The Strategic Transformation from Innovation Cluster to Digital Innovation Cluster during and after COVID-19

  • It is generally known that a Science and Technology Park - as a representative example of an Innovation Cluster - produces network synergy among industry, university, research institutes, and other innovation actors in a specific area, so that it has a competitive edge over other regions in technological innovation. However, as the novel Coronavirus (COVID-19) pandemic unfolds, it has become necessary to reduce face-to-face contacts and this could lead to lesser network synergy being produced in an Innovation Cluster. With this background, this research was designed and conducted to evaluate how COVID-19 has changed the activities in Innovation Clusters and explore future development scenarios. In order to find out the changes occurring in an Innovation Cluster, a survey was conducted among the people in Science and Technology Parks. The survey result shows that people are experiencing difficulties in technological innovation and support activities, and face-to-face contacts have been reduced in the Innovation Cluster. A scenario planning sought to explore the future development of the Innovation Cluster. It suggests that the transformation into a Digital Innovation Cluster, which is less affected by physical distance, but can still maintain the effectiveness of the networks, can be the key strategy for the future Innovation Cluster.

  • This research was to analyze information network which contributed Anyang Venture Valley's development. And mutual communication between regional innovated companies was the essential factor of this growth. Anyang city with its Knowledge Industry Promotion Agency, KIPA, has first set up communication network, facility and other structures to create basis of communication. For that, they were able to operate various networking and promotion of communication which led to the enforcement of regional innovation in venture businesses. During its innovation, KIPA played a key role as a link between regional Innovated companies, which enabled active interactions between them. Government can verify significance of establishing network base with mediation function for lively communication for promoting innovation capability through Anyang Venture Valley's case.

  • We study the casual relationship between characteristics and effectiveness of NamDong Cluster in Incheon by using factor analysis in order to suggest, it is hoped, an alternative way to form innovative regional or national cluster. The findings of the study is that several factors such as cluster networking, collective learning, innovation synergy, localization, are critical factors to corporate performance. Also, cooperation between big enterprises and small and medium enterprises is the major influential factor so that financial and institutional supports for co-works or co-program development among enterprises are suggested.

  • This study was designed to provide implications for related policies by researching the impact on business management performances focusing on the activities within the innovation clusters based on small and medium venture companies in Daejeon area. The questionnaires from 212 CEOs of small and medium venture businesses in Daejeon were analyzed and verified the research hypothesis using SPSS 21. From the empirical analysis, we confirmed the following results; activity of information exchange, information acquisition and solving activity between demand and supplier showed positive effects on business management performance, however the concern and relationship have no effects on business management performance. From this study, we suggest that the active participation in activity of innovation cluster and various supporting systems or policies have to expand for sustainable growth and development of companies within innovation cluster. We also propose that companies needs to try to more efforts on enhance the mutual satisfaction or forming a consensus for cooperation. This study also propose the implications that the companies, innovation cluster must try on efforts to improve relation among members for enhancing the lack of concerns and relationship.

  • This empirical study is to explain critical success factors for building effective regional IT cluster from the literature reviews which have some limitations, and is to suggest new key factors from the views of Regional Innovation System and Sectoral Systems of Innovation. For building successful cluster, the new key factors not only stress on regional networks, the spill-over of tacit knowledge through learning by interacting, institutions which contain regional custom, norms, established practices, culture, and characteristics from the Regional Innovation System, but also emphasize on heterogeneous agents who are interacting by each others from Sectoral Systems of Innovation. From these factors we suggest some strategies for building effective "Daegu IT Cluster" as following; making characterized IT brands which are selected and concentrated based on regional and IT sectoral characteristics, strengthening learning competence of tacit knowledge built in multiple heterogeneous agents network, establishing strong agent networks which are composed of universities, companies, institutes and government, and sharing the institution of mind-opening culture in order to correspond with environmental changes and link to other industrial clusters. By putting above strategies in force, the compatabilities of Daegu region are reinforced. Tacit knowledges spill over and the regional innovation competence are accumulated. Also IT cluster plays core role of employment in Daegu for long term. Especially, "Daegu IT Cluster" changes city's image from medium and small manufacturing city to new industrial city based on high technologies.

