliable market. For the inducing of this results, brainstorming methodology of related expert and survey research with leading company were applied to this paper.

Consumer Preferences for Digital Cable Broadcasting Service in Korea: A Choice Experiment Study

  • A digital cable broadcasting service is a multimedia broadcasting service that provides high definition and various supplementary services by using digital transmission. Korea implemented a complete digital broadcasting service by 2012. This study applied a choice experiment to investigate consumer preferences, and it calculated the marginal willingness to pay for this service. Moreover, we employed a multinomial probit model to relax the assumption that all respondents have the same preference for attributes being valued. The results suggest that respondents value channels, definition, video-on-demand (VOD) service, pay-per-view (PPV) service, and commerce based on TV (T-commerce). On the other hand, online gaming may be less important as an attribute for digital cable broadcasting service in Korea.

  • As a result of growth of digital music market in Korea, Creator's rights and interests have been at the heart of the debate in terms of legal system. In the music industry, digital music revenue has now overtaken records sales and compared to download service it is now clear that music streaming and subscription is mainstream model in the rise of the worldwide market of digital music. This trend is also indentical to the domestic and withholding regulations for music service and creator's rights and interests have become an ever growing issue. Ministry of Culture, Sports ad Tourism decided the revision of withholding regulations for the digital music service in 2013. The amendment is to change its policy of charging music service from the flat rate pricing to a usage-based system. This paper brought forward some disputable points such as fair division of profit, reasonable pricing for consumers etc. about the revision. Therefore, improvement of system and change in the perception of such copyrights are still required for both the encouragement of creator's activities and the high consumer satisfaction.

  • There are two aspects of digital trade: the digitalisation of goods/services being traded and the digitalisation of the transactional act. Digital data (i.e. machine-readable industrial data and transactional data) is the major driving force for both aspects of digital trade. Digital data is a non-rivalrous input, whether for production or marketing activities, and is thus able to be used by many firms or government agencies without limiting the use of others. Digital platforms provide online infrastructure for the interactions between groups, for instance, consumers and producers. The externality effect refers to the situation in which prosperity in one group on a given platform will improve the returns of other groups on the same platform. In the era of the data-driven economy, strategic trade policy can involve data-related policies. The major objective of these policies is to improve the competitiveness of domestic firms. For instance, firms may be subsidised if they use cloud services provided by specific platforms. This strand of strategic trade policies might be useful for increasing the competitiveness of small-and medium-sized enterprises (SMEs) via the digitalisation of production/marketing processes. Alternatively, strategic trade policy may also exploit the externality effect via platform economy-related policies. Further, some countries may form data coalitions to facilitate cross-border data flow. This paper uses cases in Asian countries to illustrate which role these strategic trade policies can play in the digital economy.

  • The appearance of digital culture contents swiftly has changed the culture in domestic and international areas in recently and the digital cartoon and animation have become the most important expression media in contemporary age. The digital cartoon and animation industry have attracted the attention of the people as the business of the OSMU(One Source Multi User) which has the possibility to expand and to enhance the added value not only for the field of image and character business but also for the area of the advertising and tourist business. Therefore, in this paper, 1 study on education and development of the digital cartoon and animation. Firstly, I study on definition and type of the digital cartoon, and work flow of the cartoon contents production. Secondly, the purpose of this study is to analyze and research the domestic business trend of the digital cartoon and animation. Finally, 1 propose the plan of policy and education of the digital cartoon and animation.
