태양광 설비투자에 대한 제도적 유인방안 연구: 감가상각법의 경제적 효과 분석 (The Effects of Depreciation Methods on Investment Motivation for Solar Photovoltaic Systems)

  • The value of tangible assets depreciates over their useful life and this depreciation should be adequately reflected in any tax or financial reports. However, the method used to calculate depreciation can impact the financial performance of solar projects due to the time value of money. Korean tax law stipulates only one method for calculating the depreciation of solar photovoltaic facilities: the straight-line method. Conversely, USA's tax law accepts other depreciation methods as solar incentives, including the modified accelerated cost recovery system (MACRS) and Bonus depreciation method. This paper compares different depreciation methods in the financial analysis of a 10 MW solar system to determine their effect on the financial results. When depreciation was calculated utilizing the MACRS and Bonus depreciation method, the internal rate of return (IRR) was 10.9% and 16.4% higher, respectively, than when the Korean straight-line depreciation method was used. Additionally, the increased IRR resulting from the use of the two US methods resulted in a 20.5% and 27.4% higher net present value, respectively. This shows that changing the depreciation calculation method can redistribute the tax amount during the project period, thereby increasing the discounted cash flow of the solar project. In addition to increasing profitability, USA's depreciation methods alleviate the uncertainty of solar projects and provide more flexibility in project financing than the Korean method. These results strongly suggest that Korean tax law could greatly benefit from adopting USA's depreciation methods as an effective incentive scheme.

대체적 감가상각기법을 활용한 도로자산의 가치 평가 : 국도 1호선을 중심으로 (Evaluation of Road Asset Value using Alternative Depreciation methods : Focusing on National Highway No.1)

  • PURPOSES : This study proposes the road asset valuation approach using alternative depreciation methods. It has become necessary to have asset management system according to the adoption of accrual basis accounting for governmental financial reporting and the amendment of the road act. Therefore, it is very important to analyze the effect of depreciation methods on road asset value as a basic research for road asset management system. METHODS : The Ministry of Strategy and Finance (MOSF) has mainly performed road asset valuation based on Write down Replacement Cost and Straight Line depreciation method. This study suggests some appropriate asset valuation methods for road assets through case analysis using three depreciation methods: Consumption-based depreciation method, Condition-based depreciation method, and Straight Line depreciation method. A road asset valuation data of national highway route 1 (year 2014) is used to analyze the effect of three depreciation methods on the road asset value. Road assets include land and structures (pavement, bridge, and tunnel). This study mainly focuses on structures such as bridges and tunnels, because according to governmental accounting standards, land and road pavement assets do not depreciate. RESULTS : The main results of this study are as follows. Firstly, overall asset value of national highway route 1 was estimated at 6.97 trillion KRW when MOSF's method (straight-line depreciation method) is applied. Secondly, asset value was estimated at 4.85 trillion KRW on application of consumption-based depreciation method. Thirdly, asset value was estimated at 4.37 trillion KRW when condition-based depreciation method is applied. Therefore, either consumption-based or condition-based depreciation methods would be more appropriate than straight-line depreciation method if we can use the condition data of road assets including land that are available in real time. CONCLUSIONS : Since road assets such as pavements, bridges, and tunnels have various patterns of deterioration and condition monitoring period, it is necessary to consider a specific valuation method according to the condition of each road asset. Firstly, even though road pavements do not depreciate, asset valuation through condition-based depreciation method would be more appropriate when requirements for application of non-depreciation approach are not satisfied. Since bridge and tunnel facilities show various patterns of deterioration and condition monitoring period by type and condition level, consumption-based depreciation method based on deterioration model would be appropriate. Therefore, it is necessary to have a reasonable asset management system to apply condition-based depreciation method and a periodic condition investigation to manage road assets well.

  • When the number of items of same type of industrial property is quite large, calculating depreciation for a group of such items may be more efficient than depreciating each item separately. Several different depreciation systems may be used for group depreciation. If the life of each vintage in an account are not estimated, then the BG procedure can be used; the BG procedure puts all vintages of the same type of property into a single broad group for depreciation purposes. In this case, only an estimate of the PASL and the net salvage ratio for all the property in the broad group is needed to calculate the depreciation charge.

  • The determination of the optimal depreciation as constrained by the tax law is very complicated computation which is laborious and time-comsurning process. The objective of this research effort is to develop a Decision Support System for Depreciation(DSSD) that can be used by a decision maker to analyze alternative depreciation strategies and to select that strategy which will be most beneficial to the firm from a tax and net profit standpoint.