  • For fostering the biomedical industry, the formation of a high-tech-based innovation cluster is continuously being promoted. Accordingly, studies dealing with domestic clusters are being conducted based on case studies on major overseas clusters, but they are limited to a single case. In this paper, content analysis was used based on the literature about innovation clusters and bio-medical industry to comprehensively summarize the factors to be considered for the creation and activation of bio-medical clusters. Subsequently, the factors derived through content analysis were applied to the case of the Hongreung Innotown. The requirements for the successful creation of the Hongreung Innotown, it is required to improve settlement conditions, prepare systems to create start-up culture, and revitalize translational research, attract investment, and cooperate and connect with local clusters.

  • The progress of digital revolution leads to technology and industry infusion which make new products and new commodity markets in the existing industries. Under the circumstance of new innovation patterns in industries and globalization of the world, innovation firms adapt different evolution processes for different business situations. Technological innovation enhances the competitiveness of fins in the business world. This paper shows the researches on technological innovation which make constant economy growth in the knowledge based economy. And this paper also suggests the policy on technological innovation for the future growth of society. Main focus of this paper are as follows. First, the theoretical survey on technological innovation is reviewed. Second, the program and the supporting system for technological innovation in the USA and Europe are investigated. Third, the situation and problems of Korea is analysed. Fourth, strategy and suggestions on the development of technological innovation in the 21st century knowledge based economy is suggested through the window of cluster and regional economy development.

  • Currently, the SW industry is the center of digital economy and it is very important industry in terms of market scale and ripple effect. Due to the suffering from poor working environment of the SW industry and the disproportion of manpower supply due to the lack of experienced SW manpower, it is hard to create jobs of high quality for the SW professionals who can be applied to various convergence industries. In this study, we try to analyze the benchmarking cases of successful foreign industrial innovative clusters in order to promote sustainable development direction of SW industry and to create high quality SW jobs. First, the comparison criteria are derived from the viewpoint of creation of high quality SW jobs through an analysis of SW environment by using expert FGI (Focus Group Interview) technique. The critical success factors (CSFs) are derived by comparing and analyzing each industrial cluster cases in terms of SW job creation. This article presents the desirable implications of the cluster of SW industry that can generate SW jobs continuously from the viewpoint of ecosystem environment infrastructure. Through this study, we propose a meaningful direction of SW clusters for job creation, and solve the business inconsistency and suggest ways to increase the sustainability of core competence manpower.

The Effect of Network Closure and Structural Hole in Technological Knowledge Exchange on Radical Innovation (기술지식 교류 네트워크의 네트워크 폐쇄와 구조적 공백이 급진적 혁신에 미치는 영향)

  • This study empirically test the roles of network closure and structural hole on radical innovation in technological knowledge exchange network in Gumi cluster. In doing so, we build 2,550 firm network, transforming association*firm(2-mode) to firm*firm(1-mode) network data. In addition, in order to investigate firms' attributes, we conduct survey for 101 firms in Gumi cluster using random sampling, and finally collect 86 firm samples. For analysis, we use ridge regression since network density and efficiency, indices of network closure and structural hole respectively, has a high level of multicollinearity. The findings show that structural hole has a significant and positive impact on radical innovation, but network closure has a significant and negative impact on radical innovation. This study contributes to present an empirical evidence of debate on network closure and structural hole based on past conceptual discussions and literature review and further goes a long way towards strategy formulation to establish social capital in accomplishing radical innovation. Further research is required that pays closer attention to features of technological knowledge, innovation types and interaction between network closure and structural hole, directing efforts to structural characteristics of various networks.

Improving a Relation Model between Social Capital and Innovation (사회적자본과 혁신의 관계모형 개선)

  • This research paper is focused on a theoretical study of the influences the structural factors and social capital within an industrial cluster have on innovative performance, and expanding the understanding of the influence through positive analyses based on public surveys. The study adopts a concept of social capital that can formulate a social relationship, and maintains that the social capital either works as a mediator for structural factors or independently exerts strong influences on innovative performance. In the research, the social capital is divided into two categories, bonding social capital and bridging social capital, and their influences are analyzed separately. The result of the analyses shows that unlike the traditional perception based on Korea's unique culture, the influence of bridging social capital is stronger than that of bonding social capital. It is also found that the structural factors exert influence by themselves on the contrary the previous study, simultaneously they still have influence upon innovative performance through bridging social capital calculated via the elements such as secondary relationships, network activity support and organizational openness.
