Analysis of the Impact of Key Design Elements for the EU-ETS Phase 4 on the K-ETS in the Future (EU ETS 4기의 주요 제도 설계가 향후 국내 배출권거래제 운영에 미칠 영향 분석)

  • The emission trading system is an essential policy for reducing greenhouse gas emissions and converting low-carbon society. EU ETS is a good benchmark that is ahead of Korea's emission trading system in terms of operating period and design know-how. Therefore, this study focused on the key design elements of EU ETS phase 4 such as total emission allowances issued (Cap), free allocation method, carbon leakage list, market stability reserve, and innovation supporting system. In addition, we analyzed the impact of key design elements and their changes during EU ETS Phase 1 to 4 on the design and operation of Korea emission trading system in the future. First of all, the expected impact on the design of Korea emission trading system is to increase three demands: preparing benchmark renewal plans, establishing criteria for selecting free allocation industries that reflect domestic industrial structure and characteristics and introducing two-stage evaluations for free allocation industries, and preparing specific plan to support innovation and industries using allowance auction revenues. The next three impacts on the operation of Korea emission trading system are the increased needs for objective and in-depth impact assessment of plan and amendments, provision of system stability and response opportunities by quickly confirming plan and amendments prior to the implementation, and coordination of the emission trading system governance and stakeholder participation encouragement.

  • The data-driven IT project model has been improved by adding processes such as analysis/design of data structure and channels of data collection/distribution, application of data standard and securing the flexibility in IT convergence devices data configuration on existing informatization project procedure driven by HW and SW function. This model focused on the evaluation of improvement effect which warrants data flexibility of IT convergence device. IT convergence device was divided into sensor and reactor and a situation when new information system is additionally linked to these devices was assumed. The system improvement complexity and index on network environment were estimated and they were compared to existing method.

A Study on the Evaluation System for On-line Community Service (온라인 커뮤니티 평가 시스템 개발에 관한 연구)

  • On-line community service should be considered with sociability and usability as well in website development because community in general is composed of various social factors. But, most on-line community services are developed and operated without having correct concepts and strategies concerning social factors. For that reason, community services in most web sites are not that successful. In this paper, twelve social factors are identified for developing community service evaluation system. Those factors are as follows: 1) Purpose, 2) Identity, 3) Reputation, 4) Governance, 5) Communication, 6) Groups, 7) Environment, 8) Boundaries, 9) Trust, 10) Exchange, 11) Expression, 12) History. Eight different types of community services are evaluated to see variations of 12 social factors. As a result, each types of community services has different types of value variations. The evaluation diagrams of each type will be used as a guideline for comparison and this comparative research will tell designers future development direction of their community services.

  • New trend called ubiquitous leads the recent business by standardization and integration. It should be the main issue how to guarantee the integration and accountability on each business, especially in mission critical system which is mainly supported by M2M (Machine to Machine) control mechanism. This study is from the analysis of digital forensics case study that is from the M2M Sensing Control Mechanism problem of the "Imjin River" case in 2009, where a group of family is swept away to death by water due to M2M control error. The ubiquitous surroundings bring the changes in the field of criminal investigation to real time controls such as M2M systems. The needs of digital forensics on M2M control are increasing on every crime scene but we suffer from the lack of control metrics to get this done efficiently. The court asks for more accurately analyzed results accounting high quality product development design. Investigators in the crime scene need real-time analysis against the crime caused by poor quality of mission critical systems. It seems to be every need of Real-Time-Enterprise, so called ubiquitous society on the case. We try to find the efficiency and productivity in discovering non-functional design defects in M2M convergence products focusing on three metrics in study model with quick implementation. Digital forensics system in present status depends on know-how of each investigator and is hard to expect professional analysis on every field. This study set up a hypothesis "Co-working of professional investigators on each field will qualify Performance and Integrity" especially in mission critical system such as M2M and suggests "Online co-work analysis model" to efficiently detect and prevent mission critical errors in advance. At the conclusion, this study proved the statistical research that was surveyed by digital forensics specialists around M2M crime scene cases with quick implementation of dash board.

