Trends in Digital Trade Policies and Trade Rules in Major Overseas Countries (해외 주요국의 디지털 통상 정책 및 무역 협정 규범 동향)

  • Digital trade rules are crucial in supporting the digital economy as the rules effectively reduce unnecessary trade barriers. This study introduces various approaches that major countries take regarding digital trade policies and rules. Comprehensive and Progressive Agreement for Trans-Pacific Partnership has introduced comprehensive rules on e-commerce, including binding articles on the free flow of information, location of computing facilities, and source code. More recent e-commerce provisions or digital trade agreements cover wider range of issues, from cyber security, artificial intelligence, and data innovation to electronic invoicing and payments. Multilateral negotiations on digital trade rules, including the World Trade Organization E-commerce Joint Statement Initiatives and Indo-Pacific Economic Framework, are in progress. Thus, countries involved are expected to respond to new digital trade issues with long-term strategies considering domestic policy objectives.

An Exploratory Study on Contactless Digital Economy: the Characteristics, Regulatory Issues and Resolutions (비대면 디지털 경제에 대한 탐색적 연구: 특성, 규제쟁점 및 개선방안을 중심으로)

  • The radical digital transformation and development of the contactless digital economy in the wake of the COVID-19 pandemic are increasing the need to solve various problems such as conflicts of interest among market participants and delays in related laws and regulations. This study investigates the concept and characteristics of the contactless digital economy and identifies the related regulatory issues and resolutions through literature review, news article analysis, and expert interviews. From the literature review, it is identified that the contactless digital economy has eight hyper-innovation characteristics: hyper-intelligence, hyper-connectivity, hyper-convergence, hyper-personalization, hyper-automation, hyper-precision, hyper-diversity, and hyper-trust. From news article analyses and expert interviews, this study identifies various regulatory issues, such as competition between incumbents and new entrants, the collision of constitutional rights, collision of social values, conflict between market participants, absence of laws and regulations, and existence of excessive market power, and then proposes a series of resolutions.

  • As digital economy has dramatically evolved, new intellectual property rights protection has emerged as a pivotal issue which companies need to actively restxnid to. At the new digital era, the possession of new intellectual property rights determines the company values, and thus the protection of new intellectual property rights is getting more importance in the dimension of global competitiveness. The paper analyzes the changing aspect of digital economy and e-commerce paradigm, and explores the protection plan of new intellectual property rights focusing on e-commerce and digital goods transaction so that it can help the companies to strengthen their global competitiveness. After various case studies, we can find out that even though the companies have difficulty in settling out the strategies and policy due to the radical change of cycle in internet-centered digital economy, companies need to establish the systemic strategic plan to protect the new intellectual property rights stage by stage. Also, appropriate legal, institutional basis to protect the new intellectual property rights should be rearranged. The unsloved problems which relates with the protection of new intellectual property rights will be left for next research project.

The Effect of Digital Cultural Capital and Social Connectedness on the Intention to Participate in Sharing Economy

  • The purpose of this study is to examine the relationship between intention to participation in sharing economy, digital cultural capital, and social connectedness and then analyze the variables affecting the intention to participate in sharing economy. This subjects were university students. Collected data were statistically processed by PASW 18.0 program using reliability, frequency analysis, T-test, one-way ANOVA, correlation and multiple regression analysis. The results were as follows. First, redistribution participation and cooperative lifestyle participation were relatively high. Second, intention to participate in sharing economy activities differs according to gender, age, monthly allowance, and SNS usage time. Third, intention to redistribution participation increases as the recognition of objectified digital culture capital, embodied digital culture capital, and social connectedness increases. And the intention to cooperative lifestyles participation and information sharing participation increased as digital culture capital increased. Forth, the most significant variable affecting the intention to participate in sharing economic activities was digital cultural capital.

  • The article is devoted to current issues of the development of e-commerce, which is gaining more importance in the conditions of widespread quarantine restrictions. As a result, of the research the importance of digitalization as a driver of economic development is substantiated and the main business models of e-commerce and their modifications are examined. The peculiarities of e-commerce in the context of digital economy were analyzed and their current state was established. Identified the main trends in the development of e-commerce at the current stage, which allowed to identify problem areas that require further study and evaluation. Presented the results of the market research of decorative cosmetics, based on which the summarized set of problems that affect the online sales in this segment of the market.

