정부의 메시지 제시 유형에 따른 이해 용이성과 정보습득에 관한 연구: 정보 수용자들의 환경의식을 중심으로 (A Study on Understandability and Information Acquisition according to Message Presenting Type of Government: Focusing on Environmental Awareness of Information Acceptor)

  • 본 연구는 정부의 메시지 제시 유형 즉, 텍스트 형태의 보도자료와 대량의 정보를 시각적으로 표현하기 위한 인포그래픽 그리고 어렵고 난해한 정보를 흥미롭게 제공하기 위한 웹툰이 환경의식 따른 정보의 이해 용이성과 정보습득에는 차이가 있는지 상호작용효과는 있는지 확인하였다. 연구결과, 정보의 메시지 제시 유형과 환경의식에 따른 정보이해 용이성에는 주효과와 상호작용효과가 있는 것으로 확인되었다. 또한 정부의 메시지 제시 유형과 환경 의식에 따른 정보습득에는 각각의 변인에 관한 주효과는 확인되었으나 상호작용효과는 나타나지 않았다. 이상의 연구결과는 정부 3.0시대를 맞이하여 정보 수용자들에게 제공되는 정부의 메시지 제시 유형 정보의 효용성과 유용성을 획득하기 위한 기초자료를 제공하였다는 것에 의의를 두고자 한다.

정부지원과 규제장벽이 국내 중소기업의 기술혁신성과에 미치는 영향에 관한 연구 (The Effects of Government Support and Regulation on SMEs Technology Innovation)

  • 본 연구는 중소기업의 기술혁신을 유도하기 위한 정부의 정책 수단인 연구개발지원과 규제장벽이 실제 중소기업의 기술혁신에 미치는 영향에 대한 고찰을 목적으로 한다. 대부분의 기존 연구들은 연구개발지원에 대한 내생성을 고려하지 않았으며, 규제의 경우 연구자마다 상이한 결론을 도출하였기 때문에 이를 극복하기 위하여 실증적 연구를 추진하였다. 중소기업 1,223개를 대상으로 연구를 추진하여, 로직분석, 음이항분석, 2SLS분석을 수행하였다. 분석결과는 첫째, 정부연구개발지원의 내생성을 고려하여도 실제 기술혁신효과가 존재하는 것으로 나타났고, 둘째, 규제가 기술혁신에 긍정적인 영향을 미치는 것으로 나타나 Porter의 이론을 지지하였다. 이와 같은 결과는 다음과 같은 시사점을 갖는다. 중소기업이 가지는 기술개발 환경의 취약성 때문에 정부의 연구개발지원은 기술혁신 유도에 있어 중요한 역할을 한다는 것이다. 그리고 정부는 무조건적인 규제 철폐보다는 중소기업에 대한 지원과 더불어 적절한 규제를 추진하는 정책을 통해 중소기업의 기술혁신을 육성해야 한다고 판단할 수 있다.

Essential Competencies for Digital Workforce of Provincial Office in Thailand Using Delphi Technique

  • This study aimed to study its required performance requirements and proposes a competency framework necessary for the digital workforce of the Provincial Offices in Thailand. The specific primary informants were determined as 17 people. The collecting process was performed using the Delphi technique and the electronic Delphi technique in two phases, totaling four rounds. In the first time, a structured interview was used to conduct online interviews for 15 people. Content validation was performed to determine issues of the competency framework essential for the digital workforce with 7-level scaled questionnaires, and then online reviews were collected between 10-15 people (2nd to 4th times). A consensus was found and confirmed four times with descriptive statistics, namely frequency, mean, standard deviation, mode, median, and the absolute value of the difference between mode and median, interquartile range, and application of the conceptual framework. The research findings revealed that the essential competency requirements for the digital workforce were covered in digital literacy (six aspects), digital skills (four aspects), and digital characteristics (four aspects). Consensus was confirmed for 84 issues. Therefore, it was concluded that 61 points for building an essential competency framework for the digital workforce made them effective in using digital technology as a labor-saving instrument, as well as for expanding the breadth of development of digital expertise to include members of the organization's digital practitioner network. This development will benefit government agencies and the private sector, both national and international, in the future.