A comparative study about community characters of Chinese Fujian Tulou and Korean Yangdong Village (푸젠 토루와 양동마을 커뮤니티 특성 비교 연구)

  • This study starts from the points of comparative analysis about cultural differences of old traditional communities. Those communities are Chinese Fujian tulou and Historic Villages of Korea Hahoe and Yangdong. (i..e.Yangdong ) I worked field study on traditional communities in two countries and literiture study. I have analysied on characteristics of Fujian tulou and Yangdong. and compared Fujian tulou's characteristics with traditional characteristics of Yangdong The results of this study are as follows. First, Fujian tulou was built according to the nature, and they have worshipped their anscestor and they are the blood relative community. Second, Yangdong was built according to the nature, too. But Yangdong has been completely reflected the confusianal societies' classes.( ex : yangban and slave ) Yangdong has the characteristics on confusianal community. From the results of this study, I think that further study is needed about non- physical cultural factors which were served to maintain the traditional community like governance, self doctrine and community rules.

Perception of the Neo-Confucian body in men's dress during the Joseon Dynasty (조선시대 남성복식에 발현된 성리학적 몸 인식)

  • Comprehending the prevailing ideals of the body within a specific era requires grasping the intricate interplay between social phenomena and the evolution of clothing. Accordingly, this study investigates the distinctive facets of the perception of the Neo-Confucian body as reflected in men's dress during the Joseon Dynasty. We examine a comprehensive body of scholarship, literature, and historical records concerning the body and dress. Additionally, we also employ a framework developed by M. Y. Kim, which categorizes the Neo-Confucian body in three ways: as the natural body, the cultural body, and the body as a fully-realized moral subject. Our findings unveil three crucial insights: firstly, guided by Neo-Confucian discourse positing appearance as a manifestation of innate energy (氣), men's dress was deliberately designed to demarcate stylistic distinctions in women's dress; secondly, the Chinese gwan (冠) was employed as a tool of self-cultivation (修身) to symbolize the legitimacy of Joseon's Neo-Confucian governance; and thirdly, sim-ui (深衣), a philosophical emblem of Confucianism extensively represented across through an intensified exploration of historical sources, served as a means to consolidate the political standing of the Neo-Confucian faction. As a consequence of these factors, the attire of noble men conferred upon them both sexual and moral ascendancy as political entities; men's dress became a visual manifestation of the legitimacy of their power, thus embodying Neo-Confucian ideals. This study carries significance by applying a discourse analysis approach to Korean dress research and elucidating the factors underlying the development of men's dress during the Joseon Dynasty.

Transition and social-cultural values of goldwork embroidery in Europe (유럽 골드워크 자수의 시대별 변천과 사회·문화적 가치)

  • Goldwork embroidery is the art of embroidery using metal threads. As well as being used as a decorative element of religious clothing, flags, performing costumes, uniforms, and badges, goldwork embroidery is also used in many current designer collections. Therefore, this study aimed to examine the techniques and materials of goldwork embroidery and the formative characteristics and socio-cultural values of goldwork embroidery from its beginning to the early 20th century. For this study, various embroidery works, costumes, museum portraits, and literature were analyzed. The results are as follows. First, the transition of goldwork embroidery was divided into 4 categories: The beginning of goldwork embroidery; the golden age of goldwork embroidery; the maturity of goldwork embroidery; and various goldwork embroidery (depending on the materials used, usage, and design features). The earliest extant example is the "Maaseik fragments" in Belgium dating from the late 8th to early 9th centuries. Until the 15th century, the Church was the most important patron of goldwork embroidery; however, after the 15th century, goldwork embroidery was produced on costumes. Second, the social-cultural values of goldwork embroidery (based on transition and formative features) were classified as expression of divinity, instrument of governance, desire to be approved, and tools of self-expression. Through this study, it is evident that there have been many advances in both technique and technology over time. Furthermore, patterns of usage and social-cultural values of goldwork embroidery have changed significantly.

