연안해역 오염퇴적물개선을 위한 준설판단지수(Dredging Index, DI) 개발 (Development of Dredging Index for the Rational Remediation of Polluted Coastal Sediments)

  • 연안 퇴적물의 오염도 개선을 위해 수행되는 준설의 시행 여부 판단을 위해서는 합리적인 준설판단지수(Dredging Index: DI)설정이 필수적이다. 외국에서 사용되는 DI는 국가별 경제수준, 자연환경 특성, 해역의 이용 목적 등이 상이한 까닭에, 국내 환경에 직접 활용하는 것은 비합리적이다. 본 연구에서는 그 동안 축적된 국내 자료를 활용하여 DI를 개발하였고, 이를 오염 우심해역인 마산만의 준설 전·후 환경에 적용하였다. 적용 결과, 개발된 DI는 준설에 따른 퇴적물 환경변화를 잘 지시하는 것으로 판단되며, 준설에 필요한 사회 경제적 여건이 고려된 합리적 DI 값이 도출된다면 특정해역의 준설 범위와 깊이를 결정하는 도구로 사용될 수 있을 것으로 사료된다.

국력으로서의 문화력 측정지표 모형 개발 및 G20 국가들에 대한 적용 (Building A Measurement Model of Indicators of National Cultural Power as a Form of National Power and Its Application to the G20 Nations)

  • In this paper, a theoretical measurement model for comparing cultural power of nations as a form of national power is built and applied to the G20 nations. The measurement model is drawn from the literature of the state theories regarding culture, theories of epistemology, and debates about the sources of national power. Taking the multiple indicator approach, indicators reflecting diverse aspects of cultural power are developed are developed. Examined with empirical data, this model is proved as appropriate as a tool for measuring and comparing the cultural power of nations. Diverse aspects of the cultural power of the G20 nations are ranked and interesting points regarding the state and potential of Korean culture and her cultural governance in these respects are elaborated. The overall ranking of the cultural power of Korea is found as the $11^{th}$ while the U.S., U.K. and France respectively as the $1^{st}$, the $2^{nd}$, and the $3^{rd}$. The U.S. is ranked as the 1st in all three aspects of the cultural power of nation: cultural attractiveness, efforts to enhance the national cultural power, and cultural base of a nation. Korea is ranked as $14^{th}$, $11^{th}$, and $6^{th}$ respectively in these three respects of the national cultural power. Based upon typological analysis of the cultural power of Korea, it is found that Korea belongs to Type III. Trying to move eventually toward Type I state via Type II is suggested as a strategy movement for future cultural governance by Korean government and people to enhance her national cultural power.

항공라이다데이터를 이용한 해안선 추출 (Coastline Extraction from Airborne LiDAR Data)

  • Coastline has been considered as fundamental geographic information of a nation. Recently, the coastlines of higher resolution and accuracy with less update period ever than before are increasingly required. This requirement cannot be easily satisfied with the most traditional methods based on field survey such as leveling or GPS measurements. The newly developed airborne LIDAR system can be used as a promising alternative since it rapidly acquire numerous three-dimensional points densely sampled from the terrain around the coastline. Hence, in this study we developed a nearly automatic method to extract the coastline from LIDAR data and applied it to real data to verify its performance. From the comparison of the extracted coastlines with those from a digital map, we conclude that the proposed method can provide more accurate and precise lines.

  • Because the coins of about 920 billion are hoarded during these ten years, the national treasury of about 35 billion wons is wasted in minting coins every year. In this paper we promote to revitalize the circulation of coins through the connection with the financial world. Firstly embedded software that is contained in the coin banking ATM is developed. Then we developed new business process model that does customer spend coins efficiently in online through this system. The system constructed in this paper can contribute to the public interest and the marketability of the nation because of reducing waste of the national treasury and improving utilization and negotiability of coins.