정부통합전산센터의 Web2.0 적용 방안에 관한 연구 (A Study on the Adaptation Strategies Based on Web2.0 for NCIA)

  • Progressing of Web2.0 and social digitalization are lead to changing citizens participation and citizen centric service of civic service. To meet this trends that is online collaboration and sharing, citizen's service that provides our government, also need to changing web2.0 style. This paper argues that government could now grasp the opportunities that are emerging in terms of web2.0 Current policy and action is not yet adequate to grasp these opportunities. So this study focused on strategies of civil services based on web2.0 using NCIA(National Computerization Integrated Agency) cases. For the purpose, we analyze former researches related with civil service. And then, we propose web2.0 adaptation strategies for NCIA.

정부부처 조직문화 구축을 위한 혁신브랜드의 구성요소에 관한 연구 (A Study on the Component Factors of Innovation Brand to build Organizational Culture of Government Ministries)

  • This study explores the component factors of innovation brand to build organizational culture of government ministries. A perception of organizational officers on innovation brand is ranked orderly by brand awareness(recognition, discrimination), brand loyalty (identification, ease of memory, meaning diffusion, reaction of customer needs), brand salience, brand knowledge and brand innovation. The results of factor analysis classify the component factors with factor1(brand awareness, brand loyalty) and factor2(brand innovation). This results indicate that the officers definitely recognize the value of innovation brand and brand identity. The brand discrimination and brand loyalty can also positively affect perception on brand innovation.

  • Most recently, development and publication of the ordinance and the manual of policy quality management is spreading the recognition of quality control in the public sector. The purpose of this study is to introduce the system of quality control for local government's policy. So we suggested lessons drew from the case study(Daegu metropolitan city, Gumi city) on current introduction. To successfully introduce the system of quality control for local government, we have to gain agrement for the new system, of introduction, secondly prepare the new system, lastly manage PQM with flexibility.

  • The government supports the various systems on the premise of life-long education for improving the qualification of its people and supporting the lifelong career system. These systems help the educational activities for every generation from the teens. Each government department supports the learning activities for those who are related. In addition, each government department systemizes the regular education for advancing the performance of civil servant, by obliging a self-directed system to their member as well as by reflecting this educational activities in a promotion. This style of learning is provided not only offline but also online. However, not all necessary educational contents is furnished within the department. It is sometimes necessary to cooperate with the commissioned education and a professional educational institution. This thesis suggests three model systems while comparing one another. This paper suggests three system model. The first model is e-contents open place. The second model is e-contents open place. Finally, the suggest model is mixed form.

  • Based on reviewing the literature and statistical year books on current projects that are targeting Industry 4.0 and Smart Factory, this paper aims to show concepts of Industry 4.0, and Smart Factory. Also it shows 5 projects for Industry 4.0 led by governments that worry over their low employment and productivity in main industrialized countries: Germany, China, Japan, the USA, and Korea. In addition it presents some problems which are very important but easy to be overlooked, especially on employment, and it makes three suggestions to solve employment problems. First, government should tax the profit which a company makes on reducing workers in spite of a high rate of profit through technology innovation. Second, to help small businesses to last longer, government should link major companies and small companies. Third, government, academic circles and the industrial world should take part in configuring consortia like American "Industry talent Consortium" to cultivate IT Talent.

  • The research tried to realize the policy which serves Innovation ability for culture-contents producer, and culture-contents producer's Innovation ability which impacts OSMU of contents in the policies of government for vitalizations of culture-contents industry. As a result, we have reached the conclusion that the supportive policies for technology, exports and marketing were effective to strengthen the innovation ability of management of human resource, creation and production area. Also we have found that content's OSMU has been influenced by innovation ability. The implication of this study are followed. First, the policies which are intended to revitalize the culture content industry by government has the effect that are some different ones from the settlement and intention. Second, the production industry of animation do still passive and closed organization management, without the efforts for opened and cooperative management. Therefore, the efforts of government which are more practical and realistic supports to revitalize and based on strategic cooperation of industry.

지방행정혁신 확산을 위한 부서간의 협력증진에 관한 정책적 연구 (A Study of Policy on the Win-Win Strategy of the Department for the Largest Local Administration Innovation)

  • The purpose of this paper is to find an appropriate policy for local government innovation step by step. In order to accomplish this purpose, we considered the characteristics and situation of Gumi city. Specifically, we analyzed the win-win strategy of the department for the largest local administration innovation. Finally, we found that the chief executive's leadership and other strategies such as the adjustment of the innovation propulsion system are key factors. Also, Managing the resistance to change appeared during the process of local administrative innovation is important. The failure of the policy for local government innovation is caused by the failure to manage the resistance. Thus, for government innovation to succeed, correct information provision, comprehensive participation of public officials and effective management of resistance is necessary.
