Planning Environment Impact Assessment is regarded as one of the most important measures to achieve sustainable development in China. Conduct environment impact assessment for port planning was prescribed by Environment impact Assessment Law of the People's Republic of China. This Paper introduces the basic concept of Planning Environment Impact Assessment and Port Planning firstly, and then discusses the assessment indicators and assessment methods adopted in the Environment Impact Assessment for port planning. At last, the application of the indicators and methods are illustrated in case studies based on the practice on Port Planning's Environment Assessment in China.

Since 1990, urban areas have been expanded rapidly due to the concentration of the population and several development projects including large scale apartment complexes and residential developments. Due to these development projects, the quality and functions of ecosystems have been continuously degraded, regardless of public agencies' efforts introducing development index, guideline, and amendment of law for sustaining the quality of ecosystems. Substantial guideline and content cannot expect the sustainable maintenance of nation's natural resources. Recent improve this situation, ecological planning was introduced, but research data of environments and objective systems were not enough showing the limits. The purposes of this study were to reduce the urban sprawl caused by residential development plans for environment-friendly residential developments, to establish applicable ecological planning, and to suggest the land use plans that reduce adverse effects of developments to nature ecosystem.

The purpose of this paper is to develop a web-based information system for rural settlement environment diagnosis which is useful to apply the village based evaluation for new rural development projects. To achieve this purpose, this study performed : 1) analyzing the business process in the field of rural settlement environment diagnosis, 2) designing the data flow diagram and the database based on settlement environment diagnostic indices(SEDI), and 3) developing the system using APM (Apache, PHP, and MySQL) of web-system development environment. The developed system was applied to the study rural villages for testing of efficient and logical working. Users of the system, such as, researchers, decision makers, and rural residents, can input directly the village data to diagnose through a file format of Excel in MS Office. Futhermore, they can analyze the visual results with graphic and graph types, simultaneously. From the results of this study, it showed that the developed system enables decision-makers not only to assist the planning process of the rural village development project, but also to improve the level of information technology in the research and planning field concerning with rural development.

This study aims to find out a institutional base in urban planning and urban project, confronted with climate change and necessity of sustainable development in France. The establishment of Grenelle Environment Law became a start point to draw concrete effect and implement urban projects. The relation in urban policy on climate change and its concrete shape in urban projects are examined in this paper, especially focused on HQE2R criteria and Eco-Quartier projects. It provides various information on ways to improve Korea urban planning, urban revitalization and development projects, which is in similar situations and necessity in France. As shown in the case of France, for the sustainable urban development related on climate change, it is necessary of Central Government's firm and clear policy framework, as well as the institutions and organizations linked to actual process of local communities are required. In addition, through the development of indicators applicable to urban development and architectural process, objective and rational framework for planning and design standards should be established.

As abnormal climate phenomena occur more frequently due to climate change, damage which results from meteorological disaster increases accordingly and its scale and variety are becoming wider. This paper draws out planning and design elements and application techniques to build cities more adaptive to climate change from urban development cases in US and Europe. An urban model is suggested, that enables built environment to be more resilient to risks caused by climate change is applicable to urban development projects in practice.

To mitigate the development gap between urban and rural area, the government has implemented project planning as the Rural Integrated Development in each Gun level since 1986. On account of shortage of the development fund, the government had changed the Gun level development into Myeon level development so called the Rural Central Settlement Zone Development. The government had started nine pilot projects throughout Korea from 1990. This study is aimed at identifing problems that found in the course of implementation of the projects and recommending the new direction of the successful implementation of the projects in the future. The problems and directions found in the cource of project implementation were as follows: 1. Project implementation by investment priority considering economic and financial rate of return should be made. 2. Objective project planning should be made. 3. Equal allocation of the limited investment fund by group interest and egoism should be prohibited. 4. Enforcement of special man power should be taken into account. 5. Unification of the diversified existing terms and conditions of loans for house construction and improvement. 6. Road development oriented budget allocation should be improved. 7. Sufficient development fund should be procured considering the present rate of sufficiency of the project cost as 36%. 8. Sufficient supply of the credit loans for improvement of living environment of the farmers should be realized. 9. Rational implementation planning in connection with farm household income source development should be made.

Land suitability assessment assesses development, farming, and conservation suitability, considering land's soil, location, and possibility for use. It also implement segmentation of management regions into production, conservation, and plan management area. It is evaluated as a very significant system in establishing a land use system of sustainable development and development after planning in the aspect that it can establish proper land use plan. This study developed a recommendation model for development in agent-based model that interacts with surrounding lands. It also tried to summarize the area characteristic analysis and the results of land suitability evaluation, targeting three ri's in Yesan-Gun, and analyze the model's applicability by selection results. In order to recommend area for development that considers the use of the surrounding lands, it calculated development possibility indices that considered the ratings of all the lands in the target areas for each parcel and simulated the model. As a result, selected three areas in target region were suitable areas for development in land suitability assessment. In detail, ratings of the recommended parcels were 3, 4, and 5 ratings. As a result of examining the land status, it showed that all the three areas were plan management areas, thus easy for development. It is judged that the model for recommending area for development suggested in this study can be used as important basic data for setting the direction for development when establishing a regional planning.

The purpose of this study was to analyze the school location decision direction for land use planning of public land development. And this research proposed the school location decision direction for urban amenity. So this research present the implication on urban planning and design for architecture, park-school complex. This study perform the relationship with land use planning out side environment of school land. This research proved the fact that the school land relationship with the park, the other school land etc. And this result will be used in decision-making-process of land use planning, public land development construction, urban design and city policy.

Spacecraft mission planning functions including event prediction, mission scheduling, command planning, and ground track display have been developed for the KOMPSAT-2 mission operations. Integrated event prediction functions including satellite orbital events, user requested imaging events, and satellite operational events have been implemented. Mission scheduling functions have been realized to detect the mission conflicts considering the user specified constraints and resources, A conflict free mission scheduling result is mapped into the spacecraft command sequences in the command planning functions. The command sequences are directly linked to the spacecraft operations using eXtensible Markup Language(XML) for command transmission. Ground track display shows the satellite ground trace and mission activities on a digitized world map with zoom capability.

It is necessary that the basic concept of rural planning update from economics based on the production and sale into experience of natural resources and traditional culture. For the purpose of set up development direction for rural district, it is requisite to the multivariate analysis. In this study, the methods of the classification of rural village with existing data are studied, the results looking for applying to the making of principal viewpoint of the development. The analysis methods of classification are used the PCA, CA and combination of these, and making the revised method for localization of the rural district. In this study, we implement classification of regional pattern analysis for the planning of rural district in Chungbuk province.
