What are the implications for us through the discussion on the effect of Germany's dual system of vocational education on the youth unemployment rate? You can find out what kind of evaluation Germany is receiving on the dual system vocational education system implemented based on the 'Vocational Education and Training Act' (Berufsbildungsgesetz), and the specific system establishment form for the industry-academic-government cooperation system. It was possible to present the crises and problems of these systems. Responsibility for the dual system of vocational education in Germany rests with the national and state ministries of education, and private enterprises and chambers of commerce are responsible for business practices. Practical work in a company is conducted through skill-oriented education, and in vocational schools, competency-oriented theoretical education is received. In addition, the necessity and demand for digital vocational and education training in accordance with German Idustrie 4.0 and higher vocational education degree acquisition through dual-degree courses were identified. It can be seen that the youth unemployment rate is the lowest in Europe due to the successful development and utilization of human resources to improve the competitiveness of companies, such as dual vocational education and training (VET) at all levels, higher vocational education at universities, and continuing vocational education programs. Vocational education in Korea will also be able to improve the unemployment rate by establishing a system that allows schools and businesses to conduct vocational education and training simultaneously. In particular, it was possible to judge the necessity of 'close consultation between labor, management, and government', which we consider the most important and should lead to in-depth discussion and cooperation for dual education between vocational schools and companies.

With the importance of creative learning highly valued, the demand for education in early childhood and adolescence has been increasing in recent years, but simple memorization-oriented and classical teaching methods tend not to prove high effectiveness in terms of learner-centeredness. Students who study static at their desks for a long time do not prefer boring classical learning methods, and there is also a lack of educational methods and educational content that conforms to the convergence education trend in the actual educational field. Therefore, this study has created a system that allows students to exercise and learn at the same time through a fun and familiar approach, and implement educational content through activation of brain plasticity.

More than recent cooperation education, at the level of practical use, field oriented talent needed in the industry demand Internationalized talent which can become members of a global community cultivated with International perspective and insight. Furthermore, while currently each university's circumstances and the position is different, and while this strategy, each unique, individual, specific international level's Cooperation Education Plan is Established and operating actively, Governments and businesses will be able to train desired international academic centers' advanced talent. We have come to hope that this will act as an important factor in furthering national competitiveness.

This article introduces a recent innovation in Korea's human resources development policy in the SW sector. Facing serious problems in cultivating SW engineers such as a mismatch in supply and demand of SW workers, shortage of globally competitive SW professionals, and insufficient education and training of university graduates, the Korean government has decided to adopt a new paradigm in national SW engineering education, based on supply chain management (SCM) in manufacturing. SCM has been a major component of the corporate competitive strategy, enhancing organizational productiveness and responsiveness in a highly competitive environment. It weighs improving competitiveness of the supply chain as a whole via long-term commitment to supply chain relationships and a cooperative, integrated approach to business processes. These characteristics of SCM are believed to provide insight into a more effective IT education and university-industry collaboration. On the basis of the SCM literature, a framework for industry-oriented SW human resources development is designed, and then applied in the case of nurturing computer-software engineers in Korea. This approach is expected to fumish valuable implications not only to Korean policy makers, but also to other countries making similar efforts to enhance the effectiveness and flexibility in human resources development. The construction of SCM-based SW HRD model is first trial to apply SCM into SW HRD field. The model is divided into three kinds of primary activities and two kinds of supportive activities in the field of value chain such as SW HRD Council, SW demand and supply plan establishment and the integration of SW engineering capabilities that contribute the reduction of the skill and job matching through SW HR demand and supply collaboration.

The private college education plays a crucial role both in training and supplying manpower needed for national economic growth and in increasing employability and personal labor earnings of individual workers. In oder for private college education to effectively respond to the rapid changes in industrial and occupational structures, it is necessary to secure appropriate level of investment funds and manage them efficiently. For this, it is required to discuss the structure, magnitude and management mechanism of the current private college education finance, changes in future demand for private college education and resultant changes in budget estimates, and new financial resources and allocation schemes. This study attempted to analyze current status and problems of private college education finance in Korea and, based on this analysis, to suggest future policy directions to improve private college education finance system. In order to make the private college education system in Korea competent and competitive enough to survive in international market, it is prerequisite to provide enough budget for the private college education and to manage the private college education finance in more efficient ways. First, for securing the adequacy and stability of investment budget for the private college education, it is recommended to 1) increase the government budget and put emphasis on the private college education; 2) diversify financial resources and induce financial contribution from private sector such as school juridical persons and enterprises. Second, for higher efficiency of financial management, it is recommended 1) make valid allocation standards and mechanism; 2) introduce competition system; 3) develop and utilize evaluation mechanism for the private college education finance to check adequacy, efficiency, accountability, and effectiveness; 4) apply consumer-oriented financial management scheme. In addition to the above policy measures, it is necessary to 1) make scientific forecasts of industrial and occupational structures periodically and apply these analyses to medium & long-term the private college education planning; and 2) redesign budget accounting system and develop the private college education performance indicators for the evaluation of accountability of the private college education institutions and administration institutes.

