National Emergency Management Agency is planning a flood disaster mitigation system in urban area. This research is about analysis of runoff reduction efficiency of the alloted detention system which is one of flood disaster mitigation systems in urban area. The alloted detention system is composed of small to middle size detention facilities located in up and middle stream of urban basin. To analyze runoff reduction efficiency of alloted detention system, basic runoff analysis in test area has been carried out and runoff characteristics with size and locations of detention facilities has been simulated. The results of simulation are showing that alloted detention system can reduce the discharge of main stream and detention facilities' size and locations are major parameters of runoff reduction efficiency. It is concluded that alloted detention system can be a useful method in urban area's flood disaster mitigation and can secure safety against flood damages in urban areas.
Detention pond has an important role in peak flow reduction to mitigate flood damage. Design of detention pond is accomplished through the preliminary stage, planning stage, and design stage in general. New development projects produce increased peak flow and flow amounts. In this case it is necessary to design the detention pond easily and simply. The simple procedure of detention pond design is proposed in this study. The relevant variables are peak flow ratio ($\alpha$) for the before and after development, and storage ratio which is ratio of storage volume to flow amounts. Simplified method for the detention pond design with runoff reduction is easily used for practical purposes.

In this paper, the inundation simulations were carried out by using GIS tools for the analysis of detention efficiency based on the results of runoff analysis according to location and scale of regional detention facilities. The inundation maps could be drawn by the inundation simulations, and the locations and magnitude of inundation areas could be estimated through the inundation maps. The inundation simulations with GIS tools are approved to be the one of the useful method in designing optimized location and scale of regional detention facilities.
This study is to develop the suitable hydrologic models for determination of the size and location of detention storage facilities to restrain stormwater runoff in urban areas. Fictitious areas of two levels are considered to seize the hydrologic response characteristics. A one-square-kilometer area is selected for the catchment level, and a 10-square-kilometer area consisting of 10 catchments is adapted at the watershed level as representative of urban drainage area. In this analysis, different rainfall frequencies, land uses, drainage patterns, basin shapes and detention storage policies are considered. Flow reduction effect of detention storage facilities is deduced from storage ratio and detention basin factor. A substantial saving in detention storage volumes is achieved when the detention storage is planned at the watershed level than the catchment level. For the application of real watersheds, two watersheds in Seoul metropolitan area-Jamshil 2, Seongnae 1-are selected on the basis of hydrologic response characteristics. Through the regression analysis between dimensionless detention storage volume, dimensionless upstream area ratio and reduction rate of storage ratio, the regression equations to determine the size and location of detention storage facilities are presented.

Urbanization results in increased runoff volume and peak flowrate and shortening in time of concentration, which may cause frequent flooding downstream. There are various types of flow retardation methods including detention ponds, retention ponds, and infiltration ponds. In general, hydrologic models to design the detention pond are classified into planning model and design model. This study is comparing and analyzing of planning model to design the detention pond in urban area. Detention ponds data of Disaster Impact Assessment Report on 22 sites were analyzed to investigate proper planning models in this study. From this research, following conclusions are derived, 1) In case of on-line detention pond, Lee model(1991) is the best planning model and similar to real storage volume. 2) In case of off-line detention pond, Abt and Grigg model is much more proper model compared to other models.
This work is for examining a simplified equation based on the rational formula, which can easily decide storm-water detention volume in small urban catchments. The storm-water detention volume is determined by the inflow hydrograph flowing to detention basin and the outflow hydrograph discharged from the detention basin. The ratio of average outflow over the period of rainfall duration against allowable discharge was 0.5 in former simplified equation. But this research has found that the average outflow ratio depends on the storage methodology. In the case of the on-line storage method, the average outflow ratio is a function of the time of concentration of the catchments and rainfall duration, which ranged from 0.5~1.0. In the case of the off-line storage method, the average ratio is a function of peak discharge and allowable discharge except above time of concentration and rainfall duration, where its function value ranged from 1.0~2.0. When applying this equation to small catchment in Mokpo city, South Korea, we could easily calculate the relation curve between the storm-water detention volume and allowable discharge.
Operation models for storm water pumps in detention pond were developed in order to reduce the damage by inundation in urbanized area. The return periods (10, 20, 30 years) of rainfall were selected to estimate inflow discharge to detention ponds. Inflow hydrographs of detention ponds were derived by using the SWMM, and Petri net diagrams were selected to analyze the pump actions. Safety and efficiency of pumps and detention ponds were estimated by penalty index. In order to verify the models, the models were applied to three selected detention ponds in Seoul area. In numerical experimental results, the developed model 3 is more effective in inland flooding prevention than the existing one, and may be used to design and evaluate detention ponds with real time data of rainfall.

Urbanization results in increased runoff volume and flowrate and shortening in time of concentration, which may cause frequent flooding downstream. The retardation structures are used to eliminate adverse downstream effects of urban stormwater runoff. There are various types of flow retardation measures include detention basin, retention basin, and infiltration basin. In this study, to present a rough standard about location of detention pond for attenuating peak flow of urban area, the runoff reduction effect is analyzed at outlet point when detention pond is located to upstream drainage than outlet. The runoff reduction effects are analyzed under the three assumed basins. These basins have longitudinal shape (SF = 0. 204), concentration shape (SF = 0. 782), and middle shape (SF = 0.567). Numerous variables in connection with the storage effect of detention pond and the runoff reduction effects are analyzed by changing the location of detention pond. To analyze runoff reduction effect by location of single detention pond, Dimensionless Upstream Area Ratio (DUAR) is changed to 20%, 40%, 60%, and 80% according to the basin shape. In case of multiple detention pond, DUAR is changed to 60%, 80%, 100%, 120%, and 140% only under the middle shape basin (SF = 0.567). Related figures and regression equations to determine the location of detention pond are obtained from above analysis of two cases in this study. These results can be used to determine the location of appropriate detention pond corresponding to the any runoff reduction such as storage ratio and peak flow ratio in urban watershed.
Recently increased rainfall by abnormal climate, risen peak runoff by urbanization, and shorten time of concentration are causing frequent overflow at downstream basin. This problem will be solved through the runoff reduction facilities like detention pond. However so far, most studies about detention pond in Korea are focused on its capacity. A study with respect to outlet facilities of detention pond was insignificant. Design of culvert usually used for outlet facilities of detention pond is generally carried out by using "Road Drainage Design" of Korea Expressway Corporation (1991). So detention pond is unreasonable to apply it. In this study, the culvert flow in submerged condition of upstream at culvert was analyzed., and simplified design procedure for culvert outlet facilities were presented for detention pond.
This study is for design of the detention system distributed in a watershed by the Multi-Objective Genetic Algorithms(MOGAs). A new model is developed to determine optimal size and location of detention. The developed model has two primary interfaced components such as a rainfall runoff model to simulate water surface elevation(or flowrate) and MOGAs to get the optimal solution. The objective functions used in this model depend on the peak flow and storage of detention. With various constraints such as structural limitations, capacities of storage and operational targets. The developed model is applied at Gwanyang basin within Anyang watershed. The simulation results show the maximum outlet reduction is occurred at detention facilities located in upper reach of watershed in the peak discharge rates. It is also reviewed the simultaneous construction of an off-line detention and an on-line detention. The methodologies obtained from this study will be used to control the flood discharges and to reduce flood damage in urbanized watershed.