  • 기존의 품셈과 지방세법은 건설중장비가 수 년에 걸친 감가상각 대상임에도 불구하고, 물가지수를 제대로 반영하지 못하고 있다. 이에 본 연구에서는, 법인세법과 지방세법 및 기업회계기준서를 분석하여 국내 감가상각제도의 특징과 상각방법을 정리하여 제시하였고, 경제성 이론이 반영된 건설중장비 자본회수계수를 제시하였고, 정액법과 정률법을 사용하여 표준품셈을 기준으로 한 감가상각과 세법을 기준으로 한 감가상각 사례를 제시하였다. 개선방안으로는, 건설중장비의 자발적 사용기간 신청제도와 현행제도와의 관계를 설명하고 도입을 제안하였으며, 국내물가지수를 기초로 월단위 기계경비 감가상각율표를 개발하여 제공하였으며, 그 적용방안을 예시하였다. 또한, 제안한 방안의 장점과 단점을 분석하여 연구의 적용한계와 차후 개선방향도 제시해 보았다. 본 연구를 통해 품셈과 세법에 보다 합리적이고 객관적인 현실성을 반영할 수 있을 것으로 판단된다.

  • In the case of existence of second-hand market, some methods for economic depreciation measurement have been developed. Among them, we consider two method. Those are Box -Cox model by Halten and Wykoff and Ratio method of T-factor by Iowa State University. Here, we suggest a new measurement method of economic depreciation based on the above two methods. According to the new method, we can get the failure rate of a equipment under the appropriate assumption. Then we can measure the economic depreciation more simply.

  • Box-Cox model and T-factor method have been widely used to measure economic depreciations for industrial property. The Box-Cox model which combines economic efficiency with depreciation pattern is here extended to the reliability function. To do so a Rayleigh distribution which has been used to estimate the reliability of current assets was chosen as an efficiency curve of marginal productivity. Such an approach provides the possibility to classify the efficiency curves into four categories. It is also possible to analyze the types of depreciation curves. Therefore, the power family of a non-linear Box-Cox model could be set at certain constant values, then the model can be transformed into a linear model to estimate the economic depreciation rates by utilizing the reliability function. Estimating the resultant linear regression equation requires minimal number of observations, while at the same time facilitating the test of hypothesis on depreciation rates.

  • 본 연구에서는 정부의 복식주의 발생주의 회계에 있어서 정부자산의 회계처리 상 감가상각을 통해 비용화할 것인지에 대한 감가상각제도의 전반적인 특징과 문제점을 살펴보고 효과적이고 효율적인 자산과 비용 처리를 위한 감가상각제도의 개선 방안을 모색하고자 한다. 정부회계에서는 2011년부터 정부자산을 인식하고 정부자산회계가 적용되어 완전한 발생주의회계로 전환되어 감가상각제도가 시행되고 있다. 따라서 발생주의 정부회계 하에서 행정비용의 절감과 자산 및 자원을 효과적으로 활용하기 위한 감가상각제도의 간편화가 이루어진다면 정부의 재무정보를 보다 효과적으로 활용하여 정부회계의 성과평가 및 정보 제공에 유용하게 활용될 수 있을 것이다.

  • Estimation of mortality behavior of a industrial property are useful for calculating depreciation and making management decisions relating to property. The common methods of computing depreciation require an estimation of service life, and some methods may require an estimate of life expectancy. Estimation of service life and life expectancy can be computed from a smoothed and extended life table of original life tables developed through life analysis techniques. Several actuarial techniques are available to construct a life table for depreciation application. Of these methods, the graphic approach and graduation by mathematical formula are the most widely used in the field of depreciation. A commonly used technique of smoothing and of extending the life table is to fit a lows type survivor curves to the observed retirement rate by the least square method. In this paper, estimates of depreciation rate based on directly observed data of the domestic petrochemical equipments are presented.

우리나라 제조업에 있어 자산형태별 실질 감가상각 곡선에 관한 연구 (A Study on the Effective Depreciation Curve by Asset in Korean Manufacturing Sector)

  • Because economic depreciation includes some disciplines like economics, accounting and industrial engineering, the terminologies concerned are selected and arranged. The economic depreciation is defined with which the cases that occur when economic depreciation is measured are considered. Two major methods of the measurement of economic depreciation are reviewed these are Hulten-Wykoff's approach and Bureau of Economic Analysis of U.S.A. methodology. In its application in Korea the expected problems are presented. This paper also shows that it is rarely possible. Therefore Under the restricted condition a method to measure the economic deprection is suggested in Korea manufacturing sector.