Management Effectiveness Evaluation (MEE) Indicators Development in Protected Forest Areas (산림보호지역의 관리효과성 평가지표 개발 연구)

  • In order to develop the indicators which evaluate the management effectiveness for the protected forest areas in Korea, candidate indicators were listed based on literature and experts interviews, then questionnaire survey on the experts were conducted. 5 elements of context, planning, input, process, output and outcome and 32 indicators were selected. Context element includes 6 indicators of 1) documentation and assessment of values; 2) documentation and assessment of threats, 3) influence of government policy, 4) related regulations, 5) community cooperation and 6) the structure of management organization. 6 indicators of Planning element were 1) the management objective, 2) protected area design, 3) protected area size and number, 4) representation, 5) standards and categories and 6) management planning. Input element of 3 indicators were 1) management staff, 2) funding, 3) establishment and application of information. Process element were consisted of 1) governance, 2) management guidelines, 3) human resource management, 4) law enforcement, 5) eco-management, 6) disaster management, 7) education program and 8) research and monitoring. The element of outputs and outcomes were 1) accomplishment of plan, 2) accomplishment of program, 3) private land management, 4) threats change, 5) biodiversity change, 6) ecosystem health and vitality, 7) impact on community, 8) international management level and 9) visitors' satisfaction and variation in civil compliant. It is recommended to have further research on evaluation methods development by applying those above developed indicators for the protected forest areas to ensure the practicality of the indicators.

A Study on the Operational Structure and Status Role of Korean Public Libraries - the Case of Busan Metropolitan City - (공공도서관의 운영체계 및 지위적 역할 설정에 관한 연구 - 부산광역시를 사례로 하여 -)

  • The Korean government has established a plan on the 'service operating system of public libraries', which divides the local libraries into a central library, regional libraries, and small branches. However, due to the low interest of the libraries and, above all, the structural problems caused by the dualization of the library administrative bodies, no action plans have been developed. This study intends to propose an integrated operating system for public libraries in Busan metropolitan and to design specific roles and functions according to the library status. To the ends, this study examined the Korean government's plan for public library operation, analyzed the operation cases of foreign public libraries, and finally suggested the detailed action plan of an integrated operating system based on the case of Busan Metropolitan City. The data were collected from literature review and on site field survey, supplemented by e-mail inquiry and official statistical information.

Recipient Countries' Financial Development and the Effectiveness of ODA (금융시장발전과 공적개발원조의 효과성: 양자간·다자간 원조를 중심으로)

  • Purpose - The purpose of this paper is to empirically investigate the effectiveness of Offcial Development Assistance (ODA) in recipient countries' economy. ODA is designed to mitigate poverty and stimulate economic growth in the developing countries. We classify total ODA into bilateral ODA and multilateral ODA depending on the number of donor countries. If the ODA flows from one donor country to one recipient country, it is classified as bilateral ODA. If the multiple countries simultaneously become donor countries through the international organizations such as United Nations and World Bank, it is classified as multilateral ODA. This paper compares the effect of bilateral ODA and multilateral ODA in determining recipient countries' economic development, and tries to provide policy implications to Korean ODA. Research design, data, and methodology - Our primary explanatory variables are bilateral and multilateral ODA. Private credit in recipient countries is adopted as additional explanatory variables to capture the level of financial development in recipient countries. We measure the ODA effectiveness using economic growth and quality of life of the recipient countries as the dependent variable. We collect 142 recipient countries' data from OECD statistics, during the period from 1970-2014. Panel least squares estimation with country fixed effect is employed as the empirical model. Results - Our results support that ODA variable has a negatively significant impact on recipient countries' economic growth, while it is positively correlated with human development index. Recipient countries' private credit is positively correlated with economic growth and human development index. The interaction variable of ODA and financial development turns out to be significant in general. We find that the positive effect of ODA depends on recipient countries' financial market development and this effect is stronger in multilateral aid than bilateral one. Conclusions - From the analysis, we have confirmed that the recipient countries financial development is the necessity condition to achieve positive effect of ODA. Based on these results, we suggest that Korean government should increase the share of multilateral funding and pay attention to recipient countries' financial market development to maximize the effectiveness of ODA.