In Search of an Efficient Market Mechanism for a Digital Economy: Virtual Field Experiments on Posted-price Markets and Auctions (디지털 경제에서의 효율적 시장 메커니즘에 대한 연구: 가격부착 시장과 경매에 대한 가상 실험)

  • In recent years, many retail businesses jumped on the Internet auction bandwagon and paid substantially high fees to learn and develop proper business strategies for this new environment. Unlike what most businesses in the real world presume, this research shows that discriminatory-price ascending-bid auctions in a digital economy might be not very beneficial for the sellers on the Internet, if sellers sell the identical digital products through both a typical posted-price market and an auction. Using an extensive technology infrastructure along with suitable incentives and rules for market agents, we found that a discriminatory-price ascending-bid auction, which is the most popular auction mechanism on the Internet, serves consumers better than it does the sellers or producers in the digital economy. That is, the average prices for digital goods in these auctions are substantially lower than the prices in a posted-price market. This shows that it is not so wise for sellers to jump on the bandwagon of Internet auctions, if there is a market place with posted-price mechanisms which sells comparable items, or if a seller does not have special advantages or strategies in this new market institution. Electronic market mechanisms provide powerful means of understanding and measuring consumer characteristics including willingness-to-pay and other demographics for sellers or producers. Many concern that sellers may extract the entire surplus from the market by using customization on the Internet, thus consumers will be worse off in this digital economy. We found that these sellers who can customize their products and prices fail to capture the whole consumers surplus and cannot exercise a monopoly. One major explanation for this phenomenon is that the competition among the sellers prohibits them from charging prices according to customers demand for each product, where switching from one seller to another is not so difficult for the customers, and reselling products among the buyers are prohibited.

The Rise of Corporate Digital Transformation and Government Regulatory Innovation

  • Purpose - We attempt to provide a background, a review of current development of the digital technologies and their effect on the digital transformation process, and then offer our recommendations for identifying and taking strategic actions to exploit them. More importantly, we also aim to offer important recommendations for policymakers and practitioners how to better advance the innovation system by facilitating the development of digital technologies and take advantage of improvements in digital technologies. Research design, data, and methodology - This study undertakes an extensive and critical review of the digital transformation literature and identifies several important issues with relevant practical examples of best practices in the transition to digital transformation process. Results - This paper finds that digital technologies with strong technological backing have brought technological spillovers to the economy while also generating shocks. Conclusion - To maintain a healthy and developing market order, it is necessary for governments to innovate regulatory models. This study offers several important suggestions for government regulatory innovation that we believe should help to better deploy digital transformation initiatives and enhance the efficiency and effectiveness of government regulation in contributing more to the high-quality and healthy development of the digital economy.

  • In our society, recently, the concept of social economy stands out as an alternative to the mainstream economy in the market. It is noteworthy that although the social economy has the nature of practical field of civil society, the government has a willingness to actively support the social economy as a means of getting visible result of job creation. The social economy in Korea is being fostered by the government and understood within the framework of a very limited policy goal of providing jobs for the vulnerable. The problem is that the social value and community implications of the social economy are disappearing while the social economic organizations have higher policy status and become more and more dependent on the government's financial support. This paper suggests that the discourse on the social economy should be reconstructed while holding the problem of this situation.

  • Sharing Economy is the modern main item with ICT Development. Of course sharing economic item is the old and long run mainstream, but by the ICT technological development sharing economy is the fostering and affluent factors in the world economic growth. Though, in Korea, till now sharing economy is minimal, that will growth sharply. We can track various business models of sharing economy. Sharing economy is to buy use right not ownership. With the sharing economic business model wee can make also financial sharing model. In finance model we can divide two kind models. First, we can trace small size lending model with p2p type. And second, we can make financial information transaction model. But till now sharing economic system is not activated, because of many reasons. To activate, first we have to set law and various standards, and also government actively support many sharing economy firms and institutions. To catch up developed countries in the field of sharing economy we have to make aggressive and flexible rules and standards.

Rethinking Career Starters' Entrepreneurship in a Digital Economy (디지털 경제와 커리어 초심자의 기업가 정신)

  • In the digital economy praising innovation, entrepreneurship has been strongly admired because it works as a foundation for successful innovation. In this paper, I will focus on the entrepreneurial attitude within an organization because the purpose of this paper is to clarify the organizational mechanism to facilitate the career starters' entrepreneurship in the digital age. From a psychosocial perspective, career starters seem to be so vulnerable and unstable because they are in their 20s as the most turbulent period during lifetime. For this reason, entrepreneurship for career starters needs to be reconsidered in terms of the uniqueness of young novice workers. While hierarchical organizational structure such as "atelier" is suggested in this paper, trustworthy leadership should be a basis of teamwork between veterans and novices.