Recently, the demand for the customized courseware which is required from the learners is increased. Therefore the needs of the efficient and automated education agents in the web-based instruction are recognized. In this paper we propose a multi-agent system for course scheduling of learner-oriented using weakness analysis algorithm. At first proposed system analyze learner's result of evaluation and calculates learning accomplishment. From this accomplishment the multi-agent schedules the suitable course for the learner. The learner achieves an active and complete learning from the repeated and suitable course.

The article reflects short-term perspectives on the use of information and communication technologies in the training of teachers for higher education. Education is characterized by conservatism, so aspects of systematic development of the industry are relevant to this cluster of social activity. Therefore, forecasting the introduction of innovative elements of ICT training is in demand for the educational environment. Forecasting educational trends are most relevant exactly in the issues of training future teachers of higher education because these specialists are actually the first to implement the acquired professional skills in pedagogical activities. The article aims to consider the existing potential of ICT-based learning, its implementation in the coming years, and promising innovative educational elements that may become relevant for the educational space in the future. The tasks of scientific exploration are to show the optimal formats of synergy between traditional and innovative models of learning. Based on already existing experience, extrapolation of conditions of educational process organization with modeling realities of using information and communication technologies in various learning dimensions should be carried out. Educational trends for the next 3 years are a rather tentative forecast because, as demonstrated by the events associated with the COVID-19 pandemic, the socio-cultural space is very changeable. Consequently, the dynamism of the educational environment dictates the need for a value-based awareness of the information society and the practical use of technological advances. Thus, information and communication technologies are a manifestation of innovative educational strategies of today and become an important component along with traditional aspects of educational process organization. Future higher education teachers should develop a training strategy taking into account the expediency of the ICT component.

This study has developed and applied an elementary EPL education program centered on execution time as an educational method for improving Computational thinking of elementary school students, and then its effect has been verified. The education program was developed based on the results of preliminary demand analysis conducted on 48 elementary school students. In order to verify the effectiveness of the education program, 25 students were asked to participate in the class of elementary school students on a seven hours for six days. Using the "Korea Bebras Challenge 2018", educational effects were analyzed through the results of pre- and post-mortem examinations, and the analysis showed that elementary EPL education centered on performance time was effective in improving computational thinking of elementary school students

As the demand for automation (or autonmation) or clean workplace has grown, the interest in the knowledge and skill regarding safety is rising in manager duty. Moreover, the importance of severity rate of injury has increased due to the enlargement of industry scale, even safety management area has developed. Thus, it is important that production managers, the core of the line process, realize the safety in their production line, even if a safety manager acts as a staff. However, in the duty oriented National Competency Standard (NCS), the education about the safety duty of production management part is insufficient. According to NCS, it is calculated production managers receive only 6.7% of whole safety education regarding the duty related the safety management for production manager in mechanical industry. However, the ability in safety is more demanded from production managers as the concept of "production and safety" turns into the concept of "production with safety". And then in this paper, we will compare and analyze the safety management duty in Korean NCS and the safety management duty in State Leaders Connecting Learning to Work in US manufacturing industry, in terms of the duty of the production manage in mechanical industry (05). And, we will develop the safety duty education system for production manager, by classifying the safety education in domestic mechanical industry into knowledge education, skill education, and attitude education with using AHP(Analytic Hierarchy Process).

The demand for complementary and alternative medicine (CAM) is increasing worldwide. High-technology medicine is not always effective and is often accompanied by neglected self-care and high cost. Also, conventional medicine has become dependent on expensive technological solutions to health problems. Integrated medicine is not simply a synonym for complementary medicine. It involves the understanding of the interaction of the mind, body, and spirit and how to interpret this relationship in the dynamics of health and disease. Integrative medicine shifts the orientation of the medical practice from a disease-based approach to a healing-based approach. In South Korea, CAM education was first provided 20 years ago, and integrative medicine is becoming part of the current mainstream medicine. Increasing numbers of fellowships in integrative medicine are being offered in many academic health centers in the U.S. Also, it has emerged as a potential solution to the American healthcare crisis and chronic diseases, which are bankrupting the economy. It provides care that is patient-centered, healing-oriented, emphasizes the therapeutic relationship, and uses therapeutic approaches originating from conventional and alternative medicine.