항만국통제에 관한 연구 (A Study on the Port State Control)

  • Sea casulties involving tankers, compared with those incurred by other type of vessels, have become particularly threatening to port State in terms of environmental as well as property damages. As a result, most of developed countries including the U.S.A. and Japan have shown a strong interest in implementing the policy of the Port State Control more rigorously in an attempt to protect themselves from irreparable damages caused by sea casualties involving large vessels. In this paper, the problems associated with the implementation of the Port State Control are analysed and then following recommendations and suggestions are made: ⅰ) The flag nation is urged to improve the quality of personnel associated with the operation of a ship. ⅱ) A closer cooperation between developing nations operating vessels and developed nations adopting the Port State Control is required for a successful implementation of this policy. ⅲ) Port states are advised to give a special attention to vessels carrying hazardous cargoes.

우리나라 측지좌표계의 좌표변환 (Conversion of Korean Geodetic Coordinates)

  • Geodetic datums define the size and shape of the earth and the origin and orientation of the coordinate systems used to map the earth. A lot of different datums have been developed and each nation uses its own datum as the basis for coordinate systems used to identify positions in geographic information systems. Recently GPS receivers are widely used to find out location and GPS is based on the World Geodetic System 1984(WGS-84) datum. Therefore the diversity of datums in use today requires accurate conversion between coordinates in different datums. In this study a coordinate conversion program on Windows is developed to transform between Tokyo Bessel(1941), which is the reference datum in Korea, and WGS-84. Several examples of coordinate conversion are presented and computed results are tested and proved to be correct.

지속가능한 개발을 위한 환경교육 프로그램의 개발과 그 효과 (Development and Effect of Environmental Education Program for Environmentally Sound and Sustainable Development(ESSD))

  • A current environmental issue, 'Enviromentally Sound and Sustainable Development(ESSD)' is very important in that it is for our common future. Environmental education is essential as a long-term strategy to realize sustainable environments and society. So we developed a new program about ESSD. The purposes of development were as follows. First, introduce ESSD to students, second, make them know ESSD appropriate to our nation, third, make change from economy-centered thoughts to environmental economy-centered thoughts, ultimately make form behaviors related to ESSD. To verify the effects of new developed program, the direct learning was carried out by 212 students in total. Post test scores of experimental groups were significantly higher than those of control groups about four goals, respectively. Therefore this program is effective to achieve four goals of environmental education for ESSD.

  • The controller area network(CAN) was originally developed to support cheap and rather simple automative applications, However, because of the its performance and low cost, it is also being considered in automated manufacturing and process control environments to interconnect intelligent devices, such as modem sensors and actuators. This paper presents a new application technology of the developed CAN control modules for the automated doors in building automation system. Key pad and RF methods are used to open and close the automated door by the slave CAN module with CAN protocol. BAS application technology of CAN field bus modules is also presented firstly in our nation.

  • Gas-permeable metal die materials are developed using tool steel powder, packed in a mold having the insertion of orthogonally arrayed polymer wires. Linear gas-permeable channels in orthogonal array are thus developed by the burning out of the polymer wires, which yield a microstructure with wear resistance value and air permeability much larger than those of the conventional gas-permeable die material.

병원 의료용 친환경소재 RFID Tag-Band 개발 (Development RFID Tag-Band of Environment Material using the Management of Hospital Patient)

  • 최근에 유럽, 미국, 중국, 일본 등 국가별 환경규제 지침에 의해 납, 수은, 카드뮴, 6가 크룸, 폴리브로미네이티드 비폐닐(PBB), 폴리브로미네이티드 등 6개 유해물질의 사용을 제한하고 있다. 본 논문에서는 한지, 닥나무, 섬유성 펄프, PLOYCABONATE등 이용하여 국내의 유일의 섬유성 재질과 접목, 접착하는 친환경 RHD Tag 및 제작방법을 개발하였다. 개발한 RFID Tag는 각각의 layer 사이를 친환경성 소재를 이용하여 접착하였다. 개발한 RFID Tag는 친환경 소재로 제작함으로써 수명이 다하여 RFID 카드를 소각 폐기 처분할 경우 환경오염 물질을 최소화하였다.
